On Jan 19, 2023 the US hit its debt ceiling of $31.4 trillion. A small section of the Republican party insists that raising the debt ceiling- a task performed by the House of Representatives- should only be done with serious cuts to Biden programs to help workers and families during a cost of living crisis. Biden says he will not negotiate, simply won't.  This report in NYT by Jim Tankersley, says president Biden in the last resort could resort to the 14th Amendment which says: "The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions shall not be questioned." What this means is that in the last resort if Republicans insist on serious cuts because of a faction within the party, and not because the whole party supports it, Mr. Biden could continue public borrowings to pay social security and make other payments. Moody's says this would lead to a rise in borrowing costs temporarily but would not lead to a recession, and have long term benefits as the debt ceiling could not be applied in the future. It would be challenged by Republicans and go to the Supreme Court which would have to decide on the issue: "the validity of the public debt of the United States shall not be questioned." The fight for electing a new Speaker that led to 5 days of voting could lead to month of turmoil in the US House of Representatives. Kevin McCarthy made concessions that could lead to more fractiousness among Republicans says this report in the WSJ. A single House Republican can challenge the Speaker under one of the concessions. Other concessions would make it harder to pass legislation. The WSJ Editorial Board says some Republicans who agree more with Democrats than positions taken by the 20 Republican holdouts in voting for Speaker, such as spending on infrastructure and support for Ukraine may actually join Democrats in future voting.  This brings in a new period in which party affiliations will be only one of the factors deciding how members vote, other factors being where they stand in the US support for Eastern Europe against Russian threats, and on issues such as spending on fixing broken American infrastructure .

Senator Mitch McConnell, the Republican Majority leader in the U.S. Senate has come up with a new health care bill that is aimed at winning over reluctant Republican Senators. Two taxes on high income people on 3.8% investment income and a payroll tax of 0.9% on incomes over $200,000 for individuals and $250,000 for couples are retained in this version of the bill, which adds $231 billion over a decade. Some of this is used to offset rising premiums in the new bill, and provide additional funds. The deep cuts to Medicaid are retained and Senator Collins of Maine says she is opposed to the new bill because this will hurt people in rural areas of Maine, and does nothing to change this. Senator Rand Paul of Kentucky is also opposed to the bill. Opposition comes from moderate Senators opposed to deep cuts to Medicaid in Republican health care alternatives to president Obama's Affordable Care Act, and from conservative Senators opposed for other reasons.  Senator Graham of South Carolina and Bill Cassidy of Louisiana introduced their own version just minutes before Mitch McConnell brought up his revised bill. All Democratic Senators are opposed to the Republican bill and call the deep cuts to Medicaid disastrous for lower income people.  ...

U.S. House Speaker Paul Ryan, wins by 84% to his challenger's 16% of the vote in the Republican primary for his House seat of Janesville, Wisconsin. The challenger Nehlen, an executive at a water filtration company, adopted many of Trump's positions including building a wall and had the support of the group Tea Party Patriots. Trump lost to Ted Cruz in Wisconsin and lost in the 1st congressional district covering Janesville by 19 percentage points. Janesville, is a former industrial working class town that has lost many factory jobs over the years, and this election shows the trade issue is not the only issue on people's minds when they vote. That it is easy for a candidate to use it as wedge even when they do not mean what they say by outsourcing themselves, or have few real solutions- especially as public opinion in both parties is opposed to a shift of jobs overseas for the last decade. Ryan said about his win- "I'm a local guy, people know who I am, they know what I believe in and they know I mean what I say and I say what I mean and I don't do it in a mean way." Some Republican experts say Ryan's job of winning his seat very easily, protecting the congressional majority of Republicans, and dealing with Trump as the nominee, is the hardest job in politics. ...

