It is not about passing a law or fixing prices. This has been done in Texas and in Kentucky, other states. Restrict rent to 5% increases and increase the supply of new houses by building 3 million new homes, $100 billion to be allocated for fixing housing supply shortages.   ...

Things are tight in Congress, in the House very tight with 217-215 and in Senate 53-47. Cottbus is 12 kilometres away and the nearest town to a small rural community Neuhausen in Brandenburg state, Germany. Many older people rely on public transport and there are no stores in the small rural areas. Hildegard Blaske in her 90, still goes cycling, and remembers the time before unification in 1990 when older people still counted in a different way and quaint little stores provided their needs in the area.  

Former Day center employees Ulrich and Cindy use a retrofitted Peugeot Boxer vehicle to take groceries to older people where they live. Older people hesitate to go to stores during the pandemic. And they offer a chat and local news. This kind of effort is also a part of life in France today.

And that she was always taught that you just get back on and try again.

Republicans and Democrats decided to tackle the U.S. fiscal cliff in several steps. The first step for the Bush tax cuts to be extended to single earners with income under $400,000, and couples earning under $450,000 was part of the agreement reached Jan. 1, 2013. Republicans see this as protecting small business owners who generate jobs in the U.S. economy. Democrats see this as progress in taxing the wealthy to reduce spending cuts in other programs. As expected the deal was reached between Senate colleagues Republican Mitch McConnell and former Democratic senator and Vice President Joe Biden, as rapport is missing in the relationship between Speaker Boehner and president Obama. The $110 fiscal cliff spending cuts on entitlements and defence will be postponed for 2 months till early March under the deal. Debt ceiling will not be raised and negotiations will be needed again by the end of Feb. 2013 to raise the debt ceiling. By March 27, 2013 short term funding measures lapse. Republicans see accepting tax cuts on the wealthy as a way to remove this issue in future negotiations to focus on spending cuts needed to improve U.S. finances. ...

