The Commission on Race and Ethnic Disparities in the UK in its report published on March 29, 2021, says Britain has become a more open society and that racial inequalities in education and employment have narrowed. Bangladeshi, Indian and African backgrounds children are performing better across eight GCSE's using scores on average, than white British children, an amazing story. It says "this should be regarded as a model for white majority countries."  Much of this could be the result of strong families, ethic of hard work, help from the idea that hardship brings virtue, and single minded determination of families and children to excel in studies, showing that obstacles such as language and other economic barriers can not only be overcome but actually be a motivational influence. This should translate into more success in the workplace. The report says this is happening in the workplace with diversity in the professions of medicine, law and teaching, and shrinking pay gap with white population. Criticism persists and is true for the top of the public and private sectors, the report says. Yet it should be uppermost in mind that in terms of number of people benefitted it is important- that the process be strong at the ground level so that the talented individual can then move to the higher ranks. To do this the report says British employers should go for more "evidence-based alternatives" than let "unconscious bias training" prevail without quite realizing that this is happening in the absence of initiative. Much of what happens in Britain is also true for the US and other places with British based educational systems such as Australia, Canada, New Zealand, and India, Bangladesh, Pakistan, Sri Lanka. In South Asia there are disadvantaged minorities because of old caste based inequalities and bias. There the problem also has its perverse forms in which politically motivated moves to assign quotas are made before the emphasis on education and investment in education for disadvantaged minorities. This is leading to a general decline in education in government or public schools and reliance on private sector schools to provide quality education. A process seen in Latin American countries such as Mexico and Brazil that also involves public sector unions and their control of who gets hired and how. The result is that huge problems not entirely visible like an iceberg that cripples ships or economies is happening in these countries, and the focus is almost entirely on the disparities in British schools where progress is actually being made with results, intentions backed by will to accomplish. ...

US relations with Japan and South Korea are improved and both nations are taking a bigger role in their region with other partners India and Australia -so that the US frees up resources for tackling domestic and foreign problems that ensure US regains its position as a powerhouse for manufacturing, industry and world class infrastructure in the next decades to 2050. The US reached the moon 50 years earlier in 1972 in the Apollo lunar mission. The new launch was done by a vehicle developed by Houston based Intuitive Machines. It is carrying NASA research devices under a $114 million contract. Lunar landings are difficult because of the thin atmosphere and need to slow down rapidly to land. Intuitive Machines spacecraft was brought down to speed of 3 feet per second before landing. It has one week before lunar night makes it inoperable. A similar landing was accomplished recently by an Indian spacecraft by large drops in speed to achieve a stable landing, after an unsuccessful earlier attempt that did not achieve the drop in speed required for landing.

India needs more dams to collect, store and channel water to where it is needed. The rainy season is becoming shorter, with alot of the rain as much as 50% falling in about 15 days. This means some areas are flood prone and the water if not collected in dams would be lost. THe other problem is that a lot of water is wasted without proper maintenance of the existing dams and storage areas. Much of the state governments investment in this is ineffective so water is lost for lack of maintenance. The state irrigation departments are underfunded, overmanned and corrupt and are not upto the task of maintaining the existing irrigation systems. This presents ahuge problem because India is estimated to lose the equivalent of two thirds of the new storage it builds to siltation. Between 1992-2004 India built 200 medium size irrigation projects but the area irrigated by these projects actually shrank by 3.2 million hectares. New dams are not coming on fast enough and India has 200 cubic metres of water per person, compared with 1000 cubic metres in China. Groundwater -with the governments providing free electricity to farmers for pumps- is used widely but this is becoming unsustainable. The WOrld Bank estimates that 15% of India's food production comes from "mining" which is the use of unrenewable groundwater supplies. Many of these wells are drying out. Also free electricity is causing electricity boards to have insufficient funds for expanding supply causing chronic shortages. One quarter of India's electricity is given free or cut rate to farmers. And politicians trying to reform this system are often booted out of office. All this as 400 million Indians have no electricity. The answer is not merely to raise prices in places like Haryana state- where according to aWorld Bank study farmers with electricity spend 25% of their incomes for it and to repair engine pumps- but also for the utilities to improve supply. Farmers also need to learn to use water more efficiently. ...

This report in WSJ shows a generational problem that is creating a shortage of workers in Vietnam and China, that will require factory owners to increase wages significantly. US and European government policy supports these higher wages so that some of the manufacturing can be returned to bring jobs back home.   Younger workers do not want to spend much of their lives behind factory walls, and prefer less strenuous jobs shorter working hours in the services sector. They are having fewer children and at later ages than parents, resulting in less pressure to work in their 20's for a steady income. Factories in Vietnam are offering glass walls, yoga classes, improving cafeteria food, and offering kindergarden for worker children to attract workers.  In China there is 21% urban youth unemployment at a time of factory shortages. South Asian countries such as Bangladesh have infrastructure problems, and in India factories are finding it difficult to sign up workers. In the next 2 years this will result in costlier goods in US and EU, over 3-5 years this will bring many jobs back to the home countries. ...

