Merkel did not address other issues of EU and US relations with Russia over the decade when Russia was not integrated into European structures as a Northern European power. Britain and Netherlands also supported Poland and the Baltic States in efforts to keep NATO as a force and counterweight to Russia in Europe, something Merkel did not cover. Merkel appears to have been selective in covering only this issue in EU-Russian relations and not the larger issues that Merkel never addressed of ending the Cold War structure of NATO that Britain, Netherlands and Poland had favored. The result is that without German or US leadership the Cold War structure of NATO favored by Britain, Netherlands and Poland has been expanded to include Sweden and  Finland, and without a clear resolution of the Ukraine issue created a new situation. This situation is the return of the Cold War in another form with Russia and China, losing the opportunities presented to both sides to use trade and improvements in standards of living to create a durable peace for economic development and addressing the problems that have led to deindustrialization of US and European Union countries. ...

Extreme German dependence on Russian oil and gas that happened under the administration of Angela Merkel and the high oil prices today from a a lack of development of alternative renewable energy resources created the situation that provided the financing for Russia's war in Ukraine. This is now unwinding as the European Union and the US set a price cap of $60 for Russian oil. This cap will in future reflect the cost of production of oil in Russia among other factors, and the lower demand for fossil fuels as renewable energy production is accelerated quickly, and the inflation fighting efforts of the US central bank. Gradually the mechanisms and environment is being created for an end to the conflict in Ukraine.

Iran War and rescue of pilot of downed F15-E in mountainous terrain in southern Iran April 4 2026. CSAR or Search and Rescue Missions become a critical part of the war. The pilot was a colonel trained for the mission and spent 24 hours in mountainous terrain which was monitored by US forces, after intelligence located him in a mountain crevice. For this to be possible unlike in the Vietnam War and Korean War other nations are not involved as in the earlier Cold War.  The US under DJT as president has shifted to respecting Russia as a Northern European power that it can talk with (meetings with Putin in Alaska 2025) and China as a trade partner (planned meeting in Beijing in April 2026) that it can talk with unlike with previous administrations of Biden, Obama and Bush where China had afree hand in economic matters and global trade and Russia was shut out of the world economic system by elites who ran the government in the US at that time. Russia seeks reintegration in the world political and economic systems, and China seeks acceptance as an economic power which the US respects, both points in which the US has offered to accept. US has also repeated the line to China that it was not going to do the job of keeping Hormuz open for China and Japan to get 90% of oil imports, and in oding so risk losing its soldier's lives, while China and Japan can quietly watch doing nothing to help free navigation of international waters. Note that the narrowest strip of water of 13 miles separates Oman from Iran so that a part of these waters are on the Omani side and not on the Iranian side making free use of that Omani part under international law possible- in which sense Iranian hostile activity closing the Omani side also is a violation of free navigation. This is not pointed out by Iran or Japan or even Britain who are benefitting from US action and remaining silent or being ambivalent or accusing US of being interventionist even when everyone knows MAGA base rejected Bush in the Republican party and the elites and embraced DJT for great part because they want nothing to do with interventionist adventures in the Middle East for certain. US is getting a bum rap from European allies and from China, India, Japan and the media inside the US and in those countries as if the US seeks oil from the Middle East. It was Britain where a lot of the posturing goes on about non intervention that started this oil based intervention since 1900 in Iran itself, and in artificial states of Iraq, Syria, that it created out of the collapsed Ottoman Empire in World War 1. Sykes and Picot were the US and French diplomats who set that up. US under DJT has accomplished self sufficiency in oil and US has no need for anything from the Middle East, no desire to even get involved, and MAGA well grasps that fact and wants to keep it that way. Only nuclear weapons and ballistic missiles with long range to hit US and EU are reason for US action, which is reason enough for EU, China, Russia to set their own goals so that non proliferation in dangerous areas is prevented. So that the people of China, Russia, India, Europe and the rest of the world can enjoy the fruits of their own labors after a century of severe hardships and struggles which the American people if not their elites respect, and the fruits of peaceful cooperation which the American people extend to the World, and to China, Russia and India. ...

Russian offers for settlement of Ukraine conflict in 2025 described as capitulation in the UK's Guardian- all of the eastern Donbass region and Crimea ceded to Russia, limits on its army and its long range weapons, leaving it too weak to defend itself. The UK, France oppose it. The new German government of CDU's Merz is increasing Germany's defense capabilities to shoulder the burden of defence in the EU in 2025-2026. Under this situation and with presure within the Republican party on DJT, it is unlikely that such a capitulation or agreement is likely to have a chance  for agreement. It is a restatement of Russian proposals in 2022.

