The was achieved with help from Senators from both parties who worked hard together to find solutions. Brooks says in the NYT that Congress worked better than the CDC during the pandemic. Though the politics made the headlines Congressmen worked quietly in the halls of Congress to craft reasonable solutions to the nation's challenges to help the country recover from the pandemic and point the way to a bright future ahead.

The Big Beautiful Tax and Spending Bill in the US Congress faces close votes in the US Senate with Senators Rand Paul of Kentucky, and Thom Tillis of North Carolina, both Republicans against it.  The Senate version has additional cuts to Medicaid funding. Tillis expressed concern about these cuts. Senator Rand Paul is opposed to increasing the deficit for enlarged spending and tax cuts. Republicans and DJT have close votes in the Senate and in the Congress. Republicans Murkowski of Alaska and Curtis of Utah want to change the early phaseouts of tax credits to the renewable energy industry in the Senate bill, and the excise tax after 2027 to avoid buying from China and develop American manufacturing in renewables. Senator Collins of Maine has an amendment to add $25 billion for rural healthcare and rural hospitals to offset the effects of large Medicaid cuts. Collins plan also lets taxes revert to 39.6% from 37% for married couples incomes over $50 million.  The bill then heads back to the House for changes by Wednesday, July 2, for a goal to have it on the president's desk by July 4th, Friday. ...

When Daniel Henninger of WSJ Editorial Board says in the adjoining article/video that to get anything done with something like the current split Congress a newly elected Republican president would have to operate by executive orders and could get little done, he is referring to the stalled Ukraine aid legislation in the US Congress after passage 70-20 by bipartisan vote in the US Senate. Legislation is stalled in the 2022 newly elected US House of Representatives with a group of Republican Congressmen called the Freedom Caucus seeking to block all legislation if it does not get its way. The now famous line "dead on arrival" line of Speaker Mike Johnson of Louisiana for legislation passed in the Senate for Ukraine aid. Pew Research looks at the change in the House and explains. It says about 49 members of Congress are part of or aligned to this group. About 71% or 35 of 49 members have less than six years of experience which includes 9 freshmen, compared to 58% or 100 of 173 Congressmen of all other Republican members of Congress. And two thirds of Freedom Caucus are from the South compared to 46% of all other Republicans in Congress. It is striking that only three are from states such as Wisconsin, Illinois and Pennsylvania or a mere 6% for Northeast and Midwest.  ...

This gives less time for renewable projects in solar and wind to get these tax credits and places them in a difficult situation. The US Supreme Court will soon make a decision on the power of president Biden to take action on student loan forgiveness for millions of borrowers when Congress has failed to take action. 43 million people in the US holding $1.6 trillion in student debt would get some form of forgiveness under president Biden's $400 billion plan. Arguments will be made at the Supreme Court with a 6-3 Trump appointed majority of Conservative justices and a decision expected in June. Congress has failed to resolve this matter of debt affecting a large part of the US population leaving it to president Biden to offer some form of relief before a larger resolution is backed by Congress. A ruling will be made by June.

It is historic and also new as Louisiana, the most southern of the Southern states has never had one of its members of Congress elected as Speaker. A Pew Research Center poll in September 2016 finds 81 percent of Indians have a favorable opinion of Narendra Modi in 2016, compared to 87 percent in 2015. Even among supporters of the opposition Indian National Congress a majority say they have a favorable opinion of Mr. Modi. The author of the poll, Bruce Stokes, says the opinion of frustration of the Indian elites and media about the Modi administration is not reflected in public opinion. Recently the Modi government passed legislation for a national Goods and Services Tax replacing overlapping state and federal taxes that are seen as holding up growth.  Issues the Indian public ranks high are corruption, unemployment and terrorism.

The new bipartisan sanctions on Russia agreement in the U.S. Congress has the support of key senators, McConnell and Corker on the Republican side, Schumer and Cardin on the Democratic side. BJP led by prime minister Narendra Modi wins a huge majority of 325 seats out of 405 in India's largest state Uttar Pradesh for the state assembly elections. The national opposition party Congress wins only 7 seats in what was once the main source of Congress support during the period of Jawaharlal Nehru and Indira Gandhi. This will enable the BJP to push forward with the modernization program for infrastructure and roads, and other development. Opposition in the upper house Rajya Sabha and lack of support from states will not be a major hurdle in development now that BJP has won in states such as Orissa, Maharashtra, Uttar Pradesh, and Uttarkhand in recent state elections after its win in the 2014 national parliamentary election. This also gives credibility to the government's other efforts such as demonetisation to fight corruption in real estate and other areas. India's GDP is a fraction of China's and it is smaller than that of countries such as Indonesia, because of the poor administration and lack of development in India's 2 largest states of Uttar Pradesh and Bihar in the northern Hindi speaking region. To double the GDP from its current level will require doubling the GDP of Uttar Pradesh and Bihar. Bihar's state government is run by a former BJP leader, who has also pushed for improving standards of living and economic growth.  ...

Optimism from the Washington Post Editorial Board now that Homan is in charge and law enforcement cooperation between state local and federal takes place. Homan was  briefly bypassed in the team set up by Kristi Noem, Secretary of DHS, and  as a result Border Patrol agents began their own sweeps that were not in accordance with DHS and ICE methods of operation. This was shown in the WSJ reports of the last few days creating unnecessary confrontations with protestors, increasing numbers of agents as a result, and both risking the lives of law enforcement and of protestors. Republican senators in Congress defended the rights of Americans to protest. Local and state cooperation with federal law enforcement was key to maintaining order and peace in neighborhoods, ensuring everyone's safety. This is now taking place with Homan meeting Attorney General Ellison, and state governor Walz. Homan said “certain improvements could and should be made” and that the government had not “carried this mission out perfectly.” Washington Post says Homan acted like a professional when asked about Pretti. “I’m going to tell you to let the investigation play out and see where it goes." The Post says handing over criminal immigrants sgould not be controversial, as Kristi Noem says migrants with criminal records were released onto the streets from jails by local officials. There is a lot of soul searching that needs to happen on the part of all, with less reckless behaviour that only aggravates the work of law enforcement and reduces the safety of streets and neighborhoods, and worse is not in accordance with America's tradition of treating people fairly as long as they are acting with decency. ...

Of the 54 Blue Dog in the House, six have retired, 39 are in competitive races, and 22 of those are in pure toss-ups, according tot he Cook Political Report. Blue Dogs are Democrats from the conservative districts, which says one expert makes them an endangered species anyway. The result will be that the returning Congress will have Democrats who are more liberal than the previous Congress. The same dynamc is being repeated on the Republican side with some 50 newcomers expected, and they are not from the political centre. This will make for a very polarized Congress, with less opportunity for new legislation in areas where it is needed.
