Merkel herself grew up in East Germany but like many young people in 1990 left for the west and seemed to forget the east where they came from. He remembers the time when people from Angola , Mozambique and other African countries studied at universities in the German Democratic Republic, former east Germany,  and the sense of socialist solidarity that aroused much enthusiasm.  Mwillima says a sense of unity can only go so far if there is a lingering sense of inequality  between the two parts. He sees a distinct hunger to achieve unity among regions and peoples or countries. Yet 31 years later in Germany its not only worth pursuing this ideal but remembering that it has to be done as a natural and ever growing endeavor that is not just an event. ...

Japan's 38 year old Environment Minister Shinjiro Koizumi sets himself up as a role model by taking two weeks off as paternity leave over 3 months after the birth of his first child.  Mr. Koizumi says in a country where paternity leave is not common: "I hope my child care leave will serve as a spur for everyone in the Environment Ministry to take child care leave without hesitation and advance a style of work in which that is easy." Japan's Shinzo Abe government encourages men to take childcare leave, as this is part of the campaign to get more working age mothers into the workplace. In Japan eligible employees can take upto 52 weeks off of parental leave at reduced pay, accordoing to OECD. The government hopes to get 13% of fathers to take paternity leave in 2020, compared to only 6% in 2019. Cases could rise four fold from over 4000 today, after rising four fold in the last month Aug 20- September 20, and that could make it reach 50,000 cases a day and 200 deaths a day. New restrictions include- Masks required in all retail stores and restaurants and public places. Businesses that breach rules could be closed or shut down. Pubs, bars and restaurants close by 10 pm and only table service. Weddings and receptions limited to 10 people. Individual fines for first time breaches doubled to 200 pounds. Adult indoor team sports not allowed. This is the first response. If infection rates are not down from the over 1 R rate and the transmission increases a national lockdown is considered as the next step. Data from India in a large study shown in Science magazine show useful findings. Only a small number of people cause the wide spread of the coronavirus. This study covers the two southern states of Tamilnadu and Andhra Pradesh with total population of 128 million. Contact tracers in the 2 states reached about 3 million contacts for the 435,000 coronavirus cases. Researchers analyzed data from 85000 of these cases where enough data was available with 600,000 contacts. Some interesting findings are- About 5300 children infected 2500 contacts among other school age children showing children in schools can spread the virus. About 5% of the people account for 80% of the infections detected by contact tracing. 71% of the people did not seem to have transferred the virus to someone else. Median hospital stay is only 5 days much less than in the U.S. The number of deaths in India is much smaller than the U.S. less than 100,000. 5.2 million people out of 6.2 million people have recovered.       ...

Most questions about the vaccines from Oxford, Pfizer and Moderna are answered in this Q&A in The Times.  The Oxford vaccine is the only vaccine that is being provided at cost to the public at a cost of 4 pounds, Pfizer using German technology at 15 pounds and Moderna from Cambridge, Massachusetts, at 28 pounds. The Oxford vaccine can be stored in a fridge, the others use mRNA technology of messenger RNA which requires ultra low temperature storage. Astra Zeneca could have handled the trials and methodology for results in a better way. As the two trials one that produced results of 62% and the other results of 90% cannot be combined to give results of 70% but are two distinct and separate trials. However too much emphasis has been placed on the vaccine, as other prevention measures remain important for 2021. Other vaccines are being developed in Britain with new technology and in India by ICMR which are in trials stage and about which not enough is known. Hong Kong Chief Executive Carrie Lam has called for conversations to replace the confrontations protesters have with police. Strangely Lam has not taken the initiative to meet with protesters or legislators on the other side to calm down the protests and create confidence in her administration. The withdrawal of the extradition bill by Carrie Lam came a bit late after 13 weeks of protests to restore confidence. There are two views on the action taken by Carrie Lam in Hong Kong. One is that Beijing is taking this step so that it can show it has taken an effort to achieve a compromise, if this does not work and a crackdown happens. The other view is that Beijing is seeking a compromise so that Hong Kong does not overshadow the 70th anniversary of the founding of Communist China on October 1. China is also keen on making a serious effort to restart trade talks with the U.S. and not let relations with the U.S. deteriorate any further. A compromise in Hong Kong, or appearing to seek a compromise, prevents the Hong Kong situation from affecting the U.S. trade talks in any way.  ...

A sanitary health expert Arne Panesar of the German Corporation for International Cooperation says for about six of ten persons in the world there are no sustainable sanitary systems for the waste. It is not enough he says to build toilets, equally important  is how the waste is treated and disposed. Prime minister Modi of India has stated that toilets are more important than temples in India and the goal is set for all Indians to have secure sustainable toilets in 2019.  Panesar says of Dacca, Bangladesh, that for its 16 million only 2% have securely managed sustainable sanitary provisions. Waste that is not treated and correctly disposed off ends up in streams and neighborhoods creating health hazards- diseases like cholera, typhus and polio thriving in such conditions. It is not clear says this report that sanitation needs can be met by even 2030. In India the focus is now not just toilet building but on on safe sanitary provisions to make health a priority, as well as women's education which suffers without adequate toilets. ...

