In a Feb 9, Washington Post poll, both African Americans and Hispanics were optimistic about the future for the next generation, even with the dismal economic prospects, because things have improved greatly for this generation of black people and Hispanics compared to their parent's generation. Spain's car manufacturer's association Anfac said car registrations in June 2008 dropped by 31% from June 2007. Spain' GDP showed a decline to 2.7% in 1st quarter 2008 compared to 3.5% in 4th quarter 2007. In Italy car registrations dropped 19.5% in June from a year earlier. In France car registrations went up by 2.1% in June from provisional figures. Auto sales in Japan dropped 3.6% in June according to the Japan Automobile dealer's Association.

Afghanistan, says aUN report, s seeing the development of narco-catels similiar to Columbia, where drug profits are seen as more imortant than insurgent ideology. The interdiction of opium crops says the UN office on Drugs and Crime has reduced production by 10% with 22% less land being cultivated. But this does not mean that the flow of opium has beeen affected. A stockpile of 10,000 tons of opium has been built up and is in the hands of narco-gangs, which is about 2 years supply for world demand. This also suggests that the efforts to cut financing of the insurgency are being dwarfed by the access for terrorists to this large source of financing. It also raises other questions about the billions of dollars that can be used for terrorist purposes. As the war situation deteriorates this financing suggests two ways in which the situation becomes intractable, first through the financing of the insurgency, and second through the corruption in the government of Afghanistan that this engenders. with the complete loss of confidence among ordinary people in the government. In these circumstances a democratic election does not have anywhere near the kind of credibility that for example the Iraqi elections had. Quite the reverse....

Class of 1977 was first after the Cultural revolution. In 1977 China held its first competitive national university entrance examination since 1965. A period of 12 years of the cultural revolution till 1977 were a lost decade in terms of education and getting the best minds and training them for careers in various fields for development and modernization. The year 1977 with the reinstatement of university entrance exams was remarkable in the outpouring of energy as young people prepared for entrance exams in a period of a few weeks. Textbooks were hard to find, for over ten years most had no schooling and worked in rural areas doing farming work. Students scrambled to find teachers to guide them. 273,000 were admitted to universities that year- only 4.7% of the the students taking the test. In each country the secular and liberal leaders and the young people felt the revolution was being stolen from them by Islamist parties and are asserting themselves to gain a voice in government. The Islamist party in Egypt has older leaders, an authoritarian structure and hierarchy, which failed to incorporate liberal and other opinion in writing the constitution and in forming the government. A more tolerant and open Islamist party needs to be part of a broad based government with other parties, which can focus on the economy, unemployment, infrastructure and public services....

He talks about how the Pentagon and the UK military have thwarted efforts for aerial eradication of poppy fields which has worked in other countries like Columbia. In fact Anne Patterson was an Ambassador to Columbia and knows about this first hand. He also talks about how through their efforts northern Afghanistan was cleared of poppy fields but how the cultivation has shifted to the south to Helmand and Kandahar provinces. The government officials in these provinces are actively involved in the poppy farms that are being setup there and support Karzai and help him organize the Pashtun vote for coming elections. So Karzai is protecting these officials and because of this opposes aerial eradication and does not support using Afghan Army for land eradication. The military in the U.S. and the UK does not want to take more casualties by turning against them the officials and farmers who support the government, but this is a short sighted policy because this helps make the Taliban insurgency stronger with access to cash and weapons because they also are actively setting up farms in their areas of southern Afghanistan. Aerial eradication takes care of poppy farms in all areas and has been effective in other countries. In the long run the military takes many more casulaties because of the bigger insurgency and Taliban they have to deal with. The military's policy is called "Sequencing," and its basically we'll deal with drugs later which is based on a complete misperception and understanding of the situation facing them. Schweich is in the thick of these battles and has fought them wit courage it appears from this account. He has the support of Secretary of State Rice but has not been able to get the Administration to get Karzai to change the way he is operating. It risks making the situation and insurgency in Afghanistan a lot worse if not corrected. Its a call for action and for educating the public and clearing all the misunderstanding and myths and fog about whats happening in Afghanistan....

This is passed on through lower remittances to the home country from its workers overseas and in the people returning to their home country unemployed. Putting aside national borders its seen in the way huge migrations of workers from rural areas moving to the coastal areas of China is being reversed as export industries on the coast are collapsing. In that case there are no remitttances but the effects are just as severe as these people are unemployed. And in parts of rural China where there is a severe drought the rural economies and the farming areas are suffering from poor agricultural production. Kerala, a coastal state in southern India, is a state heavily dependent on the Gulf economies for jobs and remittances. The Keral Manpower Exporters Association says that about 500,000 workers from Kerala will be forced to return from the Gulf in a few months. Kerala contributes about half of the 5 million Indians working in the Gulf economies. The estimated $6 billion that these workers send to Kerala ia about a fourth of the state's economy and twice its government budget. Skilled workers doing jobs as carpenters, plumbers, painters and administrative staff working in the construction boom in the Gulg especially Dubai, are likely to remain unemployed. ...

