The Muslim Brotherhood is thrust into a critical role as economic policymaker after winning the parliamentary elections in Egypt. The Muslim Brotherhood's foreign policy advisor, Essam El-Haddad, says it gave the IMF its tentative approval for a $3.2 billion loan to Egypt. Haddad says it was a very, very short time for the learning process to occur about the economic issues facing Egypt and the IMF. Foreign investment peaked in 2007 at $13.7 billion. It is now a small fraction of this and tourism earnings have declined to a third of what they were before. The Brotherhood cites the example of Turkey where the Islamist Justice and Development Party formed the government in 2002. At the time Turkish inflation was at 55%, the currency Turkish Lira had lost 51% of its value and GDP fell by 5.7%. Turkey has seen high economic growth in the last decade.

The European Financial Treaty or Fiscal Compact referendum in Ireland is being fiercely debated in Ireland. The government says the referendum's outcome will determine Ireland's access to financing in financial markets. The opposition parties including Sinn Fein say the fiscal compact for austerity measures in the eurozone will subject Ireland to a decade of austerity and stagnation. The new property tax issue with over half of the population refusing to register has also hardened opinions in Ireland, and helped the opposition parties organize for this referendum. Cutbacks in spending on services and higher taxes will also affect the outcome. Opposition to the fiscal compact is growing in France with Socialist candidate for president, Francois Hollande, saying he will negotiate changes in the treaty to include growth measures. Both sides in Ireland support Hollande's viewpoint that growth is needed, and the election of Hollande is likely to influence the referendum results. As the fiscal compact has already been approved by 25 of 27 countries signing, except for Britain and Czech Republic, and can be ratified by a simple vote of parliament, the Irish referendum will not affect the treaty. Ireland is having this referendum because it is required under Irish law since 1987....

The skepticism from US economists for Biden's efforts to boost US manufacturing coming from the same economists who thought it did not matter if US workers made the products that were used in the US. As if Made in USA did not matter. As if Made in India or Made in Germany did not matter. As if creating jobs at home or in other countries made no difference. At the same time as US or companies in India and Vietnam, other countries in Asia or European Union ramp up their efforts for shorter supply chains and manufacturing at home, they are working on building up the manufacturing knowhow and technologies that make manufacturing in the US, EU or India competitive with manufacturing in China. It is the lack of this manufacturing knowhow and experience that was neglected over two decades that has resulted in the situation faced today of long, unreliable  and in the end costly supply chains during the pandemic.

How opinion has changed in France since the time of British and Allied bombing of France's rail and other infrastructure that the Germans used in World War II occupation of France. By the end of the war 50,000 French people had been killed in the bombings and large parts of some smaller cities destroyed. The story of these bombings and the survivors has not been told. Churchill was warned about the risk of turning the French away from the Allies and to favor the Soviets as the bombing progressed. By 1964 De Gaulle chose another landing in Provence that the Free French Army had actively taken part in for celebrations instead of D-Day. About 60% of French at the time in 1964 were favorable to the Soviets. Today this has changed as Biden visits Normandy for D-Day and the EU's future is intertwined with that of the US.

America will not long remember what happened in 2018 or 2024, but it can never forget the loss of literacy and cultural literacy from loss of reading comprehension, among American children, the basic building blocks for democracy or economic progress. This WSJ report by Randazzo and Barnum uses a lower bar for reading proficiency called the Basic. There is a second bar that is the Proficient Level for Reading Proficiency in NAEP test scores which is shown here. The US should strive for NAEP Proficient standard in Reading Comprehension not some Basic standard, to strive for leadership in a world that strives for NAEP Advanced. Only 8% of NAEP Test scores for 4th graders were at Advanced level in the US schools in 2024, only 31% making it to Proficient level standards. NAEP defines Basic as- "This level denotes partial mastery of prerequisite knowledge and skills that are fundamental for performance at the NAEP Proficient level." This is an inadequate standard and only leads to student in 4th grade struggling as readers in 9th grade leading to being not proficient for entry to college or skills programs for work. Dismal reading scores from before pandemic only get worse in 2025. Two thirds of American 4th graders across the 51 states, across urban, rural and suburbs fail to pass PROFICIENT reading levels on NAEP test scores in 2024. Poland's Finance minister Rostowski, says that Poland will join a trading band pegged to the euro called the exchange rate mechanism 2, for the zloty by the middle of 2009. This should help support the zloty in this difficult period giving the backing of the ECB to its currency. The zloty has lost 35% of its value in the past year. Poland, he said, will keep its deficit below the 3% level of GDP, and will rely more on monetary policy to fight the recession. Rostowski is visiting European capitals to give the message that Poland is different from some other Eastern European countries like Hungary, and it has more trading links to the west. Poland expects to have some growth of 2% in 2009.
