Mr. Ford says many of the 1.5 million buyers who own Ford's flexible-fuel vehicles either do not know they are able to run on both fuels, or are unable to find ethanol-based fuel at gas stations. He says the U.S. has only 600 gas stations with ethanol.

Mario Monti takes office as prime minister of Italy as Italian bond yields reach 7.4%. Italy faces the task of refinancing 200 billion euros of maturing bonds by April 2012. Bond yields exceeding 7% make the task of refinancing Italian debt even more difficult. The profits that HP makes on the ink make up for the cost. HP prices its ink at $7500 a gallon according to numbers worked out by Gartner Research. Microsoft will make a $300 million investment in Barnes & Noble's Nook digital book and college text unit. Microsoft will get a 17.6% stake in a new subsidiary for thsi business that values it at $1.7 billion. A Nook app will be included for Windows 8. The investment is useful for Barnes & Noble as it had to invest aggressively in its digital book business, leading to a loss before interest, taxes and depreciation of $94 million for fiscal third quarter.

World Bank estimates are for the damage from Japan's earthquake and tsunami to cost $122 billion to $235 billion, or between 2.5% and 4% of Japan's GDP. By comparison the Kobe earthquake in 1995 cost $100 billion in damages. Growth will slow in the first half of 2011 by 0.5 percentage points, but it will accelerate in the second half of 2011. Growth will also slow in countries such as Thailand, Indonesia and Philippines which export to Japan.

Etihad Airways is in talks to take a 49% stake in Alitalia. Air France-KLM SA did not pursue a 300 million euro fundraising rights issue and as a result its stake dropped from 25% to 7.1%. Etihad gets a presence in Europe with the stake and it is part of a strategy to take minority stakes in other airlines to feed passengers to the airline. Stakes in other airlines include Aer Lingus, Air Berlin, and Darwin Airline.

Feldstein emphasizes the need to help homeowners with a plan he suggested back in June.. And suggests spending by the government to build infrastructure, other spending initiatives to stimulate demand, and rebuilding military capacity. Philipp Rosler, head of the FDP party and Germany's Economy minister, says he opposes further involvement by German taxpayers or the ECB in the debt restructuring for Greece. He pointed out that the current negotiations between Greece and the bondholders (mostly French and German banks) were about private sector involvement. Tax payers of Germany and other European countries are already making a contribution he said. The IMF is pushing for the ECB to take a haircut or writedown on the $40 billion of Greek bonds it holds to supplement the haircut taken by bondholders of over 50%. Rosler said in an interview with the Journal that Athens should keep its side of the bargain by implementing reforms and not letting them just be on paper. On Germany or the EU directly taking responsibility over the Greek budget, Rosler said this should be the responsibility of the Greek parliament. At the same time he pointed out that its important to have a specific and rigorous montiroing process just to be fair to taxpayers in the EU....

Europe's second wave affected mostly younger people with mild or fewer symptoms. Latest data show that this is changing so that infections from young people are spreading to older members of the same family. In Italy the median age of newly affected is rising with more than one third from people over the age of 50 years. In Britain the number of hospitalizations have doubled in September to more than 2000, and in Spain deaths are rising sharply to 547 in the first week of October. With multigenerational families and older people offering care of grandchildren it is particularly difficult to isolate completely in Italy and Spain.

Keven resigned yesterday after his 15 billion pound plan for students getting extra time at school was rejected by Boris Johnson, the British prime minister. Argentina imposes currency controls as the economic crisis worsens. The peso has lost 25% of its value and inflation is at 50%. A $57 billion IMF loan has failed to restore confidence. President Macri came into office abolishing currency controls, now he is compelled to reverse his policy. Macri also said the government will delay $7 billion in debt repayments. Argentina is back to the frequent economic crises it has faced since 1945. Macri's loss in primary elections to Mr. Fernandez of the Peronist Party has changed the situation in Argentina ending the Macri administration's period in office by December.

Tontine pension products are popular in Japan where longevity has risen to the point where many women are live much longer. To make their pensions last longer for older participants the women pool their investment assets so that the oldest participants do not outlive their savings. As participants die the remainder of the asset pool is divided among the remaining women so that older participants can continue to receive periodic payouts for longer. Annuity products of this type are offered by Japanese insurance companies where contributions are made by Japanese people in their 50's for pension payouts later in life.

By contrast Asian countries such as Singapore, Taiwan, and South Korea with more experience and capabilities because of past epidemics have acted proactively. The approach in Europe has been gradual. Because social distancing played a key role in countries in Asia, along with the better capabilities for tracing and isolating patients through early testing, much depends on how this is implemented.

Alexei Kudrin, former finance minister and the architect of Russia's improved finances during Putin's previous terms in office, told a news conference that Russia now faces a full fledged economic crisis that will be painful in 2015. He expects a drop of 40% in imports, inflation at 12 to 15%, and decline in living standards. He also said Russia's credit rating could fall to junk status making it difficult to obtain financing. Kudrin was critical of the way the Russian government handled the crisis, saying action was slow and the government did not act as one team. He called for improved relations with western partners- "For a way out of the crisis, it is of high importance to regulate relations with our foreign partners- first of all with Europe, the U.S. and other partners."...

Peter Morici is interviewed by Maria Bartiromo. He says the dollar should be devalued against the yuan by 40-50%. China by keeping the yuan undervalued has provided its exports with the equivalent of an export subsidy. China will only allow imports of solar panels with 75% domestic content, the US does not. The other problem is the banks and compensation. Morici says banks compensation should be like that of a regulated public utility. Can one imagine the head of Con Ed making the kind of compensation at the banks?