A former mayor of Mexico City wins the election for president in 2018 with 53% of the vote. Obrador's margin was over 30% over Ricardo Analya of PAN party who had 22.5%, and ruling PRI's Antionio Meade with 16%, with 72% of votes counted according to Mexico's election agency. Issues in this election were corruption, with many corruption scandals for ruling PRI under president Nieto, and failure to maintain rule of law. The last time that a president won this size margin of victory was in 1982. Morena as Obrador's party is called, won 306 of 500 seats in the lower house of parliament and 70 of 128 seats in the Senate, winning majorities in both houses of parliament. It also won 4 of 8 state governor races and the Mayor's office in Mexico City. FOr the first time since 1997 one party will control both houses and Mexico City. Obrador formed his own party after leaving the PRD party, calling it The Movement for National Regeneration. Most Mexicans were highly disturbed by the violence and corruption that prevailed in local administration under president Nieto's PRI government. The PRI's dominance in Mexican politics is now broken. Obrador says he will work to put more emphasis on helping the poor in Mexico in framing his policies, distancing himself from the politics of the PRI which had distanced itself more and more from grassroots and ordinary workers in Mexico. This means adapting the free market economic model to suit Mexico's own conditions, the differences between northern and southern Mexico, and pushing for more worker friendly policies. It also creates more room for agreement with the U.S. as both Mr. Trump and Mr. Obrador agree on raising labor standards and wages for factory workers in Mexico ...

Rottgen says that the low point of the Copenhagen talks was reached when it was becoming clear the China was not even willing to accept unilateral pledges of the industrialized nations to reduce emissions by at least 8% by 2050. The Chininese he says said that was too little for them. At which point the Europeans said we could perhaps offer 100%, but that would have to be the end- for mathematical reasons. and Rottgen points out that at that point he and others realized that the Chinese were not concerned about agreeing on CO2 reductions, but rather with preventing them. It was at that poit that US President Obama went in for face to face talks with Chinese Prime Minister Wen Jiabao. Rottgen also faults the US where he says the elites realize that something has to be done about Co2 but cannot get the majority of people to support the changes and sacrifices required because of political reasons. Says Rottgen about the Americans "they prefer to have cheap money to consume, and they don't want to limit their CO2 emissions, so that they can continue to do things their way." Rottgen also sees the CO2 targets as away to get Germany and other nations to develop the most advanced technologies, and because of the German lead in this area he sees it as a way ensure Germany's economic future....

Neil Irwin in the NYT why the U.S. China Phase 1 Trade Agreement is more than a hill of soyabeans as he puts it, more than about all the soyabeans that the U.S. farmers can sell to China. China's economy was seeing the effect of U.S. tariffs. Additional tariffs to cover all imports from China to the U.S. would have worsened this. China avoided this by agreeing to Phase 1. The U.S. had looked for some enforcement mechanism based on China putting this down in a written agreement particularly for avoiding subsidies to state enterprises and improper access to U.S. advanced technologies. China's reluctance to do this led to Mr. Trump saying that China had reversed its position and Trump expanding the tariffs stage by stage. These issues are now set aside for Phase 2 still to be negotiated. Both sides taking what they could get. China relief from the threat of tariffs on all exports. The U.S. under Mr. Lighthizer's negotiating leadership retaining the enforcement idea through the tariffs that are still in place of 25% on half of China's exports to the U.S. The bonus for Mr. Trump is the goodwill China generates by agreeing to buy all the U.S. farmers can produce, farmers having not only stood behind Mr. Trump but also forming a key part of his support base. China will continue to compete in technological areas with the U.S., and the state enterprise model which worked for China as Mr. Xi tells visitors will continue. Phase 2 is just that Phase 2, when and if it can be negotiated between Trump with his negotiator Lighthizer and Xi with his negotiator Liu He. On key points neither side is budging. A key goal for Mr. Trump is to put the trade surplus China enjoys of $300 plus billion a year with the U.S. on a serious downward path, and bring so many of the jobs and manufacturing back home. On this trade data for 2019 and the plan for 2020 of both countries is clear. It should be down each year by 10-20% for the next few years, a major achievement of Mr. Lighthizer, who did the same with  Japan under president Reagan. ...
