The devastating floods have increased the urgency of securing financing for Pakistan to avoid any risks of debt default. This report in WSJ says Pakistan has negotiated $4 billion for the current fiscal year that began in July 1, 2022 with the IMF Board meeting to approve it on Monday Oct. 29, 2022. The IMF required Pakistan to secure the remaining additional funding for the fiscal year. For this part of the deal China has rolled over $10 billion in debt, Saudi Arabia $3 billion and UAE $2.5 billion. Saudis will provide $1.2 billion for oil on deferred payments basis. Saudis will invest $1 billion in Pakistan, and Qatar will invest $3 billion in Pakistan.

Finance Minister Ismail says Pakistan is not in danger of default now but it depends on the viability of the IMF program. The heavy monsoon floods have put a reported half of the country under water, and the economic impact says Ismail is about $10 billion.

In addition to the heat wave, climate change, air pollution, degradation of natural resources, deforestation and soil erosion, there is the problem of access to drinking water. About 80% of Pakistan's population lack access to clean drinking water. By 2040 experts say Pakistan could be the most water stressed country in the region. A big problem is the lack of financial resources to tackle climate change with the buildup of debt. Another problem is the lack of a master plan for development that takes into account the need for protecting the environment and makes investment in renewable energy.

China want its company COSCO to have an equal share in ownership of the 40 ports including ones in Panama that Hutchison of Hong Kong is selling for $23 billion to Black Rock and MSC. 

In 2014 China blocked a deal where Maersk would merge with a French shipping company and MSC to form a larger company. Much of China's export surge and its manufacturing capacity largely for exports rests on shipping and logistics and a large role is played by Denmark's Maersk and by COSCO. This has led to the US and Europe losing with its manufacturing base its role in world shipping, and as a result also in shipbuilding. All three are linked. India as it builds its manufacturing base is also building up its logistics and shipping terminals. DJT has emphasized the importance of the ports and it is seen as an affront that the country that built the Panama Canal has ceded its ports there.

The average school building in America is over 50 years old. Having clean air in the schools would have reduced the incidence of Covid by 50%, say studies. The General Accountability Office GAO says 41% of school districts in the US have at least half of their buildings, a total of 36,000 buildings, that need to completely replace their heating cooling and air ventilation systems. The money is there, secured by president Biden with $200 billion from programs like the American Rescue Plan, but much of it remains unspent because of a lack of clear administration guidance on clean air and an official to oversee this effort, and expert guidance, securing equipment in the supply chain.

This report in NYT looks at the situation that makes people turn to the RN party. Yet as shown in other reports where RN party is already governing solutions have not been found to these problems. In one report on July 5 from another rural part of France near the Pyrenees the RN city government was mainly about the looks and television not solutions, providing clean neighborhoods,  saying crime was down when this was not serious to begin with. The RN is not about investing in the rural areas of France, in small and midsized towns. Only the United Front Populaire socialist parties are planning to invest $140 billion to provide solutions and yet both Macron and the RN of Le Pen say derogatory things about the socialist parties alliance painting them as extreme and not being honest that rural France needs investment, just as rural America needs investment, for a better life. ...

The Supreme Court of the US lets stand the ruling of lower courts and the National Labor Relations Board that says unions can organize and represent workers on the docks in container terminal at South Charleston. The Charleston terminal is in right-to-work state South Carolina. It is the fourth largest container terminal on the East Coast after NY NJ Terminal, Port of Savannah Terminal, and Port of Virginia. A new terminal is being built at Savannah on 395 acres to handle addition 2 million containers per year. Savannah, Georgia is another right-to-work state. Georgia Ports Authority now says it is talking to the ILA and the decision for union labor will not affect its plans for expansion. The Biden administration has supported cost of living action through increase in workers wages and helping workers organize through unions after a long period when labor was not able to push for a fair wage and the relationships between labor and employers were excessively drifting against workers. Rail strikes were settled with an agreement, auto strikes were settled with Biden on the picket lines in Detroit for the United Auto workers. International Longshoremans Association labor efforts at NLRB are part of this story of Biden and the changing face of labor in the US.   ...

