Contrast this with India where the Indian prime minister said around March 21 that in stark terms India could be set back 21 years in the next 21 days or do the lockdown completely and be able to withstand it. And Merkel in Germany when she said back by the end of March that the virus could take the lives of millions of people in Germany if the country did not lockdown effectively.

The diplomacy of the Cameron administration is described as inept and is seen as damaging British interests severely. It leads to an isolation of Britain in Europe. Speaking at the annual meeting of Italy's banking association on July 11, 2012, prime minister Mario Monti calls the struggle he is leading to change the economic performance of Italy, and especially against structural vices in the economy, "a very tough war." He added that the plan to reduce Italy's borrowing rates with the agreement to use the ESM or EFSF, the EU's rescue fund, "must be consolidated both in its substance and the way it is communicated." Bank of Italy governor, Ignazio Visco, said the spread between Italian and German bonds and the borrowing rates approaching 7% for Italy compared to about zero for Germany and France, were "far above what would be justified by the fundamentals of our economy." Deputy finance minister, Vittorio Grilli, is taking over the role of finance minister which Monti had assumed earlier. Monti will lead a new economic and financial policy committee which includes Mr. Grilli and development minister Corrado Passera.

The lunar new year holiday in China which starts now is being extended to Feb 2.  Shanghai and Beijing city officials are advising returning workers not to return till February 9. The Indian prime minister talks in his radio program Mann Ki Baat (Talking our Mind) about Indian athletes at the Tokyo Olympics and overcoming any hesitancy for vaccines. He remembers athletes from the Olympics past- Milkha Singh India's fastest runner, who worked hard and emerged from the partition bloodshed as a survivor in 1947 to compete in the Rome Olympics in 1960. Milkha Singh was the first Indian male athlete to reach the finals of the Olympics when he barely missed the bronze medal by 0.1 seconds in the 400 metres race. The prime minister talked about two people from Betul district, Madhya Pradesh, with vaccine fears from spread of disinformation. He pointed out that over 300 million people have been vaccinated and this includes his own 100 year old mother. He urged India to trust science and scientists. Sometimes, he said, people get a mild fever, that lasts only a few days. "Avoiding the vaccine can be very dangerous, you are not only putting yourself at risk but also  your family and the entire village." Spain lifts its state of emergency and reopens it borders after 13 weeks o coronavirus with 28,000 dead and 245,000 cases. Prime minister Pedro Sanchez said "we can all be a wall against the virus or the means of its transmission. It depends on each and every one of us." He said the government was building up its strategic reserve of essential products to cope with any potential second wave. Can Britain take it, more Tory austerity cuts? Mark Landler in the NYT calls it one of the most austere budgets ever imposed on Britain, a country already in recession. Prime minister Sunak and finance minister Jeremy Hunt introduce a budget that will cut government programs saving 30 billion pounds and higher taxes of 25 billion pounds or $29.7 billion. This will mean a drop of 7% in disposable incomes of people in Britain over 2 years. After a series of missteps first under Boris Johnson and then briefly under Liz Truss, the Tory government of Rishi Sunak concentrates on budgetary constraints ignoring the promises made for growth and improving infrastructure, leveling up of regions, that were made by a series of Conservative governments. It lacks broad support as this government was not elected with this mandate. Boris Johnson won the election with traditional Labour support for leveling up, growth and infrastructure. None of this is happening. Also cut are budgets for the defense ministry, foreign aid and aid to cultural institutions in London. ...

France and Italy are imposing strict rules for their lockdown and tougher enforcement to control spread of coronavirus. India has imposed a quarantine, a total ban on leaving the home with a televised address by prime minister Modi that set a 21 day lockdown period. Modi said "if the pandemic cannot be managed in 21 days it would set India back by 21 years." 

Fines of $3000 euros are imposed in Italy and cars seized by the police. A special form has to filled out in Italy showing where one is going and checked by police if leaving the home. In France one needs an Affidavit of Movement by Special Dispensation is a filled form required for everyone outside the home. All open air markets are closed in France and drones are used to warn people outside.

All domestic and international flights in India are stopped. All domestic passenger trains and bus services in India are also stopped.

Speaking to journalists after a meeting with the Irish prime Minister Leo Varadkar, the European Council's president Donald Tusk warned of a "special place in hell" for politicians who promoted Brexit "without even a sketch of a plan." Tusk was also critical of Jeremy Corbyn saying there was a leadership void at the heart of the Remain movement. "Today there is no political force and no effective leadership for Remain."  Tusk said there are no alternative arrangements that could replace the backstop, saying "the backstop is needed as a guarantee, A safety net is not a safety net if it can be destroyed by one party." The backstop is a way to keep peace in Northern Ireland. The Irish prime minister and Mr. Tusk circulated a "thank you card" from a Dublin family thanking the EU for its solidarity. The card said Ireland was drawing strength from the words of EU leaders. It said "Britain does not care for peace in Northern Ireland.  To them it's a nuisance." ...