Republican Portman has joined Senator McCain in withdrawing support for Trump. This is the result of a video showing Trump making lewd comments about women in a conversation with Billy Bush of NBC. Speaker of the House of Representatives, Paul Ryan, immediately disinvited Trump from a rally in Wisconsin and withdrew his support leading to a big outflow of support from Congressman and Republican leaders. A former chairman of the Republican party in California describes this as the biggest crisis for Republicans since Watergate. The Republican party now stops its mail program to voters that supported Trump and redirects it to down-ballot candidates. It also comes as the Republican party funds and party infrastructure are a necessary and vital  part of any Republican nominee's effort to get elected. The Republican strategy may now be to try and preserve its control of Congress, as a loss in Wisconsin, Illinois or Missouri, could give the Democrats control of the Senate and other losses reduce its House majority. This appears to be the backup strategy of Paul Ryan as Speaker, and the leading Republican after his overwhelming win in his Senate seat against a Trump supported candidate. ...

The U.S. Senate passes a motion that allows the chamber to proceed with a debate on a health care bill. The motion passed 51-50 with Vice President Mike Pence casting the deciding vote. Republican Senators Collins and Murkowski voted against the motion. This report in the WSJ says this sets in motion a process in which debate will take place and amendments will be made. It is not clear what shape the bill will take. Under the process used only a simple majority is needed in the Senate, yet this allows for many amendments to be made.  Only hours after this motion passed by one vote, a bill replacing major parts of the Affordable Care Act failed to pass 57 votes against and 43 in favor. Senator John McCain who arrived in Washington from Arizona following brain tumor surgery, delivered strong criticism of the way the Republican healthcare bill was rushed through allowing very little debate. Experts have commented on the way the bill was rushed through with a thin majority for passage, with very little debate, first by Democrats in 2009 and now in the House by Republicans. With the same pattern now followed in the Senate by Mitch McConnell, the Republican leader in the Senate. A backup bill would remove just the individual and employer mandates and a tax on medical devices- the elements Republicans agree on, if no majority can be put together for the healthcare bill. ...

The WSJ looks at Republican voters from the Iowa and New Hampshire primaries. It finds that about 20% of Republican voters will not vote for the former president Mr.Trump. It also finds that about 65% of voters who are Independent did not support Mr. Trump in the 2 primaries. Mr. Biden is seen as losing about 10% of Democratic voters. Republicans new strategy break the budget bills in half some budget parts expiring before the others- extend budgeting for some government agencies through early January and some through early February. This is what new Speaker Mike Johnson has done and what a more vocal group the ultra conservative Freedom Caucus in the Republican controlled Congress seeks. Democrat senators and some Republican senators oppose this kind of bifurcation of the budget and setting different dates. WSJ was effective in calling to the attention of the US president that tactics of one Border Patrol officer were against the American tradition and appeared to be not what police, ICE and Border Patrol, DHS itself was doing in the past. Greg Bovino of Border Patrol led sweeps in LA, Chicago and other cities in what people inside ICE and DHS including Border Head Homan  considered  "unnecessarily aggressive"  and less effective tactics. By being provocative in tactics this attracted more protestors on streets, made law enforcement look worse than when it was using the normal approach of ICE, and by reducing the local authorites cooperation required more and more Border patrol and ICE agents till it became unworkable and attracted critics from within the government and Republicans in Congress. Even DJT said that the this agent was an "out there kind of guy." In Congress many Republicans including Kennedy of Louisiana went on the floor of the Senate asserting the right of peaceful protest enshrined in the US Constitution and called for soul searching to get effective but the right kind of law enforcement that was the tradition in America. Anotehr aspect of what happened in Minneapolis is the troubled history of the city as this is where George Floyd and unarmed man during Covid lost his life in a situation with Minneapolis police, which had already created a sense of unease in that city, compared to Chicago, and Los Angeles BP and ICE sweeps which did not end up like this. In Nashville, and Washington DC National Guard not ICE operated which has different training.  ...

David Brooks of the NYT says the Republican party is failing when it embraces Trump's version of populism with its racial division, tax plan that favors Republican donors and ignores fiscal conservative concern over deficits that affect future generations, supporting the election of Moore in Alabama, the constant Twitter comments that show prejudice. He says this will have destructive effects that could last an entire generation. The U.S. Senate voted 51 to 49 on a Democratic party measure for further reductions in 2012 Social Security payroll taxes for workers and employers, including a surtax on incomes over $1 million.
