The Paris lockdown is unique and effective because people are required to carry a signed document showing where they are going and show it to police when going outside the home. About 100,000 police and gendarmes are enforcing the lockdown in France. The lockdowns in the U.S and some other countries lack this kind of enforcement. France implemented the lockdown March 16, after Italy acted late on March 10 with the virus already spreading there. Once this was done the lockdown was done with tight restrictions and enforcement by police unlike other places. In Asia India has imposed a strict lockdown.

The first undersea rail tunnel of this kind under Thane Creek for 21 kilometres on the Mumbai side. The 508 kilometer distance cuts travel time between two major commercial cities in western India from 7 to 2 hours. It will then be replicated after completion in 2027 and 2029 (final), across other Indian cities north to south east to west. PM Modi has emphasized this in vist to Surat last week talking to engineering personnel that the important aspect is what can be learnt from this section of bullet train engineering that can be replicated or improved across many Indian cities, over a land mass almost the size of European Union (3.3 million square kms India to 4.3 million EU). Climate protection goals require rail to get its standards up and modernize quickly in Germany. Deutsche Bahn, the German Rail Network accepts that it needs radical changes. It is important to attract more people to urban transit and rail to promote climate change initiatives and to reduce gas consumption in Germany.  The head of the Deutsche Bahn Richard Lutz says the German Rail has been neglected for years and pushed to its "absolute limit."  Many rail points and signal boxes are obsolete and highly prone to failure.  About 51,000 passenger and goods trains travel through Germany every day going up to 59,000 in 2030.  Lutz says it cannot stay this way- "Increasing demand, combined with aging infrastructure and construction work, is leading to traffic jams and delays with a massive impact on all customers." More than this there is the the question how do you attract more people to not drive but take the train to save gas consumption and reduce the impact on the environment when things are so bad in the rail network? The dilemma says Lutz is "how to grow and modernize at the same time?" Under Lutz and Transport ministry plans high performance corridors are to receive a first class quality standard. More customer friendly construction should be used. And planned construction done in such a way that some sections are construction free sites for several years. Heavily used sections make up 10% of the network or 3500 kilometres and operate at 125% of capacity. By 2030 these sections will be 9000 kilometres or triple that now. Climate protection goals require getting rail up to speed.  ...

There are 2.3 million federal workers outside of the US Post Office and military. WSJ analysis shows more than half of the Congressional Districts with the largest proportion of federal workers are Republican districts. How do you get these Republicans to sign off for layoffs in their own states and districts asks the WSJ. DOGE faces a tough fight on this. The other issues are about getting the work of government done where the layoffs to cut costs are done in a way that reduces the productivity of workers with conflicting goals and instructions so that important work doesn't get done. US Treasury's Fiscal Data Site shows the US federal government spent $6.9 trillion in 2024 or 23% of the US GDP. The Government Accountability Office last year issued a report that fraud, waste losses were about $521 billion, this is about 8 percent of the US federal spending in 2024. To get this done, to cut waste and fraud requires a patient effort which also does a job of convincing the people of America that the cost cutters are doing a good job, cutting fat not bone or muscle. DOGE led by Musk require much patient effort - loud, high profile actions could hurt with distractions.  It is different on runaway illegal migration and 490,000 deaths from fentanyl over 12 years, where action cannot be loud enough to get America's voice heard and action taken to prevent any more deaths. Biden and Democrats signed up in 2024 to Republican Senator Lankford's bill, so that it means both Republicans and  Democrats now have to deliver on this.   ...

Le Monde shows Fontainebleau Forest just 60 miles from Paris as a adaptable forest with ONF help 2025. ONF is the National Forestry Office in France, and its regional unit's deputy head, Mr. Boudin, describes how ONF has made this forest a lab for adaptable forests management. Its DEPERIS protocol puts drones over the forest to categorize 765 trees in categoreis from A to D. About 40% of the forest is suffering effects of shortage of water as the forest is on a sandy plain increasing the effects of drought and heat in summers. Another ONF plan is to plant 60,000 seedlings of downy oak, beech and other saplings each year, protecting areas of trees that need protection. In this way it is 20 years of other forests in other parts of the world.

The WSJ editorial board opinion is offered in the spirit of free markets and free people from Jefferson's Declaration and Adam Smith's Wealth of Nations. Yet it is a complete misreading of Adam Smith as Smith had a social side which called for corporate interests of that time such as the East India Company of Britain to behave in a responsible manner with public interests and social sentiment in mind. Smith also sought to preserve the national interest of Britain and its role as dominant power. Whereas for for three decades WSJ is taking enormous risks with the national interest of the US in remaining a dominant industrial power. No one at the WSJ can explain how this can be done by shipping out the manufacturing industrial capacity and technological knowhow of any Nation, especially the United States over 3 decades. Worse it risks the entire period and the ideas of the awakening in Europe in ideas and science that powered the Industrial Revolution, that did not happen in Asia,  and led to so many of the advances in science and industry that we enjoy today, and share with large Asian nations China and India. That amazing period of awakening and the Industrial Revolution and its achievements is not part of the collective memory of the nations of Asia, of China India and Japan, and this kind of attitude of neglect of this essential part of our mindset and makeup in the US and Europe, acts to our detriment, and to the detriment of China, India and Japan. ...

EU's Leyen says she is determined to push ahead and make this the defining trade arrangement of this century. That the EU will deliver. In fact the first translation of the Bhagavad Gita was done by Charles Wilkins in 1765 taking it out of the hands of the Brahmins in Varanasi similar to how William Tyndale translated the New testament into English from Greek in 1534.  The Bhagavad Gita was then translated by German philosopher Frederick Schlegel into German from Sanskrit, spreading learning of Asian languages throughout Europe. India owes a lot to Europe and Europe to India, for two civilizations that speak the same human language of spiritual aspirations. ...

Iran Proposal that asks $2 million per ship to be split with Oman for opening the Hormuz Straits- April 6 2026. China, Japan can pay this amount to get the 90% of the oil they need from Hormuz, which would go to reconstruction of war damage in Iran. India would shift some of its purchase of oil and gas to the US and so will Japan over 2027-2028. This would result in a shift away from the Persian Gulf dependence to renewable energy and to buying oil and gas from US+Venezuela as more reliable sources. European Union and Britain would also make this shift as shown in the adjoining article by Prof Geoffron of Universite Paris Dauphine in Le Monde. The proposal also requires US and Israel to commit to no future attack on Iran, and Israel to stop its attacks on Hezbollah in Lebanon. The US and DJT call the new regime under a Speaker of the Iranian parliament, an elected president who had to respond to people sentiment in the election, and a grandson of Khomeini, one that is easier to talk with than the earlier regime. The problem remains nuclear weapons and ballistic missiles development that the US has as its sole objective which is what the war is about than Hormuz as the US and DJT say Hormuz is China and Japan's problem where for some strange reason these industrial powers import 90% of their oil from Hormuz and have done this after 40 years of disruptions, a mystery they can solve on their own. ...
