Efforts by French president Macron to end the alienation of Russia from the Western Alliance by bringing together Ukraine's Zelensky and president Putin of Russia for talks in Paris. The effort is for the negotiations to take place in a new environment that accepts the need to recognize Russian concerns for NATO too close to its borders. President Macron has stated that Russia is not the threat for NATO to focus on as the world has changed with the emergence of China, the changes with the Trump administration policy. By ending the Ukraine conflict and Russian perception of a threat on its borders, Macron is making a constructive effort to bring Europe together and put the Ukraine conflict behind it. His comments about NATO being brain dead have received too much media attention, less attention to the effort to mediate and solve conflicts based on perceived threats Russia thinks it faces.

A campaign on GitHub a code sharing platform is called 996/ICU speaks of such gruelling hours as the way to end up in the ICU. It got 250,000 positive user comments.

This type of work at tech companies is leading to fatigue, chronic illness, stress and lack of any free time to think or even exercize, leading to health problems. Yet some company CEO's push 996 against the mounting evidence that this is not the best for employees and can lead to por producivity. Recent studies about the cities such as Mumbai, India, or Tokyo, Japan, show productivity is a fraction of the productivity in many European countries working normal hours. Mumbai vs. Dublin for example. Dublin has a lot higher productivity.

NYT Shanghai bureau chief Alexandra Stevenson sends this report on the magnitude of the problems facing Country Garden, China's largest housing developer, Country Garden has $200 billion in unpaid bills, has missed interest payments on debt. It lost $7.6 billion in the last 6 months. A million apartments remain unfinished. The government's first concern is that buyers are made whole, it is less committed to housing as a driver of economic growth. And the numbers are just way too large for the government to tackle. By one estimate the unpaid bills goes as high as $370 billion in unpaid bills. What happens to all those construction workers, carpenters and other workers who remain unpaid. Country Garden follows failure of Evergrande another huge Chinese real estate developer in 2021. Experts say even if people buy Country Garden's apartments the losses are too large to make up.

China plans to merge te Baosteel Group Corp. with Wuhan Iron and Steel Group Co. or Wisco. The new company will be close to the size of ArcelorMittal SA. The head of Wisco, Ma Guoqiang, says megamergers are not the best way to achieve true restructuring. He says cutting capacity is needed. In the past this was planned but not implemented as steel prices rose. New plans call for cutting capacity by 45 million metric tons in 2016 and 150 million metric tons in next 5 years. Problems are that U.S., Japan and South Korea's steel mills are increasing return on assets and productivity. Nucor in the U.S. for instance has 4.7% return on assets, by comparison at a Wisco subsidiary this was -3.5% in 2015. One of the problems is that local governments continue to keep even highly polluting steel mills in operation to preserve jobs after shutting them down for a while.

Mr. Trump has a firm resolve not to get the U.S. involved in wars in distant places so that he can focus on important economic and other issues including the current confrontation with China on trade. He has relied on advice from General Keane as he forged American policy on Iran and other foreign policy issues. Mr. Bolton the National Security Adviser holds strong opinions on Iran and this is seen as a problem that could accidentally create more tensions or war with Iran. He was passed over with the job going to General McMaster in the earlier part of the Trump administration.The use of an aircraft carrier moving to the Persian Gulf region was merely a precautionary measure says the Trump administration, and the U.S. continues to look for ways to work out its differences with Iran even as it imposed sanctions on Iran. China is gradually getting back to normal. With few new infections from coronavirus, factories are starting production again, and stores are reopening, people gradually coming outdoors.

For factories there is one problem- as Europe and the U.S. battle the coronavirus and impose their own lockdowns demand has evaporated. Factories are seeing canceled orders and having to operate with smaller number of workers.

All the graphs shown in this report for Beijing traffic congestion, Guangzhou subway rides and property transactions show the curves for 2020 way, way below the curves for 2019.

This also gives some idea of what the road ahead will look like in the U.S. and Europe. That the recovery will take time and patience after a difficult period ahead tackling the coronavirus state by state. Lost jobs, diminished confidence and fallen income will take time to recover.

Lee Jae-myung of the Democratic Party wins election for president in South Korea 2025- 49% to 41% for Kim Moon-soo for the conservative candidate. South Korea's election was the result of the ouster of conservative president Yoon, who was a former prosecutor who split South Korean politics with a hardline stance and was ousted recently. Lee is a factory woker who seeks to keep South Korea firmly with the US in Asia, yet also seeks to balance this with good realtions with key trading partner China.

Biden invited Yoon to the White House as he sought to bring South Korea and Japan as firm partners in the Asia Pacific only to see Yoon ousted over losing support within his own conservative party for conspiracy theories and declaring martial law, lack of flexibility. The election of Lee offers an opportunity to bring South Korea back to moderation and unity in its internal affairs.

Trump was exuberant about the advantages secured by U.S. tech companies in global business, saying- "there's nobody like you in the world. GM' second largest market is China where it sold more than a million cars in 2007 and sales growth was 21%. Brazil is the third largest market. Russia is the fastest growing market with sales growing 75%, and it has a favorable pricing environment in Russia with growing class of more affluent buyers as Russian economy grows quickly. And India is a market that GM is trying to buildup sales with the introduction of GM's Spark car. Overall this should enable GM to maintain momentum even as sales in N. America declined 6%. Toyota's N. American sales declined 4% so it is seeing a slowdown there also. But compared to GM which has 65% of revenues from N. America, Toyota has 40% of revenues from N. America and 30% of global profit.

