Wind and solar finally overtake coal in power generation for the European Union. 30% of EU electricity is now generated by wind and solar. Power generation from coal and gas dropped by 17% in first 6 months of 2024, resulting in one third drop in sector emissions, according to climate think tank Ember. In 13 member states power generation from solar and wind was higher than coal and gas with Germany, Netherlands, Belgium and Hungary achieving this for the first time. This makes US commitment to climate change all the more critical for 2024-2028. EU is a big contributor to emissions for climate change. It is also setting aggressive goals. This progress brings into view zero power from coal and gas.  Andrea Hahmann , scientist at Denmark technical University, author of one chapter in the IPCC report on energy systems says “The ‘crossing of the lines’ demonstrates that the EU’s electricity transition is possible, and we should not give in to pessimism. Greens and SPD Social Democrat parties in Germany favor social spending, infrastructure spending, and climate change investments. Free Democrats party holding the Finance ministry supports  a brake on spending. There is no agreement on the budget in this coalition, says DW.com. SPD and FDP are not increasing in popularity and SPD could lose the chancellorship if there is a new election. The Greens and the CDU are increasing in popularity. For this reason the coalition is likely to continue even with this disagreement on spending.  SPD and Greens say higher taxes and elimination of some subsidies is one solution. The common platform has not resolved these differences. In the US president Biden has retained the support of voters in the midterm elections and has gained bipartisan support for building infrastructure and investing in renewable energy, cutting health care costs.

A wind farm out at sea to start in 3 years, small renovation projects across France and Germany, a couple of billion dollars from the French government for home renovations- this kind of approach is considered completely unrealistic say EU legislators. One Danish legislator asks what is more unrealistic? Setting serious targets for conversion to renewable energy or depending on Putin's gas and oil?  These EU legislators are calling for aggressive action now. The European Commission set a 9% goal for energy savings by 2030, this has now been moved up to 13%. EU legislators are calling for 23% in savings by 2030. And even this may not be enough to meet the goals for climate change to prevent the disaster from climate change with fires and floods and heat waves that hurt agriculture and food supplies. A savings target of 19% is about the gas that runs 40% of the cars and trucks on American roads in 2021 or 214 million metric tons of oil. The French government has set aside 3 billion euros for comprehensive renovations of homes to save energy with a target of 300,000 homes in 2022. This is completely inadequate as it will cost 23 billion euros say experts on the Paris city council. Renovations are only running at 60,000 a year. A big part of the conversion in Europe is converting from gas heating to electric heating. France is boosting subsidies for new electric heat pump installations.   ...

With Europe at war and struggling to get through the winter with gas rationing it was up to America to lead the way as the world faces ever increasing floods, fires and heat waves that affect food supply and environment. And Schumer? The New York Democrat asked about the effort quoted his father who passed away last year. "As my late father said: you need to persist. God will reward you." For months Mr. Manchin a critical vote in the US Senate had opposed the Democrats proposed bills. Then Senators Mark Warner of Virginia, Chris Coons of Delaware, John Hickenlooper of Colorado took a different approach. They did not openly criticize Mr. Manchin, and appealed to his sense of history, his zeal for playing a leading role in a high stakes legislative deal. Schumer and Biden were willing to make some concessions for fossil energy now that with the war in Ukraine the US needed to export LNG to Europe to replace Russian supplies. China and India were still going to be using fossil fuels after COP26 and after the pandemic induced lower growth. The US had to find a different approach some fossil fuel concessions would make it possible to use it as abridge towards the larger goal of getting ahead on renewable energy in a big way. The threat of climate change is becoming real in China with drought and heat waves. The impact on agriculture is feared as it may affect the autumn crop. For the first time the awareness of climate change is taking on a new urgency, with state media reporting on it with new emphasis. China having to import grain would put pressure on world supplies of foodgrains. It is therefore imperative that China also join in support of keeping Black Sea ports of Ukraine free and able to supply Egypt and North Africa to reduce pressure on world foodgrain markets.  This could also help shorten the war with a return to work on  important goals of climate change, renewing homes and industry for conversion to renewable energy,  restructuring trade so that there is no extreme dependence, and social security, healthcare needs of the Chinese people.

