Research shows that when a home's value falls below 75% of the amount owed on the mortgage, the homeowner thinks hard about walking away even if he has the money to keep paying, as it does not make economic sense to keep paying. By 3rd quarter 2009 4.5 million Americans reached this point and by June 2010 it is estimated by Corel Logic, a real estate firm, that 5.1 million will reach the 75% point- or 10% of all mortgages. Homeowners who made the mistake of buying as the market was cresting are seriously considering walking away and bank's reluctance to reduce the payments is for them the last straw. The Obama administration hasn't helped as this comment by assistant Treasury secretary for financial institutions, Michael Barr, shows. He discounts the idea that many people will walk away from their homes, saying that the overwhelming number will stay in their homes. Consultants at Oliver Wyman show from their research that at least 17% walked away from their homes even though they could make payments in 2008, or 588,000 people, and this was before the full impact of the global financial crisis. These numbers could be much higher in today's depressed market....

This report in WSJ says 4 months before becoming China's president in 2012 Xi Jinping issued a Communist party directive as head of the party committee overseeing the former British colony. The directive cautioned officials about a growing separatist sentiment in Hong Kong. It said "we must dare to struggle and be good at fighting," a retired official describes as Xi's approach. Another facet of Xi's views on Hong Kong are that his father as a party leader for the southern province of Guangdong in 1978 to 1980 near Hong Kong was the first after the Cultural Revolution to set up ties between the mainland and the British colony of Hong Kong. China was experimenting with a different model for the economy and Xi's father set up the early links with Hong Kong so that the flow of economic refugees from mainland China to Hong Kong could be reduced and the gap in living standards could be narrowed. He set up the first "Special Economic Zone" and met delegations to start the Sino-British talks on Hong Kong's future. Xi Jinping grew up in the turmoil of the Cultural Revolution. His father Xi Zhongzun, was jailed in 1962 in internal party struggles, and his family was persecuted during the Cultural Revolution that started in 1966. The Cultural Revolution that went on till 1976 ironically was an attempt to stamp out possible capitalist or imperialist influences from the colonial period and the opium wars with Britain. He was later rehabilitated under premier Deng. During the turmoil Xi with some difficulty was admitted to University after spending some years in the countryside. His father remained loyal to the ideals of the Chinese Revolution even though he had suffered from the internal party struggles, an experience remains a strong memory for Xi Jinping. It is as if the period is seen as a period of experimentation and failure for the party not for its ideals of China rising from the colonial period after its failure to engage with the world before the colonial period leading to backwardness. The unity of the country had to be maintained bringing Hong Kong and possibly Taiwan together with the mainland. Rejuvenation was happening and stability was essential for Chia to grow and emerge into the "China Dream" a word coined by Xi for its emergence in the community of nations as an equal to western powers after the colonial period of oppression and cultural backwardness. In this way he is different than other leaders before him who followed premier Deng who started the experimentation with markets and economic structures. The leader preceding him was party secretary in Tibet with a prime minister who was an engineer working on public projects, in sharp contrast to Xi who had the the sense of authority from seeing different phases of Communist party experimentation in his early years. The Bo Xi Lai incident during the transition before 2012 also influenced Xi. This was an attempt similar possibly to the attempt by Lin Piao under Mao to subvert Communist Party leadership into a new direction bringing China under Soviet influence after the break by Mao. Bo Xi Lai, a party secretary for an interior less developed region Chongqing, who rose from being Mayor of Dalien to governor of Liaoning province. Bo Xi Lai attempted to subvert the process operating since the Cultural Revolution of leadership by consensus within the party ensuring stability and continuity needed for development and pushing the trauma of the Cultural Revolution out of memory. He did this by seeking high party office for his own ambitions not for the party and China's interests that guided leaders after the Cultural Revolution. This incident and the period of two decades of growth of market economy had led to growing corruption and Xi was convinced that "corruption would doom the Communist Party and the State" and the resulting instability was bad for China. During this period in 2012 Xi Jinping said that it was necessary to remove "tigers and flies" who could endanger the party's ideals and the future growth and stability of the country.  About 10,000 party officials were removed for corruption, and the rule of Politburo Standing Committee immunity (PSC) of the party operating after the Cultural Revolution was removed. The PSC is the body that at the top of the organization structure that runs China. On Hong Kong Xi now believes that the problem is best tackled by the Hong Kong government not by intervening from Beijing. There is increasing perception in Beijing and Hong Kong that the local government, business leaders have messed things up, by getting into the habit of telling Beijing planners what they wanted to hear, and failing to communicate with the 7 million people of Hong Kong. These leaders are also in a bind because Xi believes that Beijing exercized "overall governance authority" over Hong Kong. A 2014 government white paper warns against "confused or lopsided perceptions" of Hong Kong's status, saying that its partial autonomy comes "solely from the authorization of the central leadership."     ...

