U.S. president Trump names Robert Lighthizer, the U.S. Trade Representative, as head of trade negotiations with China, following a weekend summit of G-20 in Buenos Aires where he setup a truce with Chinese president Xi Jinping. The truce means the next round of tariffs on $200 billion of Chinese goods will be suspended. China had hoped Treasury Secretary Mnuchin would head the negotiations. Mnuchin had negotiated with China earlier. Lighthizer has taken a long view on the negotiations wanting to strengthen the U.S. position particularly in relation to protecting U.S. technological edge and preventing transfer of U.S. technology to China. Trade expert Pillsbury of the Hudson Institute says this steers the negotiations from informal under Mnuchin to the legal negotiations under a trade negotiating team of Lighthizer that have set forth the charges against Beijing under U.S. trade law. The outcome sought is a legally binding document that commits China to getting certain results to reduce its trade surplus with U.S. of about $1 billion each day. Mr. Trump called for "level the field" in a message after the G-20 summit. Rohan Premkumar in The Hindu provides this report of Chinese prisoners from the Opium wars of the 1850's sent to this "ancient sub-jail"in the Nilgiris hills Tamilnadu by the British.  These POW camps provided cheap indentured labor to establish tea plantations in the Nilgiri hills. It helped to bring in revenue for the Empire through tea cultivation. About $1 million was spent to renovate this building so that future generations know what happened here since the arrival of the British by 1800. By contrast Yuen Yuen Ang at John Hopkins University from Singapore is interviewed for the NYT by Ezra Klein on China's Xi Jinping and the autocracy with democracy characteristics that prevailed under Deng, without an awareness of this period. For Zhongxun and Qi Xin, Jinping's parents this period of the Opium Wars, Taiping Rebellion, Boxer Uprising from 1850's and British, European invasion, must have been very real in the 1930's. And added to this the Japanese invasion of China. This has deeply influenced Xi Jinping.  ...

Germany's homeless problem compares with that in the US, with Federal Working Group Bag-W estimating it at 600,000 of which 50,000 live on the streets. In Germany authorites are expected to give emergency shelters to people on the streets. The Federal Ministry of Housing and Urban Development and Building put out a 31 point Action Plan as a first step. Previous efforts have failed. The Action Plan includes getting financial assistance to state governments to build social housing -18.15 billion euros were allocated for 2022-2027 to build affordable social housing. Yet in the first year 2022 only 22,545 units were built short of the 100,000 goal per year. Affordable housing is at the heart of the fight against homelessness. There is an acute shortage that is driving up cost of housing in the US and in Germany. WSJ recently showed about a third of US housing is tied up by retired boomers hanging on to large homes. Germany's allocation of $3 billion per year is inadequate  for a problem of this magnitude that colors out perceptions of the quality of life in American and European cities. Capital markets are misallocating funds, and doing little for work that is an absolute priority for quality of life in the streets and neighborhoods of America and Europe. The South China Morning Post, SCMP, looks at China at the 40th year of the great economic experiment  that changed China. This started with the Deng reforms by the then Chinese leader that opened up the economy in 1978. As this report points out in 1978 Deng Xiaoping's efforts at loosening the state control of the economy and business was actually a way to get out from the effects of the Cultural Revolution and prevent another Cultural Revolution. Deng was removed from office during the Cultural Revolution. Instead of unquestioned acceptance of Mao the new criterion was "Practice is the Sole Criterion for Testing Truth." In economic and business matters this was followed so that if it worked then the experiment was expanded, gradually giving life to the Chinese model of state capitalism, economic expansion under the state with the state supporting state corporations that operate in a market economy.  This means the Communist Party was to continue its control but with experimentation away from the planned economy in the coastal provinces of Guangdong and Fujian, and then into Shanghai. Experts close to Jiang Zemin, the next leader after Deng, say China's Communist state would not have survived without the changes started by premier Deng. Farmers still did not own the land but they were free to plant and own the yields for their efforts.  Deng established the Three Benefits Principle in 1992 trip to Guangdong, whatever helped increase productivity, increased the strength of the country and improved living standards was good, you did not judge it by whether it was socialist or capitalist. Jiang Zemin's work was to follow Deng's ideas and help negotiate the entry into World Trade Organization and set up the new economic regulations. Capitalists were allowed to join the Communist Party for the first time. State and local government ownership of land was turned into an advantage as this provided one of the critical inputs in terms of land for setting up new factories, with capital coming from savings, and other inputs of technology and investment coming from the U.S. after entry into the WTO brought American and European companies to China. A steady supply of labor poured in from the countryside and urbanization became a goal of Chinese development policies. Today India and other countries in Africa, Latin America, can look at the Chinese experience and effort and look for ways to modernize, urbanize and improve living standards, productivity and strength of their economy. One key is to experiment and look for what works that can then be expanded to other locations, and build on the advantages that may open up as the experiment makes progress. Following entry into WTO China was able to take advantage of overseas markets and build an edge in manufacturing, something that was not evident even in 1992.   ...

