The third or booster dose of vaccine is needed to take out the Omicron variant. The UK Health Security Agency analyzed data from 581 Omicron cases and thousands of Delta cases to calculate how effective vaccines such as Pfizer and Astra Zeneca were against the Omicron variant. This early analysis shows a third booster dose prevents around 75% of people from getting any coronavirus symptoms. The double dose of the vaccine however provides good protection against severe coronavirus that needed hospital treatment says the UK Health Security Agency. Of equal concern is the rate of spread of the Omicron variant. Here this BBC report shows graphs of UK National Health Security Agency which show the rate of spread is rapid with cases doubling every 2-3 days. For the UK which on December 10 had about 1265 cases this means says this BBC report that the number of Omicron cases could be well above 100,000 in the UK by the end of December. The BBC graph shows the curve for Omicron cases moving in a close to vertical direction upwards. Reports say the experience in South Africa where the Omicron variant was first detected is similar in pattern causing rapid spread. ...

The head of ISRO, India's Space Agency, is an unassuming man of simple needs and simple living. He studied in the Tamil medium, doing his Bachelors in Science from Kanyakumari Hindu College. He comes from a farming family in a village of Kanyakumari.  Used to walking barefoot, wore a dhoti, and only wore slippers when he went to Engineering college. Even with modest rural means, helping his father in his fields, he got his Masters in Aeronautical Engineering from Indian Institute of Technology in Madras, pursued Aerospace Engineering at Indian Institute of Science in Bangalore, and PhD. from IIT, Bombay. He is meticulous about details, and would cancel a meeting till errors found were corrected. Behind the unassuming simple manner is a extremely diligent person who has worked in every phase of rocket design and technology for 36 years at India's Space Agency. India achieved a world record by sending 104 satellites into space with one flight of PSLV, a third generation satellite  launch vehicle with liquid stages, in February 2017- Sivan was a key scientist in this endeavor. He is in every sense a vindication of Gandhi's idea in Hind Swaraj written in a steamship coming back from London to South Africa in 1910 that India would have to go back to its own language, culture, bring opportunity to the mass of rural India, before adopting new technologies from all places. He is also a vindication of the idea that the most diligent and dedicated scientists and engineers willing to persevere over decades are the key to progress for Asia's developing nations, and similarly for a bright future in Africa and Latin America. ...

PM Narendra Modi is nominated in the historic old parliament building in New Delhi for a new five year term in office by the parties in the National Democratic Alliance on June 7, 2024. The importance of the event is because of the 294 seats of 543 in parliament of the NDA parties and the nomination based on achieving the vision of a developed country similar to the US, EU, Japan and China, by 2030. With the modernization complete by 2047, the 100th anniversary of Gandhi's struggle that won Hind Swaraj (Indian freedom), the title of a book put out by Gandhiji in 1909 as he negotiated a settlement with the British Empire for South African Indians and Black people. Leaders of every party in NDA cited this as the reason and the goal in their nomination speeches.

The Economist points out serious problems at India's state owned banks. Following a $21 billion or 1.3 trillion rupee bailout from the government, and a new bankruptcy law to help banks deal with bad loans, the Indian banking sector was seen as recovering. Last week (Feb. 2018) showed new problems at three of the largest state owned banks. PNB, Punjab National Bank, is faced with fradulent transactions for 114 billion rupees, about a third of its market capitalisation. A jeweller, Mr Nirav Modi, had PNB employees issue letters of credit which were then used to borrow overseas, but the credit was not shown in PNB's books. The State Bank of India, SBI, is faced with losses after tackling bad loans. The Reserve Bank of India, India's central bank and bank regulator, has taken action to have banks recognize more bad loans to clean up the banking system.  The Bank of Baroda, the third largest state owned bank, is exiting South Africa after entering that market and lending to the controversial Gupta family that is seen as having undue influence on the government of ex- president Jacob Zuma of South Africa.  These events have battered the reputation of state owned banks in India. One private lender HDFC bank alone now has market capitalization worth more than the entire state owned banks in India. State banks are worth less than net assets in the market, showing a huge credibility gap. The bad loan situation that goes back to previous governments is affecting the growth rate in India's economy and creating new pressures on the government of prime minister Modi as it faces general elections in 2019. ...

