The European Union’s total defense spending increased by 30% from 2021 to 2024, to 326 billion euro or $341 billion. That is 1.9% of the EU’s GDP it's economic output, according to European Defense Agency. It is still short of 2%.  Britain will ramp up defense spending all the way up to 3% in 2027. Britain is short of defense equipment with transfers to Ukraine and with much of the defense budget going to maintain a nuclear deterrent. This leaves less for other defense needs. This report says most of the procurement for defense equipment goes to countries outside Europe.The Kiel Institute says 80% comes from outside EU. It is not mere shortage of funds it is the severe bottleneck from lack of defense manufacturing industry  that is putting Germany, France and UK in a situation where they are too dependent on the US. It takes years to build this capacity. Russia built it up during 3 years of war by going to a wartime economy and it now produces 4 times the ammunition Europe produces. The US did the same to match and exceed Russian capabilities and capacity, Europe lagged behind with unwillingness of Macron and of Scholz in particular to switch funds from needs in transport, infrastructure to defense. The debt brake Merkel to stop debt based infrastructure investment is what ails Germany. It has had two pernicious effects it created the AfD's surge by lowering economic growth and investment in public needs - housing, transport, public services. It worsened the SPD and CDU performance by not investing in security with no policies to return crime committing refugees to their home countries. A combination of aid and other assistance, diplomacy, secured the cooperation of countries to take them back. A strong display of action on removing refugees committing any offenses would have lessened the number of terrorism incidents. ...

The firing of John Bolton as National Security Adviser opens up the possibility of a meeting of Trump with President Rouhani of Iran. There is a need for both sides to begin talks on a nuclear deal that would replace the one Iran signed with president Obama to address issues raised by Mr. Trump and Republicans. Iran and countries that buy oil from Iran such as India, China and Japan have an interest in relief from sanctions imposed by the Trump administration on imports of Iranian oil. The European Union is keen to preserve aspects of the nuclear deal. Relief from sanctions is critical for Iran to develop its economy. The last two decades have seen Iran struggle to develop its economy with the sanctions imposed by  different U.S. administrations.   President Trump expressed flexibility on sanctions saying "we will see what happens. I think Iran has potential. They are incredible people." President Rouhani urged Mr. Trump "to put warmongers aside." Mr. Trump told reporters that he had resisted Mr. Bolton's opinions on issues and realized he had moderate views when compared to someone like Bolton.  Trump told Iran "We are not looking for regime change. We hope we can make a deal and if we can't make a deal thats fine too. But I think they have to make a deal." Helping the U.S. and Iran come to talks is president Macron of France who hopes to setup a meeting at the UN General Assembly which meets next week following his efforts at the G-7 meeting in France last month. In the past when tensions were high in the Straits of Hormuz President Trump refrained from aggravating this by saying actions that are "disproportionate" should not be taken and respected Iranian intentions. The tone of the conversation between the two sides has moderated to the point where both sides realize the need for coming to some compromise. This is in sharp contrast to the period a few months ago with rising tensions in the Straits of Hormuz and the seizure of an Iranian ship. Bolton's opinions were not the only issue for president Trump. He was also seen as the source of leaks including one that said Mike Pence, the Vice President, had opposed Mr. Trump's plan to bring the Taliban to Camp David. Also contributing to the new climate for talks is Mike Pompeo the Secretary of State, who has promoted the idea of talks with Iran. He told the media about such a meeting at the UN General Assembly in New York- "Sure. The president has made it very clear that he is prepared to meet with no pre-conditions." The willingness to try new ideas even contrary ones to policy pursued only a short while ago as long as the desired goal is reached is a feature of this presidency and key advisers. From the beginning of the Trump administration there is a firm sense of the need to end the wars in Afghanistan and Iraq. and reduce foreign entanglements that have dragged on wasting resources and destroying priorities. With a willingness to try all sorts of approaches even ones that appear to be contradictory always keeping the end goal in sight. ...

In a couple of weeks one can expect a digital Covid certificate that allows freedom of travel within the European Union countries. The European parliament and member states have agreed on setting this up. The travel pass will be a QR code on a smartphone or printed on paper. By accepting the travel pass EU states will drop travel restrictions such as further testing and quarantines unless necessary. With only 10% of EU citizens fully vaccinated there was concern about fairness but as vaccination speeds up in Germany, France and other EU states, this is giving way to the need to make travel easier during the summer.

