President Biden's plan to reduce payments to 5% of income instead of 10% for income driven payments on student loans. Loan balances would not grow as long as payments are made. After 10 years of payments student loan balances would be forgiven where balances are less than $12000 in place of the current 20 years.   This is the first effort to create a student loan safety net. Borrowers making less than $30,600 as individuals or $64,200 for a family of four will not be required to make monthly payments on loans. Under the current system loan balances kept growing till borrowers were left with huge and often unpayable student undergraduate loans.

Many of the 255 Comments on this article in the NYT say it is misleading or grossly misleading title. Michael Crowley of NYT quotes Wertheim for his conclusion that there seems to be a sense that the world is out of control, there is chaos under president Biden. This is subtly presented and clearly wrong. Wertheim is the author of a book that questions America's exceptionalism, and says "isolationism" was somehow concocted by policy makers such as Eisenhower and Dulles, both Republicans for a postwar world built on American supremacy. What Crowley and Wertheim do is put their very idea of asking questions about policy which is a part of the discussion into misrepresenting through misinformation about what happened. Biden has acted with courage to close wars no other president not Reagan/ Rumsfeld who started the conflict with Iran by arming Iraq's unprovoked war on Iran, not Bush who initiated the war in Afghanistan, not Obama and Trump who did not close the war in the mountains around Kabul that is a "graveyard for Empires" - the Maratha Empire in India in the 1700's that opened the door to British rule in India, not the British Empire wisely staying out of it, the Soviet Union beginning its decline there, and the US mired in it similar to the Soviets. Crowley/Wertheim are only making things worse- Netanyahu was emboldened by the former president and made a major security failure. Putin miscalculated in Ukraine, Biden simply acted in the way any wise American president would -strengthened NATO with Finland and Sweden, providing reasons for Russian restraint yet without escalating the conflict. To say this is chaos is to misinform and misrepresent, and favor the very Supremacy that former president Trump proposes as policy based on US power. By contrast Biden' approach is peace through strength from building close relations between partners in Europe and Asia, not provocation or supremacy. Wertheim is only one voice in a larger discussion not the authority he is presented as. For Wertheim to say "isolationism" was a bogey and point to 1950 as the point when it was created is simply wrong. It existed in some form from the early days of the Republic. Washington was an advocate of not involving the fledgling Republic in foreign entanglements of France even though it was an ally. It is not that response to isolationism is the cause of America embracing the role of leading the Free World as it is now. It is simply the situation leaders faced. Truman faced it when Soviets planned insurgencies in Turkey and Greece which would not exist as democracies today without Truman. And across Eastern Europe Hungary 1956 Ike acted cautiously. Czechoslovakia 1968 LBJ Johnson acted cautiously already in the wrong war with Vietnamese nationalism.  ...

U.S. Trade Representative Robert Lighthizer was the negotiator who tackled Japan's huge trade surplus in the eighties under president Reagan. In 1985 he was the Deputy Trade Representative under Reagan. He negotiating a trade deal with China that includes U.S. tariffs on Chinese products. Here he tells the incoming Biden administration that the tariffs were a good idea in the American interest, and should remain in place till China reduces the huge trade surplus with the U.S. Lighthizer says "we want a China policy that thinks about the geopolitical competition between the United States and an adversary- an economic adversary." As this report says the cleavage with China has widened since then with the the virus that started in Wuhan, China, then spread to the U.S., killing more than 387,000 Americans and with 23 million people affected by the virus. Lighthizer has serious questions about the approach of the Biden team to seek consultations with allies in Europe and Asia. With his long experience  he is one of the very few who understand how things work. He says the U.S. started dialogues in the 90's. Nothing happened. "All of them were just a waste of time," says Lighthizer. Other countries could slow or veto U.S. actions. This is why the new incoming administration needs to show it has learned from history. Inflation has moderated to about 3% and unemployment is at historic low of 3.7% in March 2024. Public perceptions are gradually changing when asked about the economy this WSJ survey shows. Key points are that now 37% approve Biden handling of inflation up 7 percentage points, and 40% approve his handling of the economy up 4 percentage points. The public perception of the economy had diverged so much from the actual strength of the economy under Biden that this was hard to understand in 2023. This is changing in 2024 as there is now a clear sense that the better reading on inflation and unemployment is not temporary but is only the beginning of a surge in economic progress. Most of the $300 billion in Russian assets are frozen in Europe and Europe does not want to violate international law to take over the assets. Instead it chose to give Ukraine $3 billon loan based on the interest coming from the $300 billion frozen assets. This is not going to do much as over $100 billion will be needed. The US Biden administration has a different plan. It is to use the interest to finance a loan of $50 billion from the EU and the US.

The meeting planned between Xi and Biden is important for stable US China relations after the Trump administration angry rhetoric, the Covid pandemic, and when imbalances in the poorly managed trade relationship with the entire supply chain shifted to China with millions of its American jobs has shaken working class communities in the US. China's and Xi's views on Hong Kong and Taiwan have also affected the relations. After the Ukraine war this will be the first meeting between the two leaders, and follows a visit by German chancellor Scholz to Beijing. Under Bush America appeared to be distracted by middle east wars, under Obama and Trump America appeared weak or angry but not resolute. Under Biden America appears resolute and sure of itself. This makes a difference for US China relations. Following the Ukraine war both the US and Germany, and China, appear to have grasped the dangers of nuclear threats such as were made in recent weeks. India has also shown its serious concerns about wars for territorial gains, and the world community of nations has expressed this through the words and actions of UN Secretary General Antonio Guterres speaking for Europe, and the rest of the world.  Under Biden America seeks decent Competition with China and not conflict, and this is in the interest of both countries and of all the countries in the world. Neither China or America represent the largest share of the world's peoples, and in a world of advanced technologies other regions such as India, Europe, South East Asia and Japan, have just as great a determination and influence to seek a mutually beneficial peaceful coexistence in the interests of all the peoples of the world including the continents of Africa and Latin America. ...

Biden issued executive order on June 3, 2024 to close the Border with Mexico and deny asylum. Once border crossings reach 2500 a day the border is closed. Then it is opened only when crossings drop to 1500 a day and after 14 days. Officially permitted including humanitarian parole pathways are limited to 1500 a day. This is being done because the legislation that passed in the US Senate on bipartisan basis negotiated for closing the Border with Senate Minority Leader Mitch McConnell of Republicans and Senator Lankford (R) was blocked in the Senate by Mike Johnson on instructions of Mr. Trump who sought to use it as an election issue. "Today I’m moving past Republican obstruction and using the executive authorities available to me as president to do what I can on my own to address the border,” said president Biden. The signs “SECURING OUR BORDER” were prominent in the White House East Room. “Frankly, I would have preferred to address this issue through bipartisan legislation,” he added, “but Republicans left me with no choice.” On this page the WSJ looks at the Border on August 5, 2024 and finds the border crossings have dropped to levels in 2020 and to levels seen during the last year of president Trump. The US and Mexico have cut border crossings with Mexico moving migrants back to southern Mexico in a Chutes and Ladders program where migrants head north, and the Mexican gocernment buses them back south, at which point some return to their home countries. At the Guatemala border there is busing to take them to other locations in the south of Mexico. ...
