The Wall Street Journal conducts this important interview with Retired Brigadier General Kimmett on Ukraine. He says- the Ukrainian goal of restoring sovereignty over eastern Ukraine is unrealistic. Did European Union and American leaders making a principle of sovereignty of borders, and then applying it over the Donetsk Luhansk region of eastern Ukraine which share Russian culture and language, make an error.  About 4/5th of Ukraine is away from the battlefield frontlines and not involved in the war. Ukrainians in younger ages 18-29 are needed to rebuild Ukraine and same to rebuild Russia after the war with serious losses on all sides. Europe does not have the excess capacity, the industrial capacity and capabilities to supply arms and other materials to Ukraine. The newly elected US president says he wants to end the war and his goal is to save lives- about 300,000 dead and twice that number wounded. He also wants to save US strained resources with DJT saying every visit of Ukraine leader costs US $60 billion. Ukraine can hold intact its positions through 2025. But the point of prolonging the war is the issue when the goal of restoring sovereignty over eastern Ukraine and Crimea is unrealistic, and won't happen. ...

The new cabinet of ministers of prime minister Modi following the second wave of the pandemic brings in 36 new faces to the Ministries, many in important new roles such as Health, Education, IT, Information and Broadcasting, Social Empowerment, Law. Railways. The Council of Ministers goes up to 78, three short of a statutory limit of 81. By bringing in new and younger faces as well as some experienced IAS and other persons in certain states, this new group. An experienced IAS officer was put in charge of the important Railways ministry, as the railways take on modernization and technological progress. Where ministers were lacking in performance the prime minister has made the needed changes. 

The large number of new faces gives the government an opportunity to train new people before the next parliamentary elections three years from now.

The first results of India's new vaccine policy with vaccine supplies and vaccination drive entirely run by the federal government are now showing up. Early reports are for vaccine supplies of 135 million doses in July for advance planning, and 250 million vaccine doses in August. Ramped up manufacturing of vaccines in India with the entire pharmaceutical industry in India taking part is part of the new policy. This report in NYT looks at the Barbados debt crisis. Barbados spends 55% of its budget to pay interest on debt (servicing the debt). That leaves about 5% for health and climate change. Years of borrowing that ignored basic rules of financing have created serious problems that were compounded by the pandemic and hurricanes. This report shows that the total deb of Barbados was not known to the central bank. Borrowing was approved at exorbitant interest rates. One loan with Credit Suisse for $150 million is shown here with interest rates that lead it to become a catastrophic amount owed. Many such loans without any checks and supervision of total loans taken, lack of financial prudence rules followed, lack of transparency and alerts on borrowing and spending tend to create this kind of situation in many poor countries. About two thirds of developing countries are in this situation owing one third of their budget for debt service or paying interest on the loan. The situation is unstable to begin with. Then on comes along a hurricane or natural disaster such as the pandemic and the unstable situation becomes a catastrophe. Sri Lanka, Pakistan, the Caribbean nations, nations in Africa, face debt crises that are getting worse. It is not inevitable or destiny for nations today, consider the examples of large nations such as Japan, China, South Korea and India, Malaysia, Indonesia, and one can see that development finance can be prudent and responsible, so that situations such as the pandemic can be handled without going into disarray. ...

Where India is ahead is in the electric rickshaws, 3 wheeled vehicles that form an important part of public transportation in India. About 132,000 electric rickshaws are added each year and annual sales of $1.5 billion are expected to increase by 9% by 2021. These electric three wheeler rickshaws are cheaper to operate, cleaner and more profitable to operate, making it attractive for operators of gasoline rickshaws to switch to e-rickshaws. Kinetic Engineering and Mahindra & Mahindra are the largest manufacturers in India.  About 695,000 three wheeler electric vehicles were sold in India for the fiscal year ending in March, with a 24% increase over the prior year. India's Ministry of Finance is planning to invest 40 billion rupees or $600 million over the next 5 years to promote charging infrastructure and e-buses. The government's focus is on promoting electric vehicles for taxis, buses and two or three wheeler vehicles. This is expected to reduce air pollution in Indian cities. ...

The border crossing at Kirkenes, Norway, remains one of the few border points in the EU with Russia that are open, where visitors go back and forth between Russia and Norway. In an effort to get plants to support unions president Biden called for the plants to hire union workers. Biden called by name two Senate contestants in upcoming Georgia elections for their efforts in getting the Hyundai plant that will hire 8000 workers. In contrast to Mr. Trump who lacked a plan or vision for the future Mr. Biden is keenly focused on getting South Korea, Japan and Germany to invest heavily in the US and help restructure the whole supply chain. Where Mr. Trump called for South Korea and other partners to share the defense burden, Mr. Biden is focused on getting American allies to have their large companies invest in American plants and jobs and a new supply chain. ...

What was established in Alaska meeting in Anchorage was the necessary rapport between two world powers. During the Bush, Obama, Biden administrations Russia was treated as a secondary economic power on Wall Street, with the focus shifted to China, which damaged relations with Russia which has always seen itself as a Northern European economic power. Some of the roots of the conflict go back to this period. In a nuclear world the size and historical relation in Northern Europe of Russia cannot be ignored purely on economic grounds about the size of it's economy in the way China could not be ignored in the 60's and 70's when it's economy was not what it is today. History and culture are not in Wall Street or Silicon Valley's understanding or grasp of international relations which go beyond economic and business considerations.
