This WSJ editorial in September 2014 says many of president Obama's statements and decisions on Obama healthcare legislation and implementation, Syria, NSA and privacy, the Middle East, Russia, showed poor judgement. It refers to a piece by Peter Baker in NYT where it is said that Obama mocked how people see him as too professorial, diffident, in a sarcastic statement. The problem says WSJ is that president Obama has poor judgement. Being academically credentialed and quick grasp of subject matter is not the same as having the ability to discern things, instinct and grasp of the essence of the matter. George Bush senior had a long resume and was academically credentialed. By comparison Truman had a short resume and was not academically credentialed or quick with data and analysis. He had something more essential and important- a discerning mind and grasp of the larger picture, as well as listening abilities for exceptional advisors such as General Marshall and Acheson he gathered around him....

Faces of migrants to Germany as Germany sees the migrants as what German chancellor Merkel calls- "A huge national challenge, not only for days or months, but for a long period of time." German civil society shows openness, and German educational institutions offer support. About 800,000 refugees will be accepted in Germany in 2015, says Merkel. An adult migrant is given 143 euros a month for pocket money and 216 euros for basic needs, medical costs are covered. Children are taken care of or attend school while their parents applications are reviewed. Registered migrants are given housing and food. The system works like nowhere else in the world, as most migrants focus on getting to Germany. The condition of the migrants is desperate- one child had not eaten for 4 days. And local doctors examine migrants, with some referred to local hospitals.

Friedman points to the parallel between the democracy movements in Eastern Europe and the Arab World, and sees one difference. Whereas the countries in Eastern Europe were mostly homogenous except for Yugoslavia, the countries in the Arab world are homogenous only in Egypt, Tunisia and Morocco. Which makes the transition to democracy that much harder with sectarian interests, the Sunni-Shiite divide, tribal differences, and the lack of a transition period for building democratic institutions. This will require vision, leadership and perseverance from Arab peoples and from the outside world.

The purchase of F/A-18 aircraft by Germany capable of delivering nuclear weapons stationed in Germany is critical to keeping the nuclear deterrance and the "nuclear sharing" agreement with the U.S. Older aircraft, the Tornadoes are now 40 years old. Chancellor Merkel has supported the purchase but this is now being called into question by its junior partner in the coalition government the SPD.  Leaders of the SPD party say they would block the purchase of 45 Boeing Company made F/A-18 jets proposed by Merkel's defense minister. Under NATO's nuclear sharing agreement going back to the 1950's it is believed there are about 180 B61 tactical nuclear bombs in rope, some 20 in Germany and spread out over Belgium, Italy, the Netherlands and Turkey. President Trump has said the U.S. will withdraw from a treaty with Russia that limits the presence of nuclear missiles in Europe because Russia is not living up to the agreement. This could lead to an arms race. The issue is leading to the beginning of a fundamental debate about nuclear armanent and military spending of a type that has not happened in Europe since 1982 when a rebellion in the SPD over the stationing of nuclear weapons in Europe led to the ouster of Chancellor Helmut Schmidt.  The Christian Democrats view the purchase of the F/A-18 at a time when Russia is updating its nuclear deterrance as fundamental to NATO and nuclear sharing. The SPD's leaders say nuclear sharing does not mean the need to host nuclear weapons, and give the example of Canada, a NATO ally that does not have U.S. weapons on its soil. ...

 A member of the WSJ Editorial Board, says the Republican National Convention was more consequential in the way it continued the theme of getting non- white people to see how the president is taking action on issues that affect them. Mr. Trump cited his work on prison reform legislation, on funding for black colleges and universities, rebuilding broken families, and bringing back jobs in Detroit, Cleveland and Milwaukee. 69% of registered voters are white in 2019 compared to 73% in 2012, according to the Pew Research Center. Getting it right now means he says not merely the defending American workers to prevent "offshoring of jobs, opening the borders, and sending sons and daughters to fight in endless foreign wars," but also how to defend the rights of minorities in America and of working class non-white people. In 2016 the Republican party got 8% of the black vote nationally, which was the lowest in 4 decades excluding the years Mr. Obama ran for election. The effort to highlight the work on behalf of Black people and Hispanic people was to take this number back up as far up as Republicans can to the level reached under Eisenhower. This he says will be good for Republicans and good for the country. Under Eisenhower in 1956 the Republican party gained 36% of the Black vote, the highest ever.  ...

Luis Almagro, president of the Organization of American States, from the small South American nation of Uruguay, says he has decided to speak up on Latin American issues, for respecting the sentiments of the people and democratic process. This is a welcome trend and more Latin American voices need to be heard, for Latin Americans to make their own assessment of the needs of the people, the problems and how to tackle them. More dialogue is needed between the government and the opposition parties to come up with better approaches and throw light on problems. The effort of Mr. Chavez however well intentioned, following neglect of social spending and needs of neglected groups under previous administrations, has gone to the other extreme leading to isolation from the rest of the industrialized world's economies- something no country can afford to do today because of the pace of technological change, much less smaller oil or commodity dependent economies. Large petroleum subsidies need to be addressed in Venezuela, as Mr. Maduro now says, and opening of a dialogue with the opposition parties is one result of Mr. Almagro's efforts. At some point a transition is needed with support of all political parties to bring Venezuela back into the global economy. Inflation of 141%, and contraction of the economy by 10% hurts all Venezuelans. Not even faint traces of the Monroe doctrine that asserted U.S. dominance in South America exists today, and it is upto Latin Americans to tackle problems of corruption, misguided policies, lack of emphasis on innovation and education. The Washington Post's deputy editorial page editor Jackson Diehl, does a service to Latin America by calling attention to such voices for dialogue and problem solving....

