The Russian central bank under Elvira Nabiullina raises interest rates by 3.5% to 12%. In the first 5 months of 2023 the Russian government spent 50% more in rubles than in the same period in 2022. The increase in spending meant increase in wages and more hiring for production of goods including production for the war effort. The policy was to carry on the war effort without the effects of the war being felt by ordinary Russian citizens. The result has been higher inflation at 7.6%. Nabiullina faces a unique set of challenges to control inflation, maintain the economy even as Russia continues the war effort in Ukraine.

An inherent division between the two sides about the merits of a large scale involvement- as advocated by a tactical military man McChrystal and the limited involvement advocated by Vice President Biden considering the lack of a reliable Afghan partner - have now spilled out into the open after a compromise was patched together about a year ago. That compromise involved sending more troops but with a deadline for withdrawal set for July 2011. Now as the war reaches a stalemate -as a war of this type in the mountainous terrain of Afghanistan, and as ordinary Afghans see no particular interest in either side in this war, was largely expected to turn out into- the frustration has spilled out into the open. General McChrystal, in an interview with Rolling Stone magazine this Spring, made comments with disdain for Vice President Biden, and an aide to McChrystal called National Security Advisor James Jones , a clown.

William Galston in the WSJ says outright for the first time in the WSJ that the years from the last term of Clinton, through the Bush, and Obama administrations were an outright failure for the American people. He documents the losses- 5.7 million job losses in 2000-2010 as Clinton opened China's entry into the World Trade Organization without any precautions taken to prevent abuse of world trading rules after the experience with Japan. Worse no help to the displaced workers which fed into the resentment of workers. Sex scandals weakened the presidency and acted as the major distraction during the last years of Bill Clinton. Over the administrations of Bush and Obama almost the entire US manufacturing base was dismantled and shipped to China. Pharmaceutical companies were allowed to charge recklessly when Bush disallowed Medicare to negotiate prices for pharmacueticals placing additional burdens on the American people. Bush started long wars in Afghanistan and Iraq that cost the US dearly in lives and resources wasted with no vital US interests at stake as in Europe. This distracted attention from problems simmering at home. Obama continued these wars preferring to focus on reelection. The migration crisis, the neglect of infrastructure worsened during this period. The Bush deregulation of banks led to the 2009 world banking crisis that led to large layoffs worsening a bad situation from outshoring and creating a class of unemployed, and shrinking household wealth and savings. The Biden administration, the first Trump administration and now the second have started the process of revival of the US. And yet Biden, DJT are relative outsiders who came to the presidency and were not favored in the established order of the 1990-2016 period. One can say about Blair, Cameron, Boris Johnson in Britain, about Clinton, Bush, Obama in the US, and Schroeder, Merkel in Germany that the leadership was mediocre and failed the people of Europe and the people of America.     ...

As part of Gandhi 150th the Hindustan Times gives pictures from archives of the independence struggle and Gandhi's efforts to get the British to quit India. After a period of 21 years in South Africa as a lawyer for rights of indentured laborers (coolies the British term) and of Indians in South Africa, Gandhi returned to India in 1914. He followed the program of personal responsibility starting with himself, that he had written in "Hind Swaraj" on a steamship from Britain to South Africa in 1910, for the next 20 years. He did not blame the British, and asked Indians to take responsibility for what had happened, and write a new chapter.   A period of home rule in the provinces with Congress party administrations in the 1930's ended by 1938. Gandhi launched the Quit India movement in 1942 with leaders Sardar Patel, Rajendra Prasad, and Jawaharlal Nehru. The end of the war and the rejection of Churchill in Britain's post war election in 1945 led to a Labour government led by Clement Atlee that sent Lord Mountbatten to negotiate British withdrawal from India. Gandhi saw clearly that in a country largely of rural labor in subsistence agriculture, getting people to learn about their own dignity was a first and indispensable step.  Once this was done, home rule administrations could pick up the experience of local government  (Hind Swaraj). His idea was that a few tens of thousands of Britishers focussed on trade as the British were a nation of shopkeepers, in the midst of hundreds of millions of people with a new found  sense of dignity and participation in political life, would make the British realize there was little advantage in staying. By the end of the war in 1945 experts looking into the archives show John Keynes advising the British government to withdraw because the cost was too great for Britain to remain, particularly after the war had drained a lot of Britain's wealth. ...

