The situation in California on December 12 is dire as its daily cases for coronavirus increase to over 25,000. For Los Angeles county the figure is over 10,000. California coped well with the first wave. As the summer arrived fatigue with lockdown restrictions had increased, social distancing and mask wearing were not followed. When bars and restaurants opened in Los Angeles county huge numbers of people gathered in close proximity. Beaches were crowded.  A further spike in cases is expected from the Thanksgiving period. LA officials are saying one person is dying every 20 minutes. ICU capacity is shrinking. In southern California it has dwindled to less than 10%.  In Santa Clara county in Bay area only 31 ICU beds remain for 2 million residents. San Francisco is expected to run out of ICU beds on December 27, 2020. A patchwork of restrictions varying by county means there is no uniform effort. Fatigue with restrictions means compliance is patchy with social distancing and mask wearing even at the height of this pandemic. Add to this the distractions such as international diplomacy on Ukraine that take the president's time. Yet changes were needed in the international trading system and tough action is sometimes necessary when most countries and groupings, China EU, Canada, Mexico, can game the system their benefit to the detriment of the American people and jobs/communities at home. It points out that China has no first use nuclear doctrine and Russia being dependent on China's support in the Ukraine conflict as a deterrent. It also sees the inner circle of a Russian and American president internally in conflict over nuclear weapons use in any situation.

The occasion of the discussion in the US and Europe on this issue and internally in other countries including China and India this week show the need for a complete rethinking of where we are and how we have come here. Much of the world- billions of people in Asia and Latin America, Africa, North America has little to do with the conflict in one small part of the world- which makes such talk irresponsible and reckless behaviour.

There have been repeated conflicts almost every 7 years since and there are factions within Israel and inside Palestine Arabs who have protracted the dispute, including over holy sites in Jerusalem, without seeking the kind of settlement that won peace for Ireland after hundreds of years of British rule and discrimination. The world with its billions of people in China and India who seek development and billions of people in Africa and Latin America who seek a way out of poverty, has no interest in prolonging small conflicts that distract from the importance of tackling climate change, infrastructure development and education, healthcare, ...

The US Federal Reserve has already raised interest rates in 2021-2022 to 5-5.25%. The Fed under Jerome Powell has taken a pause on interest rate increases this month but expects to make two interest rate increases of quarter percentage point to take interest rates up to 5.6% by the end of 2023. Jerome Powell has shown determination at the US central bank to control inflation that went up quickly in 2021 with supply chain disruptions and oil flow disruptions. This has led to slower US inflation with inflation down to 4% in May 2023, half of what it was at its peak in 2022. The higher interest rates help savers including retired people deprived of interest income over the last decade, and hurt borrowers making higher payments on mortgage and car loans.

Russia's central bank revises the initial figure of $500 million for rescue of Trust Bank to $2 billion, and an additional six year loan of about $550 million to go to an "investor" bank to take control of Trust Bank. State controlled VTB Bank will receive $2 billion and Gazprombank $1.4 billion in government help, according to Mr. Siluanov, Russia's Finance Minister. So far the Russian government has approved $20 billion for rescue in the banking system. Foreign currency reserves have declined by $16 billion to $398.9 billion, according to figures released by the central bank on Dec. 26, 2014. The Russian government plans to use the foreign currency holdings of Rosneft, Gazprom and other large state controlled exporting companies in 2015 to support the ruble. Mr. Siluanov says the government will need to look at its budget again to reduce spending, including military spending. His predecessor Alexei Kudrin called for reducing military spending to ensure stable finances long before this crisis....

Yields on British government bonds jumped beyond that of Greece and Italy, and the British pound fell with large drops in its value falling to 1.03 to the US dollar. Only the intervention by the Bank of England helped recover the pound to $1.11 and yields that went up from 3.6% to over 5% to drop back down to 3.8%. Many other countries face the same high inflation and rising interest rates in the US, so that poorly managed political situations such as the leadership race in the Conservatives party in the UK can have damaging economic consequences. This is a point of caution for other countries economies and governments says the WSJ. Italy's new government coalition has managed to keep expectations of major changes to policy to the Draghi government to the minimum in anticipation of economic problems that could emerge with differences with the European Union, and to avoid poorly managed communications. This is true of all countries in the world and a reminder of the importance of correct messaging in financial markets, and taking a prudent role of funding extra spending programs. This was also done in the $360 billion Inflation Reduction Act and Climate bill of 2022 by the Biden administration. where the dollar spending was adequately accounted for with policies considered prudent to tackle climate change, support badly impacted segments of society, and new infrastructure. Mr Hakim Jeffries faces a difficult debt ceiling vote in the US Congress during his first year as Leader for the Democratic party in the House. All 213 Democrats have signed a special petition that would force a vote in the House if the debt ceiling negotiations fail. This is 5 votes short. The vote would then require 5 moderate House Republican members to support it for it to pass. The idea is that only if push comes to shove and no agreement is reached leading to financially disastrous results for Americans in which they would be blamed by their constituents for not acting, moderates from states like New York might join the Democrats.

This is also true for losses by the Philippines, Indonesia and India from decisions made during wartime by colonial powers and the Imperial Japanese Army. A meeting of Xi and DJT in Beijing from China's point of view may also show China is ready to work with the US in trade and the economy where it has huge interests in a stable transition to where Chinese industry does not overproduce what it cannot sell and seeks a diversified market shifting away from concentration in the US. Both Xi and DJT are playing to a domestic and international audience to show they are wise leaders willing to engage and at the same time protecting their national interests.
