A sense that the U.S. and Britain have still not got contact tracing right. Contact tracing is key to controlling the pandemic and letting jobs come back to normal. We've got to get contact tracing right say communities and experts across the U.S.  About 30 per every 100,000 people are needed. but the U.S. has got only a fraction of this. By the time it is organized more people can get infected, and this is a very serious problem. Indiana for instance needs 2000 contact tracers for six million people. With this so disorganized communities are taking up the task themselves. The Mt. Carmel Indian fire department is putting its 171 fire fighters on this job as additional work as contact tracers.States need to take up this task and do this quickly following the German example where speed is what counts and low tech is the way to go, requiring only a computer with a central database and a phone, and most important the good human relations skills to make calling work with people facing a strange formidable virus. India European Union Trade Deal - huge potential for EU and India for 2 billion people size markets, new manufacturing hubs, and advanced scientific + technological cooperation. Timing is critical. From the first term of DJT 2016-2020 it became clear that the supply chain concentration in China was a serious error for America and Europe. Modi came into manage the federal government in India in 2014- that first phase was to tackle the basic problems in health care sanitation and road infrastructure, agriculture. By the second term of DJT Europe had realized something had to be done to reduce concentration of trade  supply chains in China. Two things had to happen to bring India and EU together. The Ukraine War and China's indirect participation on the side of Russia, the change in administration from Merkel to SPD's Schulz,  and in 2026 to Merz and the CDU created a new awareness of the need for EU and India to come together. Yet Scholz SPD hung onto the special trade relationship even in the face of the Ukraine war and China's shift when it allowed the port of Hamburg stake taken by China to be retained. Something had to happen to jerk Germany and with it the EU out of its inability to shift towards India. Merz took this step in 2026 as the relationship with China soured over Ukraine war and the grasp of the dangers of overconcentration of the China relationship with Germany that Merkel had created. On the other side Modi had to get India's logistics, road and rail networks, ports ready for such a trade relationship where goods could be quickly shipped into and out of India. Modi worked on these investments on a rapid basis in his second and third terms. India had to offer stability in the relationship. This meant winning elections to set up state governments in key states such as Maharashtra for Bombay (Mumbai) region, Delhi capital region, and Bihar/ Orissa (Patna region northeast), Rajasthan (Jaipur northwest region), local city governments in Bombay (Mumbai) region and in the south in Andhra (Vizag region) + Trivandrum (Kerala). The combination of federal and state and city governments working in unison plus logistics and transportation, put India in contention for the role of a size and magnitude that would make a difference for Europe in its relations with China and Russia. That necessity was now fulfilled and in place. Merz and Modi, seized the chance at the kite festival in Gujarat's Ahmedabad, with a vist to the Sabarmati Ashram of modern India's founder Mohandas Gandhiji. Scott Bessent on restoring the mission of the IMF "brutally calling out imbalances" including China's surplus economy and unfair trading practices instead of "whistling by the graveyard"- in his address to the IMF, Feb 15, 2025. Bessent says the IMF and World Bank had mission creep and lost track of financial stability and were not asking the hard questions about China's focus on exports at the expense of the manufacturing capacity and jobs of America and Europe.  Hee are his remarks meant to show that Bessent is taking an all of the above approach on energy, knows climate change is real but cals for flexible approach, an approach he wants the World Bank to take. And for the IMF to focus on key issues that have led to deindustrialization of US and Europe essential for financial stability before getting into social and cultural issues that are not its mandate for which it is ill equipped to address. Bessent told the IMF and World Bank - "Instead, the IMF has suffered from mission creep. The IMF was once unwavering in its mission of promoting global monetary cooperation and financial stability. Now it devotes disproportionate time and resources to work on climate change, gender, and social issues.   These issues are not the IMF’s mission. And the IMF’s focus in these areas is crowding out its work on critical macroeconomic issues. The IMF must be a brutal truth-teller, and not just to some members. Instead, today’s IMF has been whistling past the graveyard. Its 2024 External Sector Report was entitled “Imbalances Receding.”  This pollyannish outlook is symptomatic of an institution more dedicated to preserving the status quo than asking the hard questions."  Some of these hard questions are about surplus countries- about China and their focus on exporting their way till they destroy the manufacturing sector of the rest of the world. ...