People in Bordeaux and NFP supporters say 2025 and 2026 are years in which the Front Populaire has to deliver on cost of living actions to improve the lives of people struggling to make a living. For this to happen Macron has to give the NFP the chance to govern in the interests of the people of France and not obstruct actions needed to tackle cost of living. The Socialist parties have the experience to govern and obstruction would only further reduce the popularity of the Les Republicains and Macron's party.

The election in Catalonia leaves the region as divided as before. The pro independence parties won 47.5% of the vote and the parties opposed to independence won 43.5% of the vote, so that only 4 percentage points separates the pro and anti independence parties. By seats in the Catalan parliament the vote showed pro independence parties with 70 seats, a loss of 2 seats from the previous parliament. The party of Mr. Puigdemont won most votes by a small margin within the pro- independence parties. On the other side the Ciudadanos party which is strongly opposed to independence won about 25% of the vote. About 80% of 5.3 million voters cast ballots. Prime minister Rajoy hoped for a better result to preserve Spanish unity. Most Spaniards support a unified Spain. Pro union Spaniards are strongly opposed because they see the efforts of Mr Puigdemont for independence coming at a time when Spain was just recovering from a deep recession with millions unemployed. This is affecting the economy of Barcelona and the Catalan region. Unemployment is higher and tourist flow has slowed. Because the pro independence parties are themselves divided on how to proceed, and with the anti independence parties also winning a significant share of the vote, the negotiations between the Catalan regional government and Madrid will be protracted. ...

A vegetable and fruits wholesale market in Beijing, in southwestern district of Fengtai,  which supplies 80% of the fruits and vegetables to Beijing's 21 million people is now seen by health authorites in Beijing as the source of a new outbreak. 79 new cases are traced back to this market on June 15.  In Beijing restaurants and shops had reopened. Primary schools and other schools had reopened. Public health experts are looking at the possibility that the source is a cutting board for frozen salmon imported from overseas possibly Europe-. because of the DNA sequencing of the virus experts say. Contaminated seafood or meat is suspected as a source. China's CDC says the virus can survive on frozen meat or seafood for 3 months. Just when this new cluster was detected in Beijing, the city of Wuhan the origin city of the virus is permitting indoor sports and entertainment facilities reopen, and this WSJ report says Wuhan is making masks no longer mandatory outdoors. Beijing authorites have responded with mass testing, and contact tracing through neighborhood committees. About 100,000 people are organized by neighborhood committees to visit the city's 7000 residential compounds for contact tracing to identify people who visited the market and get them to test for coronavirus. This is the typical response in China to get large numbers of low level officials, workers and volunteers mobilized for contact tracing and testing. By June 14 about 76,000 people were tested - of this 13,000 are from the 29,000 who visited the market since May 30, according to Beijing government statistics. ...

 Americans in the southern states forget that president Kennedy made the famous statement about "a rising tide lifts all boats" in Arkansas, a poor southern state, saying that America must invest in all regions in people in all parts not just in well off northeastern states. In a handful of southern states expanding Medicaid to about $43,000 or 138% of the federal poverty level for a family of four is now being taken up by Republican leaders who show new openness- in Alabama, Georgia and Mississippi. Noah Weiland -of NYT looks at one particular battle -between Democrat Governor Laura Kelly in Kansas and Republican Speaker Hawkins- in Topeka, Kansas, where the fight goes on. Hawkins calling it the greatest Ponzi scheme devised and Kelly telling this reporter that she has included a work requirement so there is no excuse for not doing this. Republicans are coming around and so are states in other places. Missouri, Nebraska, and Oklahoma, states that lie next to Kansas have approved this through ballot initiatives. The point here is that in the years as America comes out of the pandemic there is and should rightly be a realization that this is different, that the children of low income families deserve as equal a chance as their higher income fellow Americans, that depriving them of good medical care makes America a weaker country. As Jerome Powell of the US Fed said in Stanford today about Kennedy's expression of "lifting all boats," it is just this that is needed today. It will be the No.1 election issue in Kansas in 2024, says Governor Kelly. The Republicans are also having second thoughts and are now just face saving. Consider that the Kansas Health Institute a research group, says 70% of the people becoming eligible for Medicaid expansion are working. Many are restaurant business workers who cannot provide proper medical care to children who form the next generation of America. And hiring in rural hospitals would expand for health workers instead of layoffs in southern states lifting financial strain on rural healthcare with additional Medicaid funds.