Democrats face an uphill battle to recover lost territory during the Obama presidency. The efforts to promote Trans Pacific Trade Agreement by Obama against the interests of the unions, working class Americans, is one example of the way president Obama had alienated working class Americans. By being too close to Silicon Valley and failing to understand the changes in states with blue collar workers Democrats lost some of the working class base that had always voted Democratic. On social issues the party drifted too far in one direction in appealing to small groups and in the process drifting away from blue collar workers who were Democratic in the past but did not share the same passion for these issues. About 90% of better educated Americans were liberal yet among blue collar workers who had voted Democratic in the 1990's only 60% were liberal in the same way. The changes in America's landscape with the shift of manufacturing centres away from cities such as Pittsburgh to blue collar suburbs stretching from Michigan and Wisconsin to the Carolinas and the Deep South, created a new blue collar worker base that was more aligned with Republicans on social issues such as abortion, LGBT, and gun control. As a result the conservative base of the Republican Party now finds itself aligned with the blue collar worker, while the Democratic Party in places like New York and California is more aligned with the workers in the financial industry and in Silicon Valley. The improving economy gives more room for Republicans even with policies that might not help its new working class base as it strives to meet policy demands from wealthier Americans in the Republican Party.   ...

In this insightful essay Peggy Noonan, former spokesperson for president Reagan, says that Republicans like Speaker Ryan with the Republican Health Care bill are making the same error made by president Obama.. Noonan says she had suggested a different way for president Obama to show compassion for the uninsured- first wait till the 2008 financial crisis was tackled, tackled waste and fraud in Medicare first, then look at the option of expanding Medicare to help the uninsured, and not the approach taken of swiftly focussing on the Affordable Care Act early in the first term disregarding Republican objections. She says Republicans are making the same mistake now by ignoring the impact the bill would have on Trump's base of working class Americans who may be affected by the bill's provisions not taking into account incomes in offering incentives or subsidies. Noonan says Trump did get one thing right in calling it a "carnage" for the worsening opioid epidemic in America which has hit rural areas and parts of the midwest hard. Noonan says Eberstadt has correctly documented the collapse in working class Americans wages and standard of living, and Caldwell the opioid epidemic at another level to their health. She also supports journalist Carlson who questioned Speaker Paul Ryan's judgement about eliminating the tax on wealthy investors in new legislation in a Fox News interview, as she says responding to the sense of America at the moment means listening to the sense of being left out of ordinary Americans, who have done not as well as the wealthy who have benefitted from a surging stock market.  ...

Chile and the dilemma of copper exports taking up 57.8% of exports in 2009, from 54.4% in 2005, making 15.5% of GDP. With the surge in China's growth Latin America remains as tied to commodities exports as it has been for decades, facing boom and bust cycles and not able to diversify into value added and industrial products. A regional economic commission says in a report, that Latin American and Caribean exports were over 50% in raw materials in 1980 and declined to 27% in 1999, and back up to 39% in 2009.

The anti-corruption bill for creation of a Lokpal agency passed the lower and upper house of the Indian parliament in December 2013. It was stalled for two years after the efforts of political activist Anna Hazare's protest movement for passage of the bill. With national elections approaching in 2014 and the ruling Congress party's image bruised badly in state elections of Dec. 2013, party leaders decided to support the bill. In the elections in the capital Delhi a anti-corruption party, Aaam Aadmi (for the common man), created only recently, won a major part of the seats. In India corruption hurts not only at the national and local level as in China, but affects the daily life of the common man as bribes are required from ordinary people for anything to get done that requires approval from the huge government bureaucracy. In that sense it takes a toll on economic development and affects the quality of services received by the vast majority of people, which is why the party calls itself "common man."...

The calls for major changes in education and healthcare in a rebellious voter environment in 2016 by Bernie Sanders, represents a struggle for the soul of the Democratic Party between Sanders and Hillary Clinton's more incremental approach. The huge support from younger Americans for Sanders makes this a struggle for the soul of the party after the Obama years. Clinton's message is tempered with a realization that some of the changes in income disparities are a result of technological change and globalization, which does not resonate as well as the Sanders message that this is a result of rules being turned to their advantage by privileged groups. A similiar appeal on the right by Cruz says influential lobbies are writing the rules to their advantage, while also appealing to marginalized Americans, and struggles for the soul of the Republican party against the establishment politicians, governors such as Bush, Christie and Kasich, who have done poorly in Iowa.