In 2015 the new government of Antonio Costa took a U turn from austerity policies followed in return for a bailout from the European Union. This has helped Portugal achieve the highest growth in a decade coming back from a severe slump. Unemployment is cut in half with growth in the tourist industry, and investment in agriculture, construction, aerospace.  Traditional industries such as paper mills and textiles have invested in new technology resulting in a boom in exports. German companies Bosch, Mercedes Benz, and others have also invested in the country. Portugal has a good relationship with Germany and the European Union which has also helped attract foreign investment. Prime minister Antonio Costa says "too much austerity deepens a recession and leads to a vicious circle." Antonio Costa came to power in 2015 on promises to reverse cuts in income made by the previous government to reduce the deficit in exchange for a 78 billion euro international bailout. The government backed by left parties left out of government since 1974 with the collapse of the dictatorship, was able to increase public sector salaries, the minimum wage and pensions, over objections of the IMF and the German government. Incentives were given to small business in the form of tax incentives, development subsidies and funding. Budget balancing was achieved by cutting expenditure on infrastructure and other spending, cutting the budget deficit from 4.4% when Costa took office to 1%. A surplus is planned for 2020, ending a quarter century of budget deficits. ...

After increasing the price of subsidized diesel, the Indian government lays out a plan to cut the deficit over five years. The plan sets a goal for the deficit of 5.3% for fiscal year ending March 2013 to come down to 3% by 2017. Earlier India's central bank, the Reserve Bank of India (RBI), had said the government needed to take action on the deficit before it reduced interest rates. The RBI faces a difficult task in reducing rates to stimulate the slowing economy because inflation was 7.8% in Sept. 2012. At the same time the sharp decline in growth is a cause for serious concern- the most recent RBI forecast for GDP growth made in July for the current fiscal year through March 2013 is 6.5%. This may not be achieved as other economists have lowered the estimate to as low as 5% because of slow government action in economic reforms, high interest rates, and the uncertain global economc outlook. The last action by the RBI to lower interest rates was a drop of half a percentage point in April 2012. Much of the momentum for the Indian economy was lost in the first half of 2012 with the governments vacillating steps for opening the retail and other sectors to foreign investment. Only in October 2012 has prime minister Manmohan Singh set a clear direction by dropping coalition partners opposed to reforms and announcing new policies for foreign investment....

Italian prime minister Renzi faces a tough fight as Italy votes on December 4, 2016,on a constitutional reform package that transfers more powers to the central government in Rome. It would reduce the size and power of the Senate, the upper house, making it easier to pass legislation, and reduce the powers of the regional governments. The Beppe Grillo led Five Star Movement in Italy opposes Renzi on the referendum. If it fails Renzi will resign and his centre left government will be replaced by a temporary government of technocrats till a new election is called.

A draft decree in the prime minister's office shows a plan to place quarantine covering the Lombardy region of Italy and nearby provinces, including the cities of Milan, Venice and Modena. The population in this region of 10 million people will face restrictions on mobility. The draft decree says transit in and out of the quarantine zones will be granted only in the event of "grave situations." It urges people to stay inside their homes and not travel. A similar quarantine in China around the Wuhan region helped limit the spread of coronavirus and bring it under control. Today the worst hit and not yet under control are Iran and Italy.

Indian prime minister says on the lawn of the White House that India does not want to replace China in manufacturing, it wants to see India as the world's manufacturing centre in diversified supply chains where there is no overconcentration in one country which happened before the pandemic. Biden does not favor free trade agreements because in addition to undermining American workers and the environment, it also has the effect of shifting manufacturing to China because of loose agreement clauses about sources of manufacture and because many of the countries in the free trade agreements depend on China for manufacturing. France, Germany are shifting in this direction after overburdening of social services, and crime by migrants. The US is also shifting in this direction for both Democrats and Republicans with Biden policy to close the Mexican border. This ends a period of relative tolerance which set back goals of workers and their families for a decade or longer as anti migrant parties used the protest vote to oppose worker rights and shifted the economy into the hands of pharma, oil and tech companies, billionaires in the US, UK and Europe at the expense of workers, middle class, and students.  ...