The title of this BBC report is a misnomer as the content of the report is that India and the US are actively negotiating a Trade Agreement after some disagreements on Indian oil purchases from Russia bumped up from 2% before 2019 to about one third to 40% of its imports by 2024. This is being rapidly reversed and some estimates by consultants CLSA show India only made $2-3 billion from Russian discounted oil sales, a miniscule amount. On American interest in agricultural exports India can take in some products other than grain which it sees as important to feed 1 billion people and food security.  DJT says the "special relationship" between India and the US is important, and says "there's nothing to worry about. We just have moments on occasion". India has much bigger stakes in trade with the US. In fact it's growth into the third largest economy in the world means doubling or tripling its trade with the US and the European Union in the next few years. This would narrow the difference in GDP and per capita between India and China, as India and China started at the same GDP and per capita in 1950. Only in 1990 with China's trade with the US has the Chinese GDP and per capita income increased to create the huge gap with India. ...

The European Union is making good use of the crisis in Ukraine to ramp up its shift to renewable energy. This WSJ report shows charts of where the EU is focusing its efforts from conservation, heat pumps, hydrogen, to wind and solar. Wind and solar show massive increases by 2030. By 2030 the European Union plans to increase wind and solar energy from 20 billion cubic metres to 170 billion cubic metres according to estimates from The European Commission shown in this graph by WSJ.

By the end of 2022 two thirds of Russian natural gas imports to the EU will have been replaced and by 2030 all of such imports will be replaced.

This report in the WSJ says the increase in Saudi production announced on June 2 will do more for Saudi Arabia diplomatically as it improves relations with the Bdien administration, and much less for oil markets. The increase of 648,000 barrels a day for both July and August is seen as a drop in the bucket. Only Saudis and UAE have spare capacity- estimated to be at 3 million barrels a day of spare capacity. The Russian oil production has already dropped by 1 million barrels a day since the start of the war in Ukraine and will drop further after the European Union oil embargo on 90% of oil supplied by Russia to the EU. Russia may even withhold supplies from the market to keep oil prices high as it is selling oil at a large discount. Russia evades western oil sanctions by selling oil using transfers out at sea and in other ways that do not reveal the source of the oil. Saudis and UAE are seeking better relations with the US to gain security guarantees after drone and other attacks by Yemeni rebels and Iran. Earlier president Biden had distanced himself from Saudi Arabia following human rights situations that led to deteriorating relations. The EU oil embargo, high oil prices that are hurting poorer countries all over the world, and the commitments by the US and other European partners to reduce fossil oil fuels production and increase renewable energy production are now added factors that the US is including in its relations with the Middle East as it seeks to balance different factors. A lead researcher at Stanford and UC Berkeley says he hasn't seen anything like it, the opposition intensify so quickly. 70% of Democrats and 50% of Republicans oppose overinvestment in AI  and increasing in sentiment- not about stopping progress but  about stopping hyperlevel investment of trillions of dollars and diverting from reindustrialization/infrastructure for US that creates jobs and a better qualityof life. In today's world neither China or the US can afford hyper investment, most Asian countries would prefer to let the US do it and later get that technology for free one way or the other. Therefore this means the American people are being hoodwinked- they pay the price when their bridges and roads, airports are in disrepair, when even a national network of data charging stations could not get funded under Biden which would have addressed the biggest problem for transition from fossil through EV's to fight climate change.  The investment community is being hoodwinked. Investors are being hoodwinked as the returns are uncertain and cannot be justified on financial grounds- only by hype.  Polls only ask about AI not the hyperinvestment in AI. If the truth is known that these trillions of dollars diverted by using flaws in capital markets in the US, avoiding financial scrutiny and hyping up AI when returns are by a long shot uncertain compared to rebuilding America's infrastructure and industries to compete with China and the EU- that is desperately needed- then these numbers would show the vast majority of Americans oppose this diversion of funds from the infrastructure and reindustrialization that create jobs that support working families. Take for example Texas, a Republican state, where the Agriculture Commissioner is calling for a moratorium on new hyperscale data center development in the state, citing higher costs for farmers, and strains on the power grid. It is not about stopping progress. Fon transition to renewable energy or example the adjustments made by Biden and Democrats allowed some fossil fuels use to make the transition, the same policy being pursued under different political slogans and labels under DJT. It is not about stopping progress as progress continues even under DJT Republican administration - natural gas prices and coal use prices are making natural gas a choice for power plants, the cost of oil at $100 making EV's hybrids cost less than gasoline cars. AI technologies will advance, and the wherewithal, the framework in which AI should operate can be built alongside without throwing everything out of balance. Throwing the whole economy out of balance, destroying the chance to create jobs and bring about the 1st priority of America and EU- reindustrialization and infrastructure renewal alongside India's modernization. That requires these trillions of dollars being pushed into AI by a few self-interested individuals without returns, and trillions of dollars more. If that is accomplished any challenges from China will fade in comparison with the scale of the effort in the EU, the US, and India with the largest industrial bloc in the world far bigger than China. This is not mere words. It is a plan of action that is being put into place right now at Oslo, Norway at the Nordic+EU Summit with India on the next phase of this effort, put into place piece by piece through hard work and a clear vision for the future. ...