Indian Finance Minister Nirmala Sitharaman is interviewed by Ashok Malik for the Economic Times in this videocast. On what India did right and lessons learned from addressing the pandemic and the supply chain crisis, inflation, Sitharaman says-Getting input and listening to people about what was needed and the pain, was critical in developing the financial plans. On the realization of India's potential in manufacturing, exports, and industrializing its economy, Sitharaman says-India's strength is its rule of law, so that the country is tolerant of criticism including of the prime minister, and there are democratic institutions that protect ordinary citizens, the business and other sectors. Also important is friend shoring as expressed by US Treasury Secretary Yellen alongside Sitharaman, that sees India as a favored destination for the US and the EU. The efforts to develop first rate infrastructure and logistics removes impediments to foreign investment. Training and education of workers is part of this effort to create a supply of trained labor for foreign investment factories in India. The competition between states is also part of this effort to build attractive locations for foreign investments in manufacturing in India. On 20th century financial institutions transforming into 21st century institutions for the IMF, the World Bank and other international financial institutions Sitharaman says- India has full support from all G-20 countries on debt crisis of countries in Asia and Africa, Latin America to change the way in which help is provided. And the skills are put in place to access financial markets on terms that help meet the aspirations of the people in poor countries or middle income countries, including some G20 countries such as Argentina. Sri Lanka she says, is an example where India is the governor and representing the country at the IMF and World Bank for its financial needs. India took up the interests of Sri Lanka with the G20 and the US, so that the loans are not delayed or given in ways that lead to the country exiting the program, unable to meet the aspirations for development of its people. Sitharaman says the G20 found complete agreement on 15 issues facing the world out of 17 issues, these two related to the war in Ukraine and that too from only 2 countries. This suggests that the media focus creating a general perception of lack of unanimity does not reflect what happened at the G20 meetings in India, and is distorted. What really happened is that all countries agreed on the substantial economic issues facing the world- of food insecurity, of development needs, and of climate change impact.  Sitharaman's responses showed optimism based on the hard work put in at the Finance Ministry and connected to all ministries and agencies of the government. And of a resilient attitude, of concentrated effort on the issues facing India and its partners in growth in the US and EU.  ...

Scott Shane of the NYT provides this exceptional account of how the ideology of Wahhabism on which the Saudi monarchy is based has influenced the evolution of Islam, but not in the way other religions have evolved into more moderate and open religions. Christianity evolved from the period of religious conflict, and evolved to the point that the basis of progress was based on education and technology in most of northern and southern Europe. Where the evolution did not take place because of more intolerant behaviours such as in Spain with the Spanish Inquisition and ideas from the medieval period, this development based on education and technology lagged severely behind.  Wahhabism developed as a result of a sect started by a religious cleric Wahhab in a poor desert region around Mecca and Medina, now the Saudi Kingdom, who sought the help of a tribal chief Ibn Saud. They used the religious-political alliance to gain tribal dominance in the region. Wahhabism sought to change Islam by banning worship and religious rites at tombs common in that period. It also as Brookings scholar William McCants cited here says, drew "sharp lines" and intolerance between believers and non-believers- all non-believers including other sects of Islam, Shiites, Christians. The movement spread throughout the region, but was crushed by the Ottoman Empire based in Istanbul, Turkey, by the 1850's, only to be revived in the 1920's following the collapse of the Ottoman Empire. A Norwegian expert Heggenhammer cited here says clearly Islam did not benefit from the evolution that other religions had, and Wahhabism has slowed this evolution into and open, tolerant religion because of its "sharp lines" and intolerance of other faiths and ideas with the Wahhabism from a medieval perod. In India the British rule brought enlightenment thinkers (John Stuart Mill for example was a clerk for the British East India company). But no such change happened under Ottoman rule to inspire leaders like Gandhi and Nehru to setup a new constitution that made changes from medieval Hindu beliefs such as caste and religious practices based on superstition.  The development of an oil rich state in Saudi Arabia with the discovery of oil, and the dependence from 1950-2010 of the global economy, has led say experts to the export of the Wahhabist kind of Islam to other countries in Middle East and South Asia. This they say made the evolution to democracy and peaceful coexistence difficult or impossible in the region. ...