Shehbaz Sharif 70,  is the younger brother of a three term prime minister of Pakistan Nawaz Sharif. He ran Punjab province, the country's largest state when his brother was prime minister. In this way he brings substantial experience to the problems of the economy that now face many developing economies such as Pakistan.  First on the agenda is to normalize relations with the US, rebuild ties with India, and restart negotiations with the International Monetary Fund. Pakistan faces severe inflation of 14% and devaluing currency that makes imports costlier as the foreign currency reserves have dropped to alarming levels of $24 billion when annual import needs are at about $56 billion. This has a direct impact on cost of living, standards of living and on industry. Shehbaz Sharif understands the situation and has said restoring the economy "will take effort, effort and more effort." A similar statement has been made by Mr. Modi in Hindi "sab ka viokas, sab ka prayas" which also mean effort, effort and more effort, which all of South Asia and Bay of Bengal, and South East Asian countries needs considering the impact of Covid pandemic, and now inflation from the war in Europe hitting food supplies. The situation is grim in other parts of South Asia- in Myanmar, in Sri Lanka, in Thailand, Malaysia, Vietnam, Indonesia. The popular sentiment is also shifting as seen in the Indian part of the old British Punjab province. Mostly Sikh this part of old Punjab state in India made a complete change bringing in a new party Aadmi to improve the economy and provide good governance. Prime minister Modi's address in Hindi to the nation on May 12 on "Atman Nirbhar Bharat" (self reliant India) as India looks ahead to a situation beyond the coronavirus. What would the economy look like as India moves forward? He says the emphasis will be on planning for the need for land, labor, liquidity, and laws to develop the Indian economy. A bold package of economic action for an investment of 20 lakh crore rupees or $280 billion was announced with details to be provided later. The basic philosophy of the next move forward was what the prime minister concentrated his speech on. Modi says there are 5 pillars for the Atman Nirbhar Bharat, or Self Reliant India. The first action not to go for incremental change- go instead for a quantum leap, be bold. This applies to both technology and investment and creating an environment where results can be achieved. Second action to make the kind of infrastructure that would set a new standard in the world. Third a "sabhi ke sapno ke aadhar," taking everyone along, be technology driven. Third action celebrate and build on India's vibrant demography, once seen as a weakness this will be turned into a strength. Fifth action be Demand driven - "demand or supply chain puri samtha ke saman karne ki jaruat che." The demand and supply chain  should be taken good care of. That also means be local and local manufacturing. Be vocal for local is the new message said Modi, because this is what worked and is saving us in the pandemic. As external supply chains failed countries in Europe and North America, it is the local supply chain for medicine, health care equipment, and food supplies, local technology for citizen id and bank accounts for direct deposit, agricultural supplies, strong and large national postal and rail networks and millions of employees spanning the country in all directions, that have proved of amazing value in this crisis. Pakistan faces soaring food prices with the severe monsoon floods damaging crops and hurting the agricultural sector. Onions are up five times in price. About 80% of the tomato crop is damaged. Imports from India could ease the situation. Under normal trade for neighboring countries India Pakistan trade would be $50 billion in 2012, according to Mr. Boskin, who helped setup the NAFTA trade agreement. Instead it was $2.7 billion in 2012 and it was about $300 million in 2020, in OEC data.  Finance Minister Ismail talked about importing tomatoes and onions and other products from India during the floods with one third of Pakistan under water and half a million homeless.

This editorial in The Economist magazine points out that the doggedness of prime minister Theresa May now looks like pig-headedness. The crisis is of poor leadership. It also exposes two deeper problems in the Leave campaigns distorted message that it is possible for Britain to leave the EU, "to take back control" without making it harder to for British business and the economy to trade with its partners in Europe. It also exposes concerns of democracy that see the referendum as the only message from the people- the general election of 2017 brought Conservatives to power without a majority in parliament changing the picture about the referendum's message. Particularly since the referendum Leave campaign presented a distorted  message leaving out what the cost would be for Britain.  Ejection from the single market, decline of industy from finance to carmaking, destablisation of Northen Ireland peace agreement, exit bill of 50 bill euros was not advertised in the Leave campaign. Buses with posters of immigrants streaming across borders in Europe presented an emotional message recklessly sold to voters. Representing the will of the people can be claimed now by all sides, says the Economist. Leaving Europe on March 29 deadline with no deal would be bad for Europe and economic upheaval for Britain. Discerning the will of the people should not be the work of squabbling MP's or backbenchers in parliament. The only practical and sensible way out of this mother of all messes is to go back to the people and get a new opinion with broad daylight thrown on the realities facing Britain.   ...
