Rex Tillerson, U.S. Secretary of State takes a strong stand on North Korean missile testing and nuclear program in a visit to Seoul and Beijing. He said the U.S. would be forced to take pre-emptive action "if they elevate their threat of their weapons program"  to an unacceptable level. Continuing a policy of the Obama administration following missile tests by North Korea, the Trump administration has rejected any talks with North Korea. Tillerson said that "the policy of strategic patience has ended." It was also meant to signal U.S. intentions before Tillerson goes to Beijing from Seoul. President Trump commented on Twitter; "North Korea is behaving very badly. They have been "playing" the United States for years. China has done little to help." Because China sees North Korea as a bargaining chip with the U.S., Japan and South Korea, the situation has ended repeatedly in a impasse with the North Korean nuclear and missile program continuing during the Bush and Obama administrations. This has also meant that North Korea was unlikely to collapse on its own, with China pursuing a policy of using North Korea as part of its defense policies in the region, as pointed out by Sanger in this report. As the North's missile program continues the U.S., and with the North seeing the missile program as the only way to ensure the survival of the regime, the U.S. needed to come up with a new way to tackle the situation.   ...

How the travel limits imposed by coronavirus have reduced automobile and airline travel leading to drastic reduction in polluting gases in the atmosphere. In New York about a 50% reduction in carbon monoxide. Both China, Northern Italy show large reductions in nitrogen dioxide in the atmosphere. This gas is related to automobiles and industrial activity. Pictures taken from satellites show the map of the areas around big cities in China- Shanghai and Beijing- mostly clear compared to before the coronavirus hit the country.

DW.com looks at the summit of international leaders in Beijing, from 40 countries as China promotes the Belt and Road Initiative to use the skills it has gained in building infrastructure in China to build much needed infrastructure in Asia and Africa. The Belt and Road Initiative is now part of the Chinese Constitution since 2017. Projects in Africa are part of providing a much needed building of infrastructure to meet the needs of a jump in population in Africa that would add a billion people by 2025. Better terms were promised including forgiveness of interest for Ethiopia, and more transparency set as the Belt and Road Initiative addresses concerns in the host countries.

After the newly elected Mahathir Mohamad government in Malaysia suspended China infrastructure deals on grounds of the high cost, and straightening out Malaysia's finances, months of negotiations took place. The East Coast Rail Link project was renegotiated cutting the cost by one thirds to $10.7 billion or 44 billion ringgit from 65 billion ringgit. The renegotiation is part of an effort by China and countries that have borrowed heavily for infrastructure to provide transparency and improve financial terms for projects. This is to address criticism that the Belt and Road Initiative, which finances the projects under president Xi Jinping's policies, is not trapping countries with unsustainable borrowing and debt. China is now taking the initiative to correct these problems as promised by president Jinping at the conference of leaders from Asia and Africa, and Europe, in April 2017, in Beijing.

With Britain preoccupied with Brexit, and the U.S. in a trade dispute with China, Chancellor Merkel remains the only western leader to visit and hold extensive talks with Chinese leaders Li Keqiang and Xi Jinping. She also visits other Chinese cities such as Wuhan and gives a speech at Huazhong University of Science and Technology in Wuhan, in which she commented on the social credit system being implemented in China about the social creditworthiness of individuals and businesses.  Merkel sitting next to premier Li Keqiang in Beijing advocated "that conflicts be resolved without violence and that anything else would be a catastrophe." She called for a peaceful resolution of the situation in Hong Kong and for Hong Kong's rights to be "guaranteed." This is significant because the close cooperation between Germany and China is critical for China today to tackle the economic problems created by the trade disputes with the U.S.  Merkel has a close relationship with Chinese leaders and has visited China many times, giving her the confidence to talk to Chinese leaders without arousing any sensitivities about internal affairs of China. She is the only leader who can speak her mind to Chinese leaders, without offending them. When she used the word "catastrophe" she chose it carefully. It took decades for China to build the trust and relationships with Europe and the U.S. that it has.  Trading relationships matter for both China and western nations and are built on trust and good relations. With the Shenzen region growing faster than Hong Kong, and thinking like Beijing, China could tackle the situation in Hong Kong over a long period. ...

