A threefold increase in immigration to meet staff and labour shortages makes using immigration as an issue in the next election risky for Rishi Sunak and the Conservatives in Britain. In a strange twist it is the Conservatives under Boris Johnson who campaigned on immigration  to take Britain out of the EU now having a record on immigration of this kind. In 2019 Sunak battlecry " get Brexit done" was for lower immigration from a level of 245,000 that year. In 2022 it was a net migration of 720,000 for Britain. Most of this has come from student, work and family visa routes, and legal asylum channels from Ukraine Hong Kong and Afghanistan. Now economists believe it is a result of shortages of labour and staff, and high domestic wages.

The Indian Express looks at the impact on children for learning and education of the coronavirus pandemic. More children in areas that have lagged behind economically are unable to read in second grade. In some states the number of children who are not able to read second grade text has more than doubled. Marking the sixth straight month of declines the US consumer price index rose by 6.5% over a year earlier in Dec. 2023. This is down from 7.1% in November and 9.1% in June. The US central bank chairman Jay Powell is resolutely pursuing anti inflation policy. Retail sales, manufacturing output and home sales declined in November. Exports and imports also declined. Prices fell for products such as autos and computers. Job and wage growth slowed. Tackling service inflation is the next challenge for the US Fed and Jay Powell says the WSJ.

The bill reduces health care cost, changes taxation of corporations paying little or no tax, and invests in renewable energy. It also reduces the deficit by $300 billion. This WSJ report takes a look at Bucha, a town 55 kilimetres from Kviv, that saw some of the worst fighting of the war. Civilians were caught in the crossfire and after the initial Russian assault was pushed back, Russia occupied the town with another assault before being pushed out. This report in WSJ says Russian soldiers were initially polite and helped residents. As their casualites grew, and as Ukraine's territorial defense forces took up the fight in Bucha the dividing line between who is defending the town and local residents started to disappear.  This is when the the civilian casualties mounted and when Russian soldiers who had intially even said they did not know why they were here and why there was a war began to see territorial defense forces in all civilians leading to the immense destruction in Bucha.

NYT's Homan who traveled 640 miles across Colorado and Woolf look at the reelection bid of a 33 year old owner of a restaurant and bar in the small town of Rifle in Colorado, Lauren Boebert. She represents the Trump centric activists at the state and county organizations who differ from other parts of the Republican party including more conventional Republicans like Jeff Hurd who graduated from Notre Dame and is a lawyer in Grand Junction. Hurd is challenging Boebert in the Republican primary. Boebert won the Congressional seat from Colorado's Third District over Adam Frisch by a mere 546 votes. After controversy regarding her behavior at Beetlejuice theatre Boebert is seen as lagging behind the Democrat's Adam Frisch, a Aspen councilman who ran out of funds in the last election yet is well financed this time.

Mitch Smith of the NYT looks at the Grand Rapids area for the 2024 election. Grand Rapids is atownof 660,000  which is the second largest city in Michigan. Originally populated by Dutch settlers it now has about 10% Hispanics in addition to about 10% blacks. The Hispanic population has increased over time. Some Republicans such as Ben Ingrebretson have drifted away from the party and voted for Biden in 2020. In February he voted for Nikki Haley, part of the 34% who voted for Haley in Kent County. He approves of Biden's view of America as "a beacon" for the world but does not approve of stimulus spending or forgiveness of student loans. Grand Rapids is also the area where governor Gretchen Whitmer, a Democrat, went to school and which gave her a 10 percentage vote margin.

Biden was able to get the US on track for huge investments in infrastructure, chips, climate change, renewable energy, cost of living help, of trillions of dollars. He told a union audience- "Under my predecessor (Mr. Trump), infrastructure week became a punchline. On my watch infrastructure has become a decade headline- a decade headline." (Not much was actually done for infrastructure by Trump.) What Baker in NYT says Biden was not able to do is where Republicans blocked his efforts- to cut student loan debt, for pre-school education assistance, for tuition free community college, for parental leave, and help to workers and families struggling with the cost of living. Even though ambitious targets are being set by the government raising from 50 million to 80 million in 3 years the target for new LPG connections to shift rural households from firewood to natural gas use, more needs to be done. The head of the Economic Advisory Council to Prime Minister Modi of India. Bibek Debroy, asks questions about the Ujjwalla program in India to shift rural homes from firewood to gas use. Is the fixed subsidy of Rs 1600 enough? Is a 5kg cylinder what the market wants instead of the 14.2 kg cylinder? Are there externalities that favor use of firewood? Will rural households replace the cylinders at this subsidy level because the costs are still high?  The PMUY, or Pradhan Mantri Ujjwalla Yojana was launched in India in 2016 in Ballia, Uttar Pradesh under the Modi administration. The target for LPG gas use for firewood using households was 15 million in the first year and 50 million for the next 3 years. The government pays Rs. 1600 subsidy for a new connection reimbursing the oil company making the connection. The refill and cost of stove, is the rural household's responsibility. Separate guidelines were made for urban households. The government website mygov.in shows 41 million households have used Ujjwalla to get LPG and stop firewood use. The new target of 80 million means the goal post is moving higher. The 2011 Census is cited showing the rural household use moved up from 6% to 12% by 2011. For All India it was from 17% to 29%. About 100 million rural households use firewood, 62.5% of all rural households in 2011. A big issue is how this affects the health of women using firewood for cooking, and who collects this firewood. Firewood is still cheaper says Debroy, and there are negative externalities associated with firewood not understood enough. Changing the face of rural India is a project in motion, with new issues to tackle, new hurdles to overcome, every bit of progress showing how much more needs to be done. ...