Connection between inflation and spending (fiscal stuff) by the government is misunderstood or misstated, say Wharton Prof. Smetters. Doug Holtz-Eakin former CBO budget director agrees.  Does higher growth mean higher inflation? It depends. The climate change action renewable energy subsidies are expected to increase growth by 0.2%, yet this should reduce fossil fuel costs, mitigating effect on inflation of government spending. Will higher deficits increase inflation? Again it depends. In 2021 direct financial help for households during the pandemic led to a third of the higher inflation in 2021, 2022 and first half of 2023. Inflation peaked at 9.1%. In 2023 the deficit is up significantly but it is mostly of the accounting kind with lower tax revenues by $278 billion from capital gains taxes due to a stock market slump in 2022, and higher interest costs of $136 billion.

German industry says a complete shutoff of Russian gas to Germany would be catastrophic. Paul Krugman, an expert on international economics, looks at it in this NYT report. He says estimates show a worst case scenario drop of 2.1% in GDP for Germany to shutoff Russian supplies of energy. This estimate is from ECONtribute a thinktank from the Universities of Bonn and Cologne. This reluctance says Krugman to take the tough decisions such as turning off Russian energy supplies prolongs the war in Ukraine and its painful consequences in food scarcity and inflation all over Africa, Asia and Latin America. By comparison Greece, Ireland, Spain and Portugal went through severe downturns as a result of debt crises and economies that were mismanaged, with 27% loss of GDP in Greece, says Krugman.  Merkel's government argued for strict austerity policy during the eurozone financial crisis. By comparison says Krugman the shutoff of Russian energy supplies only imposes 2.1% loss in GDP that the German economy could handle.This estimate is also similar to estimates by Bruegel Institute and International Energy Agency, says Krugman. It would also speed up climate change action in Germany and set an example for Europe. German Economy minister Habeck's plan on alternative sources of renewable energy goes part of the way to accomplish this yet more needs to be done to correct the errors of policies from the Merkel administration that allowed German dependence on Russian energy to reach 55%. It is hard to comprehend why the Merkel administration could not be uneasy with something that would give Russia a huge leverage over the German economy and limit its voice in world affairs. It is now left to chancellor Scholz to correct the errors of the Merkel administration and of past members of his party the SPD, such as Mr. Steinmeier and the Schroeder SPD administration that preceded Merkel. Difficult questions have to be shouldered by the Christian Democrats and the Social Democrats. It is only through the courage shown by Annalena Baerbock of the Greens Party, in laying bare what these German policies were leading to, that Germany is recovering her voice in the world. In his speech to parliament making a U turn from the old policies Scholz credited Annalena Baerbock for the hard work in convincing Germans of the need for action.  ...

Nirmala Sitharaman, the Finance Minister, says India's approach to pandemic aid appears to be the right one because it avoided handouts that have in the form of large stimulus packages in the US and Germany, created high inflation. The FDP party is pro-business and no agreement is reached with the Greens and the CDU on how to move ahead with the 65% of German power plants that do not rely on renewable energy such as solar and wind. Modern gas facilities are unprofitable making this a major challenge for Germany to cut power emissions under the Paris Climate Change Agreement and German targets of the Merkel government. Cheap abundant coal supplies support the Australian lifestyle and standard of living. Australia is a big exporter of coal. Here prime minister Morrison is shown with coal in his hand in parliament lauding its benefits to the Australian economy as a source of its wealth. Only now with floods, drought and fires is the real cost of coal becoming apparent to Australians. In elections in 2021 Mr. Albanese of Labour party replaced Mr. Morrison and promised changes. As one of the windiest and sunniest places in the planet Australia says the OECD is in a position to play a large role in renewable energy. This suggests that policy so far has been shortsighted. Worse it may have fueled the rise of temperature on the planet by providing cheap coal for China to grow at rates close to 12% for decades.

The simple fact that other countries are subsidizing heavily the early period for building a new industry, as Taiwan has done in semiconductors, China in solar panels, and European governments in other industries, had serious industrial implications that were ignored for too long. US president Biden is following the same approach to bring back American leadership in manufacturing of semiconductors - supporting and nurturing American manufacturing. The unavoidable fact is that tens of billions of dollars are needed in risky bets on semiconductor manufacturing that is feasible only with the help and cooperation of governments. What many fail to understand is that loss of this leadership leads inevitably to dependence, and loss of national sovereignty or economic security in some form or other. This BBC report shows how much has changed with Germany's erstwhile leaders. From 1998 to 2005 Mr. Gerhard Schroeder was head of the German government. His ties with Russian leaders and Gazprom have led to severe criticism in Germany. He survived an effort this week to remove him from the local chapter of the Social Democrat Party. The lack of regret for not investing in childcare, not investing in digitization of the German economy, not investing in transportation (Deutsche Bahn is late most of the time and the Frankfurt train station is a relic from the 20th century), not investing in renewable energy technologies such as EV's, not investing in infrastructure.

