Spain's prime minister Mariano Rajoy of the People's Party won two elections in December and June but failed to win a parliamentary majority. After 10 months as acting prime minister Rajoy leads a new government with the Socialist party agreeing to abstain in a parliamentary vote. Socialist Party PSOE faces internal divisions, and the minority government will find it difficult to pass legislation.

At the end of the 2012 Communist Party Congress in Beijing, Xi Jinping assumes the post of chief of the Communist Party of China. He also assumes the post of head of the Central Military Commission, which makes him head of the armed forces of China. Li Keqiang, the incoming prime minister, is the only member of the party Politburo Standing Committee selected by current president Hu Jintao. Jinping is supported by Jiang Zemin, former president. Four of the other five members are older party leaders placed in these positions by former president Jiang Zemin, who succeeded Deng Xiaoping and started China's three decade long modernization. The seven member Standing Committee governs China by consensus. This will limit the room for change, especially as the other five members are in their mid 60-s and favor the status quo. Xi Jinping is 59, Li Keqiang is 57. Xi becomes president in the spring of 2013, and Li becomes prime minister to run the government ministries. The optimism for Li who is the best educated of China's leaders, holding a doctorate in economics from Peking University, and an early interest in constitutional law, is restrained by the institutional arrrangements that favor the status quo. Some experts in China see the new leaders likely to make major changes only if confronted by a crisis. In his live television acceptance speech Xi focussed on China's "rejuvenation," with improvements in the party bureaucracy, tackling corruption, and improving the lives of ordinary people, for better schooling, jobs, incomes, health care, better housing conditions, social security and the environment. From the rush to modernize and build infrastructure attention is now shifting to creating better conditions for the Chinese people....

Value added industrial output in China increased by only 4.4% in August, showing deteriorating economy. Fixed asset investment outside rural areas, was up to 5.5% in Jan-August 2019 compared to year earlier period. Premier Li Kequiang says "Against the backdrop of a complicated international situation and given the higher  base of comparison, it is not very easy for China to still sustain a medium to high growth speed of above 6%." 
China's economy expanded at 6.3% in the first half of 2019- the government's target is between 6 and 6.5%.

In the light of this situation in the economy China is taking aflexible approach to trade negotiations with U.S. trying to separate issues of competition and technology of the long run from trade, and seeking areas of agreement after the rhetoric of the past 6 months.

Steven Ford reads an eulogy written by his father Gerald Ford for the funeral of Jimmy Carter. Likewise Jimmy Carter read the eulogy he wrote for Gerald Ford who passed away in 2002. Both families grew to become very close, so close that it is difficult to describe in words. How was this even possible one may ask considering the harsh rhetoric of the Ford-Carter debates and the pardoning of Richard Nixon for Watergate after impeachment of a Republican president by Congress who had served as Vice President for 8 years under Eisenhower 1952-1960 and lost only to Kennedy in 1960.  Today we think of "fascist," "stupid," and "criminal" as ugly DJT and the Harris Clinton rhetoric.  How about "improper"  "ill-advised," "incompetent," and "morally, politically, and intellectually bankrupt," in the Carter Ford rhetoric. Does this mean there is still hope? After all president Biden said he had invited president Trump DJT to the White House on the morning of Jan 20 and will be there at the Inauguration on the same day. That is one way to make America great again. Already Senator Thune who grew up in a small town in Montana in a two room home has embraced Carter's humble beginnings in the heartland. ...

India took a firm position on the sensitive border area road construction by China, because the Doklam plateau is the narrow area in the mountains that allows entry to India's northern plains. India and China announced disengagement following the incident. This report points out that the resolution happened on the eve of a BRICS meeting in China. Indian prime minister Modi's absence from the BRIC's meeting would have been an embarrassment for China, says the Hindusthan Times. The resolution would have happened after both sides realized that the border issue escalation was not in the interest of China and India as both sides face more important issues- India in the focus on modernization and China on sustaining growth and maintaining trade relations with the U.S. Trump administration at a time when the debt to GDP ratios exceed by some estimates 280% and trade has become a sensitive issue in America's midwestern states. ...

US president Biden announces a 5 year offshore drilling plan that will allow some drilling in the Gulf of Mexico and in the Cook inlet of Alaska. The Atlantic, Pacific and the Arctic will be closed for drilling leases. Biden had to create a path between opening up drilling and not allowing any drilling following the shortages of oil and gas and high prices from embargoes on Russian oil and gas.
