Banks in the UK are considering giving investment bankers allowances to make up for lower bonuses mandated by new EU rules. This is one of the mechanisms banks are considering to be able to pay competitively. EU rules do not limit total compensation making it possible to shift pay given earlier as bonuses to the new 'allowance' category. For instance a 1.8 million euro bonus might be dropped to 1 million euros and 800,000 euros given as an allowance. Such an arrangement means banks can adjust the allowance as markets and regulations change. Increasing fixed salary would mean effects such as higher pension costs. Most of the 35,000 higher level banking employees to which the EU rules apply work in London, England. The UK Prudential Regulation Authority has come out against the EU bonus rule and the UK has taken this up in a legal challenge at the European Court of Justice. U.S. and Asian banks are deferring parts of bonuses and paying in a mix of shares and cash.

The 1976 Montreal Olympics initial estimate was $120 million Canadian dollars. It ended up costing $1.6 billion Cdn Dollars after huge cost overruns, long strikes and finishing the work at the last minute using overtime. The roof of the stadium has suffered from poor construction and had expensive repair costs since then. The corruption scandals from the cost overruns and mismanagement of funds, led to investigations. A new Parti Quebecois government was elected in November 1976 following the games on a clean government platform. Mayor Drapeau who had claimed there would be no deficit in the games turned out to be completely wrong. The federal government of Canada distanced itself from the games taking no financial responsibility. In the end it took 3 decades to pay off the debt. And the legacy of the games is that while the city of Toronto, Ontario, could invest in new infrastructure for the city, Montreal found itself financially stretched for decades. The corruption also increased support for the separatist Parti Quebecois, with referendums in 1980 and 1995 to create an independent French speaking country of Quebec. For the referendum in 1995 the separatist PQ party came less than 1% short of winning.  ...

The Federal Reserve's Open Market Committee voted 7 to 3 to continue a policy of keeping the federal funds rate at exceptionally low levels "at least through mid-2013." Presidents of the Federal Reserve regional banks- Fisher of Dallas, Kocherlakota of Minneapolis, and Plosser of Philadelphia preferred different language that would only say exceptionally low rates for "for an extended period."

Sheila Bair, former head of the U.S. FDIC, points out flaws in the rules for capital adequacy ratios and risk weighted assets which allow banks to increase their capital adequacy ratios. The ratios show the financial strength of the banks and their ability to absorb losses, which makes their accurate calculation very important for the safety of the U.S. banking system, especially with large "too big to fail" banks. Bair says the 2013 U.S. Fed stress tests showed Bank of America as having a capital adequacy ratio of 11.4%, when it should actually be 7.8% without the risk weighted adjustment. The mortgage banking crisis showed how the risk wieighting can be flawed and give a distorted representation of the acutal risks facing the banks in its assets. For Morgan Stanley the 2013 stress tess by the U.S. Fed showed the capital adequacy ratio at 14%, taking out the risk weighting adjustment this drops to 7%. Bair says its not the idea of risk weighting that is the problem, but the way it is applied- for example considering sovereign government bonds in the eurozone as zero risk, or that only 20% of the accounting value of debt one banks buys from another bank is to be taken into account in setting the ratio. Go back to the drawing board she says, it makes no sense that Citibank debt be shown as having one fifth risk of IBM's. ...

Bret Stephens of the WSJ puts the -question what is Pakistan? And looks at possible answers. Starting with Mohammed Ali Jinnah, who he says had aquite different idea from that of the Taliban. He quotes Jinnah 'you will find that in the course of time Hindus would cease to be Hindus, and Muslims cease to be Muslims , not in the religious sense, because this is the personal faith of each individual, but in the political sense as citizens of the State." His idea was of religion as apolitical identification of the state as opposed to asecular idea like that of India, not of a religious state in a religious sense.This Bret Stephens says is why a majority of Pakistanis have rejected religious parties at the polls but still find the idea of political religion identification appealing. He sees these aims as immodest or overreaching in the modern world of technology, mass communications and economic deveopment. Only by remaining backward can such aspirations be supported because economic development, technology and mass communications can only supplant such religious politcal identification with aspirations for higher standards of living. Witness the current general elections in India with 730 million people voters. The common driving force for all parties is how they can deliver on the economic aspirations of people for better living standards, better infrastructure, and better services such as health care and education. And communal parties like the BJP also have to shift their focus to delivering on these aspirations to get support. So Bret Sephens makes the point quite effectively when he says that the threat to Pakistan is existential, so he would like to put the point existentially - just accept simple countryhood, or face nothingness. ...

