Reagan was saying he understood that Senators Smoot and Hawley got things wrong when they imposed tariffs in the 1930's, that he was doing this in a very different situation the use by Japan of blatantly unfair trading practices. This is the case with Canada, China, Mexico and other nations today, that have acted as if they know nothing about these unfair trade practices. Healthy world trade requires every nation to follow the rules of fair trade practices. Canada is saying that we will shame you as being against world trade so we can keep violating fair trade practices. Critics say China uses debt trap diplomacy in Africa through its infrastructure investment projects. Silja Frohlich of DW.com speaks to Eric Olander of the non-partisan China Africa Project to make an assessment of what is happening. Olander says Africa is facing a demographic change of immense proportions with about a billion people that are being added by 2025. For African leaders what are their options- do they build the infrastructure that would lead to the industrialization that creates jobs for all these people, even as they use their children's future to borrow vast sums of money. Global and private markets would charge 7 times the interest that the Chinese are charging, says Olander. China has built roads, railways, bridges, hospitals, and other infrastructure for which there was not enough financing from other countries. Since the Belt and Road Initiative was launched 5 years ago it has built four new railways- the Mombasa-Nairobi railway, Addis Ababa-Djibouti (759 kms), Abuja- Kaduna (186 kms) and Angola's Benguela railway (1866 kms). China has also helped Africa to develop its options with alternative sources of investment helping it negotiate new investments from different sources as Kenya and Uganda are doing today.  At the conference in 2019 in Beijing President Xi offered cancellation of interest till 2018 for loans to Ethiopia. A new effort to introduce transparency and improve terms and offer debt forgiveness is underway to change China's image for investment in Africa. US actions to conduct investigations on 18 countries under Section 301 of the Trade Act of 1974 - March 12 2026 after the Supreme Court asks DJT to use another law for tariffs. A key focus of the investigation is to show how industrial overcapacity is deliberately built through subsidies to push product into US markets and destroy American competition. US Trade Representative Jamieson Greer said March 11- "Our view is that key trading partners have developed production capacity that is really untethered from the market incentives of domestic and global demand." The US and DJT have repeatedly shown how this has been done over two decades to destroy the US industrial base. Another focus is on the used of forced or underpaid labor working in substandard working conditions and excessive hours. Greer says he will have the investigations results ready by mid-July when the presidents new tariff of 15% (after the SC ruling) expires. Other probes or investigations will also be conducted. All trade agreements signed with Germany, EU, Japan, UK, India, China, and other countries will remain in place. These countries have expressed a desire to keep them in place as that offers key benefit of removing uncertainty in making business decisions. ...

JD Vance and the effort to reach the Memorandum of Understanding with Iran using its neighbors Egypt, Pakistan, and Qatar, Turkey in negotiations. Seen from the perspective of Asia- of all the Middle East countries, of Asian countries India, China and Japan, all these countries were involved in different ways to get that memorandum and 90 days of talks on the nuclear and other issues for Iran to access funds to stabilize its economy now in free fall. Each of these countries have prevailed in discussions that were conducted privately but whose result are amply evident, persuading DJT and Vance, Rubio, to take a different approach. And each of these countries have a major stake in ending the state of war that led to the events including the missile attacks and the bombing that also raised the price of oil and gas, fertilizer and restricted supply to the point that each country would suffer. There is now a collective will of all these countries and of countries like Brazil and Africa/Latin America to push for a new path. Leyen goes as far as citing Romain Rolland, a western philosopher of Indian civilization in the concluding point in her speech. In fact the first translation of the Bhagavad Gita was done by Charles Wilkins in 1765 taking it out of the hands of the Brahmins in Varanasi similar to how William Tyndale translated the New testament into English from Greek in 1534.  The Bhagavad Gita was then translated by German philosopher Frederick Schlegel into German from Sanskrit, spreading learning of Asian languages throughout Europe. India owes a lot to Europe and Europe to India, for two civilizations that speak the same human language of spiritual aspirations. ...

Chinese president Xi Jinping is learning from the country's Covid experience in the way Biden and Democrats learned from their initial push for tighter restrictions in 2020-2021. Most covid restrictions, quarantines, testing is being lifted in China and efforts are being made to stabilize the economy hurt by frequent lockdowns, and a new path is being taken that responds to the Covid lockdown fatigue of the people.  This will lower Chinese growth below the central bank forecast of 3.3% for 2023, yet it also offers a learning curve for the Chinese leadership and new government that was put in place after the CCP party congress in 2022. This may be experimental in the short run but offer benefits for China and the world in the long term. For the first time it means China's trade tensions with the US are turning the corner in a way no number of tariffs and rhetoric could do between the two countries. The evidence- China's exports to the US have declined by 25% already in the last few months. Exports to the EU have declined as well by 11%. China's trade surplus in November 2022 showed a drop to $70 billion from $85 billion in October. ...

WSJ Editorial talks about so called "spending blowouts" of the Democrats in 2024. Are Republicans saying let the roads, bridges, airports, built in the 1940-1960's heyday of American industrialization as China and India's is now, let them crumble? What do the educated minds of the WSJ Board say about coal in China and India and their effects on their massive use multiple times that of US and EU in history, is it not damaging to the environment? And why the Chinese realized the health in North China with coal winter use was worse than in South China cut their coal use. Are they saying lets burn fossil fuels and ignore, and if investment has to be made in solar who is going to do it? Is it OK for Republicans that we just import from China all our solar panels indefinitely into the future? "Green New Deal" is just a perjorative term, policy has to be made thoughtfully and without prejudice or bias of any sort for the best that we can do for the American people, ignoring so called "right" or "left." China generates 53% of its emissions from coal in May 2024. All the remaining from non fossil sources. Two factors are evident, yet both do not indicate a big fall off in fossil emissions from this point just a plateauing effect with it flattening out. The first is that China is putting in solar and wind at 8 times the level of the US, taking up two thirds of world solar and wind installations. The second is that the one third of emissions from construction and real estate is falling off because that industrial sector has collapsed. Overall the future points to slowing of emissions as China comes only gradually down from that 53%. What happens in China makes a huge impact on climate change. India has also committed to climate change action and meeting targets early under PM Modi so that India as it industrializes will not follow the path of jumping fossil emissions China had. This is useful to know as the US and EU, UK, expand solar and wind. It is important that the US stay committed to climate change action something missing from the Republican platform for 2024. Delaying climate change action will impose huge costs on the US that could be about 1 trillion dollars if it is stalled now and is taken up in 2028. ...

Huaneng Power China's largest power utility company announced that electric power generation went up by 40% in the 1st quarter of 2010. Datang International Power said its electric power output was up by 33%. Continual power plant construction has led to China building 80% of the new generating capacity in recent years. Over the next 10 years China plans to spend $150 billion or so to increase capacity nine fold- it already has 21 nuclear plants being built. Much of the nuclear plant building knowhow is being acquired along the way. The Lingao plant in Guangdong which was started in 2005 and will be completed this year, uses 50% local content. In the next unit to be finished in 2011 it will reach 70%, and by 2012 China expects to reach 100%, and gain the ability to export its knowhow.
