This opinion piece in De Zeit says there are different ways to look at Chancellor Merkel's refugee policy, as a failure, as an act of compassion, influenced by her experience in East Germany, her Christian upbringing as a daughter of a pastor, or Germany playing a role in Europe after Barrack Obama failed to provide American leadership in the refugee crisis. It says some of this commentary in the media ignores the fact that it was always the intention to accept a large number of migrants as part of a policy of European humanism in the face of misery of refugees, but to carefully manage this influx, to reduce the flow of refugees, and wind down the flow by vigorously addressing the causes. From this point of view the commentary about Merkel's failure is overdone. It is interesting that some of the weirder descriptions describe Germans conscious of the history as being outpatients in a American clinic closed down by president Obama. In any case American presidents have overreached, consider Reagan and Bush with German's strong or cautious reaction, and underreached with Obama providing cause for concern and efforts to fill in for a missing American role, with both roles difficult to fill for Germany by itself. America is not defined by its presidents and its politics alone, but by its own history, which has reflected the same values since the founding fathers Jefferson and Washington. Germany's policy has merely reflected these same values, at a time when the U.S. was simply taking a pause from its foreign involvements in regions fragmented by tribal, religious and other divisions. Juan Montes of the WSJ describes the problems facing states in Mexico as the governors have accumulated power, debt has risen rapidly, and accountability of state officials is at a new low. Half of the states with elections in 2016 have doubled their debt in 6 years, according to government data. The federal audit office points to irregularities in $13 billion of federal funds transferred to states. Elections in states in 2016 shows public discontent with poor governance, corruption, and the lack of rule of law. This is leading to a close election in Veracruz with the PAN and PRD parties challenging the PRI in the state.

The National Action Party (PAN) wins elections for governor in 3 states, including Veracruz. Voter dissatisfaction with the ruling PRI party and the administration of president Pena Nieto is putting the PAN in a better position to contest the presidential elections in 2018. The administration of Pena Nieto came in with high expectations but has suffered with low growth, and the investigation into the murder of 43 college students in Guerrero state which showed lack of rule of law in Mexico. Governance, corruption and the rule of law are major issues today in Mexico, and this favors the PAN in contrast to the PRI. The poor performance of some governors was also an issue in the elections.

Hillary Clinton tells supporters "we have reached a milestone," as she becomes the first woman to be a major party's nominee for president. She wins 4 of 6 states including New Jersey and California. She wins California by 56.8% to 43.2% for Sanders, and New Jersey by 63.3% to 36.7%. She says about Trump that "My Mother ... taught me to never to back down to a bully.  Which turned out to be pretty good advice." Sanders says his campaign would not support Mr. Trump, "a candidate whose major theme is bigotry."

Joachim Gauck is the first of 11 presidents of the Federal Republic of Germany who is not from a political party. His work in the German citizens movement, as a pastor in the former East Germany, and his guidance in difficult times lends authenticity and a sense of restoring Germany's place in the world. He stood for values- engagement, a balanced wise approach, courage when freedom was under attack, candor. During the 10 years after reunification he headed the authority investigating former files of the Stasi, secret police network of East Germany. His role in recent years also remained relevant and his words worth listening to. Early on in the refugee crisis, when he visited a refugee camp at the Turkey-Syria border in June 2014, he cautioned for a wiser middle approach that took into account both the humanitarian crisis and what was politically possible, and the need for a wider European solution- "a honest, pragmatic, and sober debate." Germany would have been well served says DW.com if his words were taken into account. Gauck also told Germans to take a more active role in defense, and adopt a posture of confidence in foreign policy, which is happening today.   ...
