The slump in the Russian economy following western sanctions led to decline in auto sales, and the situation was precarious. The minority partner Sergei Chemezov owns 25% of the company, is a friend of Mr. Putin, and says Andersson took business away from local suppliers. Carlos Ghosn, CEO of Renault credits Andersson with modernizing the plant and operations at Avtovaz.

A former U.S. Treasury Secretary reflects on the backlash against free trade in the 2016 U.S. presidential election, and calls for a shift towards putting more emphasis on how trade affects individual workers who are laid off or work part time. In the light of tax evasion following the Panama Papers Scandal he says the time has come for the emphasis to shift in trade policy and capital movements to tax havens, so that ordinary workers do not feel their interests are being ignored as elites frame policies for elites. He says the period when it was enough to defend global integration has been exhausted, and this is unlikely to succeed without a nation like the U.S. supporting it and global institutions. A new approach is needed, and this means shifting from international trade agreements to international harmonization agreements, where labor rights, environmental protection move to the top of the list, and enabling foreign producers becomes secondary. The whole overall emphasis must shift, says Summers, to creating hope and opportunity for middle class parents that their children can live better lives....

Jim Tankersley of the Washington Post looks at the myths and realities of trade following incorrect statements made by Donald Trump about international trade. For example Trump suggests that Japanese automobiles imports are a big problem, though the imports have been cut by over 50% since the 1980's with Japanese companies Toyota and Honda making cars in the U.S. in Kentucky and Ohio. Detroit faces competition from foreign manufacturers based in southern states, including Alabama for Mercedes Benz and Tennessee for Nissan. Mismanagement including lagging in fuel efficiency and quality, and higher health costs for older workers were problems facing Detroit in the past decade. The Obama administration provided support to the auto companies to make the recovery following two bankruptcies in the U.S. auto industry, showing the U.S. has intervened as needed and the auto companies have made transformational changes. A big problem says Trump is the trade agreement with China which he promises to renegotiate. Tankersley points out that no such treaty exists. The U.S. agreed to China's entry into the WTO. This is not something the U.S. can renegotiate as the WTO sets rules for trade for all countries. The likely result of a shift away from Chinese imports would be more imports from countries such as India and Vietnam which are lower cost producers than China. Trump says some of the 2 million jobs lost in the past 2 decades will come back, yet the shift may be towards lower cost countries from China, with fewer jobs coming back to the U.S. High tariffs would not lead to the growth Trump predicts. A study made by Moody's Analytics at the request of the WP shows a Trump move for high tariffs would lead to a recession and lead to mass layoffs as other countries imposed their own tariffs, leading to large loss in U.S. exports. Trump has made claims such as telling the Post that $19 trillion in federal debt could be paid off in 8 years without raising taxes by fixing trade. No grounding on facts is provided by Trump. One of the failures of the media in the 2016 election campaign is the failure of the media to provide scrutiny for candidates claims and wild exaggerations, which have gone uncontested or unquestioned, or without the persistence till satisfactory answers are given by the candidates making them. Especially when the stakes are so high, for the U.S. and for the global economy. ...

This Economist magazine editorial says two actions need to be taken after the Panama Papers scandal. Registers showing real beneficiaries not just "nominees" used to obscure the real owners, should be made for people using these tax havens. The second action is to make it a criminal offense to enable tax evasion. If banks are being policed for money laundering, why should these tax haven law firms and other firms not also be policed for money laundering or tax evasion activities, asks the Economist.

With the attacks and presence of ISIS in Libya the oil production has declined by 75% since 2011, and the UN sponsored 6000 troop stabilization force is the next step to bring a measure of peace and stability to Libya so that it can recover. It is not enough for the west to just watch as happened following the fall of Gaddafi, a grave mistake, it is important that the west and the UN take steps to give Libya the stability it needs to recover, says the Economist. Egypt, the UAE, Saudi Arabia, and other powers in the Middle East that turned the region into a proxy war also need to work together and see that it in the best interests of the region to bring peace and development to Arab North Africa.
