From now on the vaccination program in India will be run nationally by the federal government. This will ensure fair access to vaccines to all parts of the Indian population. Earlier vaccine costs were bid up as states and private hospitals bid up prices. Under the new national program 75% of vaccines will be given out by the federal government and 25%  by private hospitals and other private health institutions. The government in New Delhi under prime minister Modi will offer adults free vaccinations. Modi said "We will increase the speed of procuring vaccines and also increase the pace of the vaccination program." Even in private hospitals the cost of vaccine will be kept at Rupees 150 or $2.06. Experts say this is the right policy and the government has learned from errors in letting states and other private institutions run vaccine policy, which made it too fragmented and subject to too many variables, resulting in inequity, and slowing vaccination drives. The Supreme Court stepped in asking for clarity, leading to the clear policy from the federal government announced today.  Advantage of the new policy is that the responsibility lies in one place, and the federal government also has the clout to make things happen, to negotiate with companies and other parties involved effectively. India has vaccinated 222 million people but because of the population being so large at 1.2 billion this comes out to be a small fraction of the population. This puts the task of getting vaccine supplies and getting the vaccination drives to work in the only place that has the determination and the resources to deliver results by vaccinating 1.2 billion people by December 2021. It has never been done before in history says Mr. Modi, and it is a challenge that India is now taking up for itself and for the global community. It also lays the ground for India to help its neighbors in Asia and in Africa, Latin America in 2022.   ...

The Indian prime minister has ordered that a million job vacancies be filled in the next 18 months. About 21% of job openings in the Central government have not been filled says this report in The Indian Express. According to the Annual Report of the Department of Expenditure 21.75% of the 4.1 million sanctioned posts were vacant as of March 1, 2020. It is these and other additional jobs that will be filled in mission mode. Jobs are vacant at all levels of the different departments and ministries and regions.  About 92% of the positions are in the departments of Railways with 40%, Home Affairs with 30%, Civil Defense 11%, Postal 6% and Revenue 3%. Of the employees Indian Railways had 1.25 million on March 1, 2020, and 1.20 employees on March 1, 2022. The pandemic had the effect of restricting hiring of people needed. With the expansion of the economy the hiring for government has not kept pace. In the Armed Forces, for the Army no hiring took place in 2020 and 2021 recruitment years says this report in Indian Express.  There are calls at public meetings including at Defense Minister Rajnath Singh's rallies for "sena bharti chalu karo" to start recruitment drives for the army, navy and air force. One would not know this reading the NYT on democracy or the WSJ on tariffs or the Washington Post on assault on federal workforce, or the Atlantic, Politico, DW.com or FR24, Der Spiegel, nor Le Monde, much of the world media slanted on way or another. One does not hear about military exercises so often as the world realizes that so called large economies China, Germany, Japan and India all depend on American goodwill and willingness to give rather than take for most of the post war period since 1950. For the last 6 years in the latter half of the Trump administration and the 4 years of the Biden administration during the pandemic relations between China and the US deteriorated and China first retreated into its own then opened up a bit. The initial idea that it could manage the DJT trade actions evaporated as Biden continued the DJT first round of tariffs. Now Navarro, Lighhizer, and his deputy Jamieson are all back advising DJT for anew round of reciprocal tariffs and tariffs on Canada, Mexico and China for not stopping fentanyl flows.  In 2022 in eastern Ladakh China's PLA had a big standoff with Indian forces in eastern Ladakh at Galwan and Pangong Lake. The Quad was active with Australia India and the US in Indo Pacific and China conducted military exercises close to Taiwan.      ...

This report on Bangladesh politics and economy is from The Guardian July 14, 2019. In 2009 the Awami League party under Sheikh Hasina contested the election in a Grand Alliance with Gen. Ershad's Jatiya Party winning an absolute majority of the seats. Since then Sheikha Hasina has been prime minister through 4 elections maintaining economic growth through the garment industry till the pandemic and disrupted supply chains hit Bangladesh hard leading to its debt burden doubling in 3 years. This led to turning to the IMF in 2022  with reserves down to $23 billion and student protests over lack of jobs. A second wave of protests led to her ouster in August 2024. This report by Derek Brown in The Guardian shows the changing situation in Bangladesh in the 1980's and 1990's after independence in 1971 following the India-Pakistan 1971 war. Zia Khaled of the BNP and Sheikh Hasina of the Awami League were alternately in power with periods of rule by the Army under Ershad contesting elections as the Jatiya party when the two parties failed to govern effectively. This went on from 1996 till 2009 when Sheikh Hasina began what would be four terms in office for 15 years. The economy was improving by 2019. And then Covid hit - the pandemic had serious effects on the foreign exchange reserves of Bangladesh, Sri Lankan and Pakistan economies. Only in India with the efforts of prime minister Modi was the economy put on a sustained growth path, corruption prevented by the personal example of Modi's leadership, and a state led development focus achieved using the example Modi had set in Gujarat as its chief minister for 15 years. The rest of South Asia lacked such firm and decisive leadership that is similar in its focus to the transformation of first Japan and China into leading industrialized nations.  In 2022 Bangladesh followed Sri Lanka and Pakistan in going to the IMF. By 2023 the foreign exchange reserves had declined to $23 billion. In 2024 to $19 billion. Garment economy dependent Bangladesh was seeing the effects of supply chain disruption and decrease in earnings from exports. In 2024 student protests on joblessness and frustration at economic prospects led to the ouster of the Hasina government.  ...

