Prime minister Modi's 5 commitments to get closer to net zero by 2030 will require making ambitious efforts starting from 2021. Modi cited Indian Railways as an example to be followed by the rest of industry and transportation, and homes, for the conversion to clean energy. Indian Railways, he told the COP26 conference, had set ambitious goals to achieve net zero emissions by 2030, cutting carbon emissions by 60 million tons from the 1 billion tons reduction of carbon emission Modi promised by 2030. The ambitious 2030 target of 500 gigawatts of renewable energy, mostly solar using new technologies, is another promise.  This Bloomberg report looks at India's energy mix today which is 44% coal, 25% oil, 6% natural gas, for a total of 75% fossil fuels, and the promise of 50% fossil, 50% renewable and other non fossil fuels hydroelectric, nuclear, that Modi made at COP26 Glasgow. Just as US and Europe, Japan, China have huge challenges ahead to make a massive transformation in record time, India faces the equal need to think clearly and embrace new technologies with speed and scale, and make the investments early for transformation. This is good for India to take on the challenge and venture out to seize the opportunities in new technologies that transform whole industries and a way of living that must be left behind. ...

The resistance of some youth and younger people to social distancing and mask wearing guidelines and restrictions on gatherings, is one of the hard to understand behaviours in France, Florida, California and other parts of the western world. On one day alone 500,000 persons went to bars in Los Angeles County the day after after they reopened on June 20, according to some reports. The surge in California today is not something that just happened or fell suddenly from the sky.

In France after 72 cases were detected in the Quiberon peninsula the top regional official told about "the irresponsibility of young people vacationing or living here gathering in large numbers for festivities, ignoring the danger." Some of the people 18-25 years have with the risky behaviours increased the level of the dangers in this pandemic in many countries.

German chancellor Merkel imposes a partial lockdown in Germany starting November 2. This is followed by an announcement of a lockdown across France by president Macron. On October 28 German daily cases went above 14,000. Only 25% of intensive care beds are now available, creating a very serious situation. Meetings in public will be restricted to just two households of up to 10 people total. No crowds at sports events. Restaurants and bars will close except for take away. Schools and kindergartens will remain open. Church services and protests will be allowed to continue. Shops will remain open with one customer for every 10 square meters or 108 square feet. Merkel called it a "very serious situation," and said "we must act now to avoid an acute national health emergency." She told Germans the number of people in intensive care units has doubled in last 10 days, and in many areas it was no longer possible to track and trace infection chains. In 75% of the cases the source of infection is unknown. People are encouraged to work from home and companies encouraged to make this happen. Companies with less than 50 employees and self-employed will get support from the government with  about 75%% of the income. Companies, institutions and clubs will also get federal aid. About $10 billion euros are set aside for this aid. ...

In France by law the first round it is limited to 16 million euros and second round to 22 million euros. Companies cannot donate and maximum donation is euros 4600 per year. All candidates must be given equal time by networks after official campaigns start usually March 28. If you get 5% of the presidential vote you get about 48% of the $22 million ceiling and if not only about 5%. Its a fairer system considering about $5 billion will be spent in US presidential election 2024. It keeps out lobbyists and donors looking for silent favors as the pharma industry and the tech industry in the US that has prevented any legislation on fair drug pricing or oversight of the monopolies of Apple, Google, Microsoft, Amazon, Meta and others, taxation of profits of tech and fossil fuel companies, or passage of healthcare for all. Indian elections cost of 1.35 lakh crores or $13 billion in 2024 are also similar to the US with parties spending leading to much corruption in the democratic process and defeating its best character.  ...

As the first day of talks happens in Brussels between Barnier of the EU and Davis of Britain, EU officials say Britain must meet spending pledges it made of 60 billion euros. Britain says there are different legal views on what is owed. Experts see little chance the two sides can reach an agreement by the deadline of March 2019. With the fragile coalition government in Britain talks appear to be very precarious with no clear view what Brexit means.