Mikaela Shiffrin is now one of the best downhill skiers of all time. After she failed in four races in the Beijing Olympics she lost some of the spirit she had. Rachel Bachman describes a visit to Roger Federer's home in the Alps that helped restore Mikaela's spirit and gave her some important advice on longevity in sport. First it was time to take a look around you notice things and breathe it all in. As Federer put it- "You need to take the moments to look up and around you, to appreciate where you are, breathe it in." It is when you are in the depths of your career and it is difficult to do this, that when it is the most important to do this, Federer told Mikaela Shiffrin and her mother Eileen on that day at lunch in the Federer home in the Swiss Alps.

Biden sends Yellen and Blinken to Beijing in April 2024 to meet with premier Li Qiang and foreign minister Wang Yi to improve relations with China. Xi says China and the US can work through their differences including on Taiwan. As tensions increase in Europe with Ukraine and with another election cycle in the US, it is essential that the US, China, India and the EU work though differences on Taiwan and the Indo-Pacific, and plan ahead for a future peace settlement in Ukraine with the support of all nations, especially ones with which the US and EU, have a strong trading and economic relationship. The US continuing strong investment in manufacturing in the US, continuing to trade with China on a level playing field. China's strategy appears to be to allow the transfer of TikTok ownership to an American consortium and focus it's efforts on renegotiating the 30% tariff on China and China's response of 10% on the US. China is making an effort to protect industries in China that have surplus production. China wants DJT to meet Xi for a Summit in Beijing instead of South Korea as the US has suggested. And Xi  offers to make a visit to Washington DC to improve relations. Scott Bessent and the USTR Greer in negotiations  with the Chinese trade negotiator Vice Premier of Economic Policy, He Lifeng, in Madrid, have come up with an agreement. The US COngress has passed legislation requiring the sale of TikTok to US owners because of sensitive information issues. China now reversed its policy in April when it opposed this as it now sees little advantage in that policy and can concentrate on better trade terms from DJT. A stumbling block is the flow of fentanyl for which DJT imposed 20% of the 30% tariff on China, the other 10% being standard for all countries. ...

The concentration of particles less than 2.5 microns in diameter reached 700- 886 micrograms per square meter in Beijing in Jan 2013, 500 is routine. The World Health Organization says a level of 25 micrograms per square meter is safe, above 300 poses risks calling for one to stay indoors. This is the high cost of rapid motorization of China and lack of strict pollution control laws and enforcement for industry. The pace of car sales in the last ten years was extremely fast and unprecedented in comparison to Europe, the U.S. and Japan in a similiar period of development.

The Biden administration sanctions 24 Chinese officials for their role in reducing the autonomous status of Hong Kong. Most of them are connected with Hong Kong, one of them is on the Politburo in the central government in Beijing. The action takes place ahead of a meeting between the US and Chinese representatives in Alaska. China's recent actions to ensure that only those deemed as "patriots" could govern in legislative assembly in Hong Kong have added to the already existing tensions between the UK, US, and China. Earlier the Trump administration had put sanctions on 10 government officials in Hong Kong for eroding Hong Kong' autonomy. This adds to the already existing trade tensions, and protecting US technology tensions with China.

New restrictions were placed on housing buyers in Beijing and Shanghai, in an effort to cool housing prices. Beijing municipal government now allows unmarried persons to buy only one home, increases the minimum down payment on a second home, and puts a 20% capital gains tax on sellers of homes. In Shanghai a similiar tax was placed. The tax replaces a 1-2% tax on housing sales. A government survey shows housing prices up 3.1% in Feb 2013. The central government is preparing a national property registration system by the end of 2014. This will make it possible to place annual taxes on residential property.

China improves relations with South Korea after protesting a decision to install anti-missile system THADD made by South Korea. In a meeting in Beijing, South Korea's president Moon and China's president Xi affirmed their commitment to a denuclearized Korean peninsula, agreeing that a repeat of the 1950-53 Korean war cannot be tolerated. The effort is part of a move to restore normal economic relations after economic retaliation by China on the issue of THADD system to deter North Korea. Mr. Moon was accompanied by 200 South Korean executives, the largest trade delegation ever sent overseas by South Korea.

For the first time a senior figure in Beijing tells why China rejected a U.S. offer for a deal in May 2019. Mr. Trump said at the time that China withdrew its agreement on the deal after initially agreeing to it, creating a lack of trust. 

Senior economic official Li Deshiu says "it was a wholly unfair treaty that seeks to colonize China's economy. If this is accepted it is giving up China's development path, giving up China's rights for development, and making China a vassal of the U.S."

He says the trade war is a broader U.S. strategy to limit China's development in key industries. This is the Chinese perspective on the situation which was not stated in clear terms but alluded to till now.