It  is a point for reflection just one year after independence when the "paramountcy of the British inIndia came to an end," yet it was not clear that India would be pulled together as one Nation or be in pieces "Tukda, tukda." 75 years ago Patel talks about the situation in China where civil war raged- on that day the NYT showed Koumintang and Communist armies facing each other near Nanking and in Shantung province. Hyper inflation had already hit Shanghai a sack of rice cost 6.7 million yuan and the highest denomination currency was 180 million yuan, the Kouminatang decided to print money to fight the civil war.  Malaysia had riots and communist insurgency was about to take place. Synghman Rhee was made president of South Korea with US Gen. Douglas McArthur present in Seoul and the invasion by Communist North Korea on June 25, 1950 was around the corner.  Israel's Ben Gurion asked the UN to have Arab armies withdraw or it would have to go to war. In India the Kashmir invasion in the Himalayas starts on 12 September 1947 with Liaquat Ali Khan approving plans for tribals and Pathans to attack Kashmir.The states of Hyderabad, Travancore and Junagadh among princely states(which were one third of the British Empire) that had not been integrated. In Europe the Berlin Blockade had started in June 1948. This is the Asia and Europe that Patel saw in 1948 as he pondered on the meaning of Gandhi's success and what had still to be achieved. It is also a point of reflection in advance of  August 15, when India gained its freedom from British rule and set the stage for the decolonization of Indonesia from the Dutch, of Vietnam from the French, and Malaya from the British, followed by decolonization in all of Africa. ...

Boris Johnson, UK prime minister, visits Mohandas Gandhi's Sabarmati Ashram in Ahmedabad on his visit to India in April 2022. After returning from South Africa and following writing Hind Swaraj in 1910, Mohandas Gandhi set up the Ashram during the period after 1915 as the place where he lived and worked in organizing the struggle for Indian independence. This is where he started a campaign of spinning and weaving homespun cloth so that Indians would not buy British textiles in a form of non-cooperation with British rule. By 1930 this evolved into the Salt Satyagraha and noncooperation with British laws in making of salt. The British approved provincial assemblies as a limited self rule concept in 1936-37. In 1942 Mohandas Gandhi launched the Quit India movement leading to arrest and jail for Gandhi and his followers. After the war ended in 1945 Labour party's Clement Attlee was elected British prime minister. In 1946 Mountbatten began the final negotiations that led to independence and Hind Swaraj in 1947, 37 years after Gandhi first wrote Hind Swaraj. ...

Latin America has made a huge turnaround through successful vaccination drives. Today more people are vaccinated as a percentage of the population in Latin America at 62% than in the US at 56% or Europe at 60%, according to Our World in Data project at Oxford University. There is little resistance to vaccines in Latin America after successful vaccine campaigns against yellow fever and other diseases. During the first year of the pandemic Latin America had one third of the deaths in the world with 8% of the population. Deaths after vaccination drives have dropped to 8%.  Brazil with 617,000 deaths from coronavirus was second only to the US with 800,000 deaths. Brazil is now back to normal after a successful vaccination drive that has 66% of the population fully vaccinated, and 80% with one dose, some of the highest rates in the world, according to Our World in Data at Oxford University. In Colombia with 50 million population about 50% of people are fully vaccinated. Cases have dropped from 30,000 in June to 2000 a day and deaths from 700 daily that month to 50 a day in December 2021. In Buenos Aires, Argentina's capital, 83% of three million population are fully vaccinated, 14% have received a booster. Buenos Aires city health minister says Argentine society has an affinity for vaccination campaigns. "They rapidly accepted receiving them," he says. Yet from the point of view of new variants emerging there is a different situation in rural areas. The countries that would be affected the most from a slowdown in China are the commodity producer countries- Australia, Brazil, S. Africa, Chile. Other countries include Thailand, Indonesia and Vietnam. Currencies such as the Australian dollar, the South African Rand, the Brazilian Real and the Chilean peso would decline in value. South Korea, Taiwan and Japan which supply large machinery for construction and manufacturing would be affected. Oversupply of steel and other products in China would mean higher exports causing a drop in steel prices and prices of other items. There would be a decline in commodity prices. Germany which provides the high tech machinery for China's industrialization will be affected. Exports growth to China from Germany increased by 44% in 2010. It has been pointed out that China is the seventh largest export market for Germany, coming after France, the U.S., the Netherlands, the U.K., Italy and Austria, exports to EU countries being the largest market for Germany. A global economic slowdown, with the Chinese slowdown as a part of this would impact German exports, leading to a slower growth in Germany. The U.S. would be affected also because exports were picking up in 2010-2011, and remain the one bright spot for the U.S. economy's recovery....