BBC News covers the opposition by business leaders in the U.S. to president Trump's decision to withdraw the U.S. from the Paris climate change agreement. Elon Musk of Tesla and Robert Iger of Disney say they will quit working on the president's advisory councils. Walmart, Apple, Google and other companies also opposed the move. Energy companies Exxon and Chevron also opposed the move. This reduces the business community's confidence in and support for the Trump administration. Some analysts see the Trump move as a way to satisfy the mood of his own election base of support among people who see the climate change accord as one more aspect of a rigged system of globalization, a theme Trump has used during his campaign in 2016. During the first 100 days many of the decisions Trump made took into account the views of business leaders from Boeing on the Export Import Bank, of Gary Cohn on tax reforms, of Wilbur Ross, the Commerce Secretary on NAFTA trade agreement. With the investigations in Congress underway the analysts see the move as political to shore up support with the Trump base. Senay Boztas writes from Amsterdam, Netherlands, that the strict lockdown in the Netherlands is a result of a badly handled coronavirus policy response. The Dutch experience is offered as a lesson other countries can learn from. It too long to form a government after Dutch elections in March, 271 days so that it took too long to have a policy response. When a policy response was made it faltered badly with too relaxed a lifting of restrictions without essential distancing and mask use. Restrictions at super spreader events at night clubs and stadiums were lifted all at once. The government failed to develop a policy of anticipating the next wave from variants by planning early for a booster campaign. (Israel is already into its fourth booster shot as reported in NYT).  The result is that instead of a calibrated response, because infections make up 15% of tests, Netherlands is in a sharp lockdown. A policy of prime minister Rutte that put too much into the idea of freedoms with different meanings in the west calling Holland a "slightly anarchistic country that doesn't need a preachy government," rejected vaccine mandate of any kind as in France and Austria for public transport and restaurants.   ...

Wind and solar finally overtake coal in power generation for the European Union. 30% of EU electricity is now generated by wind and solar. Power generation from coal and gas dropped by 17% in first 6 months of 2024, resulting in one third drop in sector emissions, according to climate think tank Ember. In 13 member states power generation from solar and wind was higher than coal and gas with Germany, Netherlands, Belgium and Hungary achieving this for the first time. This makes US commitment to climate change all the more critical for 2024-2028. EU is a big contributor to emissions for climate change. It is also setting aggressive goals. This progress brings into view zero power from coal and gas.  Andrea Hahmann , scientist at Denmark technical University, author of one chapter in the IPCC report on energy systems says “The ‘crossing of the lines’ demonstrates that the EU’s electricity transition is possible, and we should not give in to pessimism. Elon Musk has cut costs at Tesla and Twitter but has no experience handling budgets of agencies. Trump has promised more spending. Britain's High Court gives a ruling on November 2, 2016, that the government must consult parliament, and that parliament has to approve the plan for Brexit before invoking Article 50. This means that the government has to lay out the details of its plans which make it harder to conduct negotiations. The Conservative Party also does not have a majority in the House of Lords. Legal experts say the decision which caught the government by surprise was expected from a constitutional law standpoint which looks at whether the sovereign or parliament is supreme in making such a decision. Members of parliament in general were not in favor of leaving the European Union, making this add an element of uncertainty about Brexit. Political experts say one way out for Theresa May who earlier announced that she would invoke Article 50 by March 2017, is to call a general election. Today she has 329 seats in a 650 member parliament, with many of the MP's opposed to Brexit. May's government is expected to appeal the High Court decision to the Supreme Court. ...

The US should push forward with its plans to compete with China and Taiwan in the chip business. That was the intent of the Chips and Science Act that both parties supported in Congress. The naysayers simply don't want to take up the difficult challenges and are wilting even before the struggle to regain advantage in chip US manufacturing technologies has begun. Gelsinger at Intel says the scale is necessary for gaining technologies, and making chips for other companies is key to doing this. The products business and business manufacturing for other companies complement each other and enables Intel to co-develop technologies and introduce them faster. Amazon cloud computing has given Intel its business order for AI fabric chips, other companies will also decide to go with a US supplier. Gelsinger's goal at Intel is to make it the second largest manufacturer of chips by 2030. This is not just the goal of Intel, it is the goal of the US to recover its chipmaking capacity and technologies as a major priority for the Nation. It takes ten years to make such a change, after the neglect of the US to add funding for US manufacturers as China and Taiwan have done. Intel is doing this faster  and losses will peak in 2024. Leadership at Intel must persevere with "bold, persistent innovation."   ...

