U.S. Trade Representative Robert Lighthizer was the negotiator who tackled Japan's huge trade surplus in the eighties under president Reagan. In 1985 he was the Deputy Trade Representative under Reagan. He negotiating a trade deal with China that includes U.S. tariffs on Chinese products. Here he tells the incoming Biden administration that the tariffs were a good idea in the American interest, and should remain in place till China reduces the huge trade surplus with the U.S. Lighthizer says "we want a China policy that thinks about the geopolitical competition between the United States and an adversary- an economic adversary." As this report says the cleavage with China has widened since then with the the virus that started in Wuhan, China, then spread to the U.S., killing more than 387,000 Americans and with 23 million people affected by the virus. Lighthizer has serious questions about the approach of the Biden team to seek consultations with allies in Europe and Asia. With his long experience  he is one of the very few who understand how things work. He says the U.S. started dialogues in the 90's. Nothing happened. "All of them were just a waste of time," says Lighthizer. Other countries could slow or veto U.S. actions. This is why the new incoming administration needs to show it has learned from history. Inflation has moderated to about 3% and unemployment is at historic low of 3.7% in March 2024. Public perceptions are gradually changing when asked about the economy this WSJ survey shows. Key points are that now 37% approve Biden handling of inflation up 7 percentage points, and 40% approve his handling of the economy up 4 percentage points. The public perception of the economy had diverged so much from the actual strength of the economy under Biden that this was hard to understand in 2023. This is changing in 2024 as there is now a clear sense that the better reading on inflation and unemployment is not temporary but is only the beginning of a surge in economic progress. The public has not yet grasped the extent of the change for the first time in 3 decades of the scale of the reinvesting in the economy under Biden and a bipartisan Congress of trillions of dollars being invested and the speed of execution of projects. Instead it chose to give Ukraine $3 billon loan based on the interest coming from the $300 billion frozen assets. This is not going to do much as over $100 billion will be needed. The US Biden administration has a different plan. It is to use the interest to finance a loan of $50 billion from the EU and the US.

The Willow oil project in Alaska by Conoco-Phillips which has leasing rights was allowed to go ahead by president Biden with some environmental protections. The leasing rights would have given Coonco-Phillips the right to challenge the government in court with potential damages awarded of about $5 billion, says this report in NYT. The meeting planned between Xi and Biden is important for stable US China relations after the Trump administration angry rhetoric, the Covid pandemic, and when imbalances in the poorly managed trade relationship with the entire supply chain shifted to China with millions of its American jobs has shaken working class communities in the US. Following the Ukraine war both the US and Germany, and China, appear to have grasped the dangers of nuclear threats such as were made in recent weeks. India has also shown its serious concerns about wars for territorial gains, and the world community of nations has expressed this through the words and actions of UN Secretary General Antonio Guterres speaking for Europe, and the rest of the world.  Under Biden America seeks decent Competition with China and not conflict, and this is in the interest of both countries and of all the countries in the world. Neither China or America represent the largest share of the world's peoples, and in a world of advanced technologies other regions such as India, Europe, South East Asia and Japan, have just as great a determination and influence to seek a mutually beneficial peaceful coexistence in the interests of all the peoples of the world including the continents of Africa and Latin America. ...

Biden issued executive order on June 3, 2024 to close the Border with Mexico and deny asylum. Once border crossings reach 2500 a day the border is closed. Then it is opened only when crossings drop to 1500 a day and after 14 days. Officially permitted including humanitarian parole pathways are limited to 1500 a day. This is being done because the legislation that passed in the US Senate on bipartisan basis negotiated for closing the Border with Senate Minority Leader Mitch McConnell of Republicans and Senator Lankford (R) was blocked in the Senate by Mike Johnson on instructions of Mr. Trump who sought to use it as an election issue. "Today I’m moving past Republican obstruction and using the executive authorities available to me as president to do what I can on my own to address the border,” said president Biden. The signs “SECURING OUR BORDER” were prominent in the White House East Room. “Frankly, I would have preferred to address this issue through bipartisan legislation,” he added, “but Republicans left me with no choice.” On this page the WSJ looks at the Border on August 5, 2024 and finds the border crossings have dropped to levels in 2020 and to levels seen during the last year of president Trump. The US and Mexico have cut border crossings with Mexico moving migrants back to southern Mexico in a Chutes and Ladders program where migrants head north, and the Mexican gocernment buses them back south, at which point some return to their home countries. At the Guatemala border there is busing to take them to other locations in the south of Mexico. ...

