In this WSJ report an American volunteer in Poland describes his experience meeting people from England, Portugal and other parts of Europe and North America who have volunteered to help refugees from Ukraine in Eastern European countries. Child care for transient families, most refugees being women and children, temporary housing and clothing are pressing needs. People from as far away as Lawrence, Kansas, are out here helping in a stunning display of support for the women and children who are refugees.

Sweden places in the top three countries in the Women in Work Index for 2019 of the 33 member OECD. The other two are New Zealand and Iceland. As a country emphasizing gender equality Sweden has taken this approach through policies and legislation.  Feminist government, feminist international policy, are terms frequently used. Focus is on policy that provides equal rights, participation in decision making, and equitable allocation of resources. Swedes get 480 days of parental leave to share, of which 390 are at 80%, till a child turns 8. In government funded schools when it comes to gender roles preschool teachers and principals are allowed to act as social engineers so girls are not restricted to traditional roles only. Swedish colleges and universities are free and women earn two thirds of the degrees. A gender neutral word "hen" was adopted in Swedish popular culture. Legislation makes violence against women by partners punishable for each offense, and explicit consent is required in sexual relations.  Women and men share equally in leadership of government agencies but women still fall behind in private industry positions. Salaries are 88% to 92% of men's salaries. Women have 161 of 349 seats in parliament after 2018 election.   ...

A women's rights advocate, and mayor of Seoul, South Korea, and one who as a lawyer was active in defending women's rights against harassment, is found dead. This happened 2 days after a former secretary who joined his office in 2017 filed a complaint at a police precinct about sexual harassment. Park Won-Soon was mayor of Seoul since 2011 and led the fight against the coronavirus. He had also fought for civil rights with the ruling party leaders in the struggle against the dictatorship in the 1980's.  The city of Seoul was in shock after it became apparent that Park had killed himself. South Korean president Roh Moo-hyun took his life in 2009 after the state prosecutors began investigating corruption allegations against his family. Culture in South Korea and Japan is changing from a long history and tradition of male dominant society as women assert rights to equality under the law and fair treatment at work. This is an unusual twist to the story as Park was actually one of the people initiating and supporting constructive change, and is the reason it has led to mourning in South Korea for the loss of Park Won-Soon.  ...

Former Pearson CEO Marjorie Scardino joins the Board of Directors of Twitter as its first female director. Scardino was the first woman to become CEO of a FTSE 100 company in the UK when she was appointed head of Pearson in 1997. Her reflection on the progress since then is one of disappointment. She told the Telegraph newspaper when she left Pearson that not much had changed in the 16 years since 1997, with few women on the board of directors, chairmen or CEO positions in the corporate world. Yoree Koh points out in this report that only 8.4% of Silicon Valley companies have women directors, according to an annual study put out in Dec. 2012 by the Universiy of California, Davis. About 40% of the tech companies in the S&P Composite 1500 index have no women on their boards, according to an Ernst & Young report.

Leah Williamson is the author of the new book You Have the Power with Guardian football writer Suzanne Wrack. It is a motivational story of England's European cup soccer winning team from 2022 for girls ages 10 to 14 years. Its subtitle is Find Your Strength and Believe You Can. Leah says this is the age group that struggles the most in terms of who we want to be as young women. It is also the age when young girls decide to drop out of sport. What has made a difference for Leah is that her mother was a footballer playing for Milton Keynes and her grandmother played badminton competitively. She remembers going to Arsenal for games with her mom and grandmother at an early age. By age 7 she was playing competitively and she was scouted for Arsenal girls. She has played for Arsenal since then. She started on boys team when there were no teams for girls. A confident attitude came naturally to her and once she decided to play soccer competitively it did not matter that professional soccer for women did not exist when she joined Arsenal girls. ...

The reduced availability of child care services, longer time it takes to get steady jobs in a slow growth economy, and the "safety trap" of becoming used to a freer lifestyle, areincreasing the average age at which Italian women have their first child. It has moved up from about 30 to 31.4 in 2012. As more women pursue higher education and get university degrees the trend is to focus on jobs and lifestyle. As grandparents get older and the lack of enough preschool centers this makes child care harder, in a nation where 68% of children under 10 are still cared for by grandparents. At present only half of Italian mothers work, according to the OECD, compared to 74% in France. This worsens the demographics with currently 150 people over 65 years for the 100 under 14 years, and the figures increasing with fewer young people to support retirees, according to Istat.

