Does the ICC, the International Criminal court have jurisdiction over US policy in the Western Hemisphere? The ICC was founded in 1998 with the Rome Statute which was signed by US president Clinton but never ratified. President Bush unsigned for the US and Congress passed the ASPCA American Servicemen's Protection Act to protect Americans in the armed forces from prosecution by ICC. The US sees the ICC as infringing on its sovereignty. As most UN institutions with members from 125 (ICC) or 193 countries (UN) the tendency or bias is to be critical of the US in a "anti-imperialist" sense and for European states that practiced colonialism to also have the same tendencies. For instance the Monroe Doctrine was to keep European colonial powers out of the western hemisphere, out of Latin America, so that institutions modeled on the US and the UK including democratic representation, courts and rule of law could thrive. In today's context it is for the US to keep drug trafficking gangs and crime out of the western hemisphere. The ICC easily ignores the lack of rule of law, drug trafficking, and millions of of refugees, in favor of single incidents where violation has not caused massive harm to tens of millions of people and enormous deaths such as the Mexican drug trafficking that has cost more lives from fentanyl than the Korean, Vietnam and World War 1 combined.  In fact without the US and the UK on which US institutions are modeled, much of the framework of civil liberties, rule of law, independent court, democratic representation would be lost.  The ICC is part of institutions that are answerable to no one and made up of the many independent states emerging from the colonialism of Europeans in the 20th century that have little experience in such institutions that are with science and industry the achievements of the modern world, and in many cases these new and numerous states are proof of egregious violations. It took many centuries for the UK to develop these institutions from the 16th century and the US from the 18th century, and it is American and UK institutions that are the foundations for protecting the rights of citizens and of the people in the modern world. ...

Following the record fundraising by U.S. president Obama in the 2012 presidential election, outspending Romney at a critical point in the campaigning in Ohio, Republicans and right wing groups are making their own effort to raise fundraising levels. The spending goals set by David and Charles Koch at the winter retreat in Palm Springs is $889 million to be raised from Koch and 300 other donors. Hillary Clinton's Super PAC plans to raise $300 million. The Republican total spending in the 2012 presidential election was $657 million. Koch's 2012 organized donor effort spent $400 million for the 2012 elections.

The CEO of the New York Times and the former director general of the BBC, takes a look at the public discourse in the 2016 U.S. presidential election and in the Brexit campaign, and finds some troubling changes. The use of words that can eaily be picked up by Twitter and social media to attack opponents, the complete disregard for facts, and outright attempts to denigrate and destroy using rhetorical tactics, and a section of the public that has turned away from the facts or is disinterested in facts, is deeply troubling for Mark Thompson. When the public discourse fails, then the politics as a whole starts to collapse, says Thompson. We are children of the enlightenment, says Thompson, and were taught to look underneath statements to discern the truth. This is a crisis in public discourse. Worse it is one in which truth telling by people who say they are outsiders and tell it like it is, is not about telling the truth. Which is what makes it so dangerous. Thompson cites the statement by Michael Gove that "people in this country have had enough of experts," as another dangerous sign. He says it is time that experts make themselves understandable and talk in a way the public can understand. The media needs to explain issues in clear ways, and professional policymakers language of discourse needs to be conveyed in better ways that the public can grasp, in which the Brexit Remain campaign failed, says Thompson. Its important to acknowledge the problem, as the health of our democracies depends on finding solutions to what has happened in 2015-2016 to change the public discourse and let it deteriorate to unimaginable levels.  ...

This WSJ report tallies the cost of maintaining U.S. forces in South Korea and Japan and shows that much of that cost is being paid by the governments of South Korea and Japan. This follows Mr. Trump's comments about the high cost of maintaining U.S. presence in the East Asian region. The editorial says the presence is essential to U.S. security and maintaining peace in the region. Japan is paying 100% of the $12 billion to replace the Futenma facility on Okinawa, and 94% of the $5 billion for the Marine Corps station Iwakuni in southern Japan, and even 36% for facilities on Guam, South Korea providing 93% of $11 billion for Camp Humphreys being built for all U.S. forces in Korea by 2017, says WSJ.