Ranil Wickremesinghe of Sri Lanka, both Finance Minister and Prime Minister during this economic crisis, says to The HIndu in this interview- "It's hectic, this is a new experience. I am working eight days a week." He says he will firm up the staff level agreement with the IMF by June. Then he says comes the debt restructuring plan that gives a clear indication of what Sri Lanka has to do. By July there will be also the interim Budget.  He said "I must say that Indian assistance has helped us get through these difficult times." He says in addition to the $3.5 billion he is hoping to get another $500 million assistance for fuel. On austerity path Sri Lanka faces he says we have agreed with the IMF that vulnerable groups will have to be supported. He said if we look at what are called tough conditions, even if the IMF were not there, we would have to do it. The advantage of going with the IMF, you get something or everything. If you were to do it on your own you get nothing. On austerity he said yes there has to be austerity but we want it to be for the short term, so that even if 2023 will be a difficult year, in 2024 we can start moving. On the Adani investment of $500 million and Mr. Modi, he says  that he emphatically welcomes it. We need it at this moment and it is a good sign that investors are coming in, said Wickremesinghe. The Indian prime minister reviewed progress of the vaccination drive. On July 26, in the last 6 days about 38 million doses of vaccine have been adminstered in India. In a separate affidavit to the Supreme Court the government laid out its plan for making enough vaccine supplies to vaccinate the entire population over 18 by December 31, 2021, over 940 million people requiring over 1880 million doses.  "Out of this requirement for 1880 million doses 516 million doses will be made available by July 31, 2021, in about 34 days. The remaining 1350 million doses for complete vaccination to the eligible population" says the government information provided to the Supreme Court. The breakdown of vaccine supplies manufacturing is also given to SC. Of the total of 1350 million vaccine doses the following is how it will be manufactured in India in the next 6 months. Covishield  vaccine     500 million Covaxin vaccine          400 million Bio E Subunit vaccine  300 million Zydus Cadila DNA vaccine  50 million Sputnik V  vaccine          100 million The government told the Supreme Court that the procurement of Bio E Subunit vaccine and Zydus Cadila DNA vaccine will be subject to approval that is expected in the near future. From this new vaccine supplies picture it is clear that Covaxin and Bio E Unit will play a major part in the second half of 2021 in vaccinating India's entire population with 2 doses. This would be a historic achievement for the federal government after the lessons learned and the action taken with a new vaccine supplies policy for India in June 2021. There is also the challenge to be overcome of maintaining the vaccination drive at 6-8 million doses a day which would be another historic achievement for the federal and state, and local governments in India working with community education and logistical setup, medical staff.  ...

China follows Japan in the proportion of its elderly population at a similar juncture in its development. A paper from Japan's Research Institute of Economy, Trade and Industry pointed out that the proportion of child and elderly populations in China as of 2020 was similar to Japan's in 1990. China reached that inflection point faster with fertility rate falling from 2.74 to 1.28 in a 4 decade period, while Japan's fell from 1.75 to 1.29. That paper also shows India's proportion of child and elderly population in 2020 was similar to China's in 1980 when its economic boom took off. The overconcentration of supply chain in China is now being addressed by business in US and Europe after the pandemic showed its weakness. Prime minister Modi says this overconcentration has hurt even and balanced development worldwide.

India's vaccination drive which has passed one billion vaccinations is one of the great stories of our time. This report in DW.com looks at vaccination drive in a region that is densely forested. It is in central India in the state of Chhattisgarh with about 30 million people and about 7 million tribal people living in dense forests that make up 40% of the state's territory.  One such place is the Dandakaranya forest, Sukma district, 500 kilometres from the state captial of Raipur. It takes an arduous journey just to get to this place which has no electricity, no potable water and no road connectivity.  Block development officer Kapil Kashyap from Sukma tells DW.com how they worked hard, won trust among villagers and brought basic medical services to them. Astonishingly with such effort to overcome vaccine hesitancy, 95% of the people in the village here had their first shot, and 40% received two doses. It is such a kind of effort in every district that prime minister Modi has called for in the unrelenting effort needed to vaccinate fully 1.3 billion Indians. ...

Synghman Rhee was made president of South Korea with US Gen. Douglas McArthur present in Seoul and the invasion by Communist North Korea on June 25, 1950 was around the corner.  Israel's Ben Gurion asked the UN to have Arab armies withdraw or it would have to go to war. In India the Kashmir invasion in the Himalayas starts on 12 September 1947 with Liaquat Ali Khan approving plans for tribals and Pathans to attack Kashmir.The states of Hyderabad, Travancore and Junagadh among princely states(which were one third of the British Empire) that had not been integrated. In Europe the Berlin Blockade had started in June 1948. This is the Asia and Europe that Patel saw in 1948 as he pondered on the meaning of Gandhi's success and what had still to be achieved. It is also a point of reflection in advance of  August 15, when India gained its freedom from British rule and set the stage for the decolonization of Indonesia from the Dutch, of Vietnam from the French, and Malaya from the British, followed by decolonization in all of Africa. ...