Of the $1 trillion in infrastructure package passed into law, $120 billion is for competitive grant programs, money going to states for specific projects. WSJ shows how $1.5 billion in grants for doing the planning for projects is spent concentrating resources on key priorities. Projects getting priority are for improving bicycle and pedestrian safety getting 18%, road projects getting 50%, transit 18%, maritime 8%. Projects favored will reduce carbon emissions, increase bicycle paths, reconnect neighborhoods left out in earlier highways built. They include projects in St Louis County, Missouri for walking around safely, new transit center in Charlotte, N.C., and improvements in streets, sidewalks and bicycle paths in parts of Manchester, New Hampshire. Pete Buttigieg, Transportation Secretary is leading this effort. He says this will "improve infrastructure, strengthen supply chains, make us safer, advance equity, and combat climate change." ...

South Korean public opinion shows 80% of the public opposed to the release of slightly radioactive Fukushima water into the sea by Japan. Japanese public opinion is accepting this as unavoidable. This is weakening the position of South Korean president Yoon in coming elections. Yoon is a prosecutor who joined politics only a few years back and has seen his popularity drop by 7 percentage points to 35%. Yoon is known for his effort to bring South Korea and Japan closer together with the US in dealing with North Korea and China. Biden met with Kishida and Yoon at the White House only recently, and Yoon made a state visit to the US before India's Modi. Because Yoon is an outsider to politics he has been able to get South Koreans to accept the idea of settling past disputes with Japan tracing back to the colonial era and World War II, yet the Fukushima water release is opposed by the vast majority of South Koreans.

It has to be said that both McCarthy and Biden have shown patient leadership and an optimism about America in getting to an agreement on spending and the debt ceiling in May 2023. They are not taking chances as they sell the deal they made to their party in Congress. Biden feels confident that the agreement will make its way to his desk to be signed and he had spoken to McCarthy on Sunday afternoon "to make sure that all the T's are crossed and the I's are dotted." McCarthy says "more than 95% of those in the Conference were very excited. We are the first Congress to cut voter for cutting spending year after year." The deal basically freezes federal spending at 2023 levels till 2025 and allows some increase in defense spending and veterans benefits. Dusty Johnson Republican of South Dakota says Republicans will overwhelmingly support it. He says not much was expected from the Freedom Caucus whose support was not expected. Senator Mike Lee of Utah and Rand Paul of Kentucky do not support it, Lindsey Graham of South Carolina thinks there is not enough money for the Navy in the agreement. ...

German chancellor Scholz is making a 2 day trip to the US to meet president Biden. There is a surge in discussion on looking for a way out of the Ukraine war after meeting between US's Blinken and Russia's Lavrov at the G20 meeting in India. India is pushing for both sides to engage in talks to end the war. Brazil has also offered to mediate to bring an end to the conflict.

In 2023 there are 4.3 million electric vehicles on American roads and 150,000 public charging ports. President Biden's goal is for 50% of cars to be EV's by 2030 with 500,000 public charging ports. The National Renewable Energy Laboratory affiliated with DOE forecasts need for 1 million charging ports. Ohio and Pennsylvania are leading the way in a slow start with other states joining in. A single public charging port can cost about $150,000. It will cost $31 billion to $55 billion to build the public portion of a national charging network. About $24 billion is planned investment.