The failure of regulators is one of the features of the last decade leading to the losses of capital that could have been better allocated to infrastructure, health education and paying down debt in the U.S. and Europe. This WSJ report says fintech or financial technology companies faced little regulation or critical oversight from regulators as regulators tried to foster growth in that sector. This puts more burden on shareholders to be vigilant, it says. Wirecard went into insolvency with huge losses and debt and accounts in the Philippines for over a billion dollars that were later proved not to exist. The astonishing aspect of the Wirecard scandal is the way German regulators not only did not investigate but pushed back against critics of the company's finances, that there was something fishy about the finances. Wirecard was established in 1999, and is described as a slow-burning story since 2016 when the stock price took off for a wild ride. This report says government regulators are relaxing important rules in the hope of coming up with a winner- this is proving to be a dangerous exercize and an exercize in folly, as it leads to losses of capital with no one taking responsibility among government officials or regulators. In the case of Wirecard the German officials even filed a criminal complaint against accusers, and banned short selling. of stock.    British and European financial watchdogs are acting as cheerleaders and watchdogs at the same time says the WSJ. Watch out it says when regulators play this kind of double role. During the financial crisis of 2008 the revolving door between companies being regulated and the regulatory agencies themselves was a defining feature of that period leading to huge losses of capital. Today this has taken on a new  and additional dimension, each time making things worse, even as infrastructure investments, investments in health and education are being deprived of capital because they benefit the public, and are not a benefit to small groups of well connected people willing to flagrantly conduct activities such as setting up accounts that do not exist for over a billion dollars.   ...

US Congress cuts to Corporation for Public Broadcasting (NPR and PBS) of $1.1 billion for 2 years. It passes Senate 51-48. $7.9 billion in cuts to foreign aid programs were passed in the Senate bill. Native American and tribal radio stations in 9 states are protected.

Note that no cuts to HIV $400 million which is protected, and also for maternal care and malaria, and tuberculosis. These programs will be protected with new language. Israeli premier Netanyahu says this would invite a strike if weapons grade uranium is converted into a weapon. In this situation after Iran provided drones to Russia, president Biden has renewed efforts to reduce the level of escalation in the relations with Iran, opening up talks in New York and through Oman. Iran wants money that is held in other countries for oil and gas deliveries after US economic sanctions on Iran, to be released in exchange for limits on nuclear work and prisoner release. The Biden administration has approved 2.5 billion euros in payments by Iraq. Another $7 billion could be released from South Korea if diplomatic talks lead to Iran taking steps the US seeks from Iran.

Chinese businesses are already feeling this, says WSJ. Exports represent 13% of China's GDP and China had redoubled its export effort after the property bubble burst. There are 2 drags on growth property crash and exports tariffs. China has less room for stimulus in 2025 and the government is focusing on bottom line thinking to prepare for hard times. Already companies are cutting shifts and laying off 10-30% of workers in garment, toys and other basic industries. President Xi is preparing for a long struggle reminiscent of how Mao led China to fight the US forces under Gen. McArthur in the 1950's Korean War, says the WSJ. In the past the state subsidy system worked to take huge share of new industries such as semiconductors, smartphones, solar, electric cars. This will be harder now with less money available to invest and drive out competition, and with the US and EU making their own products boosting their industrial and manufacturing base. ...

Brexit negotiation guidelines from the EU rule out parallel talks on both Britian's future relationship with the EU and the separation agreement negotiations, preferring a phased approach. Only when the first phase of separation is complete or at an advanced stage would the second phase of future relationship with the EU be negotiated. The EU Council president, Donald Tusk, says the process would be long, complex and at times confrontational. Der Spiegel online writing on the negotiation describes the approach in a meeting with the lead German negotiator Mr. Oettinger, on the team of Michael Barnier who leads the negotiations for the EU- Oettinger focussed on what Britain owes the EU, estimated at over 60 billion euros. So far apart are the British and EU positions that Michael Barnier has no idea on the pathway for these negotiations, only awareness of the priorities such as the rights of EU and British citizens in each others region, says Der Spiegel. Looking at Theresa May speaking in parliament about her decision to move forward with Brexit in a letter to the EU invoking Article 50, one senses a mixture of confidence and nationalist appeal, far different from reality on the ground. The Leader of the Opposition cited government figures for a sharp decline in GDP as a result of Brexit, and the Scottish leader in parliament went so far as to say the government attitude in negotiations made "Scottish independence inevitable"- all headwinds Theresa May appears to be ignoring or treating with disdain.
