Liberals in Europe also face a similiar situation, including Liberals in France....

Bush and Obama wars left this region and rural regions across the US neglected till Biden pulled out of Afghanistan and made rural America a top priority with the hundreds of millions of dollars needed to invest in it. It is as tough to tackle as the poverty in a similar forested and hilly part of eastern India called Orissa and Chattisgarh, which is only now receiving the attention of prime minister Modi in his third term. WSJ says J.D. Vance called mere rhetoric as no answer to such intractable problems in his Yale days, calling mere reference to cultural issues and immigration as forms of cultural heroin that would do little to change the centuries old poverty of the region.  Of the 39 year old senator J.D. Vance migration to MAGA, WSJ says it reminds them of Obama with only 2 years experience in the Senate- Vance has only a little over a year- who with lack of experience contested for the presidency of the US only to find Republicans poking Obama for seeking the presidency with such insignificant experience. This led to one of the least effective presidencies for lack of bipartisan support similar to that of Bush, both distracted by wars neither had the wisdom to not enter in the first place or to end quickly.   ...

In an effort to fulfill a campaign pledge and yet not upset peace negotiations president Trump plans to go halfway by recognizing Jerusalem, while keeping the U.S. embassy in Tel Aviv. 

In a sign of much policy has changed since the Obama presidency, new information cited by NYT shows Trump working closely with premier Netayahu of Israel to prevent a vote on Israeli settlement policies. Mr. Obama had decided to proceed with a vote and had sharp differences with Netanyahu that dominated press coverage in the second term. See search term Netanyahu.  The issue is a delicate one because it depends say experts on how Trump frames his decision, does it recognize West Jerusalem, what does it say about its status as holy city, and about Palestinian claims to East Jerusalem. It is fraught with risks as Saudi Arabia is likely to say no to negotiations if the issue is framed to only recognize the Israeli position.

The U.S. government has spent $18 billion on training and job-search programs, with 47 programs offering training for the year ending Sept. 2009, according to the Government Accountability Office. President Obama proposed spending $8 billion more over 3 years to train 2 million people for new jobs. In addition there are state and local programs which get federal funding. Lawrence Katz, a Harvard labor professor says the money is given out on a haphazard basis and does not have a good track record of matching the training to the job openings. Part of the problem is that the government leaves it to state unemployment offices to evaluate labor markets and help trainees decide on professions to prepare for. A better approach is now being take by getting employers to offer on-the-job training. This approach is being adopted by community colleges and the Labor Department to improve matching of skills training to job openings.

The two front runners among Democrats in the campaign for President in the U.S. are building their lead on the basis of programs to reduce inequality and build the social fabric. Bernie Sanders and Elizabeth Warren support a program of Medicare For All. This program is a single payer program run by the government so that medical costs can be cut by the government directly negotiating cuts, which would reduce some of the cost.The WSJ looks at the ways this can be financed at a cost of between $11 trillion over a decade. Programs of less extensive coverage  in Medicare for All excluding undocumented workers and having individuals share some costs would cost this much, according to some experts.The gap would be financed by taxes such as that on Medicare currently. Sanders additional tax premium would be 7.5% paid by employers and 4% by employees. About $1 trillion is generated by each percentage point of taxes over a decade says CBO, so that a combined 11.5%  tax would cover Medicare for All. Alternatives or some combination would include this with taxes on the wealthy. Tax hikes on wealth, income and financial transactions would generate $11 trillion over a decade, according to the Committee for a Responsible Budget. Currently a majority favors a Medicare for All plan, and this support could grow as people understand that it would be progressive and reduce the burden on the middle class by shifting some of the burden to the wealthier in society in today's economy, where much of the increase in wealth over the last 3 decades has gone to upper income people. Much more so in the U.S. than in Europe creating a tear in the social fabric and disaffection with Democrats, who in earlier administrations from Clinton to Obama failed to maintain the gains made under FDR, Truman and Kennedy. This has led to a Republican administration under president Trump that won over disaffected Democrats but hope to merley to maintain the status quo. Warren is trying to change this with bold social programs that fit today's needs and circumstances. ...

