Brazil's Senate passes a 20 year spending cap to be reviewed every 10 years put forward by interim president Michel Temer. After years of increased spending and higher deficits, the action is intended to control government spending. It also means reversing some of the spending on healthcare and social programs of the Workers Party of Rousseff and Da Silva. After a long period of Workers party rule with higher spending, the drop in commodity prices and declining growth in China led to stalling growth in a commodities (metals and grain) dependent Brazilian economy. The spending cap passed the Senate 53 to 16. President Temer is  unpopular and seen as part of the same government and elite as Rousseff that led to the corruption scandals- recent polls show 63% of Brazilian people want him to resign and only 10% saying he is doing a good job. A Datafolha poll shows 60% oppose the spending cap. After the impeachment of president Rousseff in the corruption scandal, vice president Temer assumed the presidency till 2018. Brazil's Workers Party was popular during the da Silva years as it expanded spending on social programs- supported by a growing economy with commodities exports to China and high prices- only to see a slumping economy and falling popularity under successor Rousseff as the boom ended. In Argentina a similar process unfolded with higher spending on social programs and growing popularity during the Kirchner presidency- with commodities exports of grains to China- followed by declining popularity as the economy entered a difficult phase with a fall in the value of the peso, and the election of a new president Mauricio Macri.   ...

Even the Telegraph's title is misleading as the article covers the debate in the House on Commons on Syria, but the title appeals to Telegraph readers critical of Corbyn when the debate is about Syria and what action to take about the bombings.   ...

The Persian Gulf states, Turkey, Egypt, Jordan, Morocco and Pakistan support the Saudis, creating the potential for a wider sectarian conflict in the region. The withdrawal of U.S. influence in the region under the Obama administration leads to the collapse of the Arab Spring, the Saudis pursuing an independent foreign policy, the rise of Islamic State militants, Turkey following its own policy, emboldening Iran in extending its influence in the Middle East, and creating a situation of wider sectarian Sunni-Shiite conflict throughout the Middle East. It creates a situation in which the U.S. is involved on the Iranian side in support of the government in Baghdad supported by Iran against Islamic State militants, and at the same time on the side of the Sunni coalition in Yemen as the U.S. withdraws from drone bases in Yemen. At the same time the Obama administration finds itself distancing itself from Israel as it negotiates alongside France and Britain with Iran on a nuclear agreement....

Catalans formed a 400 kilometer human chain from the foothills of the Pyrenees to the Mediterranean to show their support for a secession referendum on Catalonia's independence from Spain. About 1.6 million people are said to have participated according to Catalan government officials. Spain's central government seeks to delay the issue to 2016 because of the financial crisis and high unemployment in Spain. The Convergence and Union Party of Arturo Mas takes a moderate position on this issue citing the concerns of the the government in Madrid, and the the ERC party which is the second largest party is firm about its demand for Catalan independence. Sentiment in Catalonia favors more autonomy, and a better deal for Catalonia in finances from the central government. Spain has setup a decentralized system of government following the long period of Franco's dictatorship, when Catalan language and culture were suppressed.

Gordon Crovitz points out in this op-ed that an issue of this importance of preserving an open and independent internet free of influence of governments and politicians, should not be left to the Assistant Secretary of the Commerce Department and administration officials. He points out the need for Congress to play a role in determining the future openness and independent nature of the internet free of politics and governments. He says the Obama administration's move to use the Dotcom Act to transfer the role now played by ICANN to a new body in which other governments say they want to play a major role, is a mistake as it risks the very openness of the internet that has been its core quality and mission till now. Of the approximately 411,000 deportation cases at the U.S. immigration courts for deportation of children of illegal immigrants only 593 illegal immigrant students had received relief by halting their deportation by June 2012. This came as a big surprise showing how little the Obama administration had done to help children of illegal immigrants. In its response to the administration the Republican party hoped to reach out to the Latino community and Hispanic immigrants with its own initiative. Senator Marc Rubio of Florida was ready to introduce a bill helping illegal immigrant students by giving them temporary status. At this point President Obama issued his executive order ending deportations for about 800,000 immigrants who came to the U.S. illegally as children.

The lawyers who organized a movement for respect for the judiciary and reinstatement of all judges fired by Musharraf say their goal is the rule of law in Pakistan and look beyond the present political parties to a system of government that respects the law and the judiciary as in a parliamentary system like that of the United Kingdom which offers the earliest prcedent of judicial systems in Pakistan from the days of the British in India. This bodes well for Pakistan as the lawyers and their supporters can provide some fair and judicial basis for good government when the politicaians and the military have failed.

Eventually Tom Homan was put in charge and has helped to restore some of the trust lost through the actions taken by Noem. This WSJ report is critical of how the former governor of North Dakota has run DHS and taken actions to help her image as she planned to run for national office in 2028. In the process she has damaged trust in the DHS methods for law enforcement, with criticism from Republicans in Congress.