The pound falls in value to $1.30 as Mr. Boris Johnson rejects the requirement stated by Mr. Macron of France that Britain must follow EU rules. Mr. Johnson says Britain  will choose sovereignty over anything else, creating the possibility of a hard Brexit. He says the UK should not be expected to follow EU rules, anymore than the EU should be expected to follow UK rules. Business leaders hope these are opening statements only. 

Mr. Johnson want a Canada style agreement or failing this an Australia style agreement, and failing this he would stay with the existing Withdrawal Agreement with the EU he negotiated earlier. The UK wants to complete negotiations for a deal by December 31, 2020.

The European Union Commission says Ireland must recover 13 billion euros in back taxes for giving tax preferences to Apple that are against EU rules. The EU Commission says Ireland allowed Apple to pay a corporate tax rate of 1% on its European profits in 2003, and .005% in 2014. The EU Commissioner says the use of Ireland as the place where Apple pays taxes on operations in Europe has no base in reality, as most profits are earned in other countries outside Ireland. Taxable profits of Apple "did not correspond to economic reality," according to Ms. Vestager, the EU Commissioner.  In the current environment where political upheaval is unsettling the democratic process in the U.S., Britain, Spain, France and Italy, as well as in Brazil and other countries in the developing world- because of deep recessions, and efforts to cut the deficits with deep cuts in state spending including in education and healthcare, basic services- the moves by companies to reduce taxes to these absurdly low levels such as .005% when other companies in the EU are paying 12.5%, is becoming increasingly unpopular. As pointed out in this BBC News article this sounds like the way Carnegie, Rockefeller and Vanderbilt operated during the late 19th century, and were seen as operating in a manner that was above the law. Janet Yellen pointed out at a Boston Fed Conference on inequality in Oct 2014 that the bottom half of the distribution or 62 million households in the U.S. in 2013, had a net worth of about $10,000, One quarter of these households had a net worth of zero dollars. The working class and blue collar workers in the U.S. provide much of the support at Trump rallies. Younger college educated people support Sanders, because of the situation of the working and middle class in the U.S., and a similar situation exists in Europe. It is for the sake of the democratic process and delivering services in education, healthcare, and other basic areas to all, that companies small and large need to pay their fair share of taxes, regardless of size, influence, or technological advantages. Today this is is seen by most leaders who draw public support as the right way forward for the U.S., Latin America, Europe and Asian countries, including proper allocation of resources to best serve the needs of working people. For example the 13 billion euros is equal to all of Ireland's healthcare budget, and 66% of its social welfare budget.    ...

A look at countries in Europe shows different strategies for tackling coronavirus Delta variant as schools reopen in September 2021. Italy requires all teachers to carry a covid digital certificate that shows vaccination or PCR test results. France, Germany and Spain do not require vaccination for teachers to go to schools, and rely mostly on social distancing and mask requirements in schools. Britain not only does not require vaccination digital certificate, but also has not made masks and social distancing mandatory. Health experts say there are serious risks in this approach with mass return to schools and offices after August 2021, and the fall weather with more time indoors. This could lead to a surge in coronavirus as in the US where the reopening of schools and Delta variant has led to surge particularly in states such as Texas, Florida, California. In UK 65% of total population is now fully vaccinated, in Italy 62%. Teachers in Italy fully support the new rules. In Lombardy region with Milan as the capital, only 300 out of 300,000 workers returned to schools without the green pass, according to regional officials. Britain remains an outlier says this report in the WSJ, taking more risks than is proper at this time, and simply hoping for the best. Not the best strategy in this situation.   ...