It is saying the first 15 days are critical, not a day to lose.  It does not matter if you are an advanced economy with state of the art hospitals. Social behaviours must change, old rules rewritten and implemented throughout nations, quickly in days. Here WSJ shows lessons learned by Dr. Cereda at the Hospital of the University of Pennsylvania who trained in Milan and was in constant contact with colleagues in Milan and elsewhere. Many of the lessons relate to not overburdening hospitals and health systems and protecting health systems. This means mild to moderate cases are managed from home and not in the hospital, through massive deployment of outreach services and telemedicine. It means therapies can be delivered at home or through mobile clinics. The second major lesson from Italy is to protect healthcare workers and doctors. The entire White House team with Dr Faucci of CDC and Dr Brx, head of Infectious Diseases in the U.S. news conference of president Trump March 16, focused on the goal of protecting healthcare workers, doctors and hospitals, so they remained strong to take on the crisis. The second goal of the White House team is to protect the elderly with medical conditions. To do this only the most serious patients are treated in hospitals the rest for mild to moderate at home.  Studying the conditions in Bergamo and other parts of Lombardy and northern Italy, is helping U.S. medical leaders to prepare for the current nationwide effort, the 15 days plan announced by the White House. The lessons from the Papa Giovanni Hospital in Bergamo are important say U.S. medical leaders, including Dr. Brendan Carr, head of emergency medicine at Mount Sinai Health System in New York.  He says build capacity in hospital beds before we need it. The United Farmworkers union was formed by migrant farm workers Cesar Chavez and Dolores Huerta to bring decent wages and good working conditions for farm labour in the US, with most of the work done in California farm areas. March 31st is now Cesar Chavez Day in the US with a Biden proclamation. His niece is shown in the adjoining article as an adviser in the White House and now campaign manager for 2024. She is a softspoken Latina who grew up around Chavez in the fields and farm pickup trucks of the sixties and seventies, as shown in the Washington Post on this page. Biden has proposed an overtime rule for farmworkers, and ensuring farm workers get a fair wage and decent working conditions is the goal of the White House- including recovering $21 million in back pay and wages ensuring 26,000 farm workers get the wages they earned. And remaining steadfast says Biden to ensure workers get paid sick leave, good working conditions. ...

Problems for women and for childcare in Germany after the Merkel administration's failure to invest in child care. This DW.com report looks at this problem. Mothers have to send their children to grandparents or pay for expensive private day cares and nannies if they are able to do this. If they are not able to do this the mother usually reduces her work hours or delays returning to her job entirely. A German Youth Institute DJI study is cited which shows that in 2020 49% of parents with children under age three said they require child care. Of these only 24% were able to secure a place at a child care center for the necessary hours. For children over age three 97% needed childcare and only 71% said the necessary hours were covered. This problem was bad before the pandemic, during the pandemic it has only become much worse for women. A similar problem is happening in the US, so that this problem has consequences for women in both the EU - in Germany, France, Italy- as well as the US. It places additional burdens on women with children in the workplace. ...

Cases could rise four fold from over 4000 today, after rising four fold in the last month Aug 20- September 20, and that could make it reach 50,000 cases a day and 200 deaths a day. New restrictions include- Masks required in all retail stores and restaurants and public places. Businesses that breach rules could be closed or shut down. Pubs, bars and restaurants close by 10 pm and only table service. Weddings and receptions limited to 10 people. Individual fines for first time breaches doubled to 200 pounds. Adult indoor team sports not allowed. This is the first response. If infection rates are not down from the over 1 R rate and the transmission increases a national lockdown is considered as the next step. To not harm the economy and strike a delicate balance all who can work from home are encouraged to work from home.      ...

The poor kid from Sao Jose Dos Campos 150 miles northeast of Sao Paulo makes it against all odds to play soccer in Sao Paulo. Steve Lowe of the Guardian does this wonderful interview for soccer fans with Casemiro the defensive midfielder for Real Madrid.  Casemiro is all humility, hard work down to the kind of details soccer coach Jurgen Klopp loves to pay attention to in practice, and never forgets the values his mom taught him about not being too loud. And to remember where he came from, to always look for ways to help other kids like him aspiring for a better life. Casemiro says he plays strong and even aggressive, but it is always about using your head in the game, the key was thinking ahead, being better positioned, seeing the move before it takes place. It cost 3 euros per week to practice at a club 6 mile walk away which he could not afford once he came to Sao Paulo. Mr. Moreira who ran the club paid for his boots, food and the fees. When he says he gives 200% Casemiro is speaking with authenticity because it was hard in Brazil for kids from poor families aspiring to make it in club football. He loves to learn, listens well, and he says he watches the errors, thinks like a coach, always trying to read the game, the other team's mind, their coach, what they were trying to get get done. He sees it as his work and does this in a disciplined manner. Casemiro may now be the top player in world soccer today as Real Madrid head to Manchester City under coach Zinedin Zidane. Zidane meant a lot to Casemiro as inspiration in the early days he played in Brazil.   ...

The BW Economics editor Peter Coy loks at what economist have to say and finds Akerloof (Nobel 2001) and Robert Solow (Nobel 1987) in favor of strong stimulus, with Solow saying that it is too small. Prescott of Arizona State (Nobel 2004) favors tax cuts and roll back of regulation for growth. Most economic forecasters who are more concerned about being right rather than some ideological bias say stimulus is necessary. Coy's view from years of watching the markets at work is that the risk of doing too little now are way too great, and this is no time to think in terms of ideological bias of any sort. Misdiagnosing this downturn could have devastating consequences and lead to something like the Great Depression. Its in this context that comments by Prescott that "people are now a little more hungry for jobs, its great I can get some work done on my house," implying that now they would work for less, and show a cavalier disregard of what is happening in the factories, in the streets and neighborhoods, in the workplaces, inthe country, and is too casual for a crisis of this magnitude. Which may be why one fourth of Republicans have more confidence in President Obama's economic plan than in the Republican approach in a CBS/NYTimes poll taken at beginning of April 2009. Adam Smith in the Wealth of Nations cites this type of comment by employers in his day, in the Wealth of Nations, and says that this is a shortsighted approach not what would make England as a nation prosper and grow. ...

