The Oxford vaccine developed in partnership with Astra Zeneca aims to be the vaccine for the world. The partnership has said it will make 2 billion doses and will provide this without making a profit at about $3 for one dose. Serum Institute of India was the leading supplier of vaccines to the world before the pandemic. Now it is preparing to make 1 billion doses of the Oxford vaccine. Already Astra Zenca has setup agreements for manufacturing  in other countries, with about 24 manufacturing facilities in countries such as Brazil, Japan, and Australia. Arrangements are also made with Russia and Mexico. The Russian partner has capacity to make 1 billion doses of the vaccine. In May the U.S. agreed to buy 300 million doses for $1.6 billion and manufacturing facilities are already being setup in the U.S.  The U.S. and other governments are sharing the risks as Astra Zeneca is hiring other companies to build the manufacturing capacity and working with them to install the new machines and supply the vaccine ingredients. Hilsenrath describes how the Federal Reserve missed the signs of the mortgage financial crisis of 2008, the bubble economy, and how low interest rates and other actions of the Fed to rescue the economy led to a situation which hurt savers. The lack of a serious plan for homeowner rescue as part of the actions by the government further hurt the working and middle class. The rescue also lacked credibility because the banks ended up becoming bigger than they were, and no action was taken in the U.S. which had been pushed by the U.S. in similiar situations overseas- for example on South Korean banks for overborrowing during the 1997 Asian financial crisis.  At the 2014 Boston Fed sponsored conference on Inequality, Fed chairman Janet Yellen described what she called the largest inequality in the U.S. not seen since the 19th century. The average net worth of the lower half of the distribution, said Yellen, of 62 million households, was $11,000, and a quarter of them had zero net worth. These were the shocking statistics that propelled two unlikely outsiders forward- Donald Trump to the Republican nomination for president, and Bernie Sanders who coming close to getting the Democratic nomination settled for a big part of setting the Democratic agenda supported by nominee Clinton in 2016. ...

Many refineries in California are planning to close. Relations between Chevron and the state government are improving but there is a long way to go to make a smoother transition to giving price relief to the public with the declining production in the state over two decades. In 1990 California oil production was at about 900,000 barrels a days by 2000 this had dropped to 700,000. By 2025 about 300,000 barrels a day.

Two German Patriot air defense systems are to be transferred to Ukraine and replaced by the US. The decision by Germany's Merz comes as Kyiv suffers a cruise missile attack that destroys an apartment block leading to 31 dead and 159 wounded on July 31, 2025. Five of 8 cruise missiles used evaded air defense systems.  The war brings ancient history important to Russia in the founding of the Russian state in European history before 1450 and complicated history after the Communist Bolshevik Russian revolution in the Ukraine region, the Cold War and Russia returning to its historic role of a Northern European Power. Russian commentary on Russian nationalism today suggests Russia seeks acceptance as a major European power without Wall Street's evaluation based on GDP of nations leaving Russia middling status. Wall Street gives disproportionate importance to China relative to India, Russia and Brazil three large nations on 3 continents for example. Witkoff is on the way as DJT emissary to Russia to seek some solution, but the war drags on as Russia sees itself making slow yet steady progress and seeks to end the war on terms favorable to it following huge loss of life estimated at hundreds of thousands. In August both sides including DJT are losing patience. DJT offers more sanctions but says at the same time that this may not deter Russia. Following SPD's Scholz frustrated yet restrained approach to the war, Chancellor Merz is investing in a rebuilding of Germany's defense forces and it's infrastructure. ...

Maria Corina Machado's  attempts to return to Venezuela following the earthquake in June 2026. Marco Rubio is sympathetic to her wish to return but thinks this may not be the right time and delay elections even further. US has raised the question with Venezuelan government leader Delcy Rodriguez about Machado's return. The intent is to make a transition, but before this can be done the conditions have to be created for a stable government in the interests of the Venezuelan people after many years of Chavismo and the structures he has left behind that could create risks if not covered properly. In that sense Delcy Rodriguez is part of the transition. Rubio told the US Senate at a hearing in Congress that people forget it is only 6 months since the arrest of Maduro and transfer to the US on Jan 1, 2026, and that in that time the US has ensured that all Venezuelan oil sales are made to benefit the Venezuelan people's needs by being deposited into aVenezuelan bank Account at Treasury without the siphoning off of funds that happened before. This is not an insignificant point, it is basic to Venezuela's economic recovery after its disastrous experience with Chavismo and mismanagement of the economy. For the first time Venezuela can export without sanctions which means higher oil sales, and for the first time American oil companies are encouraged and taking interest in investing in modernizing the oil industry in Venezuela. Chavismo itself shows that democracy is not always the instant answer to all questions, that the conditions for democracy need to be established or it will be destroyed and conditions can get worse. This is true today because Venezuela's democratic parties and institutions were destroyed by Hugo Chavez and the country could descend into chaos because of the militias he has created- it will take time to create the right conditions. Rubio and DJT understand this. What people forget is that the US can leave the Middle East but it cannot leave the Western hemisphere and the conditions in the Western hemisphere in the American continent have to be secured so that the US and Latin America can ensure the prosperity of the continent learning from past mistakes. Mistakes under previous administrations that allowed a drift into chaotic environments which led to migration of one third of the Venezuelan people about 7 million to the US and Colombia, other countries, and in Mexico a problem with growth of drug cartels affecting good governance destroying US borders. The Monroe Doctrine served a purpose by keeping out colonial powers from the Americas in the 1820's to the 1950's to benefit the Americas, letting it fade led to today's problems that are much worse than some of the smaller errors in US policy that can be corrected keeping the US overall benevolent disposition towards all of the Latin American nations for economic progress and shared prosperity. ...

Asian economies have seen a an increase in export dependence in recent years, with 47% of GDP depending on exports. China is a big exporter and will see its 11 % growth in peak years down to 8% and India which is not as big an exporter as China down to 7%. 5% growth would spell trouble in these countries with migration to urban areas from farming country and the lack of a social safety net as well as large number of people who need jobs to earn a living.
