Samuelson points to the risks to the American economic growth from excessive health care costs. This is hurting take home pay and shows up in consumer spending. It is hurting government spending in other areas such as needed infrastructure spending and efforts to reduce the deficit. This hurts private capital investment to create jobs because of lower demand from constricted consumer spending. The U.S. budget has as its largest single expense 27% on health care compared to 20% on defense the next largest expense, with growth in health care spending taking this to one third of the budget in coming years. According to a new study from the Organization for Economic Cooperation and Development (OECD), U.S. healthcare spending per person is $7,960 per person in 2009. This compares with Norway $5,352, Britain $3,487, France $3, 978, an OECD average of $3,233. Life expectancy in the U.S. is 78.2 years, compared to Japan 83 years, OECD average of 79.5 years. Chile and the Czech Republic have life expectancy equal to the U.S. Except for cancer care where the five year survival rate is 89.3% in the U.S. and the OECD average is 83.5%, the U.S. lags far behind in much needed critical areas such as diabetes and asthma. Rates of emergency hospitalization for asthma are 3 times that in France and 6 times that in Germany and Italy. The U.S. has fewer doctors per thousand population and higher cost per medical procedure- with more frequent use of the costliest procedures- creating a supply shortage that induces higher prices, and less preventive and early action care through physician visits. The number of practicing U.S. doctors is 2.4 per thousand population in the U.S. compared to 3.1 per thousand for the OECD average; and number of annual doctor consultations 3.9 per capita in the U.S. versus 6.5 for the OECD average. Appendectomy cost $7,962 in the U.S., $5,004 in Canada and $2,943 in Germany. Coronary angioplasty cost $14,378 in the U.S., compared to $9,296 in Sweden, and $7,027 in France. Knee replacement cost $14,946 in the U.S., $12,424 in France, and $9,910 in Canada. Knee replacements, angioplasties and MRI exams are twice as common in the U.S. compared to the OECD countries. ...

A dwindling supply of basic smaller models and higher new car prices that peaked with shortages in the supply chain in 2022 are still problems in 2023, says this report in WSJ. Car manufacturers and dealers have not increased the supply of new cars. Higher interest rates and higher prices have led to a situation where car leases can run on an average car to $736 compared to $585 2 years before. This report also says new cars will run you an average of $51,000 up 30% over 2 years. The situation is really bad for buyers compared to the situation before the pandemic, after problems in the supply chain and profit seeking by car dealers. One lower income buyer cited here during the pandemic ended up with a lease of a basic Toyota Corolla for $500 with $236 in insurance payments costing $736 a month that was almost as much as her payment on rent, leaving little in savings or for other expenses. A significant part of inflation today can be attributed to the higher price of cars that constitute basic transportation for the large majority of buyers. Profit seeking behavior of carmakers and car dealers makes the situation that much worse as dealers seek to preserve the high profit margins of the last 2 years, that were the highest in a long time. ...

Liz Truss's 45 days in office as British prime minister is the shortest of any leader in British history. William Henry Harrison in 1847 was US president for 32 days, before he died of pneumonia. George Canning was  prime minister for 119 days before dying of tuberculosis. Alec Douglas-Home for 363 days more recently when he was replaced by Labour's Harold Wilson.  Douglas-Home in 1964 was seen as out of touch with Britain as an aristocrat in the House of Lords. Harold Wilson of Labour asked at the time how he could lead Britain for the technological revolution needed when he was "a scion (descendent)  of an effete (overrefined and ineffectual) establishment." Truss was seen as out of touch with post covid  Britain with one of seven people missing a meal in Britain and a cost of living crisis for most Britons when she announced a mini budget that did not provide assistance to struggling working families, as other Euroepan leaders were doing and instead cut taxes for higher income people. Douglas-Home abolished resale price maintenance program that prevented sharp price increases by food producers. He lost the 1964 election to Labour's Harold Wilson. Labour under Keir Starmer is in the same position today as it was in 1964 under Harold Wilson as it looks at the decline of the Conservatives. ...

The Republican tax bill that passed the House and Senate in Dec. 2017 is likely to increase the deficit in the range of about $516 billion according to Tax Foundation or $ 1trillion according to the Congressional Joint Committee on Taxation, after boost to growth is included. This time in an effort to get a win Republicans cast aside doubts about the effects on the deficit to get it passed. During the Obama years tax legislation failed to get Republican support because of impact on deficits. The reluctance of president Obama to touch the deductions as proposed by the Simpson-Bowles Commission showed the politically cautious approach taken by Obama.  The new bill was examined by the NYT for its impact on various income groups. For people making over $50,000 over 80% get a cut in taxes, about 10% see no difference and the rest see increase in taxes. This goes up by a few percentage points to 84-85% in cuts for people making over 200,000 to $ 1 million, and drops to 80% for over $1 million incomes. About 20% see an increase in taxes for incomes over $1 million.  As evidence of how the tax bill impacts in greater detail this is not provided by the NYT, and shows that the impact of the bill is still not fully understood.     ...