Russian president Putin may have exacerbated the very thing he feared- a deepening demographic crisis in Russia. This report in the Financial Times says excess mortality was already one of the highest from the coronavirus- about 1 million compared to official figures of 360,000. During the 1990's Russia had gone through a demographic decline with fewer births after the fall of the Soviet Union and unstable conditions in the economy.  During the pandemic there was outward migration from Russia as a result of people wanting access to vaccines other than the local vaccine, says FT.  In an interview last November Mr. Putin talked about the dangers to Russian statehood and to the economy from a drop in births and falling population. The war has worsened this situation as the FT says about 70,000 highly educated people left the country in March and another 70,000 are expected to leave in April. The response of Europe and the US to the Ukraine invasion with moves that affect the Russian economy could lead to drop in jobs and living standards that lead to a further drop in births, says FT. This may be a more serious way in which Mr. Putin may have neglected to consider Russia's own long term interests in invading its neighbor.   ...

The Russian position for a ceasefire in Ukraine and peace talks is set forth by president Putin. "Our principled position is that state of Ukraine must be neutral, non aligned and free of nuclear weapons." Putin wants Ukraine to give up Donetsk, Luhansk, Kherson and Zaporizhzhia regions, Russian speaking regions in the east of Ukraine. Capitals of Kherson and Zaporizhzhia regions and some of the territory is controlled by Ukraine today. It means that Russia could accept a ceasefire under the present lines of control. It also means Ukraine would not be part of NATO, though it could be part of the European Union, as a peace settlement. All western sanctions on Russia would have to be lifted. Throughout the decade of this war Russia has maintained close connections to the Russian speaking eastern part of Ukraine with historically close ties to Russia and as Ukraine public opinion shifted to the EU Russia began its efforts to bring these regions under its control even when German-Russian relations were better during Merkel years. Russia has the support of China and Brazil in its position. At some point if a settlement is reached one possibility is that the line of actual control or LAC would be put in place. It happened in the Korean War, when the demilitarized zone was setup and in other conflicts on the Indian border with China and Pakistan, in Cyprus between Greece and Turkey. For it to happen Russia will have to dispel fears in the EU and the US that Russia will continue the conflict at some later stage till all its objectives are achieved. This requires removing the perception that Putin is set on achieving all his objectives to reopen the war at some later stage. Mr. Putin hinted at this by saying "today we are making a concrete real peace proposal," and adding that Russia was not ''talking about freezing the conflict, but its final resolution." In this situation it is the western doubt about Putin's intentions that is another barrier to a settlement on European security, with continued destruction in Ukraine when the war has entered a stalemate where both sides have exhausted their resources and have little to gain by prolonging this conflict. ...

Russian view at SCO Summit-"A fair balance in the security sphere" meaning a fair settlement on the expansion of NATO and EU that may threaten Russia, something Northern Europeans have not settled.  Le Monde covers this side of the Summit at Tianjin, a coastal city near Beijing in northeastern China. Over long periods of European history since 1600 Northern Europe including UK, Sweden, Denmark, France, Poland and Germany have contended with Russia and seen purely from this perspective Russia sees itself as a Northern European power and seeks to protect it's interests. Britain, Sweden and France have for the most part been on the opposite side since 1600. US under a Republican administration, and this is not just DJT, sees the larger interests beyond Europe of Asia and the American continent in addition to Europe, and seeks a diplomatic way out of the war in Europe.

President Biden visits the Polish town of Rzeszow close to the Polish border with Ukraine. It serves as the headquarters of the 82nd Airborne Division and Us operations to supply weapons and humanitarian aid to Ukraine. The Russian offensive met with stiff resistance and incurred high casualties in Ukraine with this WSJ report showing 40,000 casualties in the 150,000 Russian invasion force, making it less effective. 
Russia appears to have scaled down its objectives to focus on the separatist Donbass region in the east. The offensive on Kviv, Odessa and Kharkiv is stalled with stiff resistance. About 10 million people have been uprooted.  3.7 million people fled Ukraine, with 2.2 million crossing into Poland.

The US has warned that it would respond if Russia attempted to use chemical weapons.