Paul Peterson, a professor who heads the Program on Education Policy at Harvard, says that public school education has not done as well as private or charter school education. In two areas character or values, and school discipline, public schools lag far behind private schools or charter schools. Private schools score 59% and 46% in these two areas, public schools lag far behind at 21% and 17%, in the 2016 Education Next Survey, says Peterson. He says by appointing Betsy DeVos as Education Secretary, the Trump administration sees the need to think how public schools can benefit from improvement in these areas.

Ignatius of the Washington Post presents the Egyptian protests from the lens of Obama's personal encounter with authoritarian regimes in his boyhood experiences in Indonesia and Kenya. This is covered in Obama's first book, "Dreams from My Father." Ignatius points to the movements in Indonesia and the Philippines that ousted dictators Marcos and Suharto as evidence that positive models exist for transition to democratic government after long spells of authoritarian rule. This is a view different from the pessimism expressed by Charles Krauthammer in the Washington Post on the same day- February 4, 2011- as the largest pro-democracy demonstrations were underway in Egypt. Krauthammer cites the situation in Gaza and Iran. The Wall Street Journal editorial on the same day says that Gaza is a bad example, because Hamas was allowed to contest the election without the necessary groundwork being laid; as an exception by US Secretary of State Rice. The WSJ editorial stands by the liberal democratic openings to democracy established by Bush, and earlier supported by Reagan at the Berlin Wall. The situation in Iran is actually that the elections were stolen by the Ahmadinejhad government, just as they have been stolen in Belarus, so it also may not be a good example. Ignatius points to Obama's experience as post-colonial but at the same time his administration's handling of the crisis so far has been generally described in the US media as of being caught by surprise by events and not being able to take a clear stand. ...

The Obama administration has not given strong support to long delayed democratic processes in Egypt. The Washington Post cites several of the actions that have quashed Egypt's hopes of a return to normal democratic processes. The President and the Secretary of State have shied away from public support for democratic processes, free elections and freedom of expression. There is a failure to link Egyptian President Mubarak's suppression of free expression and of freely contested elections with the $1 billion annual aid to Egypt, much of it going to the military. And the Obama administration has failed to support legislation or resolutions calling for democratic processes and free elections. One of the opposition leaders is a respected diplomat El-Baradei, who headed the UN arms control agency. The US is missing an opportunity to do the right thing and make its voice heard. Not doing this only creates a credibility gap for the US in the Middle East. This comes after Obama's speech to students at the university in Cairo. In that speech he said that the tension between Muslims and Western nations "has been fed by colonialism that denied rights and opportunities to many Muslims, and a Cold War in which Muslim majority countries were often treated as proxies without regard to their own aspirations." Not only is Obama squandering the hopes and aspirations of Egyptians looking for change, but this puts the US as going along with Mubarak, an 82 year old President who will not be around for long. ...

Newly elected president Poroshenko's personal relations with Putin and his connections to Russia's business interests will help him improve relations with Putin. He wants to have substantive preparations for talks with Russia so that progress is made in relations and in other issues. Putin has said he will respect the results of the Ukraine election. Senators Portman and Cardin, and former Secretary of State Madeleine Albright were in Kiev to monitor the elections, and found them to be fair and properly conducted. Turnout was high and voters rejected the old world politics of the main rival candidate Tymoshenko, who received only 13% of the vote compared to Poroshenko's 54%. Poroshenko is a businessman who started out in chocolate, but has business interests in automobiles and owns television station 5. He was Speaker of parliament, and Trade minister in previous governments. The election result and voter rejection of the old politics gives a fresh start, and a chance for Russia, Germany and the EU to move forward. Russian president Putin had serious problems with the old politicians and may find it easier to work with Poroshenko. American led sanctions provide Russia an incentive to resolve the situation to give Russia's economy a chance to recover from serious capital outflows. Poroshenko is pro-EU, with enough Russian connections to maintain confidence in Russian-Ukrainian relations, for the fresh start Ukrainians are looking for. His focus is on economic development, with jobs as a priority for the young people facing extremely high unemployment....