The youth wing of the Social Democratic Party of Switzerland, the Young Socialists, have collected 100,000 signatures for getting a referendum to limit executive salaries to 12 times the pay of the lowest paid company employee. The initiative is based on the idea that the highest paid person should not earn more in one month than an employee at the lowest level earns in 12 months. The initiative is called the "1:12 Initiative for Fair Pay." At the large Swiss companies top salaries are at 93 times that of the lowest paid workers for 2011, according to the Swiss Federation of Trade Unions. This ratio has gone up from 14 times in 1998, showing the sharp increase in the last 15 years leading to greater inequality in society. By comparison the situation has been stable in smaller and midsize companies, where the ratio of the median wages of highest earning employees to lowest paid increased slightly from 7.6 times to 8.5 times between 1996 and 2010. A poll in early March 2013 showed 49.5% of those polled in favor of the 1:12 iniitiative, 40.5% opposed, and 10% undecided....

Born to Rule by Friedman and Reeves is about the British Elite. The puzzling thing about the people in it is that they want to pass themselves off as relatable and normal, says The Times. None of the powerful and influential will admit to being in the elite or establishment it says and asks why are they so embarrassed? The same could be said for the American elite or establishment who will pass themselves off as normal and relatable too and don't think of them as part of this group.  ...

The shift to digital from newsprint for newspapers in the U.S. is taking place in gradual steps. Print ad still account for 86% of $24 billion in revenues for the newspapers in 2011, according to the Newspaper Association of America. About 45 million buyers for the 1400 newspapers in the U.S. put their hands on a printed paper edition each day. At the same time print revenues have fallen by half since 2007. So as not to overly disturb the existing customer base for newsprint papers, and wary of the still developing revenue model with lower revenues of the digital newspapers, Advance Publications is making a gradual shift to three days a week from daily papers. In 2009 it moved the An Arbor News to two print editions weekly and in early 2012 it shifted 7 other daily papers in local communities of Michigan to 3 times a week print editions. The pulbback has shifted readers to the paper's websites. Local communties depend on papers in a crisis such as the one that hit Louisiana with Hurricane Katrina in 2005. Circulation for the Times-Picayune in New Orleans has declined by half to 133, 557 daily in March 2012. Yet the digital edition has a distinct advantage because journalists continued to provide reports online when the hurricane knocked out printing presses. The advantage continues with the lighter iPad tablet devices which will make the papers accessible in a convenient hand holdable way. The problem is with the revenue stream which has not been established in a convincing way for digital as yet so that it would support hiring journalists. As it shifts to online reporting on its site Nola.com, Advance publications will shift to 3 print editions per week in New Orleans. And this will mean laying off 50 journalists, and covering a region with 1.3 million people with the remaining 100 journalists. Advance Publications will do the same for its papers in Birmingham and Huntsville in Alabama. For journalists like Caroline Little, a former publisher of the Washingtonpost.com, the scary thing is that fewer and fewer journalists are supported by the online model, and yet the shift to digital is unmistakable. For reaching younger readers not accustomed to holding a print newspaper, it is also the only way forward. ...

His focus is on the cost of living actions and has proposed 15,000 affordable housing rental units on underused federal land repurposed for housing, action which can be taken on presidential orders. Other cost of living action is being prepared by Biden and he closely follows the mortgage rate increases from 3% to 8% that are leaving families stuck without owning an home. Biden is also focussing on the threats to democracy coming from the former president's rhetoric and actions, something that he devoted time to in his address in Philadelphia's Independence Hall, where the founders of this Union gathered together to draft the Constitution. This happened early in his first presidential term and in the 2020 campaign Biden focused on this threat to democracy. For many years in the twentieth century Irishmen were active in American Catholic progressive politics. Many states in the northeast of the country have large Irish populations including Pennsylvania, Ohio, Massachusetts, Maine, New Hampshire, Delaware, and New York. About 10-15% of the population in these states being Irish. About 34 million people having Irish ancestry in the US. forming a significant voting bloc. Biden carries an appeal to this bloc of voters that overrides local politics. Only John F. Kennedy, another president with Irish grand parents had this kind of appeal in American politics.