The final settlement of the conflict in Georgia takes the lines of Russia pulling out of Georgia proper, and Russia in return making independent states with Russian assistance out of Abhkazia and South Ossetia. The border between these states and Georgia would be patrolled by 200 EU military personnel. And Georgia would sign an agreement not to use force against Abhkazia. And the EU takes over responsibility with Russia for seeing all this fall into place, the US leaving all this upto the EU. Interestingly Putin is not heard much from in the media and Medvedev and Sarkozy work out the details basically setting the Russian inhabited regions of South Ossetia and Abhkazia on their own course as independent states with Russian assistance. Considering the tensions and conflict and bitterness between the people in these small states after Georgian nationalism took root after the Soviet collapse the lives of people there would be more peaceful and secure except that a price is paid in terms of South Ossetian Georgian villages where the people were uprooted. But tensions there had reached a churning point and leaders there inflamed passions so that at some point something like this would happen. This puts this chapter behind and Russia can be glad that it got out of all this without sanctions from western countries and the EU can go out of this with the assurance that Russia would not interfere in Georgia proper. Over time Georgians themselves may have to ask whether their leaders acted responsibly by inflaming Georgian nationalism upto a point of damaging relations with ethnic minorities. Angela Merkel who has experienced life under Soviet dominated governments still thinks according to media reports that the Georgian leader Sashkavili can inflame tensions with his statements and style of operating. ...

Now that the trigger mechanism in the August 2, 2011 Debt Ceiling and Deficit bill is in place- with the trigger calling for 50% of the cuts of $1.2 billion to come from defense spending- thoughts are turning to how and what to trim, and what the overarching framework should be. Former Assistant Secretary of Defense, Joseph Nye, says there is a right way to trim Defense spending. The winding down of the two Bush wars could be used to cut ground forces to 1990 levels, trim the purchases of F-35 Joint Strike Fighters, make better use of drones and less costly technologies, and cutting health care costs in defense. This would not affect U.S. national security. What is needed now is also a framework of what the U.S. wants to see happen in its role in the world. Here Nye reminds readers that President Eisenhower decided not to get involved in Vietnam on the side of the French in 1954, saying it was more important to strengthen the U.S. economy. Its important to remember that this decision came only a couple of years after the end of the Korean War. The idea being the U.S. could not police different countries or engage without considering the big picture. In today's context this also means not engaging in nation-building in remote places and in environments that make it not worthwhile to engage precious resources. The U.S. says Nye should consider itself more in Reagan's terms of "a beacon on the hill." Another factor he alludes to is that 70% of the world's military expenditures are now made by the U.S. and its allies. This means there is great potential for burden sharing. Just as the U.K and France essentially combined their resources for achieving overall defense goals of the two countries to accomplish the same things that they did before, the U.S. can do much in combination with its allies. This helps frame policy and solutions for defense. Africa's Harrison Mwillima looks at Geman reunification from an African perspective of regional integration, and says unity should be an everpresent endeavour. Visiting cities in East and West Germany organized by DW's Africa department he is struck by how much East Germans feel left behind. Merkel herself grew up in East Germany but like many young people in 1990 left for the west and seemed to forget the east where they came from. He remembers the time when people from Angola , Mozambique and other African countries studied at universities in the German Democratic Republic, former east Germany,  and the sense of socialist solidarity that aroused much enthusiasm.  Mwillima says a sense of unity can only go so far if there is a lingering sense of inequality  between the two parts. He sees a distinct hunger to achieve unity among regions and peoples or countries. Yet 31 years later in Germany its not only worth pursuing this ideal but remembering that it has to be done as a natural and ever growing endeavor that is not just an event. ...

Japan's 38 year old Environment Minister Shinjiro Koizumi sets himself up as a role model by taking two weeks off as paternity leave over 3 months after the birth of his first child.  Mr. Koizumi says in a country where paternity leave is not common: "I hope my child care leave will serve as a spur for everyone in the Environment Ministry to take child care leave without hesitation and advance a style of work in which that is easy." Japan's Shinzo Abe government encourages men to take childcare leave, as this is part of the campaign to get more working age mothers into the workplace. In Japan eligible employees can take upto 52 weeks off of parental leave at reduced pay, accordoing to OECD. The government hopes to get 13% of fathers to take paternity leave in 2020, compared to only 6% in 2019. One reason for the low rate is culture in the workplace- most employees fear bosses and colleagues do not think favorably of this. Making this culture change is the difficult part. ...