U.S consumer spending declines by 0.9% in Dec. 2014 over the prior month, according to the Commerce Department. Consumer spending was up in Nov. 2014 by 0.4%. Excluding auto sales and falling gas prices the Dec. 2014 decline in consumer spending was 0.3%. This shows that consumers are saving most of the money saved as a result of gasoline at about $2 a gallon, or using it to pay off debt. Analysts had estimated a significant increase in retail spending which turned out not to be happening.

As Commerce Secretary Wilbur Ross pointed out in a television interview it is the impact of a fraction of a penny on a food can, and tenths of one percent in the price of a new car.  What markets when settling down look at is the facts from how situations were handled from tariffs on solar panels to action on NAFTA. Twitter comments of Trump have not reflected actual policy as it was carried out as Neil Irwin points out. On tariffs for solar panels this has fitted in with action from preceding administrations says Irwin and also fits in with Trump administration policy to send a message when lower prices subsidized by foreign governments hurt U.S. producers. On NAFTA Commerce Secretary Wilbur Ross and other key economic advisers around Trump have acted along with the calls from prime minister Trudeau and contacts with Economics minister Videgaray of Mexico, to a policy of making some changes to NAFTA, very different from the calls for rejecting NAFTA made earlier by president Trump.   ...

On March 20, reports show that the testing facilities in states in the U.S. have had to set priorities on who gets tested first. High risk areas identified by authorites come first. For this reason Corlado health authorites moved a test centrer in Denver to Telluride a ski community that has been hard hit. In Minnesota health department commissioner identified priorities and limited testing to health care workers, inpatients at hospitals and people in group living facilities. A backlog means tests can take 5 days in Colorado, and Colorado has capacity for 250 tests a day (March 20). Testing was centred first by the U.S. government at the Centre for Disease Control. On reconsideration the state and local authorites, private companies, were allowed to conduct the tests, to speed things up. But local areas in many cases lack supplies or enough test kits and protective gear that is needed. This WSJ report says that the Trump administration is also shifting their strategy to social distancing to contain the outbreak. The federal government says it is aware of shortages in chemicals used in the tests. New York City officials say they have testing capacity for 5000 people per day, and New York State Governor Cuomo says the state can test 6000 people per day. (March 20). ...

Jim Dwyer discusses proposed legislation in the New York City Council in November 2011, to set a "living wage" of $10 per hour, plus benefits, for workers at new developments receiving more than $1 million in public money. Under this legislation employers who do not include benefits would pay an hourly wage of $11.50. Discussion in the City Council has led to questioning this legislation on the grounds that the developments would not be built under the new rules. Dwyer points to San Francisco, which has set the minimum wage at $10.24 for January 2012, plus mandatory contributions to health insurance funds. The number of low wage workers in New York City with some college education has increased by 70%, according to the Fiscal Policy Institute. Wages at the bottom were $10.85 an hour, adjusted for inflation in 1990, in 2010 the wages were $10. What this does is further increase the income disparities and inequality in the U.S. Because of the demographic changes in America with Hispanic children representing a large proportion of young children, and the high rate of dropouts from highschool in the Mexican American community in New York, this means more children in New York City growing up below the poverty line....

