AP/NORC poll March 2023 shows 7 out of 10 adults in the US feel that the US is spending too much on development assistance when the budget for USAID is $40 billion. In general Republican administrations prefer foreign aid to be adminstered by the State Department not a separate agency. USAID was setup during the Cold War with the Soviet Union by president John F. Kennedy in 1961. Today it adminsters programs for HIV/Aids and for pandemics, health programs that can be done through the State Department. Attitudes have shifted following the pandemic with 9 out of 10 Republicans opposed to foreign aid through USAID. Some of the criticism is that it funds bureaucrats favorite programs. The actual impact is now uncertain in the developing of an economy. For example Sri Lanka benefits more from aid and development assistance from neighbor India than from programs of USAID as it tackles the current economic crisis following the pandemic. India pulling together the aid through IMF for Sri Lanka, and the investment in energy from India is way more important than the small USAID programs.  ...

Ministers of foreign affairs and defense from the U.S. will visit India for the 2+2 India - U.S. Ministerial Dialogue. Mr. Pompeo and Mr. Esper will meet Indian ministers Jaishankar and Rajnath Singh for closer ties on October 27. The American ministers will also visit Jakarta, Indonesia and Colombo, Sri Lanka. US shipbuilding in 2025- US nuclear submarine built for South Korea by South Korea's Hanwha at PhillyShipyard in Philadelphia. South Korea is investing heavily in shipbuilding in the US under the new DJT effort to rebuild the US Navy. This happens when shipbuilders UK and the US who led the world in shipbuilding have ceded places to Japan, South Korea and China PRC. The once mighty shipbuilding industry in places like Glasgow and Philadelphia now makes less than 5% of the world's ships. South Korea is the only nation with the shipbuilding capacity and technologies that competes with China. Much of the world's shipping logistics and port networks are now controlled by China. It is not even the situation where Teddy Roosevelt or Franklin Roosevelt as Secretaries of the Navy build  America's shipbuilding industry before World War 1. The situation today requires a resolute effort to build up the shipbuilding industry that was neglected by the shortsightedness of a generation of American business and managers who mesmerized by financial markets failed to see the importance of essential infrastructure. ...

Hardeep Puri writes in the Indian Express that one of the biggest problems in development in India was that government programs for development just kept getting delayed, and there were leakages of funds that could never be tracked. It is the sign of a developing country that it remain perpetually a developing country when it does not find a way to overcome this situation. Most of Asia, Japan, South Korea, China has found a way out, and it is a sign of character in a country and its administration that real implementation takes place to transform a developing country into a modern country organizing and combining the inputs of land, capital, technology and human resources. Just one example is the Pradhan Mantri Awas Yojana to build housing in India's cities to promote quality of living. In the last 7 years Puri writes in the Indian Express that 11.2 million houses were sanctioned, 4.9 million built and the rest to be built by March 2022. Compared to 1.2 million in the prior 10 years. To do this investment jumped by about 10 times. In the US infrastructure was neglected in the last 2 decades. In India urban infrastructure was delayed by never ending delays and leakages of funds. Across a range of projects from Metro urban transport to rail, bridges and road, infrastructure was slow and wobbly in India for most of the decades since 1947. The Smart Cities Mission is being financed with an investment planned of Rupees 2 trillion or over $200 billion to change the urban landscape with people centred priorities. As Puri writes silently, non performers are being weeded out, loopholes plugged, targets set, in scrutiny and monitoring of projects all the way to the prime minister in a way that has never happened before. China has over the last 10 years expanded its investments and trade with Latin America to match that with its earlier investment in Africa. China's trade and investment structures in Latin America are designed differently to correct for earlier mistakes in Africa where investments turned into a debt trap for African nations. This time China invested slowly in Latin America and created better terms for loan repayment. A look at the public debt to China as percentage of GDP shows for Brazil $30 billion is less than 1% of GDP of $2.174 trillion (World Bank). After the outcry on public debt to China of Pakistan and some African nations China has a different strategy and Brazil has a different strategy slowing borrowing and focusing loans on infrastructure projects with good returns on investment. Brazil total debt to China since 2005 is $30 billion with loan borrowings slowing down (China's strategy) in the last decade, and carefully arranged by Brazil. Contrast this with $26 billion owed by Pakistan to China on GDP of Pakistan of 338 billion in 2023- 7.7 percentage points. Sri Lanka owes $24 billion to China on $84 billion GDP of Sri Lanka- 28 percentage points.   ...

A wide ranging interveiw by New York Times reporters Archibold, Cave and Malkin, with Mexico's President Felipe Calderon. Calderon tells the reporters that Mexico had to be cleaned up and it was upto him to do it. A Pew Research poll shows that only 45% of respondents say Mexico has made progress in the fight against drug cartels, yet 83% support the use of the military against the drug cartels. Calderon's six year term ends in 2012 and the opposition PRI candidate leads in the polls. Calderon is limited to the six year term by term limits. PRI candidate Nieto has a program that is not very different from Calderon's to fight drug gangs. Calderon says he should have taken on the task of buillding up the state and local police forces more aggressively from the very beginning, now that it is clear that corruption and lack of training have diminished their capacity to provide safety. Calderon points to the success in creating jobs, expanding health care, building trustworthy police and judicial institutions, and social programs to fight roots of crime, as achievements of his administration....

Workers at Pemex are about half as efficient as workers at the Brazilian oil company Petrobras, and have one fourth the efficiency of workers at BP, according to a study by the baker Institute in Texas. Union leaders run the union in a manner reminiscent of feudal times with favors and patronage for workers and politicians. Once in power union leaders have run the union for decades, including shooting of rivals. Hernandez Galicia, a son of an oil worker, built up a system of patronage in the sixties and remained in power till he was arrested in 1989 on weapons charges by the government of president Salinas Gortari. The union formed part of the PRI party power base as the 200,000 union workers were expected to vote for the government. In the 1988 election union votes did not go to the PRI candidate and Salinas barely won with 50.7% of the vote. After Hernandez the system of patronage and corruption has continued. Lower oil and natural gas prices are a big boost to the economies of the US and the European Union. Cost savings equal about 3.5% of GDP in Italy and 2% of GDP for Portugal, Germany, and Spain, according to Capital Economics. The price of oil has dropped to $77 a barrel from $121, falling below its pre Ukraine war levels. This boost could increase eurozone output by 1.5%, equivalent to about a years worth of growth. Instead of contracting by 1.3% eurozone economies are expected to grow by 0.7%.

The Supreme Court Observer shows how the Supreme Court Justices Chandrachud and Kaul arrived at their decision on the abrogation of Article 370 in India for a prin cely state during the formation of India as an independent nation. CJI Chadrachud held that the proclamation by Karan Singh accepting the supremacy of the Constitution of India, at that moment all sovereignty was irrevocably surrendered. The Court held that the Article 370 was a temporary provision considering the historical context, wording and placement in part 21 which includes other temporary and transitional provisions.
