British Labour party leader says any Brexit deal should be put to a referendum. Earlier many Labour party members supported a second referendum with Mr. Corbyn yet to make a clear stand. During the local elections and the elections to European parliament the Labour party had losses to parties that favored canceling Brexit, including the Liberal Democrats. Corbyn said: "Let the people decide the country's future, either in a general election or through a public vote on any Brexit deal agreed by Parliament." He made these remarks ahead of a meeting with the prime minister of Ireland.  A poll conducted by Panelbase shows  a second referendum on Brexit would get 52% for Remain in the EU and 45% for Leave the EU compared to 52% for Leave and 48% voting Remain in the 2016 referendum. Parliament has to vote for a second referendum for it to take place. The Liberal Democrats made large gains in the recent European elections on the mandate to hold a second referendum, including in Mr. Corbyn's North London area.  If Mr. Boris Johnson succeeds Theresa May as prime minister the Conservative Party faces even more hurdles. European Union is even less likely to negotiate a deal with Mr. Johnson. A withdrawal from the EU without a negotiated agreement favored by Mr. Johnson is unlikely to get support in parliament as it has repeatedly blocked such a move. The alternative is fresh elections not favored by Conservative Party as it is losing credibility, or a second referendum. The notions of left and right wing politics are now in both countries being replaced with a belief in a higher Being that guides us all. The ideas of Faith, Family and Work independent of the State is the direction in the European Union and other nations in the world.  Brazil as part of the Western hemisphere, and the US asserting the Monroe Doctrine after its experience with drugs and fentanyl, mass migration across its borders, it is now a different hemisphere than before. The US has shifted to securing the western hemisphere from the swings that happened in Cuba and Venezuela over decades that have led to economic disaster, and to millions of displaced Venezuelans crossing borders. In this situation much has changed across Latin America and North America.  In any situation the US is likely to find a favorable investment climate in Brazil, closer relations with Brazil, in its own hemisphere, as it has with India in Asia. A Brazil that would work to give balance to the US process of economic cooperation with Latin America that was the intent of John F. Kennedy in the Alliance for Progress. A vision never realized, put on hold for over 50 years, yet now ready to be realized. ...

The election rules require a candidate to get 45% of the vote or result in a runoff between the two leading candidates. Massa apologized for mistakes made by his administration. To reduce its reliance on China for nickel supplies and secure the supply chain LG Energy Solution has signed a $9 billion deal in Indonesia that sources nickel supplies in Indonesia and produces the EV batteries in Indonesia. The deal was signed with Indonesia's mining company Antam and Indonesia Battery Corporation. Indonesia is the largest producer of nickel with 21 million tonnes of reserves according to US Geological Survey data. The entire process will now be done in Indonesia- smelting and refining nickel, manufacturing precursors, cathode materials and cells, and assembling finished products. LG Energy Solutions is also working with Hyundai Group to build a $1.1 billion battery manufacturing plant 65 kilometres southeast of Jakarta. At this time most of the materials for EV batteries are processed in China and about 11% of the world's production of Nickel comes from Russia.  China's Amperex the world's top battery maker also has signed up with Indonesia's Antam mining company for a similar $6 billion project. For LG Energy Solutions the second largest battery maker the stable supply of raw materials and reduced dependence on China and Russia is becoming important with the situation in Ukraine.     ...

A new state university educated, small college educated, or community college educated is also emerging that like Harris's running mate from the State University of Minnesota in Mankato, sees things differently, and is spread across all parts rural, urban, white, minority, and from lower income families. The Oxford vaccine is shown to be effective for older adults over 70 years in age. One of the key features of the Oxford vaccine is that it is designed to be accessible in cost for not just high income countries but across all parts of the world including the countries in Asia, Africa and Latin America where some of the poorest people live. The cost will be a fraction of the cost of the Moderna and Pfizer vaccine. Results for regulatory approval are expected by Christmas. This vaccine is expected to cost about $4 a dose compared to $25 for the Pfizer or Moderna vaccines. Oxford also uses a technology for the vaccine that has already been proved effective with least side effects fr other virus such as Ebola virus. Oxford researchers took the existing vaccine technology and modified it to tackle coronavirus in a way that proves effective for this virus also. Countries such as South Korea say they will not rush into the first vaccine that is available and have not responded to requests for sale from Moderna or Pfizer. India's Serum Institute is the leading manufacturer of vaccines in the world. It is preparing for production of the Oxford vaccine. India's vaccine effort includes other vaccines developed by its research institutes. The focus of India is for a vaccine that is effective as well as meet cost so that it can be used to vaccinate over 1.3 billion people. Because India has strong already established manufacturing capabilities for vaccines and is collaborating with Oxford and Astra Zeneca for a low cost vaccine it is in a position to drive the campaign for an effective plus low cost 100% accessible vaccine for people around the world. Another aspect of the Astra Zeneca partnership with Oxford is that it has committed not to make a profit from the vaccine. This is important for Oxford researchers and its organizational goals. ...