A strong advocate of women's rights and gender equality, Canadian prime minister Justin Trudeau now faces questions from women who say feminist leadership cannot stoop down to backroom politics but must remain principled leadership. This follows Trudeau's non-apology for putting a female minister in his cabinet in a difficult situation including demotion to a lower position.

The minister was not willing to negotiate a settlement on corruption charges against a Quebec based company, but says she was was pressured to do so. 

Trudeau benefitted from his strategy winning the 2015 election with a large vote from women. With an election 7 months away the support from women is now eroding. One comment was referred to him as some feminist prime minister, with too much mansplaining.

Micheal Martin, prime minister of the Irish Republic, says the 2011 visit by Queen Elizabeth to Ireland helped in "lightening the load of history." A history which has seen the British rule over the island of Ireland since 1603. The use of Irish language was banned the period of The Plantations with British settlements began in the Northeast and south east, and of British law, leading to great resentment by the Irish. The Queen spoke words of Irish during her visit to Dublin Castle for state dinner and laid a wreath at the Dublin Garden of Rememberance, a park that is dedicated to the Irish men and Irish women who fought against British rule.  One of these Irish women is remembered in India as Sister Nivedita, who helped organize the early efforts of Swami Vivekanada's mission to revive the effort for practice of yoga and for Swaraj or self rule in British India.

Increasing college enrollment for women in the US shows no sign of changing. Women now make up 60% of college students for the 2020-21 college year, men 40%., according to National Student Clearinghouse. Another alarming piece of information is that there are 1.5 million fewer students at colleges and universities in the US, and men make up 71% of the decline. 3.8 million women filled college applications compared to 2.8 million men for 2021-2022 college year in the US, according to Common Application. The enrollment rates of poor and working class whites show alarming decline with rates of enrollment less than people from Black, Latino or Asian income backgrounds. Decline in male enrollment is highest for community colleges with family finances the main cause. The pandemic has accelerated this negative trend that is bad for America. 700,000 fewer students were enrolled in college in 2021 spring than 2019 spring, according to a WSJ analysis.  During the pandemic millions of women left jobs to stay at home with children. Many turned to sons for help, with some young men quitting school to work. Some examples shown in this report show parents having gone to college and sons deciding the skyrocketing costs of education make it too risky to take out loans that cannot be repaid. Many just feel lost, doing work landscaping for $500 a week or packing boxes at Amazon warehouses at $15.50 an hour. With so much going wrong in the way America is investing in its future generation, issues like wars in distant lands fade into insignificance, and president Biden's decision is surely "a wise decision." As is his effort to make community college at no cost given to young Americans. The $3.5 trillion investment in workers and families that Biden plans could not have been developed at a time of greater need than today. ...

A civic group plans to continue showing a woman's statue representing 'comfort women' in front of the Japanese embassy in Seoul. South Korean media is critical about the lack of merit in generating goodwill of the agreement between prime minister Abe and prime minister Lee on 'comfort women.' Some South Koreans see an uncomfortable association between history showing Ms. Lee's father being an officer in the Japanese Imperial Army, and the agreement that does not do much to put the issue behind by offering $8.3 million. Japanese prime minister Abe considers the 1965 agreement normalizing relations between the 2 countries with no reparations as final, with no exceptions for the situation where many South Korean women were used by the Japanese Imperial Army. An exception might open up claims from other survivors of the war in other situations, Japan fears. Japan offered $8.3 million as an humanitarian gesture for the surviving 46 comfort women, which is seen as insulting for the women in the South Korean media. Missing workers in direct contact service industries with the Great Resignation in the US and Europe. The US is missing 4.3 million workers. This also includes many women who have not returned to work as the pandemic drags on. The share of the population in the US 16 years or older either working or looking for work is at 63.3%. Workers are quitting at the highest rates in manufacturing, retail and trade, transportation and utilities, and in professional or business services. Quitting is high for women, workers without college degree and in low paying service industries such as hotels, restaurants, and child care. It appears now that these trends will stay and not be reversed easily.