Condoleeza Rice, personally worked with Ayman Nour and other opposition figures during a visit to Cairo to promote democratic process in Egypt. Michael Gerson who was also present at that meeting in June 2005, writes about it in the Washington Post Feb 2, 2011. This is a really rare instance of a Secretary of State supporting dissent in this manner. She says here that the unsettling and the unfamiliar, the turbulence of a transition to democratic processes is preferable to the false stability of autocracy. Such a false stability can be seething with malignant forces and deep animosities which surely spell trouble in the future, and as Rice puts it, find a footing when autocrats suppress democratic voices. Rice calls into serious question the whole policy of the US to seek stability at the expense of democracy in the Middle East, more than it does in any other region and in sharp contrast to its policies in Eastern Europe. This article clearly shows that Russia is turning the corner for full scale use of western technology to tap oil and gas fields in the North. Note the efforts to bring in western expertise include- 1. Efforts to hire Donald Evans, former U.S. Commerce Secretary, to be Chairman of Rosneft. Evans turned down the offer. The hiring of Peter O'Brien a former Morgan Stanley investment banker as chief financial advser.2. With China National Petroleum as a strategic partner. 2. The financial backing and expertise of state run oil companies around the world now give them the ability to contract directly with Schlumberger or Baker Hughes or other oil field technology suppliers. This changes the whole playing field with less need to negotiate with the major oil companies and the ability to do it themselves at their own pace and strategic advantage and execute their own oil policy. Previously negotiating with the oil companies meant giving up some of the ownership of the oil fields to the oil companies in return for the technology. The oil services companies sell the technologies on a fee basis. 3. The pressure to move ahead aggressively with new technology. Estimates from IEA in Paris by Chief Economist Fatih Birol, show that increasing oil production by one and half million barrels a day to level of ten and half million barrels a a day requires Russia to invest $900 billion dollars by 2030 or about 40 billion a year. The only way to generate this kind of investment is to grow its oil development capabilities, keep prices high but stable, invest in the latest technology and bring some of it inhouse....

The Pakistan army and its anti India mindset is at the root of the problem Pakistan faces. The army has factions that support the Taliban. Its intelligence agency, the ISI, helped create the Taliban as a way to get strategic depth (as they called it) in Afghanistan, for it sees as a necessary perpetual conflict with India. And the failure in Pakistan, the crisis of Pakistan, lies in the failure of elected politicians, the failure of the army, to provide responsible government and peaceful relations with India and with Afghanistan. By pursuing a Hindu-Muslim conflict agenda, and a anti-foreigner agenda for Afghanistan, Pakistan has ended up undermining its own government, institutions, and sovereignty over tribal areas and the North West Frontier Province. The US by getting involved in the Hindu-Muslim conflict agenda, and the anti-foreigner agenda during the Cold War, by supplying weapons and aid for this to successive Pakistani military governments, now finds itself as the foreigner in Afghanistan and Pakistan. The Pakistan army's anti-foreigner agenda, now that the Americans are the foreigners, is not something that even the army or the civilian governments can control. The only thing the army knows, and its raison-de-etre, is the protection of the state of Pakistan and an antiIndian, Hindu-Muslim conflict agenda. After 60 years of doing this since its founding the Pakistan army knows no other way. Failure to do what it is doing would remove it from its critical role as the most important institution in Pakistan, and relegate its officers and the army to a smaller role, with smaller committments of resources, a smaller army, and the loss of its privileged role in Pakistani society. This is the answer to Holbrooke's question to Pakistani businessmen, and civilian leaders, in Lahore recently, what is the crisis of Pakistan? And these businessmen and civilian leaders also touched on the army's role. For America as it sees the need to build a new economic partnership with Asia that would help revive economic growth, there is the need for deep soul searching. The Pakistan military sucks up resources that are so badly needed elsewhere, for the kind of construction the Obama administration sees for America, of roads, bridges, schools, new energy infrastructure. How can what is good and planned for America not be whats good for South Asia, for India, Pakistan, SriLanka and the entire region? The resources that are sucked up by the Pakistan military and its actions to foster aconflict atmosphere merely adds to the way resources are sucked for the military in India, when they are badly needed for development, economic growth, and the same kind of infrastructure building and education that the Obama administration plans for the US. Without correcting this flaw in its policies in South Asia the Obama administration cannot create a partnership with Asian countries that could play a critical role in America's own economic growth....