Jean Claude Trichet is one of the last leaders from a generation that helped create the euro currency union and a pathway to closer union of European nations. For four decades he has worked at the upper echelons of European economic policy making. In accepting the Charlemagne prize he stayed true to his idea for closer integration in the European Union. He said- "Confronting the challenges of the future requires strengthening the institutions of economic union." He would like to see a finance ministry for the EU, saying that "in this union of tomorrow, or the day after tomorrow, would it be too bold...to envisage a ministry of finance of the Union?" Such a ministry would exercize oversight over European nations economic policies and exercize veto power over national budgets. In the current crisis in Greece such a ministry could take actions and make decisions applicable to Greece. Trichet's remarks were delivered in Aachen, Germany. At the very same time finance ministry officials from 24 European countries were meeting in Vienna to come up with a solution to the Greece debt crisis. A main stumbling block is disagreement between Germany and others including the ECB, about how to make private-sector creditors share the burden of helping Greece avoid a default. Trichet and the European central bank and other central bankers have rejected Germany's insistence of an extension on the maturities of Greece's bonds, because they fear this would be perceived as a default by financial markets.This in turn would lead to contagion effects spreading to Spain and Italy, and a Europe wide crisis. In direct exchanges between Trichet and French president Sarkozy, Sarkozy has told Trichet he represents the bankers views whereas Sarkozy and Merkel have to take public opinion into account. In fact in past resolutions of financial crises in Latin America this type of extension of maturities for bonds has been applied, as for instance in the Brady Bonds and negotiated settlement arranged by the U.S. for banks, and Latin American and some Asian governments. This becomes necessary when countries such as Greece, Ireland and Portugal are unlikely to ever be able to repay the debt without a renegotiation of the original debt agreemments, spreading the debt over longer maturities, and private creditors taking some losses. By shifting the entire burden on austerity and spending cuts the current agreements leave the EU lurching from crisis to crisis as the underlying situation remains unresolved. It is here that Trichet's laudable vision of European unity runs aground because of the failure to build bridges between the outlook of the financial community and the public opinion of Germany, Greece, Ireland, Portugal and other countries. The governments of creditor countries such as Germany seek a renegotiation for a restructuring of debt. The governments of Greece, Ireland and Portugal understand that severe austerity cuts alone with declining growth can never resolve the situation, and would welcome a restructuring especially because the cuts are deeply unpopular. The renegotiation has to be conducted with the full faith and credibility of the European governments, ECB and the support of the U.S. government, so that financial markets are given a certain reassurance that the situation will be managed to a successful conclusion, and not lead to contagion effects on Spain and Italy. When asked about this Nicholas Brady recently said this required "a unified decision." This would include money set aside for recapitalization of European banks that are affected by such a restructuring. In such a restructuring the German government and other European governments would still come up with taxpayer money for the resolution, yet the shared cost by all parties would create a fair and workable financial arrangement that has the potential for successful resolution to the sovereign debt crisis. This disconnect between the political leaders and the bankers is why observers say the Europeans have not been able to wrap their arms around this problem. ...

The European Union response to Britain's decision to begin negotiations to leave the EU is a tough one that presents serious problems for Britain. EU Council president, Donald Tusk said that no talks on Britain's future trading relationship with the EU could take place till all the issues relating to Britain leaving have been resolved. Included is a bill of 60 billion euros, according to European authorites, for settling British committments in the EU. Tusk also said the EU wanted to see the rights of the 3 million EU citizens living in the EU, and the 1 million British citizens in the EU protected as a priority in negotiations. Without negotiations on a future trading relationship Britain faces tariffs and duties putting it at a disadvantage after the exit. Talks also cannot extend beyond March 2019 or new approval is needed from 27 EU states. The European parliament also has veto rights if the agreement is not seen as strong enough for the EU. Tusk says that Brexit has made the EU more united. Chancellor Merkel of Gemany has also separated exit from future trading relationship negotiations, the second only being discussed after the first is complete. The issue of Scottish independence also hangs in the balance, as the Scottish parliamentary leader Jack Salmond refused to accept prime minister May's point that her own constituency Islington had voted against Brexit yet she was negotiating for the whole of UK- Salmond responded in parliament that not taking Scotland's interests into account after it had voted against Brexit made "Scottish independence inevitable." The EU leaders are taking a calmer approach, in contrast to the more nationalist appeal in parliament to Tory back benches of prime minister May with promises she may have difficulty keeping.   ...