With the rushed approach adopted by the Trump administration not enough consideration was given to winning support in the House from 25 conservatives in the Freedom Caucus. Without their support the bill cannot be passed in the House of Representatives. The fight also includes one over what are essential health benefits including whether  maternity care would be included. As a result some moderate Republicans are also expressing opposition on the grounds that less people will be covered and fewer benefits will be provided under the Republican House plan called AHCA. President Trump has not involved himself in the details, and the bill comes very early in the first 100 days, leading to the perception that health care has become a partisan conflict without really grappling with the problems of high cost of health care and creating a solution that all can support. Democrats are seen as having made the same error early in Obama administration's first term. The Republican tax law of 2018 is unpopular, according to a new NBC/WSJ poll in April 2018. Only 27% of people in the poll view the tax law favorably, 36% view the tax law unfavorably. About one third or 32% say they have no opinion, possibly because they have no clear idea of how it will impact them or the country. On trade and other economic issues the Republican Party is viewed more favorably, including for its tougher stance to give the U.S. a level playing field. Even though the Republicans are not viewed so favorably on taxes, the poll findings show the Democrats are not seen as better on taxes and economic issues. Over the years since Harry Truman's presidency the Republican party was able to peel off less educated working class white voters from the Democratic party on the basis of religion, race, gender and traditional attitudes to culture. Could this have gone too far and will the Democratic Party in the U.S. fight to recover support from its traditional base of common people, just as the Labour Party in Britain under Jeremy Corbyn sees itself as defending working class and common people's aspirations. Biden's future depends on how much he can rally the party back to its roots with his  Harry Truman like style and fighting spirit. Few American presidents in the modern period could match the courage, simplicity, openness and tenacity of Harry Truman, which is why he was able to come from behind and win in 1948 elections after the death of president Franklin Delano Roosevelt in 1945. ...

Venezuela's economy declined by 2.8% in 2014, according to the government. In 2015 the GDP decline is forecast at 7% by the IMF. Venezuela is finally confronting the serious problems it faces by giving gasoline at the pump at pennies a gallon. The huge subsidy leading to waste and smuggling in the border regions with Columbia was wasteful at crude oil prices of $100 a gallon, and is now a burden on the economy at crude oil prices of $50 a gallon in Jan. 2015. In his annual address at the National Assembly president Maduro confronted this by saying- "It's a distortion, you have to admit it, you can crucify me if you want but there's a need for us to go to a balanced price." On devaluation of the currency, the Bolivar, he said a state run operation that sells U.S. dollars at the rate of 50 Bolivares per dollar would now be run by private brokers. As this is the lowest of a three tier exchange rate run by the government for all foreign exchange transactions it effectively would be a devaluation of the currency. It would help the government meet its budget deficit by bringing in more local currency, which private economists estimate at 14% of GDP. At the same time it would worsen already high inflation of about 64%....

China's dollar for dollar retaliation on $16 billion of U.S. imports with 25% tariffs set to take effect August 23 excludes oil which was on the original list. China takes in about one fifth of the total U.S. oil exports, and in the space of 2 years has become the largest importer of U.S. oil. Experts say China could be shooting itself in the foot if it decides to place tariffs on oil imports from U.S. China is dependent on foreign sources for 70% of energy needs and this trend continues. Another reason say analysts is that by keeping oil out of this trade dispute there is more chance that China can continue importing Iranian oil through a waiver  after U.S. sanctions on Iran go into effect in November.

The U.S. also exports higher quality oil that is less polluting and a grade which is used in newer plants.

Walmart plans to take a 75% stake in India's online retailer FlipKart for $15 billion. The move comes as Amazon is making an an effort to invest heavily in online sales in India. Amazon plans to invest $5 billion and is making strong gains in the growing Indian online market. This is expected to give Amazon about one third of its revenue growth in the next 3 years. The move by Walmart is seen as a defensive one against Amazon's efforts.

Walmart has 21 Best Price wholesale stores in India which it started in 2009. Foreign owned companies can only sell their own products under Indian rules and this makes it harder for Walmart. Online retailing is away to get around this restriction to sell many products and brands. India is growing in online retail with $35 billion estimated for 2019 by Forrester, this compares with $935 billion in China and $459 billion in the U.S.

US exceptionalism is seen as prevailing after a period in which American companies gain a footing in a level playing field and unfair advantages China, EU other nations had are corrected for investors in the UK, Australia, India and many European countries. Stephen Wolfram, a software designer, has deisgned a search engine which searches a structured database. The new version is called Wolfram Alpha Pro, which is a computational knowledge engine. The premium version is $4.99 a month, or $2.99 for students. Apple's Siri makes up about a fourth of the search queries handled by Wolfram Alpha. It works with data and images and can bring in figures and charts from different websites.
