Munnell says the Domenici-Rivlin deficit reduction proposals should serve as the basis for putting Social Security on a sound financial basis. Tackling the budget deficit should not be focussed simply on the 12% of the budget that makes up nondefense discretionary spending in his view. Tackling Social Security would build confidence and reduce the long term deficit. The Domenici-Rivlin plan has the following proposals for Social Security- indexing the full retirement age after it reaches 67 to improvements in life span, a smaller cost of living adjustment, increasing the earnings subject to the payroll tax to about 180,000 from 106,800 in a gradual way, and gradually taxing employer and employee premiums for health insurance.