China's consumer prices declined by 0.3% in July. There are signs that the economy is slowing. A deflationary trend is taking shape with buyers declining to spend following layoffs at companies, higher unemployment and less growth. Expectations of falling prices could further sap demand worsening the debt situation in China. China's economy has grown in the last decade by assuming ever larger debt burden. The debt in 2022 was three times the GDP of China. Servicing this debt becomes harder when consumer demand is weak. The situation in the US is different with the central bank the US Fed increasing interest rates to lower inflation from 9% in 2022 to 3.2% in July, and expectations of a drop ion inflation with lower shelter costs in rest of 2023.

Jeb Bush sees many who come to the U.S. looking for a better life as similiar to people who arrived here in earlier waves of immigrants all the way back to 1800. He described the actions of many who come to the U.S. illegally as an "act of love," and "act of committment to family," in a talk at College Station Texas, on the 25th anniversary celebration of the presidency of his father, George H.W. Bush. Its breaking the law, he says, but different, not a felony. Benjamin Franklin describes German immigrants to Pennsylvania in his writings at a time when immigrants were what made this country. They were different in some ways then but long since became part of the fabric of America, as have new immigrants in the different periods of the 19th and 20th century. Here is what Benjamin Franklin says about the German immigrants whom he praises for habitual "Industry and Frugality they bring with them," in a letter to Peter Collinson, May 19th 1753, addressing the fears as well as what they could bring to the new country, which throws light on todays immigration debates in a new light. "In short unless the stream of their importation could be turned from this to other colonies, as you very judiciously propose, they will soon so out number us, that all the advantages we have will not in My Opinion be able to preserve our language, and even our government will become precarious." And then saying in the same letter-"Yet I am not for refusing entirely to admit them into our Colonies: all that seems to be necessary, is, to distribute them more equally, mix them with the English, establish English Schools where they are now too thick settled, and take some care to prevent the practice lately fallen into by some of the Ship Owners, of sweeping the German Goals to make up the number of their passengers. Germany's Ba Fin repeatedly played down the questions about wrongdoing, kicked the ball to other agencies, and delayed examining the Wirecard accounts, says this WSJ report. A parliamentary investigation is being called for by opposition parties. In January 2019 Financial Times reported fraud allegations at Wirecard Singapore, yet Angela Merkel supported its acquisition of a company in China in talks in 2019.

The title says this but Biden has not blown it by conducting discussions on the debt ceiling with Kevin McCarthy, Republican leader in the House of Representatives. Krugman presents MAGA Republicans as controlling the House. The situation is a bit more complicated than that as the Republican margin is only 222-213 with moderates who could move in Biden's direction if a default is impending. Previous articles in the NYT and WSJ have shown how the president has his own set of options including  simply ignoring the ceiling or citing a part of the Constitution of the US that gives the president the authority to conduct the business of the country in such a situation. Mr. Biden is taking the situation as calmly as possible, as the midterms have also given the president a situation where he sees the country on his side with Democrats needing only a few moderates in the Republican party to support him. Mr. McCarthy has his own reasons to support Biden as he supports president Biden in the task of backing up NATO and Ukraine. Having discussions with McCarthy keeps the country together at a time when Ukraine has a planned counter offensive to defend the country. Biden was able to achieve legislative achievements that are comparable to FDR and Lyndon Johnson because of his calm and patient approach. ...

German economy contracts in second quarter 2024 by 0.1%. Growth is forecast at 0.3% for 2024 and 1.1% for 2025, according to country statistics office Destatis. The contrast could not be greater in Biden's management of the economy as US economic growth was much higher at about 2.8% in 2024. Biden has taken cost of living action including canceling student debt and calling for limiting rent increases for apartment rentals to 5%. The restoration could not have come at a better time from my personal visits to Notre Dame over 25 years, with the organ music lifting one's spirits in the earlier years. It was restored in 5 years, considered an "insane" challenge. The cost 700 million euros. Donations in euros raised from 150 countries raised 846 million euros. 250 companies and hundreds of experts were involved in the renovation. The organ is restored and will be heard in all its joyful music.  The stained windows have regained color and wall reflect light, dark spaces have more light, brightening up the space inside the cathedral. Pipes system with water is installed that will be used to reduce the damage form a fire. Admission will remain free at the insistence of the diocese of Paris. 14-15 million will now be welcome inside the cathedral form all parts of the world.    ...