Currently Asian-Americans make up 62% of students at top high schools in New York. Mayor Blasio aims to give 20% of the seats to students who almost reach the qualifying scores on an entrance exam for Stuyvesant and seven other specialized high schools. Under Blasio's plan Discovery program for economically disadvantaged students would get 800 of the 4000 specialized high school seats for ninth graders in fall 2020 up from 250. 

Another view is presented by Parenting While Black organization of low income parents and children, who say that more important is to improve the quality of education for the city's 1.1 million students and start at the early grades. They see the high school debate for these 7 specialized schools as taking attention from the real problem to focus on s small sliver of students. The mass of students, the vast majority, they say are left to dangle in the wind.

This WSJ editorial makes an excellent argument of how the wrong conclusions can be drawn from Hamas, as an offshoot of the Egyptian Muslim Brotherhood gaining participation and winning of the elections in Gaza. It calls this a mistake in 2006, which does not affect the liberal democratic openings of the Bush administration in the Arab world. Hamas had an armed militia and rejected the 1993 Oslo records, so the necessary committments which are required for democratic processes to work were not put in place, primarily on the advice of Secretary of State Condoleeza Rice who made an exception in this case. The Journal says the mistake was not about free elections, but elections before the proper groundwork had been prepared, which requires that anti-democratic parties cannot be part of a democratic system and elections- a lesson that goes back to 1933. If the Brotherhood in Egypt wants to participate in elections says the Journal, it has to promise to play by democratic rules , and work to establish religious and social pluralism, and honor treaty commitments. And the constitutional system has to setup a system of strong checks and balances that prevent an elected party from subverting the democratic process for future generations whatever its support at any particular time. This is significant as it puts things in the proper context and also clearly establishes a well established point- democracy can only work for democrats. And at the same time preserves what is best about America's heritage and core values in America's stance with the rest of the world, and in this case with the Arab world....

This NYT report by Eric Schmitt describes the efforts of U.S. troops in Europe under Lt. Gen. Frederick Hodges to build  a fast movement capability to counter the threat from Russian forces on the borders of countries in Eastern Europe. Hodges says speed of movement is crucial. American forces are deployed in smaller numbers than the Russian forces. A 10 day exercize under Hodges involved 25,000 American and allied forces across Hungary, Romania and Bulgaria. Russian forces exercizes involve more than 100,000 troops. The war in Ukraine involved a breakaway region in the east supported by Russian forces.

Commanders and younger officers were trained to address the Cold War threat with the soviets. Then for over a decade the focus shifted to Afghanistan, then Iraq and Syria. Now the focus shifts back to the Eastern European area with a new Russian threat.

This exceptional report by Chulov in the Guardian shows the changes in the war in Iraq and Syria in 2015-2016 since the downing of a Russian jet by Turkey in late 2015. It says that the Syrian government's future was uncertain in late 2015 with Turkish support for rebel forces in the north. During this period Russia curtailed trade and tourism relations with Turkey, and improved relations with the Kurds. Russia intervened in northern Syria directly to prevent a collapse of Syrian government forces in the north. Kurdish forces were already controlling large parts of the Syrian territory adjoining Turkey, and Turkey was concerned about the support to Kurds within Turkey from Kurds in Syria and a historical movement for  Kurdish independence. In April 2016 Russia made a move to win Turkish support by saying it would support the territorial integrity of Syria, so that no support would be given to the Kurds. As the U.S. consistently supported the Kurds in the fight against ISIS, Turkey under prime minister Erdogan changed its policy of support for rebel forces in Syria to focus on what it perceived as the threat fom Kudish control of the region at its Syrian borders. Rebel forces were told to focus not on the Syrian government forces but on ISIS, leading to withdrawal of support in Aleppo. What remains now of the war in Syria and Iraq is Iranian influence in Iraq, the Russian influence from support of the Syrian government in Damascus, and for the first time U.S. ground forces in the north with 900 troops supported by artillery on the side of the Kurds. The next stage in the war to take ISIS controlled Raqqa is being negotiated between Russia, Turkey and the U.S., according to this report.  ...