It is hard to imagine that one is even writing about this, as shocking as it is- the 4 or 5 minutes between a decision to launch nuclear weapons and the end of life on this planet earth as we know it. Here Sam Nunn, a U.S. senator who was part of the negotiations for arms control and who is the leading American in this field talks about the unimaginable danger. He says the strategy from the Cold War where Russia and the U.S. put their nuclear forces in a position to be launched within minutes, 4 to 5 minutes, is outdated and needs to be changed. Hillary Clinton described the issue in the television debate. Yet this was not discussed because of the nature of the 2016 presidential election with lack of serious discussion.  And both Nunn and Clinton emphasize that once the missiles are in the air they cannot be ordered to go back. Accidental error, judgemental error, informational error in which one side thinks the other has launched a missile, a firing by mistake, are possible. In this situation Nunn says Trump is temperamentally unfit, and Clinton is fit to take on the responsibility. Yet the question this raises is as Nunn signals- is anyone but God fit to make this decision to launch nuclear weapons. Nunn says it is outdated and wrong to have only a few minutes, as such a decision cannot be made in a few hours or days, much less in 5 minutes. Nunn brings up a discussion he had in Moscow when he brought this up with Russians and president Putin. Russian president Putin told Nunn that he was fully aware of this. Putin's response was- "Senator Nunn, at some point it becomes automatic."  Nunn does not clarify what this means, or what Putin means to say. For people on the planet it is not enough to have Reagan, Gorbachev, Clinton, as Nunn mentions being responsible people for a nuclear decision. The current state of affairs is simply shocking and the lack of attention to this is also shocking. Equally dangerous is that 20 countries have weapons usable nuclear material, and sophisticated hacking of command and control processes is another danger.       ...

Friedman says Putin acted emotionally by letting impulsive reaction to the anti-Russian feelings in western Ukraine determine Russian policy following the collapse of the Yakunovych government. The months long Russian response in Crimea and eastern Ukraine may have secured Russian pride at a large cost. This includes the damage to the relationship with Germany, seting the EU on a path to look for other sources of energy to reduce dependence on Russian gas, a natural gas deal with China in which the price was kept "a secret" and may have provided China with a bargaining edge considering the timing of the negotiations. The most severe impact is in the loss of confidence within Russia, reminding the Putin administration that though the economy has grown in the Putin years it is still fragile and connected to the global economy. The capital outflows of the magnitude of $160 billion at a time of high inflation and sharply slowing growth actually put at risk the gains Putin and Russia made in the last decade, and risk the future agenda to improve the standard of living of the Russian people eyond the major cities. Putin's own assessment would eventually be closer to that of Alexei Kudrin. Kudrin, finance minister in Putin's previous term, correctly saw the dangers of impulsive policy concentrated in one figure, and the suppression of other voices including the opposition needed for Russia to be governed in a manner similiar to western Europe, to attain a similiar level of economic progress and standards of living. In today's global economy even the U.S., France, UK and states inside Germany need foreign investment for jobs, new ideas and technology, and the opinion expressed on media television and internet shapes investor sentiment to a larger degree than fully understood....

Wilber and Tau of the WSJ report that Special Counsel Mueller in the Russia investigation has impaneled a grand jury to further strengthen his investigation. Mr. Mueller has put together a team of 16 attorneys with long experience as prosecutors. By working with a grand jury Mueller and his team are working only a few blocks from the U.S. federal courthouse where grand juries meet, which helps the team to conduct its investigation. A number of experts consulted by WSJ say this means a vigorous investigation is now being put together.  The U.S. Congress is also acting independently to support Mueller. Legislation being sponsored by Sens. Thom Tillis and Chris Coons on August 3, 2017, make it possible to reinstate Mr. Mueller in a situation where he is fired by the president. Under the legislation a special counsel can challenge his removal and a three judge panel could reinstate him. Separately Sens. Graham and Cory Booker are also putting forward legislation for the same purpose. All Senators are from both parties, the two Republicans are from North and South Carolina. In a rare show of unanimous bipartisan support for Russia sanctions following the involvement in the 2016 U.S. election, the entire U.S. Congress over 500 members voted in favor- except for 5 members. The vote in the House 419 to 3, and in the Senate 98 to 2. Such a level of unanimous support is rarely seen, suggesting how the U.S. Congress views this matter as of the highest importance. ...