Pubs, bars and restaurants close by 10 pm and only table service. Weddings and receptions limited to 10 people. Individual fines for first time breaches doubled to 200 pounds. Adult indoor team sports not allowed. This is the first response. If infection rates are not down from the over 1 R rate and the transmission increases a national lockdown is considered as the next step. Data from India in a large study shown in Science magazine show useful findings. Only a small number of people cause the wide spread of the coronavirus. This study covers the two southern states of Tamilnadu and Andhra Pradesh with total population of 128 million. Contact tracers in the 2 states reached about 3 million contacts for the 435,000 coronavirus cases. Researchers analyzed data from 85000 of these cases where enough data was available with 600,000 contacts. Some interesting findings are- About 5300 children infected 2500 contacts among other school age children showing children in schools can spread the virus. About 5% of the people account for 80% of the infections detected by contact tracing. 71% of the people did not seem to have transferred the virus to someone else. Median hospital stay is only 5 days much less than in the U.S. The number of deaths in India is much smaller than the U.S. less than 100,000. 5.2 million people out of 6.2 million people have recovered.       ...

Most questions about the vaccines from Oxford, Pfizer and Moderna are answered in this Q&A in The Times.  The Oxford vaccine is the only vaccine that is being provided at cost to the public at a cost of 4 pounds, Pfizer using German technology at 15 pounds and Moderna from Cambridge, Massachusetts, at 28 pounds. The Oxford vaccine can be stored in a fridge, the others use mRNA technology of messenger RNA which requires ultra low temperature storage. Astra Zeneca could have handled the trials and methodology for results in a better way. As the two trials one that produced results of 62% and the other results of 90% cannot be combined to give results of 70% but are two distinct and separate trials. However too much emphasis has been placed on the vaccine, as other prevention measures remain important for 2021. Other vaccines are being developed in Britain with new technology and in India by ICMR which are in trials stage and about which not enough is known. Strangely Lam has not taken the initiative to meet with protesters or legislators on the other side to calm down the protests and create confidence in her administration. The withdrawal of the extradition bill by Carrie Lam came a bit late after 13 weeks of protests to restore confidence. There are two views on the action taken by Carrie Lam in Hong Kong. One is that Beijing is taking this step so that it can show it has taken an effort to achieve a compromise, if this does not work and a crackdown happens. The other view is that Beijing is seeking a compromise so that Hong Kong does not overshadow the 70th anniversary of the founding of Communist China on October 1. China is also keen on making a serious effort to restart trade talks with the U.S. and not let relations with the U.S. deteriorate any further. A compromise in Hong Kong, or appearing to seek a compromise, prevents the Hong Kong situation from affecting the U.S. trade talks in any way.  ...

A sanitary health expert Arne Panesar of the German Corporation for International Cooperation says for about six of ten persons in the world there are no sustainable sanitary systems for the waste. It is not enough he says to build toilets, equally important  is how the waste is treated and disposed. Prime minister Modi of India has stated that toilets are more important than temples in India and the goal is set for all Indians to have secure sustainable toilets in 2019.  Panesar says of Dacca, Bangladesh, that for its 16 million only 2% have securely managed sustainable sanitary provisions. Waste that is not treated and correctly disposed off ends up in streams and neighborhoods creating health hazards- diseases like cholera, typhus and polio thriving in such conditions. It is not clear says this report that sanitation needs can be met by even 2030. In India the focus is now not just toilet building but on on safe sanitary provisions to make health a priority, as well as women's education which suffers without adequate toilets. ...

With the rushed approach adopted by the Trump administration not enough consideration was given to winning support in the House from 25 conservatives in the Freedom Caucus. Without their support the bill cannot be passed in the House of Representatives. The fight also includes one over what are essential health benefits including whether  maternity care would be included. As a result some moderate Republicans are also expressing opposition on the grounds that less people will be covered and fewer benefits will be provided under the Republican House plan called AHCA. President Trump has not involved himself in the details, and the bill comes very early in the first 100 days, leading to the perception that health care has become a partisan conflict without really grappling with the problems of high cost of health care and creating a solution that all can support. Democrats are seen as having made the same error early in Obama administration's first term. President Trump sees this as a much needed win with a drop in his approval ratings, making this even less of an effort to come out with a good plan.  ...

The Republican tax law of 2018 is unpopular, according to a new NBC/WSJ poll in April 2018. Only 27% of people in the poll view the tax law favorably, 36% view the tax law unfavorably. About one third or 32% say they have no opinion, possibly because they have no clear idea of how it will impact them or the country. On trade and other economic issues the Republican Party is viewed more favorably, including for its tougher stance to give the U.S. a level playing field. Even though the Republicans are not viewed so favorably on taxes, the poll findings show the Democrats are not seen as better on taxes and economic issues. The poll also shows the Democratic Party better able by large margins to handle issues such as gun violence, sexual harrassment and health care. This shows that under an aging Democratic leadership of Pelosi, Hoyer and Schumer, and the failure of Hillary Clinton, the younger Democrats with a more Progressive tendency are having to make their own case with people not clear how the Democrats can offer a better alternative. ...