Japan's cabinet approves a change in interpretation for Article 9 of the constitution to permit "collective self-defense." The wording was negotiated with the more pacifist New Komeito party in the coalition government to cover attacks on Japanese allies such as the U.S., but limit it to actions that seriously threaten Japan. Sanger and Broad report on the move by the Trump administration to go ahead with the overhaul of the U.S. nuclear deterrent,  with programs that were started in the Obama administration. With the more aggressive posture of Russia in Europe, the Trump administration is left with little scope for further advances in nuclear arms negotiations. A new technology based cruise missile system is now being built for $25 billion with contracts given to Raytheon and Lockheed Martin. Experts at Harvard's Belfer Center say that with the North Korean nuclear threat these programs to modernize the nuclear deterrent are getting the go ahead with little resistance. Another program modernizing the land based deterrent and replacing the Minuteman missile system is also expected to push forward at a cost of $100 billion. The Pentagon under Obama had pushed for these systems, yet there was discussion about ways to limit these programs in the hope that nuclear arms control talks could take place. The North Korean missile tests and Russia's posture have changed the discussion. By the end of the Obama's second term, a president who came into office in 2008 with hopes of nuclear weapons reduction had already lost much of the momentum he had in 2008. The situation changed with Russian intervention in Ukraine in 2015, and the North Korean long range missile test in 2017, to where the modernization of the nuclear deterrent was quietly accepted, without alternatives through negotiations. ...

The U.S. vice presidential debate between Mike Spence and Tim Kaine showed Kaine focussing attention on Trump's crude attacks on women, praise for Russian president Putin, and opposition to the minimum wage. Spence's tone was measured and his focus was on deflecting the attacks on the crude language used by Trump in the campaign by saying Trump was "not a polished professional politician," like the others, and not responding to the Kaine references to Trump. Spence stuck to issues about immigration open borders, abortion, president Obama's inaction in Syria, the plight of workers in Scranton, Pennsylvania. He did not respond to repeated questions on Trump's failure to disclose his tax returns and his business failures leading to close to a billion dollars in losses and not having paid taxes for 18 years, as disclosed by the New York Times. Spence had to choose between hurting his own chances for reelection with the traditional Republican voters alienated by Trump and standing up for Trump's crude language against women and minorities. He deftly tried to the best using his skills as a radio broadcaster. Kaine who is usually more measured and thoughtful, had to choose between his traditional style of speaking and the role he was expected to play bringing to the public's attention the crude language and style of the Trump campaign and the instability reflected in it. He used his skills as a litigator to ask repeated questions on Trump, especially on the taxes, which leads to questions about funding infrastructure development and jobs without the wealthy paying their share of taxes. ...

George Will lists the shortcomings of Romney and Gingrich, as U.S. Republican presidential candidates in 2012. Gingrich is the worse candidate, says Will. Gingrich was paid $1.6 million by Freddie Mac, for services as "a historian." His response was to say "If you put people in jail," look at "the politicians who profited from" Washington's environment. He criticized government housing agency Freddie Mac for its role in the housing crisis, and at the same time profited as a lobbyist for Freddie. This shows his personal record and lack of conviction about the need for integrity in government officials. Conservatism, says Will, is about understanding that man does not fully understand the complexities of the world around him. It stands in opposition to man saying that he has grasped these complexities and assuming a hubrisitic attitude. Gingrich with his fervor for the latest idea, is the opposite of what conservatism stands for, says Will. Will sees Rick Perry and Jon Huntsman as better candidates than Romney or Gingrich. Presidential debates don't test what is needed to perform presidential duties and have become ridiculously important. Rick Perry's Texas record as two term governor, and his skepticism and distaste for Washington and Wall Street, give him assets that could prove to be vital for the job of president. Huntsman's positions on issues are closer to the conservative approach to government than Romney's. Will says it is important that Republicans don't give an Obama running as a Harry Truman did in 1948, against Congress, the one thing needed to win - someone who voters have a distaste for....

Krugman points out that the high growth during Jeb Bush's period as governor of Florida was a result of the housing boom years. When that boom collapsed by 2008 the economy slumped badly. Taken as an average for the boom and slump years Florida's growth rate is slightly below the national average, says Krugman. Economists and other experts say productivity is a key factor for increasing wages and growth, which is a result of factors depending on the use of technology, business investment in productivity, human capital. It is stuck at a low level of 0.4% since 2010, according to economists, and not a factor that is dependent on who is president. During the two terms of president Obama growth was 2.1%, George H.W. Bush 2.0%, George W. Bush 1.6%- making the Bush and Obama years in office similiar in terms of growth. Before 2000 we see higher growth rates under a Republican president Reagan 3.4% and a Democratic president Clinton 3.7%. A significant factor since 2008 is the financial crisis and housing bubble which has in many countries such as Japan and Mexico, and to a lesser extent in the U.S., led to a lost decade....

