Moody's senior analyst based in Beijing, Yvonne Zhang, says China's National Audit Office's estimate of the banks loans as part of China's total local government debt of 10.7 trillion yuan ($1.65 trillion) is understated. The Audit Office estimated bank loans to be 8.5 trillion yuan. Moody's says this is understated by 3.5 trillion yuan or about $540 billion. Moody's sees the delinquency ratio of these loans between 50 and 75%. With these figures it sees 8-12% of bank loans in China's banking system as non-performing loans.

On the occasion of Gandhi Jayanti here is the podcast of President Franklin Roosevelt's Secretary of State Cordell Hull's speech on July 23, 1942 that you can hear from the US National Archives.  Roosevelt in his letter of reply to Mohandas Gandhi's letter on July 1, 1942 one month before the launch of the Quit India Movement asking for help to achieve Hind Swaraj said- "I am enclosing a copy of an address of July 23 by the Secretary of State, made with my complete approval, which illustrates the attitude of this government.

Roosevelt wrote back to Gandhi that "I am sure that you will agree that the United States has consistently striven for an supported policies of fair dealing, of fair play, and of all related principles looking towards the creation of harmonious relations between nations."

Penelope Fitzgerald in her book Human Voices  says about BBC Calling- During the second World War the BBC was about "scattering human voices in the darkness of Europe." The BBC gets 137 million pounds from the Foreign Office.There is no provision for 2026, the BBC is entirely dependent onthe license fee. How will it be financed for its role in bringing Britain to the world as it did since its founding in 1932. Many parts of the world depend on radio, and on BBC broadcasts for information, more so as propaganda and disinformation fill the airwaves and print as the BBC and VOA make program cuts and management changes. In March 2025 most of VOA's staff was placed on administrative leave and $153 million was allocated for shutting down VOA. The US Congress opposed the idea and allocated $200 million a reduction from about $260 million in 2024 for VOA, and $644 million for USAGM US Agency for Global Media. BBC World Service operates in 134 countries with budget of $400 million pounds of which 221 million pounds comes from the UK Foreign Office. ...

Nagourney and Dougherty of the NYT give this report on the housing crisis in California by 2017 with the median cost of a home skyrocketing to twice the figure for the U.S. This price is now $500,000. The result is longer commutes even for people with incomes over $150,000 a year, stretching to as much as 2 hours one way. It means people lacking housing stay in vans with improvised kitchens and other sleeping arrangements. Not enough homes are being built because of strict zoning and planning regulations that are kept in place by neighborhood groups, effectively excluding outsiders. Now its not just the coastal areas that are affected but the whole state. Governor Brown of California tried to pass a measure in 2016 that would push communities to build more affordable housing, and ran into opposition from local officials and environmentalists. Now the opinion in the state is changing with younger people denied a chance at decent housing at the forefront and some elected officials such as the Mayor of Los Angeles, Mr. Eric Garcetti. A new bill in the state legislature would make it harder for cities that are falling behind in building housing to lose the right for City Council to hold back on approval of new construction, effectively bypassing it. California's law capping property taxes after Proposition 13 was passed in 1978 has also held back construction. Other factors are the building of new offices for  companies in the tech boom around San Francisco without a corresponding effort to build new homes for these new office workers. California was slow to respond to housing needs for young people, with only 311,000 housing units built since 2006. ...

WSJ was effective in calling to the attention of the US president that tactics of one Border Patrol officer were against the American tradition and appeared to be not what police, ICE and Border Patrol, DHS itself was doing in the past. Greg Bovino of Border Patrol led sweeps in LA, Chicago and other cities in what people inside ICE and DHS including Border Head Homan  considered  "unnecessarily aggressive"  and less effective tactics. By being provocative in tactics this attracted more protestors on streets, made law enforcement look worse than when it was using the normal approach of ICE, and by reducing the local authorites cooperation required more and more Border patrol and ICE agents till it became unworkable and attracted critics from within the government and Republicans in Congress. Even DJT said that the this agent was an "out there kind of guy." In Congress many Republicans including Kennedy of Louisiana went on the floor of the Senate asserting the right of peaceful protest enshrined in the US Constitution and called for soul searching to get effective but the right kind of law enforcement that was the tradition in America. Anotehr aspect of what happened in Minneapolis is the troubled history of the city as this is where George Floyd and unarmed man during Covid lost his life in a situation with Minneapolis police, which had already created a sense of unease in that city, compared to Chicago, and Los Angeles BP and ICE sweeps which did not end up like this. In Nashville, and Washington DC National Guard not ICE operated which has different training.  ...

The Manhattan business district of New York City has office occupancy rate of only 50%, leaving half the office space unused and vacant. Only 9% of Manhattan office employees are in the office 5 days a week, 37% 3 days a week, says this report in WSJ. The business district is far from recovery. New York Mayor Eric Adams and Governor Kathy Hochul have convened a group of civic leaders to draft a158 page report called- New New York Panel. The New York Panel suggests turning some of the business space into parks and promenades for pedestrians to make the city attractive and the space livable with green areas. A new director of public realm would report to the mayor. New York City has suffered much from the pandemic. The old midtown and the old city is no longer the kind of attractive livable green space that people want to live in or get to.

At a meeting she is shown with Walter Mondale whom she thanked for inspiring her with his VP choice of Geraldine Ferraro. This is memorable because Hubert Humphrey was a mentor of Walter Mondale. Humphrey's role in US politics goes back to the days when he was a candidate for the presidential nomination against John F. Kennedy in 1956 and 1960. Humphrey was Vice President under LBJ. Mondale served as Vice President under president Jimmy Carter from Georgia 1977-1981. Excellent article on GM and how it lost of market share in the coastal regions of the eastern, western and southern United States. Uses Miami as an example, and traces the large demographic changes there that GM failed to keep up with in its marketing. Describes the failures of corporate strategy in centralization of marketing and advertising, and the effects of the silos in decisionmaking at GM offices in the Detroit Rennaissance Center. Hawkins describes the four Renn Center towers as resembling massive steel grain silos. Just getting to an office in another tower requires taking an elevator to the ground floor , making it along a long walkway to another tower elevator. GM once ran a snow ad in Florida, and market share in South Florida is only 13.8%. The first ads to Hispanics were in 1995 and used the Alamo as a backdrop even though Mexicans make up only a small part of the Hispanic population there. The situation is repeated in other coastal cities of the U.S. - centralization of advertising and marketing, a sense at Detroit head offices that they knew what to do and did not have to ask people in the regional offices, a failure to delegate decisionmaking to regional offices and to people more attuned to the customer preferences for that demographic. A former Avon employee who marketed Avon products to Hispanics in South Florida is the new GM marketing executive in Florida. A regional sales manager for GM's southeast region says the organization is becoming flatter and for the first time he can talk directly with head offices in Detroit. ...