Details of the $825 billion stimulus plan. Renewable energy does well under the plan including production tax credit for renewables, with $32 billion for a "smart" electrical grid for which GE makes components and lobbied for. Renewable energy producers win an extension of production tax credits now convertible into cash for companies whose losses leave them unable to use the credits. Transportation infrastructure green projects did not do so well, with $32 billion for transportation projects and only $10 billion for mass transit projects.The Natural Resources Defense Council had compiled a list of more than 80 environmentally friendly infrastructure and transportation projects worth about $405 billion. Only a small number of these projects made it. What is in the stimulus to create jobs and stimulate capital investment? Businesses get bonus depreciation, which speeds up depreciation deductions for companies that invest in plant and equipment. The stimulus doubles the amount small businesses can immediately write off for capital investments and purchasing new eqipment, and gives incentives for businesses to invest in renewable energy. States get help with $90 billion going to increase the federal share of Medicaid payments, and an additional $79 billion to help states avoid cutbacks in education and other services. And there is a "Make Work Pay" tax credit for $500 per worer and $1000 per couple. Experts say the effects of the stimulus will be felt in the latter part of 2009 and into 2010. Which is one reason the view of economists that there would be a second half recovery does not reflect conditions on the ground. Goldman has revised its view to 2010 and even that may be optimistic. One example of what has happened in the stimulus in this respect is that the earlier optimistic view of largeinvestments in science and technology, broadband networks, and transportation projects for fast rail and transit have all been trimmed down. Part of the reason may be that the bill for the nation's banking system revival may be larger than realized as an additional amount of $15-20 billion is being negotiated for Bank of America and more money will go to Citigroup. $6 billion is shown for highspeed internet access for rural and underserved areas. Science facilities get $10 billion. Repair of public infrastructure (read roads and bridges) gets $31 billion. School modernization gets $21 billion. And modernization of health information technology systems gets $20 billion which its hoped will provide equivalent or higher returns to pay for some of the universal health care costs, and preventative care gets $4 billion. There is a tax credit for R&D work on energy innovations and renewable energy production of $20 billion, and $32 billion for a "smart electricity grid." These are the proactive parts of the stimulus that create something new and make improvements. They add up to $144 billion. So much money goes to shore up the existing services and supplement incomes, and to relieve stresses on the banking system, and other ways to shore up the system, that the proactive expenditures are only a small fraction or 17% of the $825 billion stimulus. And all the time the federal deficit and debt increases with these huge outlays just to shore up the system. The Heritage Foundation Data Analysis Director Mr. Beach told Congressmen at a discussion chaired by Congressman Cantor (R), on January 16, 2009, that the federal debt would reach 92% of the nation's GDP in 2009 from 58 billion or 70% in 2008, with the $825 billion for stimulus. Eliud Kipchoge is one of the rare runners from Africa for his outlook on life. He is from Kenya, and holds the world record for running the Marathon. At the Berlin Marathon he set a record of just over 2 hours, with an improvement of 78 minutes the biggest in 50 years.  How does he do it? He wears a wrist band that says "No human is limited." He believes it is in the power of the mid to do what it sets out to do and what it believes. As he trains in the Kenyan highlands his idea of life is living simply which "sets you free." There at training camp he shares in the chores, including cleaning toilets, and always maintains the discipline that is part of his daily routine. Being disciplined is about not just the two hours running but the other 22 hours as well. A simple life means no distracted mind. Says Kipchoge: "My mind is always free. My mind is flexible. The mind is what drives a human being. If you have belief-pure belief in your heart- that you want to be successful you can talk to your mind and your mind will control you to be successful." This 34 year old Kenyan runner won the 5000 metres at the World Championships in Paris in 2003, won silver in Osaka in 2007, but failed to make the 2012 Kenyan Olympics team. He then switched to marathon running and won ten marathons, three in London. As part of the NikeBreaking2 project Eliud is taking on the challenge of running a marathon under 2 hours, 63 years after Roger Bannister set the 4 minute mile record. ELiud believes there are still beautiful things in store, some cool things to do. And his dream is to build a running world that brings joy and peace - "There is freedom in running. Go and run and your your mind will be free."    ...

What is less known is the story about the sudden reversal in his health and finances after he left office, his effort to finish his memoirs in the last year of his life stricken with cancer. Noonan has left it to readers to draw meaning, wisdom and virtue, from Grant's experience. Grant, who led the Union forces in the last years of the American Civil War in the 1860's was next only to Lincoln in the country's estimation as the war ended. Humility is the main part of virtue and Grant was all the better for having it. This applies to all past and future presidents. Milkha Singh came through a period of life growing up in a poor part of the Punjab, then partition, and finding a place in post independence India on track and field. He joined the army on his third attempt. Finished fourth in the Rome Olympics, just 0.1 seconds behind Pence and with it missing a Bronze medal.

He said after this - that he was taken for an interview, and he could only say in whatever English he knew, "your son has fulfilled his duty, and I demand this from every youngster in the country." This could be the message to all the youngsters in the country that are volunteering for the PM's effort for 100,000 trained healthcare youngsters to help with Covid work in villages and towns throughout India.

The U.S. under president Trump ends the 18 year long war with an agreement signed in Qatar between the U.S. and the Taliban. The Taliban are required to fight all forms of terrorism in Afghanistan as part of the agreement. In the first phase of the withdrawal of American troops, a third of the 12,000 American troops will be withdrawn with a similar reduction of NATO forces. This ends a costly war that cost about 1 trillion dollars and acted as a distraction from major problems in America such as aging infrastructure, and problems related to health, education and other services. President Trump was clear about his perception of America's role during a New Delhi news conference. America could not act in a police role for other states and regions, he said.

President Trump has secured support of Pakistan, Saudi Arabia, and India for the agreement to bring peace to the region.