A sanitary health expert Arne Panesar of the German Corporation for International Cooperation says for about six of ten persons in the world there are no sustainable sanitary systems for the waste. It is not enough he says to build toilets, equally important  is how the waste is treated and disposed. Prime minister Modi of India has stated that toilets are more important than temples in India and the goal is set for all Indians to have secure sustainable toilets in 2019.  Panesar says of Dacca, Bangladesh, that for its 16 million only 2% have securely managed sustainable sanitary provisions. Waste that is not treated and correctly disposed off ends up in streams and neighborhoods creating health hazards- diseases like cholera, typhus and polio thriving in such conditions. It is not clear says this report that sanitation needs can be met by even 2030. DW.com's Science section provides this report that shows detailed graphs, and information on the dangerous use of pesticides that lead to poisoning  for 385 million people in agriculture every year. Farm workers in countries like India are particularly affected. The Heinrich Boll Foundation of The Friends of the Earth, Le Monde, and Pesticide Action Network Germany, supported this 50 page report presented in Berlin recently. The business of pesticides is worth $35 billion for large companies, yet brings with it many dangers for food contamination, water pollution, environmental damage.  Prime minister Modi in India has shown foresight and vision in tackling the problems from plastics pollution in cities and from pesticides pollution in agricultural areas. He has warned farmers about its dangers and the need to use some of the traditional methods for agriculture that avoid extensive chemical fertilizer and pesticide use. The alarming use of pesticides leads to the highest pesticide contamination of water, soil and air in the world happening in Latin America. In Nepal and India alternatives to pesticides are found in a mixture of herbs and cow urine put on the plants. Pesticide prevention in organic agriculture is also done by banning synthetic pesticides, and crops rotated in a way to prevent monocultures while encouraging insects and birds to thrive. French farmers promote organic farming with many methods they have pioneered that also promote biodiversity, which can be copied in India and rest of Asia, Latin America, Africa. ...

India's Supreme Court rules on Aadhaar, India's biometric identification program, saying privacy is a fundamental right. Aadhar was started in 2009 as a way to help the poorest citizens and prevent leakage of fuel and food subsidies, and to fight corruption. Using biometric technology the government of prime minister Modi has extended the program as a way to build a database of digital fingerprints, iris scans of most of India's 1.2 billion people as part of a way to extend this into a national id card system for driver licenses, bank accounts, travel on Indian railways, making financial transactions. The low number of confirmed cases and small number of deaths in India and Pakistan is being analyzed for what to expect in the coming months from June to August. Some experts see this as just the beginning that the peak will come later on. India has about 75,000 cases and Pakistan 35,000. Testing has lagged behind with only 1.5 tests per thousand people compared to 26 per thousand in the U.S.  one reason the confirmed case count is lower. Some confidence is being drawn from the deaths- 2415 in India and 737 in Pakistan. This is because only 2.2% of cases in India and 3.3% in Pakistan led to deaths, compared to 14.3% in UK and 5.5% in China, 6% in U.S., using John Hopkins database. One reason given is that only 6.4% of India's population and 4.3% of Pakistan's is over 65 years age. Compare mean age in Italy 46 years to 27 in India and 23 in Pakistan. And there is plenty of sunlight which appear to destroy the virus. Other factors that may influence the virus- taking of the tuberculosis vaccine and routine exposure to more pathogens in both countries. Prime minister Modi in India is taking no chances considering the size of India's population. He has put forward a $280 billion economic package and is moving in deliberate carefully prepared steps to lift lockdowns with the current phase No. 4 allowing more reopening. The Economist points out serious problems at India's state owned banks. Following a $21 billion or 1.3 trillion rupee bailout from the government, and a new bankruptcy law to help banks deal with bad loans, the Indian banking sector was seen as recovering. Last week (Feb. 2018) showed new problems at three of the largest state owned banks. PNB, Punjab National Bank, is faced with fradulent transactions for 114 billion rupees, about a third of its market capitalisation. A jeweller, Mr Nirav Modi, had PNB employees issue letters of credit which were then used to borrow overseas, but the credit was not shown in PNB's books. The State Bank of India, SBI, is faced with losses after tackling bad loans. The Reserve Bank of India, India's central bank and bank regulator, has taken action to have banks recognize more bad loans to clean up the banking system.  The Bank of Baroda, the third largest state owned bank, is exiting South Africa after entering that market and lending to the controversial Gupta family that is seen as having undue influence on the government of ex- president Jacob Zuma of South Africa.  These events have battered the reputation of state owned banks in India. One private lender HDFC bank alone now has market capitalization worth more than the entire state owned banks in India. State banks are worth less than net assets in the market, showing a huge credibility gap. The bad loan situation that goes back to previous governments is affecting the growth rate in India's economy and creating new pressures on the government of prime minister Modi as it faces general elections in 2019. ...