Argentina, South Africa, Mexico, India, UK, European Union elections are taking place by June 2024 and US in November 2024. Yet it is misleading to lump them together. Much discontent is there to see as in the UK with cost of living, governance, time wasted on Brexit, India with lingering effects of the pandemic on rural voters, caste based voting. In India protest vote of lower caste Dalit voters in Uttar Pradesh and Maharashtra, even with government support in forms of universal healthcare, food for poor households during pandemic extended, cooking gas, housing support, clean tap water, direct bank account deposit to accounts of poor and farmers. Yet in the states in the south and east in Orissa and Andhra Pradesh, and generally in the south the BJP vote count increased so that losses in the north were made up leaving the percentage of vote for India for Modi's BJP party at 37 percent in 2024 instead of 38% in 2019, losing the absolute majority 240 seats of 543 yet having campaigned heavily for partners who added seats 294 of 543. In the UK Keir Starmer may see some vote preference for Labor erode yet the Conservative record is in shambles even conservative experts will say, as in India where the opposition parties offer no prospects for the future and little track record for making India the second or third largest economy in the world which the BJP has set and shown to have achieved over 10 years by taking India to No. 5 in the world economies. ...

U.S. House Speaker Paul Ryan, wins by 84% to his challenger's 16% of the vote in the Republican primary for his House seat of Janesville, Wisconsin. The challenger Nehlen, an executive at a water filtration company, adopted many of Trump's positions including building a wall and had the support of the group Tea Party Patriots. Trump lost to Ted Cruz in Wisconsin and lost in the 1st congressional district covering Janesville by 19 percentage points. Janesville, is a former industrial working class town that has lost many factory jobs over the years, and this election shows the trade issue is not the only issue on people's minds when they vote. That it is easy for a candidate to use it as wedge even when they do not mean what they say by outsourcing themselves, or have few real solutions- especially as public opinion in both parties is opposed to a shift of jobs overseas for the last decade. Ryan said about his win- "I'm a local guy, people know who I am, they know what I believe in and they know I mean what I say and I say what I mean and I don't do it in a mean way." Some Republican experts say Ryan's job of winning his seat very easily, protecting the congressional majority of Republicans, and dealing with Trump as the nominee, is the hardest job in politics. ...

An editorial in the WSJ says the decision by the U.S. State Department to reject any claims on the South China Sea are now in accordance with international law and the geopolitical facts. The U.S. State Department stated on July 13 that "Beijing's claims to offshore resources across most of the South China Sea are completely unlawful." The Permanent Court of Arbitration in the Hague stated this in 2016. The State Department document says "The world will not allow Beijing to treat the South China Sea as its maritime Empire." The vital waterway is also claimed by the Philippines, Malaysia, Vietnam, and it remains an open waterway for navigation by all nations. The U.S. sent 2 aircraft carriers to the South China Sea in July to maintain freedom of navigation.

Bradsher, Tankersley and Cohen say in this NYT report- US industrial policy under president Biden corrects the failures of the past. Chinese experts in Hong Kong say the US and Europe deindustrialized their economies with pursuing of policies called "neo-liberal" but basically Reagan era policies that Democratic presidents Clinton-Obama imitated. As they deindustrialized it created disaffection among the struggling lower and middle income classes making $35,000-$106,000 that were big losers in the process, creating threats to democracy as financial and tech, plus pharmaceutical sectors took control of the economy. China's success comes from three decades of mastering the ways of practicing industrial policy that it can support private companies with low cost land, additional subsidies that reduce the cost of production and provide a buffer to absorb losses so that it could dominate key industries. Policies where textbooks and economists trained in the US failed utterly and completely leading to dangers to US democracy that we see as opportunities for good paying jobs in manufacturing disappeared for middle and lower income households from 1980 to 2020. These economists trained in the US always said see lower cost Chinese made goods means lower and middle income people pay less, never saying that this means all opportunities for better paying jobs in manufacturing will be lost for these classes in society. The tech and financial sectors had close ties to the new arrangement that turned manufacturing over to China from the Reagan era to the Obama and Trump era. Apple and Tesla and many industries benefitted from manufacturing mostly outsourced to China. ...