Remote learning has not fared well during the pandemic in the U.S. as seen by teachers, administrators and students. It may surprise one to know that 20-25% of the homes of students in most southern states in the U.S. including Texas, the west including California, New York in the east, and Illinois in the midwest do not have a relaible internet connection.  Remote learning was used with the idea that young people are tech savy. Not so say experts because being a digital learner is not the same as being a digital consumer. The self discipline of digital learning is not the same as what goes into games and other stuff on the internet for young people. Teachers say they cannot be sensitive to students the way they are in a live class and detect when some students are falling behind. Many students did not turn up online, and homework was not done regularly. As a result preliminary research shows the 50 million students in this experiment in the U.S. will return to school in the fall with roughly 70% gain in reading compared to a typical school year and less than 50% for math (NWEA, Oregon). ...

The question remains why the defamation law has remained a part of the Indian Constitutional law and the Indian  Supreme Court has upheld it. Under Britain there must be the sense that this would have put the unified subcontinental government at risk. Under India post independence this could be seen as an effort to keep the unified country India that emerged from the British Indian rule together as one nation. It may not be individual to individual defamation that underlies the spirit of this law. Its spirit may lie in keeping together as one nation a country with many languages and people after centuries of foreign rule by not letting the spirit that keeps it together be undermined in any way or form. Gandhi and the independence movement before Gandhi created the spirit for a new nation from many peoples and languages, this has now taken the form of timely delivery of the services and infrastructure that these peoples are entitled without any dilution of any sort, after all the hard work, sacrifices and aspirational effort of an earlier generation of leaders. ...

The question what does the Remain Campaign do to tackle Leave's message of "Tell them again," is essential for the second referendum on Brexit to lead to a way out of the endless wrangling. The Times looks at this and comes up with the message - "Tell it to Stop" to address the growing fatigue with endless infighting in the Conservative Party and in Britain of some Leave voters. Many Leave voters now say they know better. The Conservative Party is more divided on the issue than ever and the infighting is only getting worse, turning off some Leave voters.  At the same time The Times suggests hiring some disenchanted Leave supporters to the Remain campaign, and moving it out of Remain supporting London. New connection has to be made with Leave voters concerns about unrestricted immigration into Britain. Voters who are concerned about Britain's place in the world, and any disconnect with EU leaders in France and Germany should also be addressed in a way that sends a positive image. A new face in Germany with AKK, Kramp-Karrenbauer as chancellor, would also help as the migration issue is made less toxic and a new framework of international relations is emphasized that reestablishes Britain's place in the world.  Remain has to have a strong message to counter "Tell them Again" to offer a way out of a mind boggling mess. This would include the ten or more years Britain would have to work its way through in negotiations related to complex issues, to make Brexit work, by which time much of the world will have moved on. ...

Textualism or strict interpretation of the Constitution word for word may be back but one can never be sure. No sooner is one decision made in a certain direction with a particular approach to the law whether it be textualism or something else it then comes up for rethinking a few years later, under a different approach to the law or from a new angle. This is the law practiced in most British style courts of law including the US.  Former Justice Breyer of the US Supreme Court replaced by his law clerk Ketanji Jackson, is interviewed by NYT's Adam Liptak. Today so much is written about Breyer as a non textualist, and Gorsuch, Kavanaugh recent additions to the Court as textualist or strict interpreters of the Constitution based on when it was written with what intent. Yet as thinking individuals who like the rest of the American people grow in their understanding all Justices cannot be categorized  in this way. Breyer says he worked with retired Justices Kennedy and Souter and found them to be willing and keen on hearing all angles. Then it has to be said that both Kavanaugh and Gorsuch were law clerks for Kennedy. Much of American law at the highest court actually is no better than any other human creation - it tries to approximate as best one can the people of the US. Sotomayor coming from Puerto Rican descent, Ketanji Jackson from minority black, Kavanaugh and Gorsuch from Georgetown preparatory schools where Kavanaugh's paternal grandfather attended Yale something even JFK could not claim, Chief Justice Roberts coming from a company professional type background, Barrett a professor at a Catholic university, Kagan with a Bostonian JFK style background, Alito old Italian and Clarence old minority black background. Breyer retired recently to make way for a younger judge, Judge Ketanji Jackson who was law clerk to Breyer. Breyer is writing a new book which he hopes the conservatives on the Supreme Court will read- Justices Kavanaugh, Barrett and Gorsuch. The book coming out March 26 has the title- Reading the Constitution- Why I Chose Pragmatism not Textualism. He hope these Justices will read the book and say their colleague was making sense, would say that it was not a bad point. ...