India has allowed trade to be done in rupees with Russia as trade is heavily imbalanced with Russia- India exports $4.1 billion to Russia and imports oil and gas worth $61 billion. Russia gets Rupees for the oil and invests it in the Indian equity markets and bonds.

"The whites are here to stay," a line in a paper prepared by Kissinger set the policies of the Nixon administration supporting Apartheid in Africa. NYT in this report on Kissinger points to his involvement of the US in the Angolan civil war on the side of South Africa as he did not understand the popularity of liberation movements. Kissinger was steeped in the Austrian and German politics of his original home country Germany from the Napoleonic period to 1914 covering Metternich in Austria-Hungary and Bismarck in Germany. He also failed to grasp the popularity of liberation movements in Indochina. As a result of these policies many many hundreds of thousands of lives were lost, which cannot be said of Secretaries of State before him. Jefferson, Madison and Adams, and Seward for Abraham Lincoln, Elihu Root for Teddy Roosevelt, Cordell Hull for FDR, George Marshall and Dean Acheson for Harry Truman, John Foster Dulles for Eisenhower, George Shultz for Reagan. Kissinger served only for 3 years and the lives lost are incredibly large. We think of Geroge Marshall and the Marshall Plan that rebuilt post war Europe, Seward's role with Lincoln in the Civil War, and Cordell Hull's fight for freedom of Asian countries including India under Gandhi.  And we can see why there are such strong opinions for Kissinger almost seeing Kissinger as a Napoleonic figure where power faced the hundreds of thousands of lives lost with complete indifference. There is the opening to China yet this happened simply because as a coincidence of events in China in 1970 after the Great Proletarian Cultural Revolution led to Lin Piao incident and China seeking a connection to the US more than Kissinger's own policy or plans. David Sanger's account of his conversation with Kissinger simply says he just "shut up and took notes."  ...

Adriana Kugler a Labor economist at Georgetown is president Biden's nominee for the Federal Reserve Board. In 2021 she was nominated as Executive Director at the World Bank. Her work is on how labor and social policies can improve the lives of working people, help create jobs, and help the less well off get education and training. Asked about Biden nominating labor economists to top jobs she says-"This is the key issue of our time. This is what we need to fix." As the first Latina in this position at the World Bank, Kugler who is a Colombian-American says, "they view me differently," and have a sense of being heard by someone who understands what it is like ot grow up in a developing country.

These needs are for climate change investments, renewable energy, and for health and education that has suffered as debt repayments have increased with higher interest rates, putting 52 countries near default on debt. It is all about jobs, investment, technologies and manufacturing on a scale that surpasses China in that period with newer technologies to meet the rising aspirations of 1.4 billion people. China's trade with the US was three times higher than the Indian trade with the US in 2022, India desperately wants to catch up and fast. The Danish ambassador to India was asked what he saw in India today and he said it was the rising confidence of people that struck him most. The digitalization that has changed the way government benefits are provided to 1.4 billion people and opened bank accounts for all, provided delivery of services to all parts of the population. The infrastructure that is being built at breakneck pace, and new colleges and universities expanding access to quality education, healthcare.   ...

This Weekend Essay in The Times by Tom McTague looks at the European Union skepticism about the US after the failure of three administrations under Bush, Obama and Trump to extricate America from wars,  concentrate on building its infrastructure and manufacturing, renewing the lives of workers and families that were neglected. That skepticism came from administrations in Europe that also failed the Europeans in much the same way with the neglect of infrastructure, manufacturing, and little done for climate change under Schroeder and Merkel, Sarkozy, Hollande and Macron. The dependence on China for manufacturing and on Russia for energy for the EU and Britain made the situation even worse than in the US.  Al this has changed with the election of president Biden in the US, and Scholz with Habeck- Baerbock in Germany and with the recent elections in France upholding workers and families, acting on climate change. A false idea is presented about the Europe vs US and dominance as each is part of the free world alongside India, Australia, Japan, South east Asia, Latin America, French and English language Africa. This is why one has the G7 and G20 with countries like Argentina, Brazil and Indonesia critical parts of the free world. It is the ignorance of many officials in the EU more than the sentiments of the people of the free world in all these countries that leads to these false ideas about which country is dominant and skepticism - none are dominant it is through the unity of all and a shared vision in international rule of law, fairness, humility, respect for poorer nations. It is this that Kipling talked about in his poem "Intercessional," the lines repeatedly calling for the Lord's grace and for man to merit that grace with "a humble and contrite heart." It is also the spirit that so recently Mohandas Gandhi grasped and put forward for India and the world. Europeans talk about dominance- think about this for a moment, Gandhi merely asked for the right to move freely for Indians and Asians including Chinese at a meeting in 1908 where he gave a speech. The speech was on May 18, 1908, at the YMCA in Johannesburg and it debated the question "Are Asiatic and colored Races a Menace to the British Empire."  Not a word of ill will was uttered by Mohandas Gandhi even when talking about segregation in the speech. It is a humble and contrite heart that the Lord listens to. Both India and South Africa found a way out in a different way with faith in a higher authority, that even the British had not failed to address as Kipling clearly shows. ...