White women have voted for Democrats only twice in 1964 and 1996, both times for southern Democrats, Lyndon Johnson from Texas in 1964 and Bill Clinton from Arkansas. Biden losing margin with white women was 11 percentage points Harris was 5 points. Knowing this it is not clear how the idea of depending on the women's vote was a reliable strategy. Considering that women also vote for the pocketbook, the economy and the cost of living issues were twice as important for Republican/Democrat women than other issues. Latino men margin for Clinton was 31 points, for Biden this dropped to 23 points, for Harris this dropped way down as Latino men swung sharply away from Democrats to give a plus 10 point margin for Trump a swing of 33 percentage points. Harris won Latino women by 22 points compared to 44 points for Clinton. The whole strategy Democrat women candidates trying to appeal to men, or use women as an offset for losses with men has not worked. Part of this is also that the economy is also a factor for women.    ...

It is a sign of hope in Europe that the period known as the "Troubles" is over. Emma Little-Pengelly of the Democratic Unionist Party in Northern Ireland has dropped the boycott of the Assembly. She is assuming the post of second minister.  Little Pengelly says that we are shaped by the past but we are not defined by it. The party with most seats in the Assembly gained by looking out for people of both communities for housing and other basic needs is Sinn Fein's Michelle O'Neill. This is a new form of what PM Modi has called "Nari Shakti" or women's outlook and strength in Britain bringing peace and development to the island of Ireland. The Indian parliament was recently opened by a woman president Ms. Murmu and the Budget presented the next day by Ms. Sitharaman. Michelle O'Neill says we are not asking to move on, we are asking only to move forward. Such are the changes happening on opposite ends of the former British Empire as Modi moves forward with "sab ka vikas sab ke sath," development for all by all, and in Ireland with release of $4 billion by the Sunak UK government northern Ireland can move forward with meeting people's needs. Both Catholic and Protestant communities are asked to work with each other under the Good Friday Agreement and power is shared for helping people of both communities get better housing, education and other needs for themselves and their children. ...

This editorial in the Economist says Spain's economy has recovered to pre crisis levels by 2018 with growth at 3 percent. It says Spain had a bigger crisis than Italy and took stronger measures under prime minister Rajoy to fix problems in its banking system, address the housing crisis, and unemployment. Italy's steps by comparison were timid and faltering. Mr. Rajoy had his problems including corruption scandals in his party and a poor handling of the Catalan drive for independence. Yet Spain owes muchas gracias to Rajoy for his leadership in bringing Spain out of the housing and economic crisis, and for running the country for two and a half years after losing his majority in parliament.  Another difference with Italy is the generally favorable attitude to immigration for all parties. Of the newer parties Ciudadanos remains at the centre and the Podemos party remains to the left in politics, as part of the populist changes in Spain during the economic crisis. The new government of Pedro Sanchez has a positive attitude to immigrants and to women, with the largest number of women in the cabinet of any European country. ...

In a policy unchanged since 1950's women in China retire at age 50 and men at age 60 years. China is aging faster than the US and it's population that is over 60 years is 20% of the population. Over the 5 years to 2025 about 40 million people will retire, about the size of the population of Canada. There will be 36 million fewer people in the working age population ages 16-59 to support them. Chinese migrant workers and families work longer hours than white collar workers making it difficult to raise the retirement age to European levels in a short time. The government's approach is to get public support by creating awareness about the problem and change the retirement age gradually over a longer period. The first step will be bringing the retirement age of women to the level of men. The 10 year gap in retirement age of men and women is not found in any advanced economy.

Ram Manohar Lohia is the Gandhian with a world view having been educated at Humboldt University in Germany, who took Gandhi's idea of the equality of all men and women into the India of the post 1950's. He mentored Mulayam Singh Yadav and other leaders who brought tribals, the lower castes, women, Muslims and others into the mainstream of Indian society in the 1990's and afterwards. He also created the first opposition movement in India giving Indian democracy a good framework. Mr. Modi has in his own way brought forward some of the ideas of Mr. Lohia and Mulayam Singh Yadav as he struggles to modernize a nation of 1.2 billion and bring Clean India, Water through Har Ghar Jal, and electricity, cooking gas, digital banking, agricultural support, food rations during covid, and infrastructure building,  to hundreds of millions of people.