Southwest pioneered lower cost domestic travel under founder CEO Kelleher. It did not charge fees for checking in bags and seats were not assigned. This model is now being questioned as baggage fees are generating $1.3 billion at American, $1.2 billion at United and $1 billion at Delta Airlines. Even a smaller airline like Spirit generates $1 billion from baggage fees. Additional sources of income are passengers charged for seat selection. Southwest generates about $70 million from baggage fees and does not charge for seat selection. Southwest sees not charging for baggage as part of its culture and current management is not changing the status quo.

Other problems are that Boeing can deliver only a fourth of the plane Southwest ordered. As a result the airline is facing a crisis and Eliott Investment Management now owning 11% of the company is pushing for change including ouster of the CEO and the Board.

The US Federal's half percentage point interest rate cut bodes well for stocks and bonds in the US, says this report in WSJ, as it reduces the burden of interest rates on small business that has a part of its debt in floating rates. The default risk component of rates also shrinks for large and small companies. A lot depends on how much the US is investing in manufacturing, in chips and science, in education, in infrastructure that reduces the costs to business and in its industries, which is the ultimate driver of growth. In this sense the Biden administration and Jerome Powell's Fed have accomplished a remarkable deal in the difficult period of the pandemic's four years 2020-2024. Much remains to be done yet this is a big deal, and the next president can leverage these strengths to set the US on the right path, the Way Forward for America.

The U.S. Federal Reserve, America's central bank, is staying away from riskier investments, junk bonds, leveraged loans, non government backed mortgage bonds, as it intervenes to support U.S. capital markets. On March 23 the Fed said it would launch facilities to buy not just Treasurys but also corporate bonds carrying investment grade ratings. Companies from Nike to Pfizer were able to issue $177 billion of invesrment grade bonds, according to Dealogic. As a result the corporate bond market is stabilizing. The Fed is not supposed to take credit risk, and just as the government intervention with aid to business has focused on keeping down unemployment, the Fed focus is on helping the parts of the market that are not leveraged, to help companies that were doing fine before the pandemic hit. As the president says repeatedly this pandemic was not their fault.

This article in The Economist magazine looks at the internal debate in Germany after the July crisis in Greece following a "no" referendum and the position taken by Germany on turning down any ideas on debt renegotiation to reduce the debt burden. Centre right parties say this is simply enforcing the rules. The left parties say this is moving Germany to post post-nationalist. German chancellor Kohl and post war Germany took the position that Germany was a "post-national society." Thomas Mann, a well known German writer, said Germany needed to come out " not for a German Europe, but for a European Germany." And Hans Dietrich Genscher, a foreign minister stated that Germany's only interest was that of the EU. This was a recognition of the situation of the idea presented since reunification in 1871 that the new country was too large for a balance of power in Europe, yet too small to impose its will on Europe. This was shown in the July negotiations when chancellor Merkel accepted the position put forward by Valls and Hollande of France that a Greek exit from the eurozone was not an option. Germany did not seek to impose its will, say centre right parties. In fact chancellor Merkel sees Britain as a serious partner and cannot understand why some in her party can see no problem with a British exit from the EU. In fact many people in Germany will be relieved when this phase of the crisis is over, when the diminishing of moral hazard makes it possible to consider debt reduction for Greece and the austerity programs have introduced discipline to national budgets, so that the next phase of tighter and closer union for the European Union can take place- restoring Germany's aspirations for a "post-nationalist society." ...

Juncker gave his views on the Trump rejection of the Paris climate change agreement, and Brexit following the losses for the Conservative party in the British parliamentary elections. On the elections in Netherlands and France, Juncker says the populists have still won millions of votes. Juncker says many politicians in traditional parties have parroted the talk of the populists, and in this way becoming populists rather than taking on the populists in the way Emmanuel Macron has done on the issues. Juncker is pushed to answer questions about the difficult relations before Brexit talks after his meetings with the British. Der Spiegel presents the idea of a confrontation and collapse in talks because the EU wants to talk about its citizens and billions of dollars owed and the British about future relations. With the uncertainty following elections in Britain a cloud hangs over Brexit talks. Juncker says when asked about Plan B, that it is upto the British now because the EU is ready to talk, even early the next day. ...

