The Kurdish Autonomous region based in Erbil has acted as a mediator between Sunni and Shiite interests and worked within the framework of a federal state in Iraq. Turkey still fears the minority Kurds within its borders and seeks to assimilate them into Turkey. The government of prime minister Erdogan has shifted the political stance with Kurds by seeking Kurdish support in elections. There is the example in Europe and Asia of people in certain regions working within a federal state that tolerates the culture and language of the people within the state- the Catalans and Basque people in Spain are one example. This has come after years of repression of language and culture, and it has only changed as a new spirit of tolerance has prevailed in Europe after the pain of the period between the wars. A range of other communities with distinct language and culture have learned to function and prosper within a federal state- French Quebec within Canada is another example in N. America. In Asia, the best example is India, which is a federal state with many languages and cultures, varied enough to be amazing. A properly functioning democracy and economic system, with educational systems that support tolerant attitudes, provides the framework for this to happen. It is challenging at times but it is a better alternative to generations of conflict....

The new price point is needed to reach over 200 millon students in India who need such a device to escape poverty and poor teaching. The new tablet computer enables them to reach out to knowledge in language, sciences and math, and the humanities in the world outside them. This is an I-Pad like, internet enabled, wirlessly connected tablet. The average Indian family in rural areas saves $2.50 a month, and government support for its educational benefit could subsidize a portion of the cost. The tablet would bring distance learning, teach English, to students and help track commodity prices for farmers. The invented device uses the Android 2.2 operating system, a 7 inch touch screen, 3 hours battery life, and can download YouTube videos, PDFs and educational software. Reilly points out that removing the government and "putting private capital back at the center of a healthier" housing-finance system, as recommended in a policy paper from the Treasury Department, is only possible if the government gives up the idea of a 30 year mortgage. Thirty year loans as currently structured are not attractive to investors without a government guarantee. The revival of securities markets for mortgages not backed by the government is not possible with the 30 year mortgage. There are benefits from the government getting out of the mortgage markets. A significant benefit is that there would be less incentive to invest in housing, so that more capital is available to other productive areas of the economy leading to higher economic growth. In fact the diversion of economic resources from more productive uses to housing was a major problem in the last decade.

These foreign owned factories continue to attract business interest even with a drug war raging in the background. The reason is that Juarez connects straight to American Interstate highways and this makes it possible to deliver goods in 3-4 weeks in some cases from the time of order compared to 10 weeks for China. And wages can run as low as $4.21 an hour. Companies get incentives in the tax treatment and worker training is supported by the local government.

Efforts to secure greater autonomy under a decentralized framework for the central government in Libya. The eastern region which contains most of Libya's oil was left out in the sharing of resources when the Gaddafi regime centralized power in Tripoli. Because of this the sentiment is strong in the area around Benghazi for a decentralized government. Benghazi also led the fight against Gaddafi's forces. Under the Ottoman Empire the country known of Libya today was governed as three provinces. It was only after Italy invaded Libya in 1934 and put the three provinces under its control that Libya wa created. The federal monarcy created in 1951 by the UN also provided for relatively independent provinces under a national government. The transitional leaders in Tripoli are gradually accepting the older framework of decentralized government as the right approach for the future Libyan government.

Kovelis says the harshest austerity measures such as the demand to cut the minimum wage would have to be revoked in a new platform for New Democracy, Pasok Socialist party, and the Democratic Left. Diesel prices are regulated and subsidized by the Indian government, but gasoline prices are deregulated since 2010, resulting in gasoline costing 64% more than diesel in India. As a result buyers are staying away from gasoline cars and shifting to diesel creating distortions in demand. The government is considering a tax on diesel cars and SUV's of between $3000 to $4600 to correct the distortion. Because lower income people woud be hurt by increasing the price of diesel it continues to be subsidized. Because of the uncertainty car manufacturers are shutting down production to reduce growing inventory of gasoline vehicles. High interest rates of 12% on car loans also reduces demand. Suzuki Maruti sales declined 6% in May 2012, Ford and GM showed sales declines of 14% and 20%. The year ending March 2012 shows Indian car sales growing only slightly by 2.2% to 2 million cars. Sales were rising at 29% only about a year ago. Gasoline costs 68 rupees a liter in New Delhi after a 11.5% increase in May 2012, compared to 41 rupees per liter for diesel. The increase in gasoline prices is a result of the government having difficulty paying the rising imports of oil, costing $141 billion for the year ending March 31, 2012.