The firing of John Bolton as National Security Adviser opens up the possibility of a meeting of Trump with President Rouhani of Iran. There is a need for both sides to begin talks on a nuclear deal that would replace the one Iran signed with president Obama to address issues raised by Mr. Trump and Republicans. Iran and countries that buy oil from Iran such as India, China and Japan have an interest in relief from sanctions imposed by the Trump administration on imports of Iranian oil. The European Union is keen to preserve aspects of the nuclear deal. Relief from sanctions is critical for Iran to develop its economy. The last two decades have seen Iran struggle to develop its economy with the sanctions imposed by  different U.S. administrations.   President Trump expressed flexibility on sanctions saying "we will see what happens. I think Iran has potential. They are incredible people." President Rouhani urged Mr. Trump "to put warmongers aside." Mr. Trump told reporters that he had resisted Mr. Bolton's opinions on issues and realized he had moderate views when compared to someone like Bolton.  Trump told Iran "We are not looking for regime change. We hope we can make a deal and if we can't make a deal thats fine too. But I think they have to make a deal." Helping the U.S. and Iran come to talks is president Macron of France who hopes to setup a meeting at the UN General Assembly which meets next week following his efforts at the G-7 meeting in France last month. In the past when tensions were high in the Straits of Hormuz President Trump refrained from aggravating this by saying actions that are "disproportionate" should not be taken and respected Iranian intentions. The tone of the conversation between the two sides has moderated to the point where both sides realize the need for coming to some compromise. This is in sharp contrast to the period a few months ago with rising tensions in the Straits of Hormuz and the seizure of an Iranian ship. Bolton's opinions were not the only issue for president Trump. He was also seen as the source of leaks including one that said Mike Pence, the Vice President, had opposed Mr. Trump's plan to bring the Taliban to Camp David. Also contributing to the new climate for talks is Mike Pompeo the Secretary of State, who has promoted the idea of talks with Iran. He told the media about such a meeting at the UN General Assembly in New York- "Sure. The president has made it very clear that he is prepared to meet with no pre-conditions." The willingness to try new ideas even contrary ones to policy pursued only a short while ago as long as the desired goal is reached is a feature of this presidency and key advisers. From the beginning of the Trump administration there is a firm sense of the need to end the wars in Afghanistan and Iraq. and reduce foreign entanglements that have dragged on wasting resources and destroying priorities. With a willingness to try all sorts of approaches even ones that appear to be contradictory always keeping the end goal in sight. ...

The U.S. government sold its last remaining shares in auto company GM booking a loss of $10.5 billion- a recovery of $39 billion dollars of the $49.5 billon dollars given to GM. The Center for Automotive Research in Ann Arbor, Mich., points out that the cost of bailing out GM and Chrysler was about $13.7 billion. The benefits were 1.2 million jobs protected in 2009 during the depths of the financial crisis. It also preserved $39.4 billion in personal and social insurance tax collections in 2009 and 2010. The Treasury Department estimate of the cost is about $15 billon, including money invested in GM's former finance arm Ally Financial Inc. President Obama says the effort helped create 372,000 new jobs in five years. Treasury Secretary Lew summed it up by saying "it helped stabilize the auto industry and prevent another Great Depression." Other intangible but larger benefits in the long run were building up the companies anew with new pay structures the auto companies could support in a globalized economy, bringing in new management and discarding of old mindsets and culture, new relationships with unions and customers, committment to achieving fuel efficiency targets with new technologies in cooperation with the U.S. government guidelines, and renewed confidence of millions of employees in the U.S. auto sector. It is also the one area in which the Obama administration scores a clear win, and in which president Obama took the greatest interest as senator. That the public did not fully appreciate the significance of the step is more a reflecion of public frustration with how the companies were run by the old management, and a continual reminder of the importance of good management for the U.S. industry and economy....

Yet at no point in the administration of the last 9 years has this situation been anticipated or this situation been singled out as one that no asylum policy of any nation is designed to tackle. The efforts to fix things as far away as the mountains of the Hindu Kush have frittered away the important resources of the US military to maintain the Monroe Doctrine. It can be said that the basic error was not to see president Monroe's policy for what it was - an effort to prevent the French, the Spanish or some other European power to bring back colonial rule or in some ways unsettle the affairs on this continent. The US Supreme Court is aware of the surroundings of this event as it takes up the issues of immigration and efforts by foreign powers to unsettle the fabric of the Nation. ...