Women make up 41% of management positions at the Government Accountability Office, a federal agency that has women friendly policies including family friendy culture, daycare site at the Washington headquarters, flexible relocation policy, telework policies, and advancing women to positions even as they balance their professional and personal lives such as needs of children. It is not necessary to work 70-80 hours a week to advance to senior positions as in law firms. Susan Poling is a senior executive supervising 156 lawyers, and says in the beginning she was able to work part time to spend more time with her son and still have great things to do and be given higher responsibilities.

More flexible attitudes about how lives can be lived and independent attitudes are leading to more people in Japan doing things alone on their own. For people to travel, go to concerts or events alone, and take part in other activities alone, is becoming more acceptable in Japan, a country where doing things together was once the only way. About 50% of people in Japan now do things independently, as society changes and demographics adds another factor of single people in retirement. The term used for this is ohitorisama in Japan. There is even karaoke for one person on his own, and eating by oneself at a restaurant or at work is now ok, quite acceptable.

Leaders who he has met recently are the prime ministers of Spain Pedro Sanchez and Portugal Antonio Costa. He was seen embracing Antonio Costa. Mr. Macron was part of the tough negotiations for the European trillion dollar stimulus, for a recent all night EU negotiation, and involved in Brexit talks. He met with Charles Michel of the European Council and Ursula Leyen, head of the European Union. All or most of these leaders will now have to self isolate. Mr. Macron wore a mask during the entire period and was careful not to shake hands.

The Egyptian military announced the names of a eight member Constitutional Committee. The committee will be given the task of rewriting six articles of the constitution. These articles relate to presidential term limits, judicial oversight of elections, and parts related to curbing the president's powers to amend the constitution and restrict civil liberties, including sending civilians to military tribunals. The committee is asked to come up with recommended rewriting of these articles in 10 days. Reports say the constitutional changes will then be put to a popular referendum. The committee will be led by Tareq al-Bishry, who is a retired judge and a prominent historian. Mr Bishry and a Cairo University law professor, Atef al-Bana, are thought to be followers of a modern Islamic school of thought. Other members are Sobhi Saleh, a popular member of the Muslim Brotherhood who represented Alexandria in parliament from 2005 to 2010. About the selection of the committee, Abdel Yousef, a senior official of ElBaradei's National Association for Change, says the names are a good sign from the military. Chinese doctors study in 2017 shows that oral cancer patients related to use of the betel nut for chewing in recreational use could reach 1 million b y 2030. Betel nut is being banned in some cities. Advertising of betel nut online or on television is now banned. Over $10 billion is made by the betel nut producers and it has become a part of the local economy in the province of Hunan says this report. This shows the problems of public health that remain to be tackled in China, as well as India, after achievements in sanitation tackled the basic problems of disease. Tobacco use is a major problem in both countries, and a major danger to public health, with awareness happening only now.

Are there constituent "nations" or "nationalities and regions" in Spain? Seven people drafted the Spanish Constitution that was signed by King Juan Carlos I of Spain in 1978. Two from Catalan region wanted the word "nations" instead of "nationalities and regions" instead the pro-Spain supporters including aformer minister in the Franco government wanted to keep the words "nationalities" to limit the interpretation of self-government to one that would be within Spain. Today a far right party wants to se the clauses that give self government to regions and nationalities removed from the Constitution. Catalan independence supporters say the Constitution allows the right to call a referendum. Left parties see the promises for housing, healthcare and pensions as too vague in the Constitution. What was seen as a huge advance in the early years of democracy in Spain are now seen as creating room for dissension and strife in Spain, with a fragmentation in the political parties and loss of confidence in the two main parties.   ...