Michael Barnier leads the negotiating team for the EU as it begins negotiations with Britain on Brexit. He is a former foreign minister of France and former EU commissioner, giving him the necessary skills and experience. Yet as he meets with the Affairs of the European Committee in the German parliament, even Barnier is not clear how the negotiations will be conducted. Only that the issues relating to disentangling the closely interwoven economies of the EU and Britain relate to nationals of the EU and Britain in each others region, the common 20,000 legally binding regulations, and the price tag for Britain to pay of 60 billion euros. The leading German in the negotiating team is Gunther Oettinger, a former EU budget commissioner, and he tells Der Spiegel that the bill may be even higher than that number. The figure will be arrived at by taking into account the obligations of Britain and applying this to assets. The obligations include the money owed to the EU budget, share of medium term budget planning to 2020, share of pension payments to EU civil servants. The British take a different view and do not understand why they have to pay this amount when they are exiting. The British want to see their future relationship on trade and access to the EU markets discussed early, but the EU position is just the opposite, first exit negotiations to be completed by September 2018, then other discussions on trade. March 29, 2019 is the date set for Britain to be no longer a member of the EU. Yet even the sequence of issues has not been set and the sides could not be further apart than they are now. Each side looking at its situation domestically with elections in the EU in 2017, and May facing the added challenge of Scotland threatening to leave the UK. ...

It fell to $1.18 before recovering to $1.24 to the dollar. Experts say algorithms overreacted to the news story about Hollande's remarks. Further declines are expected as Brexit negotiations happen in 2017 closer to elections in Germany and France, with issues such as movement within the EU likely to be obstacles. Other factors influencing the pound are the that the pound is no longer a safe haven following Brexit, and the uncertainties generated by the Brexit "yes" vote. This would mean higher prices in Britain's retail stores for imported products, costlier vacations overseas, and higher inflation. It could boost British exports with a devalued currency making them more competitive.

Mark Carney, Governor of the Bank of England, in meetings with bankers and business leaders says Britain should remain in the single market 2 years after exit from the European Union, according to the Sunday Times. Theresa May plans for Britain to exit the EU in 2019. The reason is that this would protect business as it adjusts to leaving the single market, a kind of transition or Brexit buffer period. This period "really informs what businesses need to do because you transition and restructure during that window," Carney told a House of Commons Treasury Committee. About the changes in the politics in the U.S. and Europe Carney has said about basic fairness in bankers language- "market fundamentalism can devour the social capital needed for capitalism" to work, referring to the moral failures in operations of the banks by 2009 and how it hit the middle and working class incomes and wealth.

Laurent Berger, head of the French Confederation of Labor, C.F.D.T., is a moderating force in France as president Macron leads an effort to make a revision to France's labor code. With a large parliamentary majority president Macron is expected to push for a shift to a Scandinavian version of "flexible security," that allows companies and the economy to adjust the work force, introduce retraining and create flexibility so that new jobs can be created. His union is now the largest, after surpassing the militant General Confederation of Labor. Issues in labor changes proposed by president Macron are- direct negotiations between management and employees bypassing unions, and a cap to compensation in unfair dismissal cases. Berger's view is that though the interests of labor and management conflict, there has to be dialogue instead of constant confrontation. He is willing to see some jobs lost if business creates new jobs with improvement in the economy. Macron has summoned labor leaders for marathon talks. ...

Coordinated action by the governments of France, Britain and Germany each with its own package depending on its own circumstances but committing over a trillion dollars to rescue plans for financial institutions. In Britain the government moved to take majority stakes in 2 of its largest banks, the Royal Bank of Scotland, and the newly combied bank of Lloyds TSB and HBOS in exchange for a $64 billion capital infusion. In Berlin the German government setup a 480 billion euros package consisting mostly of loan guarantees, with 400 billon euros in guarantees for inter-bank loans and another $80 billion euros for direct injections of capital to help weak balance sheets and purchase toxic or illiquid assets of German banks that are at the brink of collapse. The French have setup their own 360 billion euros package. The French government will create a fund to raise money to guarantee debt for upto 5 years in a bid to make cash available to banks. The banks can access these funds in exchange for putting up their own collateral, including debt not currently accepted by the ECB. And a state sponsored company will provide upto 40 billion euros in direct capital injections to banks that request it in exchange for equity stakes. In addition Netherlands made $220 billion euros available for capital injection into banks and other efforts and Spain will insure upto 100 billion euros in bank debt. Britain's step are the boldest ones yet and Britain's crisis is also likely to be one of the worst because of years of leveraging and overborrowing. But the German financial system is also under heavy strain and strong swift action was necessary to keep its banking system functioning. While other countries have setup the funds for capital injection like other European countries and the USA, Britain has also take the lead in taking majority stakes in two of its largest banks by Monday, October 13, with the departure of the executives who got these banks into such a mess. Gordon Brown has shown cosiderable leadership in this crisis and has been at the forefront in proposing and acting on workable solutions and swift response while Germany and the USA lagged behind. France's Sarkozy's contribution has been in the area of global coordination which he has argued and worked for and successfully achieved during the last 2 weeks....