When asked what projects they wanted to see in Helmand province, ordinary Afghans said they wanted the repair of the main sluice gates that lead to the irrigation canals off the Helmand River. These were built with American aid in the 1950's, and its been 30 years since anyone did any work on that canal. See the link to India and irrigation, only 50% of the land is estimated by experts to be irrigated in India. WIthout irrigation, as the uncertain monsoon rains this year showed, India's agricultural heartland in the Punjab and Haryana would collapse. When other Afghans were asked they mentioned security, they did not want to see the Americans in tents, but in some sort of permanent presence. BUt considering the vast and undeveloped landscape of Afghanistan, one sees several differences from Iraq's insurgent dominated priovince near Baghdad. It has mountainous terrain, with no electricity, no roads, no water, totally desolate in most parts of Helmand and other provinces, and it is a vast country with illiterate people tired of war. Would America's 40,000 troops be enough, or would you need more and more. If McChrystal's strategy shown here is to occupy civilan areas and fight the Taliban, and the Taliban with the help of Pakistan's ISI dissident elements are getting more and more sophisticated with roadside bombs, there will be growing casualties. The Americans could hold their own if there was no outpouring of support because of unpopularity of the Afghan government, but throw that into the equation- something McChrystal has not thought through according to Dexter Filkins of the NYT- and things get muddied. And from his training as a Special Operations commander this is a problem McChrystal is not as well prepared to understand or tackle. Consider the implications if Afghanistan is not Iraq- where Shiites and Aytollah Sistani their spiritual leader formed a core of support that the US always had on its side once it supported a democratically elected government- and no core of support here in Afghanistan except an unpopular government. McChrystal may also not have factored in a key factor of the "allergy" of Afghans to foreign boots on the ground. With a largely illiterate police recruits and army recruits, would the idea of transferring the job become delayed and the American boots end up in an untenable position? See the link to Commander Adams and Khost province, where Adams points out its all about visible evidence of progress. For his 250 paratroopers of the 82nd Airborne this meant delivering on roads built in Khost province, and a spring water system for 12,000 villagers. Here Filkins starts with Afghan villagers asking for the repair of the canal leading to the Helmand river which has not been repaired since the 1950's. McChrystal could only say "it takes time." But the US has been in Afghistan for 8 years and as commader Adams says only fighting "one year wars." The other point Adams says is that an effort in Afghanistan only works by befriending the tribes, because its the tribes who will see that IED's are reported and any insurgents in the area are reported, and only they have the capabilities to do it, which no number of American troops can do. The step by step process Mr. Obama used to arrive at his decision to send 30,000 troops to Afghanistan. The use of charts showing the buildup at one of the last meetings, and how President Obama expressed frustration at the length of time the troops would be there, and then says "I want this curve pushed to the left," pointing to the bell curve showing buildup and withdrawal after some years. This says Baker may be the pivotal moment for the expansion of the war. What he meant was something like a fast buildup and rapid draw down. He asks Petraeus how fast the Iraq buildup for the surge took place, and Petraeus says 6 months. The option being discussed was Option 2A carefully prepared to get a30,000 troop addition approved by Defense Secretary Gates and presented to Mr Obama on November 11, 2009. What Obama said at that point was according to NYT reporter Baker's sources is - "What I'm looking for is a surge, this has to be a surge." Gates was the seasoned person in saying the right things at just the right time and not sooner in these negotiations. The process had seen alot of back and forth swings, leaks including the McChrystal report leak and the Ambassador Eikenberry report leak, and the President preferring to keep his thoughts to himself and using University of Chicago law school style analytical thinking to wade through the swamp of issues in this place called Afghanistan. With that Gates shows how that curve can be moved up and gets the President to allow for conditions at the time to be the factor for withdrawal conditions. In effect the President's analytical thinking an approaches good for a law class in the University of Chicago and potentially very unlikely to allow for agrasp of the muddied details and complexities of social, political and historical type in Afghanistan, were being applied to a crucial mind decision that would have a mind boggling impact. Had Gates served the country well? Had Mr Obama served the country well with these analytics, when a more intuitive decision based on understanding of all the conditions on the ground by talking to different people who had first hand experience in Afghnistan and Pakistan- see the links here to first hand reports- would have accomodated the peculiarities of the Afghan situation better than some charts and numbers? Speaker Pelosi and Congressman Obey had indicated lack of support among Democrats. The Budget Office had provided a cost estimate of 1 trillion dollars for 10 years. None of this appeared to matter in the final decision. NATO would supply the additional troops to get the number closer to 40,000. Gates had been the most seasoned player through years of negotiating with Congress, and he helped formulate Option 2A for 30,000. The President makes one final Professorial comment at the final meeting on November 29, 2009, after announcing his decision to support Option 2A, -"but if you don't agree with me say so now" and repeats saying "tell me now." Gates signals to Vice President Biden who inquires whether this is a Presidential order that it is one. Mullen and Petraeus say "fully support." America had by using charts numbers and law school analytical processes turned the complexities of Afghnistan into something else, but these analytics had still to be played out in the vast mountainous spaces of Afghanistan and in the homes and workplaces of America in 2010 and beyond. It is hard not to sense that something serious was lost that day. ...