The joint statement after the G-8 summit stated that "our imperative is to promote growth and jobs." Emmanuel Macron graduated from Sciences Po University in 2004 with a degree in public affairs. He joins the Finance Ministry as an inspector and then buys himself out of government service contract by 2008 to join a private bank. He arranges an acquisition from Nestle and other business deals during this period. In 2012 he is appointed as deputy secretary general for the president's office after Francois Hollande a socialist is elected to the presidency. In 2014 he is offered the position of Minister of Industry and Digital Affairs in the second Manuel Valls government. He makes some changes to French government but opposes the wealth tax or tax on business, and is generally pro-business, though he acts as a member of the Socialist party.  He uses this period to build momentum for his own run for the presidency as support for Hollande falters having lost support from his working class base with Macron and Valls inspired changes.  Macron finally announces he will run for the presidency forming his own En Marche movement which he finances with his own fund raising. Throughout this period right up to the election in 2017 Macron has not run for public office. When he wins the presidency in that year he lacks the experience needed as the youngest president in French history at the age of 39. Like another young president Obama he handles his public image with the media for his En Marche movement promising to unblock France. This public image and his lack of experience makes him impervious to the social changes going on in France that lead to the yellow vest protests in 2018. This is a period when there are changes in the midwest as workers in Michigan and other midwestern states turn away from Hillary Clinton and Obama.  French workers are in the position of workers in the US with the decline of manufacturing, much of it shifted with the supply chain to China and Japan, and the gap opening between rural and urban tech educated areas. Macron follows Obama's quick rise from Senator to run for president yet lacks experience, and lacks sufficient grasp of the social changes with loss of manufacturing, the wide gaps between rural and urban tech educated people, conditions in the rural and farming areas. Macron survives this period, is reelected in 2022 with the help of socialist Melenchon voters. He says he will govern differently, less distant from average Frenchmen, but his instincts are to push for pension reform. At a time of cost of living crisis, and when the French budget office says the change in pension from 62 to 64 was not critical at the present time when inflation was hitting the public after the pandemic. Macron does this by Article 49 in the way he has done under the Manuel Valls government, by executive action alone. This time he faces a no confidence motion in parliament in March 2023 following some of the largest protests France has seen in years, with two thirds of the French according to FR24 opposing the change in pension law. Women see this as coming at a time when age discrimination hurts their chances of earning a living after 50 years of age.  Age discrimination is widespread in France, in a way it is not in Germany, say reports in the NYT. And with the cost of living crisis acts as a major hurdle for the average French person, if pensions are delayed without addressing these cultural issues in France. The result is that the protests have substance and Macron is seen as not sensitive to this at a time when he lacks a majority in parliament. ...

Regulation in theE.U. is more difficult than in the US because of the differinginterests of countries, with the U.K. seeing things diffrently from the Germans and the French. Under the new Obama financial regulatory framework white paper the Fed gets increased powers for overisght over the financial system. Under the proposed system for the E.U. that emerged from the Brussels summit, June 19, 2009, the European Central Bank would setup a European Systemic Risk Council headed by the President of the ECB. But its role is only advisory. This Council would "have the power to make recommendations but not to implement policies directly." French President Sarkozy says that it will acquire powers over time through experience and practice.

The P5+1 talks with Iran are stalled and not ending in agreement by August 2012. The former head of military intelligence of Israel, says the Obama administration needs to tell the Israeli parliament Knesset directly that preventing a nuclear Iran is a U.S. interest and the U.S. will take military action if needed. He points out that the U.S. with its larger operational capabilities can take additional time compared to the Israeli capabilities, but this goes against Israel's creed of not relying on the U.S. for its defense or outsourcing defense. For the Israelis to rely on the U.S. it needs this clear committment and statement of intention. In addition the Obama administration needs to take five steps to reassure Israel says Yadlin: a statement to Congress in writing that the president reserves the right to take military action, increased military presence in the gulf, provide advanced military technology and intelligence to Israel to enlarge Israel's window for military action in exchange for giving sanctions and diplomacy more time, talk publicly about the dangers of reconstitution of Iran's nuclear program, and commit to the security of U.S. allies in the gulf. The strategy Yadlin emphasizes is that if this is going to work for a peaceful goal, preparing for war is essential....