Drier weather is affecting wheat production in Europe, India, Brazil and other countries. This is happening as the war in Ukraine and blockade of Black sea ports such as Odessa is affecting supplies from Ukraine. A more than 5% fall in French wheat production is expected. France is the fifth largest producer of wheat after China, India, Russia, and the US. It is the 4th biggest wheat exporter. EU forecasts for wheat are for about 279 million metric tons in 2022-2023 growing season, down 4% because of dry weather. The UN Food and Agriculture Organization FAO says in its twice a year Global Food Report that global grain production including corn, wheat and other grains is expected at 2.78 billion metric tons in 2022 down almost 16 million metric tons from 2021. It is the first decline in 4 years and much of this is from the problems in Ukraine. India has banned wheat exports for food security reasons after the drier weather.  And Russian production of grains faces problems because paying for Russian grains is more complicated. ...

Two senior American military officers will now lead operations in Europe. Army Gen. Christopher Cavoli takes over US European Command, and becomes the Head of all Allied Forces in Europe as Supreme Commander Europe, including NATO Command. Lt. Gen. Bryan Fenton will lead the Special Forces Command. Cavoli speaks 3 languages Russian, Italian and French, and has served as a foreign area officer. He also served as Director of Russia in the Joint Staff, and has a masters degree in Russian and Eastern European Studies from Yale University. General Eishenhower had this kind of broad experience in the years after World War I that helped him hold the position of Supreme Allied Commander Europe during the war with Nazi Germany. Lt. Gen Byran Fenton is from Seymour, Tennessee. He is currently based at Fort Bragg as head of Joint Operations Command. Both officers will have to be confirmed by Congress and will operate in a new situation with the insurgencies in Afghanistan and Iraq now being replaced by conventional war in Europe and threats to Taiwan, the Indian border with China, and at the Korean peninsula. ...

Paul Krugman says in this column in the NYT that Biden's policies for trade reflect a stronger conviction for protecting American technologies and building its manufacturing base than previous administrations including the Trump administration. With less rhetoric and with quiet determination Biden has placed American domestic manufacturing as a requirement for renewable subsidies for new electric vehicles manufacturing and sale in the Inflation Reduction Act. In the Chips and Science Act Biden has placed US semiconductor technology promotion and manufacturing at the core of the Act. Krugman says this was the right thing for Biden to do. The renewable subsidy comes from ordinary Americans paying taxes who would benefit most from new jobs created in the electric vehicle industry. China has gained such a big lead in semiconductor chips manufacturing and materials by supporting its industry, that it is the right thing to do to give American manufacturers the same kind of support. Daniel Yergin, expert on international oil markets, says the oil price cap set by the US and EU at $60 and the European prohibition on Russian oil imports after Dec. 5, means the end of the global oil market. That global oil market came into place with the collapse of the Soviet Union and the industrialization of China. In its place comes a partitioned oil market shaped by not only economics and logistics but also by geopolitical strategy, says Yergin. This means Russia no longer sends 4 million barrels a day to Europe. The price cap is a US strategy to prevent a price surge with Russia cutting production to raise prices. It is working. with a slowing world economy, and shipping companies reluctant to take on unknown liabilities from government penalties, the price of Russian oil is now at mid $40's, about 45% below the benchmark price and 33% below the $70 price of oil on which the Russian budget is based, says this report. She is the second woman and the first person from a tribal community to be elected president. She worked as a school teacher and was elected to the state assembly in Odisha (Orissa) in eastern India twice. She served as the governor of Jharkhand a state with a large tribal community in eastern India from 2015. About 27% of Jharkhand population is tribal and much higher in rural areas because over 90% of tribal people live in the rural villages. Murmu is from the Santhal tribe that is spread over several northeastern states. Most of the tribal population of 106 million people in India is in the northeast, east, some in the west, in border states with China and Pakistan, and in these parts of India it makes up as much as a quarter of the population or higher. It brings a sort of self-discipline at a crucial time for the Adani enterprises in coal, renewable energy, ports and logistics. By taking note of the criticisms where Adani enterprises can benefit from scaling down the level of debt it puts the company in a better situation for the future. After two decades of breakneck expansion it provides the kind of pause needed to rationalize the entire business operation and put it on a stronger basis. As Iyer points out the Adani and Ambani story in ports logistics and telecom show a delivery of results that few other companies were willing to do. It is this kind of endeavor that made it possible for China to build a large economy over two decades. NYT columnist David Brooks says Biden will be judged in the long run by what he has done to bring the two parts of America together that have drifted apart -one educated, affluent, city based and the other less educated, poorer, living in smaller towns and rural areas. One from the professional classes, and college educated that benefited from the tech boom, the other from working classes that felt the brunt of the shift of jobs to China. Biden is old enough to remember his emotional mentor Franklin Delano Roosevelt who faced a similar split America with farmers in small towns and workers who lost jobs in the Depression on one side and the smaller affluent classes of professional workers, small business owners in the earlier tech boom of the 1920's. Biden's father experienced unemployment and had experiences as a blue collar worker in Pennsylvania after business failures. Vietnam has an excellent record in the coronavirus epidemic with zero deaths and 324 cases. No locally originated cases are seen. The country has an astounding 792 tests per confirmed case compared to 144 for Taiwan and 57 for South Korea. Vietnam acted quickly to close its borders, quarantine foreign travelers in camps, close schools, and imposed an early lockdown.  This gives Vietnam an opportunity to restart its economy and maintain its growth. With the reallocation of supply chains away from China underway, Vietnam sets an ambitious growth rate of 5% for 2020, down only slightly from 7% for 2019.  The coronavirus also had some positive effects including the digital transformation that is taking place-  the rate of online transactions in public services increased from 12% to 24% during the 2 month lockdown. The discipline showed in Vietnam for tackling the crisis contrasts with other countries in Europe and America. This report says some small businesses and export industries in clothing and shoes are affected, yet even a 3% growth rate in 2020 makes Vietnam a winner, as the future in 2021 looks good. ...