Churchill came up with the idea of British restaurants that serve nutritious meals at reasonable cost so that no family would suffer from lack of access to healthy food at moderate prices. This would insulate people from the high prices during the war in the 1940's for food and energy. The Guardian shows these public diners in 1940's Britain. At its peak there were more British restaurants of this kind than McDonalds's or Weatherspoon's exist today. There is a need for this type of government supported food place that serves affordable meals serving quality food ethically produced as a new form of national infrastructure. Nourish Scotland is calling for reviving it today. It tackles health inequality and food insecurity. Abigail McCall, project officer at Nourish Scotland, says- "For other aspects of our wellbeing – water, transport, healthcare, even wifi – we have built the public infrastructure to ensure that everyone has quality, universal access. We are missing that in relation to food,” said Abigail McCall, project officer at Nourish Scotland. “Poor diets have overtaken smoking as the leading cause of preventable ill health for some time now. Elizabeth Warren's Medicare for All plan in the U.S. draws support from about 60% of people polled for the New York Times. Over 66% support Warren's 2% wealth tax on people with wealth over $50 million. The support is consistent among all groups, gender and race. Only a group of Republican men with college degrees which is likely to include the bulk of the people with wealth over $50 million oppose the wealth tax and Medicare for All. Over the past year wealth tax and Medicare for All support has grown with about 60% of people supporting Medicare for All, a plan similar to government plans in most of Europe and in Canada which have worked over many years.

Warren's plan wins support by showing how it will be paid for and why most people will pay no more than they are paying today, and overall much less because of unnecessary costs taken out of the system.

U.S. senior Republican Senators Lindsay Graham of South Carolina and John McCain of Arizona, are getting ready to launch a wide ranging probe of Russian interference in the U.S. 2016 presidential election through cyber attacks. The probe is not limited to DNC hacking and the concern is not just that any one candidate was targeted but for the integrity of the American election process. Even though it is not mentioned in this report in the Washington Post by Demirjian, Senators and Congressmen from the Republican Party in charge of key committees of oversight on foreign policy and defense now see it as their responsibility to prevent an enlargement of cyberattacks as Germany and France face elections. Mr. Trump has said in an interview with Time magazine that Russia was not responsible for cyber attacks, that it "could have been China, it could have been some guy in New Jersey." Senator McCain is readying a probe into cyber attacks into U.S. weapons systems, and U.S. military, as the issue widens in its scope and significance for the West and for the U.S. and its allies in Europe and Asia. Senate Select Intelligence Committee Chairman Richard Burr (N.C.) will be working closely with McCain, Senate Armed Services Committee Chairman, on this particular issue and Senator Mitch McConnell has been apprised of the discussions, according to this report in WP. Senator Graham said- "They'll keep doing more here until they pay a price." Graham will hold a series of investigative hearings in 2017 about Russian meddling and "misadventures throughout the world."  This will include new legislation.  Graham told CNN on Dec. 7, 2016 in strong language- "I am going after Russia in every way you can go after Russia. I think they are one of the most destabilizing influences on the world stage. I think they did interfere with our election, and I want Putin personally to pay the price." During the debates Governor Pence of Indiana, the Vice President elect took a strong position on Russia, and the Vice President's positions on foreign policy and defense are similar to that of the Republican leaders in Congress.  It is hard to remember a time in the post war period when there was such a distinct difference in foreign policy and defense as it relates to Russia between a Republican president and both a Republican Congress and almost all Republican governors. Senator Corker from Tennessee, who heads the Senate Foreign Relations Committee, is on the short list to be Secretary of State. A related story in the WSJ shows the selection of military leaders for key intelligence, defense and homeland security, and Gen. Petraeus considered for foreign policy, as diverging from historical practice of keeping civilian oversight preeminent in the U.S.. Rep. Peter King, an early supporter of Trump, who is on committees for intelligence and counterterrorism told MSNBC, that he is confident that Trump will not be "taken in by Putin." The U.S. Republican dominated Congress has taken a strong position on Russian interference in Syria and Ukraine. In the House of Representatives Republican Rep. Devin Nunes from California and Rep. Natural gas prices are down by about half in the last month after warmer weather and higher inventories in Europe and the US. On January 6 2023 wholesale natural gas prices in Europe eased to 74 euros ($78) a megawatt hour, down from a high of 350 euros in late August. This is a significant development as it means blackouts, industrial closures, recession is less likely in Europe. It also helps bring inflation under control. Prices are back down to where they were before the Ukraine invasion. This is still seven times higher than prices in 2020 reports the WSJ.