Millions of farmers with small plots need workers to harvest their crops. Mechanization of farms is not as widespread as needed, and labour is used instead of forklift trucks in handling of agricultural produce to be loaded onto trucks. And millions of these retailers need workers to pickup the food supplies (wheat, rice, pulse and vegetables). It has given free rice and wheat where needed and distributed wheat and rice at minimal cost to the public. China's agriculture based on small farms is undergoing a change as the government pushes automated farming and large farms in the face of limited imports from the U.S. China put tariffs on agricultural imports from the U.S. in retaliation for U.S. tariffs on Chinese imports. China's Agriculture Ministry says it will build 254 "strong agricultural industrial towns" as models for the country. President Xi stated on a visit to northeastern province Heilongjiang, that "unilateralism and trade protectionism are rising, forcing us to take the road of self reliance." The yield per hectare in the U.S. for soybeans is about twice that in China. Mechanized farming is limited in China because it would eliminate many jobs in rural areas. As the state has ownership of land and farmers merely use land, farmers are less likely to take risks with large long term investments. It can be risky for farmers to rent their land use rights to others, which would lead to consolidation.  Now a separate "Made in 2025" plan makes upgrading farm machinery and equipment one of the 10 goals. China may lift ban on genetically modified seeds now that ChemChina has acquired Swiss seed company Syngenta. China plans to partner with Asian Development Bank to provide $6 billion of loans, grants and investment to fund a list of development projects in rural areas, to modernize agriculture. WSJ cites a project of consolidation into an 8200 acre farm in Shandong province that  has increased yields 43% by investing in new farm equipment and planting machines, pesticide spraying drones. The European Union's trade relations with China, and the trade and industry relationship between Germany and China built during the Merkel years is a part of the overall trade setup of the Free World that is likely to be questioned by Habeck, Baerbock of the Greens and chancellor Scholz after Mr. Biden's launch of the IPEF economic alliance for Asia. OECD forecasts show an acceleration of US economic growth in 2021 with the $1.9 trillion aid package of the Biden administration. OECD forecasts show pre-pandemic levels of output reached by mid 2021, 6 months earlier than expected. Global output is expected to grow by 5.6% in 2021, after declining 3.4% in 2020. Main reason- US economy is seen expanding at 6.5%, twice as fast as previously forecast and fastest since 1984. OECD sees the importance of stimulus coinciding with vaccination of the population. The pace in the US with 18 million vaccinated in March and the goal of vaccinating the whole population by May is part of the reason given for the vigorous growth. Astonishingly the OECD sees the US economy larger in end of year 2022 now than it had forecast before the pandemic. Senator Mitch McConnell, the U.S. Senate Majority leader, and Speaker Ryan, achieved a win in the U.S. Congress which is expected to set a new trend of bipartisan cooperation, as the House passed the bill in Dec. 2015 for $1.1 trillion spending with a vote of 316 to 113, and the Senate with vote of 65 to 33. The persuasion on the Republican side was based on giving Speaker Ryan a strong hand in negotiations with the White House in 2016. Ryan secured a lifting of the oil export ban for the Republican side in return for flexibility in spending. Ryan deftly sent the issue of Puerto Rico having access to bankruptcy laws to the committe chairmen to come up with a plan in March to get the needed votes. OECD studies and views of experts show India's current inflexible labor laws hurt manufacturing workers by denying workers the benefits that would come from larger enterprises in a formal economy, and reducing job growth. Labor laws currently in place provide inducement to keep companies small, with less than 100 workers, the threshold at which labor laws on hiring and letting go of employees are enforced. The Modi government is implementing reforms as pilot programs in states where it is running the state government. Justin Lahart of the WSJ says the positive news from the May unemployment report comes as a complete surprise. No one expected the addition of 2.5 million jobs, and the reduction of the unemployment rate from 14.7% to 13.3% for May, as reported by the Labor Department. Lahart says that even though the response rate for the Labor Department survey measuring the jobless rate had only 67%- instead of the usual 82%- it is broadly reliable. About half of the jobs bounceback comes from the leisure and hospitality industry. Some of this from the creative ways restaurants responded by doing an active takeout business and bringing in some of the workers.  Other businesses also responded in creative ways to keep running. As long as the reopening of the economy can be done safely, more people can be back to work. The significant relief from the government for small business could also help these businesses weather the crisis. The Global Vaccine Summit recently opened provided more positive news. Plans are underway for India's Serum Institute to produce 400 million doses of the Oxford vaccine by December, providing more hope for recovery. ...