The public health emergency announced for the pandemic ends on May 12. Title 42 is a law that uses the public health emergency and pandemic to turn people back from Mexico who cross the border illegally. Democrats and Mr. Biden were critical of the way people were treated at the border under the Trump administration. Yet when faced with higher numbers crossing illegally as Title 42 ends on May 12, Biden and Democrats see the need to replace Title 42 with rules that will tighten controls at the border. It is essential in several ways. It blunts the Republican message to voters that Democrats are not handling the border issue and uncontrolled immigration well. Mr. Obama did this for 8 years by continuing a high rate of deportation of illegal migrants before Mr. Trump.  What makes it possible for migrants crossing the US Mexico border illegally to seek to stay in the US, are US asylum laws that were passed after the refugee crisis during and following World War II. The next step is that the US will now end these asylum privileges as they are being used for economic reasons by huge numbers of migrants crossing from regions in Central America because of economic problems. When a coffee growing region in Guatemala was affected by a bad harvest there was a surge in migrants, with similar patterns repeating themselves over decades.  Just as Mr. Biden closed the Afghanistan war because he could see that it was the right thing to do and essential for the US to build abetter future for its people, Biden now sees the need to end rules and policies from a previous era that led to illegal immigration. Biden is also doing this by increasing legal pathways for immigration to the US where it is done officially and in a proper way. ...

Biden calls ending the war in Afghnistan a "wise decision" for the American people. He says in his foreign policy speech that "it is about ending an era of major military operations to remake other countries." A Pew Research poll shows 54% of American adults support the decision.  In a sense the decision had already been made. Biden cited the Doha agreement president Trump signed a year ago with Taliban that called for the release of 5000 Taliban prisoners which included most of the top commanders, and no agreement on the future of Afghanistan. The decision had come much earlier than that when the wars in Iraq and Afghanistan from the period of George Bush were rejected by the American people for the cost and lack of purpose during the presidential election of 2016. That period marked the rejection of policies set under Reagan, Bush and Obama for starting American involvement in the Iraq-Iran conflict first on one side and then on the other side. All the time precious resources that were needed for infrastructure and services in education and healthcare were diverted to these wars, impoverishing America and also Europe. Looking beyond the words thrown around for political advantage both Trump and Biden and the American people, had decided to put these wars behind them 5-10 years earlier. Biden said assertively that America had made a tragic wrong turn, that was all he could say about Reagan, Bush, Obama policy. In the meantime he stated something else was happening- the US was losing its position in the world by wasting its resources in these wars that do not serve the interests of America. "There is nothing China and Russia would want more in this competition than the US to be bogged down for another ten years in these wars."  Biden was saying that he had the courage and tenacity to make a decision that was the right one and a wise one for America against all the transient opinion of people who lacked a grasp of what was happening to the American people- the increasing impoverishing of America in both rural and urban areas. And a similar situation in Europe. It was time to take a new turn, close this chapter, and write a new one in American history, brighter and with new sense of hope. ...

The first lady of Ukraine Olena Zelenska talks to BBC News about the war and the impact of the war on herself and her children. She says her family misses most spending time together. Her emotional state at the beginning of the war was a constant flow of adrenaline, and she found it necessary to calm herself to live in the conditions that existed in Ukraine. Some months were spent in hiding in different locations. She doesn't live together with her husband and the family is separated because of war conditions, she says. She becomes emotional when she talks about her family.

She met Mr. Zelensky in high school and went to work together in a comedy troupe, Zelensky as an actor and she as a screen writer. Zelensky went to Kviv National Economic University where he obtained a law degree in 2000. His career was to be with Studio 95 for a comedy series which he did till he became a producer for Inter TV, and then joining Ukrainian network 1+1.

The foreign ministers of Turkey, Pakistan, Egypt and Saudi Arabia meet in Riyadh March 22-24 to discuss ways to give more time before a US effort to open the Straits of Hormuz to shipping by a proposed attack on Iranian energy infrastructure as a last resort. Speaker of Iranian parliament and other officials do not support a move to end the war at this time, says the WSJ reporting. The foreign ministers of Saudi Arabia, Egypt do not support a Suez Canal type solution that gives Iran a fee for the shipping in the Straits. Other solutions are being looked at that are acceptable to all sides.