Pakistan, Turkey, Egypt and Qatar tried to bring the two sides together within Iran the RGC Revolutionary Guard Corps military and the president elected in 2024 (to tackle cost of living and other economic issues). and narrow their differences with the US. A key factor was China and the US president called China's actions "fantastic" in achieving the signed agreement to work out the details within 60-90 days of talks. Without China's help in imports and other assistance Iran's economy would be hard to sustain. China's own interests are best served by maintaining peace in the region as it continues to develop and modernize its economy. Russia also supported the agreement. Another contributor was India by setting an example for modernization and economic development as the true pathway for the people of West Asia, by bringing UAE, Egypt and other Arab nations in North Africa such as Morocco together in the direction of economic development and showing that cooperation in the region including with Israel is the best way forward. From the perspective of long term future of the region the presence of Modi and India at the G-7 meeting next to Macron and DJT shows there is now a G-8, with India joining Japan as two key Asian nations in the G-8. In this way the administration has achieved something that was never possible in either the old G-8 (that included Russia) under previous administrations after 2000. DJT's meeting with Putin in Alaska, and his visit to Beijing for discussions with Xi Jinping in 2025 and 2026, achieved the G-8 setting with India plus keeping China and Russia fully engaged in separate one on one arranged talks. This is a rare feat achieved in 2026 for the US, China, India and Russia, EU, Germany, that has never been done before to the lasting credit of the leaders DJT, president Xi, prime minister Modi, president Putin, and chancellor Merz- to their patience even in times of disagreement, their efforts to persevere when times were rough, and their foresight and wisdom in seeking agreement around what they shared in common.  ...

The DJT Executive Order removing birthright citizenship on Jan 20, 2024 applies to future undocumented immigrants, and is based on the part of the 14th Amendment to the US Constitution passed in 1866 by the US Congress and ratified by states in 1868.  The 14th Amendment came after the US Civil War and was aimed at giving emancipated black slaves citizenship. The US Supreme Court gave US citizenship to one Chinese immigrant in US vs Wong in 1898 following the Chinese Exclusion Act of 1882. This did not set a precedent as at that time immigration from Asia was extremely restricted and the case was not intended to apply to millions crossing borders as this did not exist. For most of the period 1900-1960 Asian immigration was negligible because of the laws in existence until the Kennedy administration. Immigration from Mexico was mainly for US agricultural farms. When this led to a surge in illegal crossing of the US Mexican border in 1944-1954 a similar situation to today existed when Eisenhower conducted Operation Wetback in 1954 to deport about 1 million undocumented immigrants. ...

Nader points out that president Obama's call for a federal rate of $9.00 per hour by 2016 falls well short of what it would be just to make up for inflation. This does not include productivity improvements since 1968 in which those making the minimum wage do not share, and which would make it much higher than $10.67.

OECD forecasts show an acceleration of US economic growth in 2021 with the $1.9 trillion aid package of the Biden administration. OECD forecasts show pre-pandemic levels of output reached by mid 2021, 6 months earlier than expected. Global output is expected to grow by 5.6% in 2021, after declining 3.4% in 2020. Main reason- US economy is seen expanding at 6.5%, twice as fast as previously forecast and fastest since 1984. OECD sees the importance of stimulus coinciding with vaccination of the population. The pace in the US with 18 million vaccinated in March and the goal of vaccinating the whole population by May is part of the reason given for the vigorous growth. Astonishingly the OECD sees the US economy larger in end of year 2022 now than it had forecast before the pandemic. For other countries such as India with slower vaccination progress and large population, OECD forecast is for 8% shortfall in growth from what was expected before the pandemic at end of 2022.  This is an amazing bit of good news amid all the dismay and confusion surrounding the coronavirus lockdowns. ...

President Trump has decided to go big with a second aid package for $1.8 trillion in aid. With the second wave of the pandemic here the Trump administration has decided to go ahead with a second major aid effort in October 2020 to help small business, airlines and direct aid of $1200 in checks to families across the U.S.

The increasing number of layoffs and a stalling in further improvements in reducing unemployment in October is showing the need for a second major effort to aid families and small. business.  This will be needed before a vaccine and drug treatment is found by the end of the year.

The Times of London says that it has turned out the way the chief medical officer of England, Mr. Chris Witty,  has warned and predicted. That limited freedoms was as good as it could get, but there is hope for the future. With vaccinations starting by January the third wave can be prevented and more reopening can be done by then. The very fact that cases are beginning to fall shows that the lockdowns work where tiered restrictions did not work. 

The same situation can be seen in the U.S. where new lockdowns in midwestern states are beginning to cause a fall in daily cases.