This view from the Guardian by David Adler from July 8 2019, gives a third perspective on Greece as it goes into elections. It looks at the turbulent period of 2015-2019 when a new leader Alexis Tsipras promised to lead Greece out of the eurozone crisis by standing up to the ECB and Germany, instead of looking at Greece's own responsibility in letting debt buildup till it overwhelmed Greece. Adler says Syriza was too much on one end blaming Germany for strict conditions on a loan bailout, and after this did not work embracing the loan program in a complete reversal causing much anguish to his own support base when this led to callous implementation.  Mitsotakis is careful to say in his interview with Reuters that the vulnerable have to be protected while also committing to a path of economic growth for Greece. It says 50 billion euros was provided to help people with the cost of living crisis, pensions were increased, minimum wage increased by 20%. It also shows the need to judge by looking at the situation not by labels of centre left or center right, are people better off, will people be better off in the future, are all the bases education, healthcare, public services, infrastructure covered? Is the government honest with the people and doing everything it can after listening to the people? ...

This very exceptional report from the city of Recife in Brazil's northeastern state of Pernambuco, comes from WSJ reporters Johnson and Jelmayer. It is about the physicians Vanessa van der Linden Mota, and Ana van der Linden Mota, her mother, who first alerted health authorites in Pernambuco about the cases of encephaly and the links to the mosquito Zika Virus in Recife, Brazil. From 147 recorded encephaly cases, and babies born with shrunken skulls or calcified brain structure in 2014 in Brazil, the cases reported jumped to 4,180 suspected cases. Estimates of cases by 2020 for such cases run up to 50,000 to 100,000 if the problem is not tackled. The family of the van der lindens come from Dutch-German immigrants settled in northeastern Brazil, a less developed region of the country. The family is unique with five doctors including neuro pediatricians Ana and Vanessa working in public hospitals in Recife , and father Helio a neuro surgeon. The entire state of Pernambuco has a total of 15 neuropediatricians, according to this report. The Ebola Virus emerged in countries such as Sierra Leone and Liberia which suffered from war and neglect of health infrastructure. Here in Pernambuco state, as reporters Johnson and Jelmayer point out, the problem stems from neglect in public health infrastructure, especially sanitation and drinking water for shantytown dwellers and vast majority of poor residents in a city of 3.5 million, typical of developing countries in Latin America and South Asia, where development in some parts of the country have lagged far behind, and where needed public health infrastructure investments have not been made. Lack of dependable drinking water means collecting water in containers that are susceptible to breeding mosquitoes, such as the mosquitoes carrying the Zika Virus. A public debate on the lack of attention by socialist and worker's party led governments to this type of infrastructure and transportation services was already underway in Brazil leading to widespread protests in 2013. A $226 million investment in a soccer stadium in Recife, and similar investments in other smaller cities in the northeast were made under the Worker's Party government. Large investments for the Olympics now come as the economy contracted in 2015, and Brazil is hurt by another boom-bust cycle with the slowdown in China- with fiscal austerity policies, a loss of a third in the value of its currency, and the popularity rating of the newly elected government from the Worker's Party in single digits....

The effort is for the negotiations to take place in a new environment that accepts the need to recognize Russian concerns for NATO too close to its borders. President Macron has stated that Russia is not the threat for NATO to focus on as the world has changed with the emergence of China, the changes with the Trump administration policy. By ending the Ukraine conflict and Russian perception of a threat on its borders, Macron is making a constructive effort to bring Europe together and put the Ukraine conflict behind it. His comments about NATO being brain dead have received too much media attention, less attention to the effort to mediate and solve conflicts based on perceived threats Russia thinks it faces.