The Trans Pacific Partnership (TPP) free trade pact led by Japan and the U.S. moves to the next stage with legislation introduced by Orrin Hatch and Ron Wyden in the U.S. Congress for granting trade promotion authority to the U.S. president. This would facilitate the negotiation of an agreement leading to concessions by different countries. Talks between Japan and the U.S. intensified with the U.S. president Obama saying in his 2015 State of the Union message that China wanted to write the rules for trade in Asia, and asking why the U.S. should not work to write its own rules. Defense Secretary, Aston Carter, called it more important than another aircraft carrier. Support from Europe, India and other countries for the China sponsored Asian Infrastructure Investment Bank, as a rival to the U.S. dominated World Bank and IMF, also give urgency to the TPP. The TPP countries, Vietnam, Malaysia, Singapore, Australia, New Zealand, Japan, Peru and Chile, make up over $400 billion of about $4 trillion in U.S. trade, according to the Peterson Institute for International Economics. The TPP is now seen not just a free trade pact, but also as away to counter China's influence in Asia. Experts see the Obama administration as having bungled its handling of the Asian Infrastructure Investment Bank which the U.S. did not join, and its allies in Europe, other Asian countries including India, decided to join as founding members. Democrats in Congress led by Senator Schumer, Warren, oppose the legislation granting fast track for free trade pacts citing the loss of jobs and lowering of wages for workers in manufacturing in the U.S., with only about a dozen Democrats favoring the legislation, leading to a split in the party. Projections by Peter Petri, Michael Plummer, Fan Zhai, of the Peterson Institute for International Economics, show a net negative impact on depressed wage sectors such as U.S. manufacturing with additional $45 billion in U.S. imports and $35 billion in exports for heavy manufacturing from the TPP free trade pact, and additional $33 billion of U.S. imports and $10 billion exports in light manufacturing by 2025. Higher wage sectors such as U.S. Services including IT get a boost with additional $42 billion in exports and $ 8 billion imports. Agriculture shows insignificant gains with additional exports of $2 billion and imports of 0.5 billion. Prof. Jeffrey Wasserstrom of UC Irvine reviews Henry Paulson's "Dealing With China." Paulson was head of Goldman Sachs investment bank and Secretary of the Treasury 2006-2009, the period of the global financial crisis. He made 70 visits to China since his days at Goldman Sachs and calls Chinese leaders Jiang Zemin and Jinping "old friends." He established the Strategic Economic Dialogue in the Bush administration for dialogue on economic issues with China, and setup the Paulson Institute at the University of Chicago to focus on China-U.S. relations. One of Paulson's points is that China's financial system faces a day of reckoning, with large losses and many restructurings. Wasserstrom's review looks at Paulson's view of dealing with China and points to a sense that it needs updating because by the time the book is published a lot has changed with the new Jinping administration. The new administration in China is more assertive in foreign affairs, and less tolerant of both the corruption that became part of the Chinese capitalist development inside a state run one party system, and of the voices for more openness. It also has placed tight controls on the Internet. Jinping sees a constructive role for the Communist party in the future as China makes economic reforms away from state run enterprises, and is working to strengthen the party through discipline and anti-corruption initiative. The reckoning Paulson mentions, Krugman and other experts have described in other language- not as a reckoning but that China was no exception and would face the same problems that the U.S. and the eurozone faced since 2008 from financial excesses. In this sense Paulson's views and interactions with the Chinese leadership may represent another era, a period of exuberance when some of these financial excesses were being built up. Today's economic team of Jinping and Li Keqiang is more focussed on making sure the transition through a economic crisis is managed carefully, keeping in mind the risks for China considering its history, and the situation where China is still a "middle income country" with aspirations for further development to improve incomes and living standards. Their view is that tight control is needed as China makes this transition to a less state enterprise dependent, and more consumer economy, so that there is no loss of the gains made so far. A different set of skills and deft management of the economy is needed, making Paulson's views from another era less relevant. External influences such as managing the complex China-Japan relationship as both countries become more assertive are creating another dynamic in Asia, which Chinese leaders may see as requiring careful management, making Paulson's experience less relevant for a new period with new challenges. For the U.S. the economic cooperation with China now occurs with an added political dimension. Of concern for the tight control, seen as not forward looking and not bringing more constructive voices into the system, and the new complexities of carefully managing the changing U.S.-China-Japan relationship in Asia. ...