The World Trade Organization is about to choose a new director-general to succeed Mr. Azevedo, a career diplomat from Brazil. The two candidates are a former finance minister from Nigeria,  Ms. Okonjo-Iweala supported by the European Union and the trade minister of South Korea, Ms. Yoo Myung-hee, supported by the U.S. Japan supports the Nigerian candidate because of its trade disputes with South Korea. The role of head of WTO is important today because of trade issues between countries particularly the trade issues between China and the U.S., U.S. and other countries. And the sense that the WTO arrangement is not working for many countries in recent years without a level playing field in many industries from improper subsidies. Before the U.S. withdrawal from the World Health Organization not much attention was given by the U.S. to how it had changed after new elections. As a result non profit foundations like the Gates Foundation from the U.S. played a leading part in representation of American interests and China played a leading role leading to the crisis facing WHO today. During the coronavirus pandemic the WHO lacking adequate influence of U.S. or European Union countries was not able to act in a way that met the needs and concerns of these countries with advanced health systems. In the past pandemics were better addressed worldwide when the U.S. and EU played a major role from the beginning because of long experience and technological resources,  a role that was missing in the current pandemic. Ebola and other virus were tackled in Africa only when the U.S. or European countries played a leading and critical role. This role was sorely missed in the current crisis. This is why changes at the World Trade Organization matter. World trade is important for the world economy and can best operate when the concerns of U.S. and European Union about a level playing field and fair competition are met. This level playing field and fair competition also meet the interests of developing countries such as India which are industrializing rapidly and need to protect their own markets from unfair dumping, as well as Indonesia and other parts of Asia, Latin America and Africa that are part of the supply chain for the world economy. ...

The need for a global response to a global problems not a lot of local solutions is the subject of this article by Dr. Larry Brilliant, who for 7 years 1973-80 worked with the World Health Organization to eradicate smallpox globally. 1. Action for a global response-The WHO can act as the vehicle for action globally-  restructure it and empower it to do the job. Put the right people in place who have the confidence globally. Set a new pandemic treaty and put it in place. 2.  Get a more advanced version of the mRNA vaccine which does not need a cold chain. India is reportedly working on one. Put funds and people in place for vaccine drives in poor countries.  Other action needed is learning from the situation in South Africa where the HIV patients are reported by Stephanie Nolan in NYT to have been more susceptible to mutations of the new variant. How can resources be put in place in poor countries so that patients in vulnerable populations get their medicines regularly, and are vaccinated. Overall how can these populations have the vaccine supplies needed- including ones without cold chain suggested by Larry Brilliant, potentially through vaccine work in India. Can international teams be developed with developed countries in Europe and US financing the effort and India offering its manpower and knowhow?   ...

Macron worked hard on the European Recovery Fund and getting a $390 billion non repayable aid fund for southern Europe with chancellor Merkel of Germany through tough long negotiations with the Dutch and the Danes. His work with two provincial mayors as prime ministers, the last current prime minister Castex, in fighting the coronavirus is giving him much needed boost in popularity. Throughout his willingness to learn and to try new approaches without worrying about the risks, and his frank manner with perseverance has helped Macron as he navigated unknown waters. After a drop in the polls to about 30% he is now up to 50%, 18 months before the presidential election. This is good for France as strong leadership is needed after the pandemic both for France, French speaking regions, and in solidarity with former French Africa. ...
