Title 42, a Trump administration rule made it possible to send back migrants from Guatemala, Honduras, El Salvaor and Mexico now accounts for only 40% of immigrants, the rest are from other countries such as Nicaragua with which the US has no relations for sending people back. People from countries such as Russia, India are also crossing the border in this way. The US Supreme Court recently ruled that Title 42 cannot be terminated till it has looked at in more detail. The result is that people from many countries have crossed the the US border with Mexico in large numbers in 2022.

Her visit follows visits by Anthony Blinken and Janet Yellen that helped rebuild the relationship after the pandemic and the rhetoric and actions of the Trump administration had weakened ties. The Biden administration sanctions 24 Chinese officials for their role in reducing the autonomous status of Hong Kong. Most of them are connected with Hong Kong, one of them is on the Politburo in the central government in Beijing. The action takes place ahead of a meeting between the US and Chinese representatives in Alaska. China's recent actions to ensure that only those deemed as "patriots" could govern in legislative assembly in Hong Kong have added to the already existing tensions between the UK, US, and China. Earlier the Trump administration had put sanctions on 10 government officials in Hong Kong for eroding Hong Kong' autonomy. This adds to the already existing trade tensions, and protecting US technology tensions with China.

The Ford Motor Company's effort to get president Trump to work on a compromise with California on fuel economy standards has failed. Leaving the industry split with Ford on one side and GM, Toyota on the other siding with president Trump on lower fuel economy standards than set by California and lower than the standards set by Mr. Obama. When Ford made a deal with California it got an antitrust inquiry, and led to the Trump administration speeding up its effort to strip California of its authority to set its own fuel economy standards. This WSJ report says the legal fight between Mr. Trump and California is likely to be long and drawn out with Ford and the auto companies caught in the middle. It also shows how the disagreement with the Trump White House can lead to unforeseen consequences and more uncertainty. Ford had originally expected that a deal with California which relaxed standards set by Mr. Obama but not similar to Mr. Trump's would show California would compromise. The WSJ provides a fact check of Trump statements on crime, debt, and taxes. Trump says he is looking at a new plan for taxes not the $10 trillion in tax cuts over 10 years reducing tax collection by 22%, but something about a third of the size. No details are available on the plan. WSJ disputes Trump's statement that the U.S. is "one of the highest taxed nations in the world." WSJ points out that the U.S. in 2014 for federal, state and local government taxes collected 26% of gross domestic product in taxes, compared to average of 34% for about 30 countries, according to OECD. Debt to GDP ratio is about 75% that is high, but because of low interest rates the budget deficit is less than 3% of GDP, which is close to the long run average. For this reason economists say the government should invest in infrastructure and R&D that supports long run economic growth. On crime the record is mixed with increase in Chicago, Los Angeles, and New York City, but decreases in Washington D.C. and Baltimore. Police shootings were 67 in 2016 compared to 62 in July 2015, and the high being 280 officers in 1974 when Nixon was President. Crime was an issue in the 1968 Republican National Convention during the Vietnam era protests, police shootings and terror incidents attracted attention in July 2016, yet the situation today is very different from the war protests of the Vietnam era. On terrorism fact checks by the NYT and in Lyrarc shows Clinton at State Department and Panetta at Defense Department taking hawkish stands only to hit a barrier from President Obama for taking action needed in Syria, Iraq and Libya. Panetta's new book calls for robust action where needed. A Clinton administration would take action with allies in the Middle East. Even Hollande and Obama who pulled the U.S. and France out of following up in the French-British Sarkozy-Cameron led intervention in Libya, have changed policy, with Obama calling it his biggest mistake. France under Hollande with the U.S. is now actively engaged in the Middle East, having changed policy. It is highly unlikely that a Trump led policy which alienates most allies in the Middle East- Iran, Iraq and Saudis- is likely to work better than a determined Clinton-Panetta led effort which has support of the local countries on the ground actually currently on both sides because of complexities of Middle Eastern politics.  On trade a new administration will still have to work with China, India, the European Union, and other countries, as global trade supply chains are not likely to evolve overnight. Lessons will have been learned by Clinton about the need to bring back jobs and ensure the strength of U.S. manufacturing. Economic and jobs growth will require prudence in strengthening U.S. manufacturing coupled with global cooperation, which a Trump administration that alienates trading partners without the possibility of making any serious immediate gains in jobs, is highly unlikely to do better.      ...

