 After a landslide win in the recent election with 56% of the vote, Gabriel Boric, 36 years, will work for a fair deal for ordinary Chileans. His win comes after years of street protests calling for a fair deal including pensions, transport services, and better income distribution. The protests called for writing a new constitution to replace the one written by dictator Pinochet. Chile has grown increasingly polarized with younger generation favoring change and fairness and many of the older generation favoring the system left by dictator Pinochet.

Chile is described as an economic success story but it is a highly unequal society with 1% of the people owning 25% of the wealth, and about half of the people seen as economically vulnerable, says this report in The Guardian.

Chile and the dilemma of copper exports taking up 57.8% of exports in 2009, from 54.4% in 2005, making 15.5% of GDP. With the surge in China's growth Latin America remains as tied to commodities exports as it has been for decades, facing boom and bust cycles and not able to diversify into value added and industrial products. The election of Sebastian Pinera only confirms a new emphasis in Latin America towards a social cohesion agenda. In Mexico with Calderon, in Columbia with Uribe, in Brazil with Luiz Inacio Da Silva, in Chile with Pinera promising to work closely with the Concertacion and carry on social programs introduced by that coalition which reduced poverty, the trend is the same. It is to put behind Latin America the struggles between the military, the universities, business, unions and other parts of society and forge a common consensus for coupling social programs for the less well off with business friendly policies to improve the economy. Its even a process that is taking place in Spain which has a great deal of influence on Latin America, as Spain combines social support programs with business friendly policies. And the Concertacion President in Chile, Michelle Bachelet, leaves with personal popularity ratings of about 75% showing that these policies are popular with Chileans, as they are in places like Brazil and Mexico. The fatigue with 20 year old Concertacion rule shows with a change in administration but overall policy direction will in large measure continue....

Orange juice from Brazil, copper from Chile, electronics and pharma from India, and aircraft from EU, are part of broad exemptions in US tariffs plans. The exemptions are designed to give flexibility to US negotiators where it helps the US economy to import these items. 

This month negotiating teams from Japan, EU, South Korea and othere countries are trying to get exemptions for other items. BMW is seeking export rebates for exports of SUV's to EU from its US factories. And VW is seeking to use investments it says it will make in the US manufacturing as a way to get exemptions in tariffs or lower tariff rate similar to the way Apple has negotiated a tariff exemption for its Chinese exports to the US by saying it will invest $100 billion in the US manufacturing. US negotiators have to get the firm guarantees that these investments are going to be made.

A major problem for parents and the schools may be knowing this and use this knowledge to keep increasing prices is that the true value of education is about your own effort and the quality of teachers, that the major state universities provide everything one needs for a good education, one just has to work hard at it. There is nothing about a Northwestern or a Brown that cannot be done by studying in the UC state system universities or state universities across the Nation, yet paradoxically the idea is kept up of the added value of a prestige name when much of a good education can be achieved at state universities costing $13,000 a year or $52,000 for 4 years at a UC Riverside or UC Santa Barbara. Michigan state instate at $16,000 and Arizona State at $13,000 a year are similar to other options.Upper middle class families struggling to pay for colleges that charge anywhere from $38,000 a year to $96,000 a year for so called elite. A shocking 40% increase in college tution is not justified by the colleges who seem to be impervious to the impact of these price increases when no such price increases were seen in the post war decades that followed 1950. Here a father who works as a director of a manufacturing company with incomes in the range of $200,000-$250,000 a year faces the difficult decisions of letting children make the decision and yet having to make sober choices about affordability. With about $200,000 set aside for tution expenses for 2 children parents face tution that can cost for 4 years $160,000 to $250,000 for 1 child. In this situation Brown cost $93,000 a year but reduced it to $65,000, Northwestern and Cornell wanted $96,000 and $81,000 a year, Notre Dame $38,000 a year and UC Berkeley $52,000 for instate tution. This means there is little left for the second child's college tution when the first child 4 year cost is in this case $65,000 a year for Brown University and $260,000 for 4 years.  ...

The reduced availability of child care services, longer time it takes to get steady jobs in a slow growth economy, and the "safety trap" of becoming used to a freer lifestyle, areincreasing the average age at which Italian women have their first child. It has moved up from about 30 to 31.4 in 2012. As more women pursue higher education and get university degrees the trend is to focus on jobs and lifestyle. As grandparents get older and the lack of enough preschool centers this makes child care harder, in a nation where 68% of children under 10 are still cared for by grandparents. At present only half of Italian mothers work, according to the OECD, compared to 74% in France. This worsens the demographics with currently 150 people over 65 years for the 100 under 14 years, and the figures increasing with fewer young people to support retirees, according to Istat.

The concept is accepted as helping children, Vance the Republican VP nominee has suggested $5000, only opposed by country club Republicans oblivious to the importance of children having free school lunches and parents having the money for child care added costs for the future of the children of this Nation.     ...

How to have two pronged approach to climate action- give fossil a chance to address concerns of the poor and struggling, and move forward with renewable energy installation. This is the accepted approach in 2025. It is increasingly accepted on different sides of the poltiical and economic spectrum. Technological advances in addressing climate change will accelerate and provide room for rapid action in the future, while at the same time the problems for health and supplies of electricity are tackled for working class, marginalized and struggling populations in both US, EU and the rest of the developing world.
