Rising food prices in China have pushed China's consumer price index to a two year high of 5.1% in November, 2010. Rising prices of cooking oil have hit Chinese who live on small incomes the hardest. Food represents about one third of the CPI, but it accounts for 75% of the index's rise. Chinese housing prices have gone up significantly making it hard for new homeowners, now that food and fuel prices are following. The National Developmment and Reform Commission announced a 3.77% rise in retail gasoline prices, to about $3.50 a gallon, an increase of 11% in about one year. Wholesale soyabean oil rose 23% in 2010 to about $1451 a metric ton, with most of the rise since July. China's government response was to impose price controls, asking the largest producers to cap retail prices through March 2011. It also quintupled the fine to 5 million yuan, or $750,000. And the government auctioned off millions of metric tons from its strategic national reserves in Xinjiang and Shandong. But price controls are discouraging production. One mid-size producer in Shanghai, says he has deactivated half his plant, instead off maximixing output ahead of the Lunar year in February. His warehouse is filled with 20,000 boxes of unsold oil, with the production date Nov 23, around the time price controls went into effect and a large grocery distributor halved his order. Edible oil is the third biggest packaged food outlay for ordinary Chinese, after yogurt and milk, and it has a big impact on the lives of the average family....

Is Norway endorsing the position of a former president of the US to "Drill, Baby Drill.?" It would cost upwards of 1 trillion dollars to fix US inaction on climate change to 2028. Norway is drilling like crazy to help Germany tackle the cutoff from Russian oil and gas supplies. It is also pursuing climate change action and green energy. The result is some confusion about where it is heading. The Guardian comments on this position taken by Norway. It can only be seen as oil and gas meeting a transition period's needs, yet with the severity of cliamte change events in the form of fires and floods in the world in 2024, is this a tenable position? Norwegians will say their cleaner fossil fuel production takes the place of dirty coal plants in Europe. How could Germany manage without Russian oil and gas without Norwegian supplies they ask. Others say Norway gets a quarter of its GDP from oil and gas. It is at the same time the country that is way ahead in renewables, most of its grid runs on renewables. And yet it has cut greenhouse gas emissions only by 11% since 1990 4 times less than Germany. Norway will come up for more criticism considering that its push on fossil fuels in 2023-24 is reducing investment for shift to a fossil free world. It is not an issue that can be talked away or not confronted head on as it is the harbringer of something worse- doing nothing for 4 years to 2028 that is proposed on the back of stuff that is being done by Norway- a US presidential candidate promising to relegate climate change action to zero by denying it exists and by saying "Drill, Baby Drill," at the RNC Convention in Milwaukee. ...

Libya's Oil and Finance Minister bridges the gap between the tribal factions, regional loyalties, and other divisions within the Transitional Council of Libya and within Libya. He brings a unique background of being expelled in the early 1970's because of his prodemocracy activism at Libyan universities. He studied at Michigan State University for a doctorate and taught at the University of Washington for 26 years. All the time he helped organize the Libyan opposition. His background makes it possible for him to talk to western officials with ease, and his activist attitude and manner has put him quickly at the centre of things in Misrata and Tripoli. He went by fishing boat to Misrata at the height of the siege and was the first of the Transitional Council members to be in Tripoli. He was recently appointed deputy chairman of the Executive Council and chairman of the Supreme Military Council for Tripoli because of earning the confidence of the Council leaders and the ability to be at the centre of the struggles in Libya. He is a direct and plain spoken person and talked to the Journal's Charles Levinson about oil fields and restoring oil supplies. He talks about plans to keep Tripoli as the capital and keep the Transitional National Council in Benghazi so that both regions of the country could play a role. ...

This is occurring in the middle of bigger changes, and as GM moves to introduction of more fuel efficient cars with better quality and appeal to younger demographics. GM is restructuring to transform itself into a global company with growing Asian sales and shifting volumes overseas. It is shifting employee and capital base to more countries overseas to create new opportunities and make GM a new and different company, a global company. Incentives pay part of the gas price for buyers, and more fuel efficient SUV's also chip in to pay gas costs. Americans are not out to get off the SUV's just yet, as fuel effficiency standards go up.The investments oil companies are making are expected to provide a payoff in increased production by 2008-2009, and the new oil policy of Saudi Arabia kicks in (see Naimi at CSIS 2006 meeting). The situation eases up for families accustomed to carrying kids around or hauling stuff around. China is competing directly in advanced industrial goods such as semiconductors, EV's, machine tools and other products that German industry produces, shrinking the market for German products. By keeping its markets open after the US limited access to its markets for highly subsidized products made in china -with the goal of displacing American goods, jobs and factories under China's successive 5 year plans- Germany now faces the same direct threat the US faced and which took away America's production base. America's textbook based economists, and their followers in American business, who added loads of meaningless math to economics - adding lack of transparency for financial shenanigans- and took out the economic history, who lacked humility to see that other rivals could emerge from nowhere, bear a great deal of responsibility. Germany is now awakening to this experience of the United States and the threat it poses to its own industry.

As Mr. Maliki resigns from the premiership in Iraq, a former aide says of his eight years as prime minister that Maliki never battled to preserve the state, only to preserve his own premiership. And other colleagues says he thrived on demonizing the Sunnis and the regular crises under his leadership. The new prime minister Mr. Abadi is also from the same Shiite Dawa party that Maliki belonged to, and it is not clear how is leadership will turn out. The final push for Maliki's ouster came from Ayatollah Sistani of Iran. The U.S. and western allies also pushed for a new leader. The use of sectarian Shiite militias by Maliki to fight the Sunni insurgents from ISIS in 2014 further aggravated Iraq's religious divide.

Italy which imported 40% of its gas supplies from Russia has shifted rapidly to Algeria as a source of its gas replacing its own supplies from Russia and even sending supplies north to Austria. Algeria, Africa and other gas producing countries Azerbaijan and Turkey are winners in the closing of the Nordstream pipelines to the EU from Russia. Algeria is making the largest contribution to EU gas supplies. Low Russian gas prices for a decade kept Algerian gas in the ground. Algeria is expected to send 100 billion cubic meters of gas to the European Union making up 65% of the 160 billion cubic meters the EU imported from Russia. Much of this gas is produced by the Italian gas company Eni and Sonatrach, Algeria's oil and gas company. Pipelines from Azerbaijan and Turkey deliver gas from that region to the EU. Azerbaijan plans to double its gas production.

Fed's Jay Powell says about his interest rate increases of five percentage points at consecutive meetings since March 2022- "We've seen the beginnings of disinflation without any real costs in the labor market. That is really a good thing." Greg Ip of the WSJ looks at the 9 year period of most growth cycles in the US economy since 1980 and says a soft landing could be followed by growth till about 2030. Business investment led to 2.4% growth in the second quarter 2023. More investment is in the pipeline under the Biden economic plan. As inflation is going down to about 3% from 9% at its peak in 2022 the US is set for economic growth that would help it grow in a way that would enable America to meet the challenges of today in climate change, worker incomes and the cost of living, and in need to rebuild the nation's infrastructure in the way it was done in the years after 1945 under Truman and Eisenhower.