In this excellent piece Brooks of the NYT says anti-Trump people are doing a great disservice to the task of restoring civility, dialogue and a dedication to telling the truth by engaging in lowbrowism. He says lowbrowism is imitating the other side in its lack of respect for truth and facts.  This follows the release of the book by Michael Wolff which is critical of president Trump, but is more concerned about engagement than facts and lacks a journalist's ethical adherence to the truth.  Brooks says there is a Invisible White House that is functioning normally with the new Pakistan policy, the changes in immigration policy, nominations to the judiciary, actions on North Korea and trade. That is if one takes out the incessant noise coming in on television and online in the form of Twitter comments by president Trump. In a separate piece the same day Krugman of the NYT says cabinet positions are filled by inferior subordinates, which is not an opinion held by Brooks who believes many members of the administration including Commerce Secretary Wilbur Ross, Tillerson at State, and Kelly as White House Chief of Staff are no less qualified than Weinberger, Shultz and other leading Cabinet members or White House staff in the Reagan administration. By taking on the same tone and tendency to be light on the facts and truth, enabling people to think less and less, switching to an incoherent social media, people seeing this presidency taking the country in the wrong direction are weakening the essential message, says Brooks. ...

It is important to understand the tariffs imposed by the Trump administration because of the many misleading headlines. The new tariffs placed by the Trump administration on a list of 1300 imported products from China are for about $50 billion and targeted at high tech products in flat screen televisions, medical devices, aircraft parts and batteries, other high tech products that China hopes to get an edge over the U.S. under its "Made in China 2025" plan. China still enjoys a huge surplus with the U.S. This plan is intended to better manage the next phase of the competition with China as China seeks to get an edge in high tech products. The steel tariffs were targeted at China's buildup of surplus steel capacity in the last 2 decades, with little to do with the next phase of the competition globally between the U.S., the E.U. and China. This is a carefully planned move showing American resolve to be competitive in the high tech industries of the future. It will be followed by a comment period during which the administration will get feedback on product choices. A public hearing is set for May 15 in Washington, and companies can file objections till May 22. ...

China's military drills around Taiwan have an unintended effect of creating a shift in American and European sentiment on the overconcentration of US and EU investment in China. It took all the wisdom, intelligence and experience to do what no president has been able to accomplish in the decades since the 1960's- to have the courage and wisdom to disengage from wars in remote parts of the world that started from the Reagan-Bush period that were carried on through the Bush-Obama-Trump administrations. And to use the contacts in the Senate developed over decades for bipartisan efforts to rebuild America with trillions of dollars in capital investment, the kind of rebuilding that took place in the Truman-Eisenhower and Kennedy administrations in the 1950's and 1960's following the war. The Biden administration policy is similar to the Trump administration. The response is to send migrants back to their home countries. One of the lessons for the European Union and for the US of the last few years is that the US and EU cannot have migrants issue create discord within public opinion, when so much needs to be done for infrastructure, competition with Asian countries such as China, and the needs for recovery from the pandemic. With wars, natural disasters, smuggling of migrants, new waves of migrants required a different approach. Promoting development and providing help to the economies of these countries is seen as a more effective approach, and the best way to do this is to help strengthen America and the European Union by building a consensus on development and infrastructure investment.

Krugman says there is cause for concern from May's U.S. jobs report of only 38,000 jobs added- low even with Verizon strike jobs added back in- compared to the 200,000 a month average since Jan 2013. One cannot read too much into one months report, yet the political uncertainty in a election year adds to the problem. The low interest rates near zero offering little possibility for rate cuts, make it difficult to come up with a policy response. Under a Clinton administration the infrastructure spending option would face Republican resistance.  It is not clear how a Trump administration would respond. Krugman says the jobs figure reflects a stronger dollar- a result partly of the Fed's plan to raise rates- that is hurting U.S. exports.

After months of uncertainty and waiting for concessions, offering temporary exemptions, the Trump administration announced tariffs will go into effect on steel and aluminium imported from the European Union, Canada and Mexico. A tariff of 10% on aluminium and 25% on steel goes into effect on May 31st, 2018. The tariffs affect about half of the imports of steel and aluminium into the U.S. and are intended to keep promises to protect American industry made by president Trump during his election campaign.

Mexico and the European Union are imposing retaliatory tariffs. The European Union will impose tariffs on $3 billion of American goods in retaliation.

US president Biden calls on intelligence agencies in the US to complete an inquiry into the origins of the coronavirus in 90 days. Biden said he would publish the results of the 90 day inquiry. Guardian newspaper reports that this maybe the beginning of a technological cold war between western spy agencies and Beijing. The head of the UK's secret service said in a speech that "we need to have a conversation" about Huawei's involvement in UK's telecom network. Following this BT, Brtiish  Telcom, stated it is removing Huawei's networking kit from its EE mobile network. Huawei has struggled against the suspicion that it is under the influence of the government to tap into telecom systems in other countries. This has resulted in it being banned from selling telecom equipment to the U.S., Australia and New Zealand. The Trump administration put a ban on ZTE for breaking sanctions against Iran. Now the Trump administration is making its case that Huawei also is breaking U.S. sanctions against Iran with the arrest in Canada of founder Ren's daughter Meng, who is the CFO. Ren started out working in IT for the military before setting up Huawei in 1987. ...