The Netherlands government of prime minister Mark Rutte collapsed on April 22, 2012, after the Freedom party of Geert Wilders said it would not support futher budget cuts. Mr. Wilders said: "We don't want our pensioners to bleed just to meet the dictates coming from Brussels." Government forecasts had predicted the Netherlands deficit at 4.6% of GDP in 2012, above the 3% goal set by the European Union. And negotiations that collapsed were about making $18 billion in budget cuts to help meet the deficit goal. Rutte will now lead a caretaker government till elections in September or October 2012. Credit agencies may lower the Netherlands credit ratings from AAA and this would raise Netherlands borrowing costs in coming months. The result would be to increase the deficit even further. The Netherlands government was a strong supporter of Germany to introduce strict austerity measures and budget cuts in the eurozone during the debt crisis in EU countries in 2010-2011. With the elections in France and the defeat of French president Sarkozy in the first phase of elections by Socialist candidate Francois Hollande, the austerity programs in Europe appear to be unravelling. The deeper Europe goes into a recession in 2012-2013, the more likely new measures will be needed to address competitiveness, growth, interest rates and overvalued currencies as opposed to largely fiscal and budget measures alone....

During a public dialogue during the federal government's open day German Chancellor Scholz takes time to go over the origins of the war in Europe as he understands it. Of Russia acting "clearly with the intention of conquering its neighboring country," in an imperialist manner. Here is what he said- On Nato During talks before the war started in February when he met Putin in Moscow Scholz assured Putin that Ukraine would not join NATO "in the next 30 years." NATO was never a threat to Russia even though Putin says NATO's increasing eastward expansion was to the detriment of Russia's interests. On the origins of the war in Europe- Scholz says Putin launched the war for "completely absurd reasons." During his talks with Putin for example he says Putin told him that Belarus and Ukraine should not be independent states. "This is a war that Putin, Russia, started, clearly with the intention of conquering its neighboring country. I think that was the original goal." "Putin actually had the idea of swiping a felt-tip pen across the European landscape and then saying, 'This is mine and this is yours.' " Something Germany could not accept. Scholz condemns Putin's imperialism. He compares Russia's actions to the early days of imperialism. Scholz was reported to be reading Cambridge historian Brendan Simms book Europe- The Struggle for Supremacy in Europe from 1453 to the Present, before the war started. Simms shows a Europe that fought intermittent wars for supremacy between European powers Spain, Britain, Dutch, French, Germany, Austria- Hungary, Russia, Sweden over most of the period 1450 to 1950. The last part of the period was marked from 1850 to 1900 by an openly imperialist land grab for territory in Africa and Asia between Britain, France, Japan and Germany.  The period 1950 to 2000 marked by the Cold War between the US and the Soviet Union and China.    On planning for the war in advance- DW.com reports that Olaf Scholz is convinced that Putin planned this war long before the Russian invasion of Ukraine on Feb. 24. On the future of the war- Scholz says he will not end the dialogue with Putin. Scholz and Germany, Biden and the US want to show that the imperialist type of expansion into neighboring states is no longer accepted, not for Russia or China. Scholz says Russia is currently engaged in gaining territory in eastern Ukraine, but it is not certain that it will stay that way, so giving in is not a sensible strategy.  Ukraine needs the Black Sea ports and the area around Kherson on the Dnieper river to maintain its economy through exports of foodgrains. There is international consensus that these exports are essential to most of Africa and other parts of the world. The war in the remaining part of 2022 into the winter is being fought in this area. Another area of international consensus is that of the refugees mostly women and children in other parts of eastern Europe, and the displaced people within Ukraine moving from the east and south to the west. For the first time the US and Germany are providing Ukraine with the air defense systems that it needs to protect refugees, something that was missing for the many early months of the war leading to millions of refugees inside and outside Ukraine.       ...