This editorial in the Economist looks at China's relationship with Russia. It says the Ukraine conflict and western sanctions have resulted in Russia moving closer to China. Yet the two countries have competing interests in central Asia, and different relations with India and Vietnam, in the Asian region. Russia is also wary of China copying designs of Sukhoi aircraft in sales to China of advanced military technology. The major oil and gas deal signed in 2014 provides Russia with a new outlet for oil and gas with the cooling of the relationship with Europe. Yet Russia has strong ties built with Germany over the entire post war period, and differences have emerged in U.S.- German relations. Germany's relationship with Russia- cooled by sanctions and German wariness over Russian intervention in Ukraine and Russian wariness over NATO close to its borders- spans 7 decades and is likely to remain strong in the long term. This comes from the shared sense of awareness of the terrible conflicts of an earlier period, just as it has for French-German relations, and from the strong efforts made by Germany to preserve the relationship and peace in Europe. Chinese president Xi's visit to Moscow on May 9, for celebrations of victory over Nazi Germany, will be followed by a visit May 10 by Chancellor Merkel of Germany. A factor in German-Russian relations is the close trade links, cultural exchanges, and history going back to the GDR where Chancellor Merkel is from, built up over many years, that are likely to set the long term future of relations. China's dominant partner relationship in the China- Russia relations does not bode well for the future of relations, compared to the equal partner relations with its European neighbor, Germany. In this different light Ukraine is a temporary pause, in German-Russian relations and peace in Europe, a situation which is in China's long term interest as it focusses on its economy and the next phase of development for a modernized economy. Especially as China continues to build on its own vital trade relations with Germany and the European Union, the latest example being Germany, other EU nations, and India, joining the China sponsored Asian Infrastructure Investment Bank. ...

Biden stated that the US would take action to support defense arrangements in Ukraine, Poland, Romania, and other Eastern European countries, if Russia invaded Ukraine. US National Security Adviser Jake Sullivan described the virtual meeting in this way- "There was a lot of give and take. No finger wagging. Robert Gates, U.S. Defense Secretary from 2006-11, says the West should provide a strong response to Russian president Putin's actions in Ukraine. He says settling old scores is not the way to peace in Asia or Europe. He describes Mr Putin's resentment of how Russia has been treated since the disintegration of the Soviet Union, and the desire to prevent the EU and NATO from coming too close to its borders, and especially Ukraine which is linked he says to the beginnings of the Russian Empire centuries ago. This could only lead to worsening tensions. Actions include bolstering defenses in Europe and reducing economic vulnerabilities of the Baltic states, restoring the defense budget to the levels of the 2014 budget proposed by the Obama administration in 2013, cutting overhead at the Defense department to add Navy ships, and urging the EU to grant associate status to Moldova, Georgia and Ukraine.

Anton Troianovski presents how things are seen by Russians and in Russia of  the Biden Putin meeting. Mr. Putin says in an NBC interview that he sees president Biden "as a professional who has spent all his life in politics." Putin compared this with Mr. Trump who he thought was relatively unprepared, new to politics by comparison who was unable to deliver on the friendlier policy he had promised, and instead delivered too many impulsive moments in the relationship. This has helped set the relationship of the US with Russia on a "stable and predictable basis." Russian experts say the Russian president was seen badly by the American political class, and not just badly, "insultingly badly" creating a rift at another level. Biden is seen as a member of  the old school in a good sense, one expert says, who as senator visited the US for talks on limiting nuclear weapons in 1979 and in the 1980's, who knows Russia and who has genuine respect for Russia as a country, and sees it possible for adversaries to work together for some overriding interests. Some Russians are are nostalgic for that time when Russia was treated with respect and as an equal. For Biden and America the priorities are for America to achieve the economic rebuilding that is needed, to bring back hope at the time of the losses from the pandemic, the positive message is genuine. One Russian expert says this summit has huge meaning for Russians. It tell them the US has a desire to set a kind of positive agenda. At the time of the worldwide pandemic, and with so much rebuilding to be done, it comes as a fresh breeze for both nations and for Europe, and the rest of the world. In a very real sense US and NATO Europe has failed by blanket applying the principle of national sovereignty without recognizing that there are general rules that have to make room for some exceptions or nuances in cultural and historic linkages as in the case of Ukraine's most eastern regions along Russia's borders. Only about 30% of American public in Pew Research poll sees Russian war in Ukraine as a threat to the US, among Republicans it is only 19%. Remember this is during the third year of the war with staggering losses on both sides when prolonging the war makes no sense.  If the American public were properly informed by the media that Zelensky's popularity has dropped to 16%.  That the eastern regions of Ukraine near the border speak Russian and share a common culture, and had voted for Russia oriented parties before the war began -not in 2021 but in 2013 with the Maidan movement in Lviv near Poland leading to the whole of Ukraine except parts of the east nearest to Russia moving towards the west- it might look at the larger picture and seek a settlement which accepts Russian commitments to peace with these regions as part of Russian Federation. The staggering losses on both sides cannot justify the conflict and it is not in the America's, India's, China's, or Europe's interest to damage the Russian economy or further damage Ukrainian infrastructure in a war that changes little in the winter of 2024-2025.  ...