As the two leaders Cameron and Merkel visit the exhibition on Germany at the British Museum, efforts are made to improve ties and keep Britain in the European Union. Merkel says about one of the contentious issues that she supports freedom of movement in the EU, but no abuse of that right by claiming unemployment benefits. Immigration is emerging as an issue in the upcoming British general election. Cameron and Merkel share similiar views on economic policy and a conservative philosophy. Merkel tells a joint news conference: "Ofcourse British citizens will decide, but I don't want to hide from you that I very much like having the UK in a strong and successful European Union and like working with them for a better future."

German chancellor Merkel and France's president Hollande meet in Notre-Dame de Reims cathderal for a service that commemorates the 50th anniversary of a mass held at Reims cathedral. That Mass was held at Reims in May 1962 with the hope for a lasting reconciliation between Germany and France in a region affected by recurring wars, and was attended by Konrad Adenauer and Charles de Gaulle. The service in July 2012 brings together two leaders after tense discussions at eurozone summit meetings on the future of the eurozone and austerity measures. It is also a reminder of the deeper ties that bring the two countries together after a century of conflict, and the resilience in the face of difficulties shown by a previous generation of leaders in building these ties. It needs to be remembered that it was German chancellor Kohl, Angela Merkel's mentor, one of the postwar leaders who promoted European unity during the period of German reunificaton, who speeded up the agenda for the creating the eurozone and euro currency without the necessary underpinnings of deposit insurance and a eurozone financial regulator with powers to examine the books of European banks and exercize financial supervision. ...

Putin takes the first step for Russia to join in discussions for a lasting peace. More than a ceasefire is needed, as many ceasefires have come and gone and the war is now over 15 years old, pausing for a while and then starting again many times. Russia calls for addressing the underlying issues behind the war.  It started with Russian support for Yakunovich 2010-2014 which ended with the Maidan protests in Kviv and Lviv. Russian and Putin strategy at that time was that as long as  a pro-Russian or a person leaning towards Russia with good relations to the West -as existed in some of the former states in Eastern Europe during the 1980's during the Soviet Union such as Poland and GDR- this would be acceptable. The Maidan protest led upheaval thus had a contrary effect which Germany under Merkel and France under Sarkozy and Hollande failed to grasp. Obama judged Russia by its GDP, ignoring its history and relations among European states as one of the major powers in Europe, a technological state with nuclear power. As China shifted away making the integration of Hong Kong and now Taiwan a priority under president Xi, and asserting the virtue of its state run capitalist system over free market capitalism, the fissures began to develop in the system that prevailed after World War II and which survived the fall of the Berlin Wall. These are some of the origins of the war and are also in some of its aspects geopolitical and relate to world peace,, and peace inside nations in general outside the Ukraine war. And here relate to Venezuela Mexico and US inaction in tackling borders and cartels, the US border with Mexico, Syrian war and Syrian refugees entering Germany/Europe, the anti refugee movements in Germany and the EU, refugee crime in US and Europe, all connected in some way to the unsettled borders of the Russian state with US and Western European + Eastern European states in NATO and the EU nearby. And the limiting or removal of Russian influence in Ukraine seen by Russia as unacceptable in regions nearest to Russia that speak Russian. Britain has the virtues of its parliamentary democracy, yet it is far from Russia's borders and it just like the Russian Empire had an Empire in India and a near thing to an Empire in China, as recently as 1950, over history of western colonial empires of 500 years not too long ago. Which means it is good to be starry eyed but the reality in European history since 1400 is of dominant states and colliding or co-existing spheres of influence, mostly co-existing in some balance of different states in the interests of peace and welfare of the people.     ...

In France MEDEF the employers union is calling for relocating strategic industries back to France. In its plan of reopening of May 28 it calls for "targeted relocating of strategic sectors, to France, and Europe, with healthcare a priority." The French government of president Macron and people support this. To get an idea of how people feel consider that surveys recently taken show 89% of French people wanting to relocate industries back to France, and 47% want to do this completely, even if this means higher prices for consumers.  French carmaker Renault announced 4600 job losses in France as demand has dropped, even after the 5 billion euros of state help it has received for the pandemic losses. France has a 15% stake in Renault and Renault has given a commitment to bring value added manufacturing back to France after state aid. President Macron has called for economic sovereignty. His call as the pandemic leads to rethinking of old supply chains is - "We must build more in France, on our soil. And rebuild our national and European sovereignty." It is a rethinking that is now getting overwhelming support of the French people. ...