The worst part leaving Germany with hands tied unable to invest even modest sums of money because of a clause in the Constitution that limits deficit spending to 0.35% of GDP. A clause put in by Merkel in 2009 called Schuldenbremse or debt brake.

Friedman says the fairly obvious that Democrats in the US and Social Democrats in Europe readily grasp. That unrestricted immigration on the southern border in the US or in the southern border of Europe actually does little to improve the situation for people in the US and Europe or the people in the countries migrants are leaving because of unsettled conditions. Germany has shifted to a policy of becoming involved in development in Africa. Japan's International Cooperation Agency has worked for many years in African countries. The US has its own efforts to assist Mexico through trade and manufacturing. It is working with Central American countries that are a major source of migrants on the southern border at different times. Mette Frederiksen, head of the Danish Social Democrats government, has put it very well when she said that the only people who are getting hurt by open border policies are the working class families in Denmark. This is true also of other parts of the EU and the US. Simply by letting in migrants, a policy that is harmful to workers and families. Conservatives are looking to make political gains and further their own interests, indifferent to social divisions and increasing lack of upward mobility in society. Immigration has become the tool for many of the conservative parties that have used it in ways harmful to interests of workers and families, in Britain, in the US, and in the EU. One has only to see the large delegation that Mette Frederiksen led to India for discussions with prime minister Modi, the economic ministries, and business, to see how she did the right thing on a huge scale. Denmark is the world leader in logistics with Maersk, and in renewable energy. Denmark and the Nordic countries are working closely with a country of 1.4 billion people to improve the logistics to make India comparable to China in manufacturing for export. And similarly in renewable energy technologies. The Nordic countries and the EU have simply by these actions done more to uplift hundreds of millions of people in Asia than anything that ever happened in the history of the world. And the US is also working with India in the same way. India acts as a stable source of growth and model for a whole stretch of Asia from Indonesia to Vietnam. The population lifted out of poverty - 2 billion people. ...

Is Norway endorsing the position of a former president of the US to "Drill, Baby Drill.?" It would cost upwards of 1 trillion dollars to fix US inaction on climate change to 2028. Norway is drilling like crazy to help Germany tackle the cutoff from Russian oil and gas supplies. It is also pursuing climate change action and green energy. The result is some confusion about where it is heading. The Guardian comments on this position taken by Norway. It can only be seen as oil and gas meeting a transition period's needs, yet with the severity of cliamte change events in the form of fires and floods in the world in 2024, is this a tenable position? Norwegians will say their cleaner fossil fuel production takes the place of dirty coal plants in Europe. How could Germany manage without Russian oil and gas without Norwegian supplies they ask. Others say Norway gets a quarter of its GDP from oil and gas. It is at the same time the country that is way ahead in renewables, most of its grid runs on renewables. And yet it has cut greenhouse gas emissions only by 11% since 1990 4 times less than Germany. Norway will come up for more criticism considering that its push on fossil fuels in 2023-24 is reducing investment for shift to a fossil free world. It is not an issue that can be talked away or not confronted head on as it is the harbringer of something worse- doing nothing for 4 years to 2028 that is proposed on the back of stuff that is being done by Norway- a US presidential candidate promising to relegate climate change action to zero by denying it exists and by saying "Drill, Baby Drill," at the RNC Convention in Milwaukee. ...

The Third Biennial Update Report at COP26 Glasgow shows where India stands on renewable energy, solar, forest cover enhancement, and improving carbon intensity in its climate change efforts so far.  For instance a 17 times increase in solar in the last 7 years to 45 gigawatts, with target of 450 gigawatts by 2030. In carbon intensity 24% improvement between 2005-2014. Scientist Bhatt presented the report for India's Environment Ministry saying India represented 17% of the world's population and historically 4% of world carbon emissions, today 5%. Improvements of carbon intensity per unit of GDP planned under Mod's plan for 2030 require 45% reduction in carbon intensity by 2030. This suggests the trajectory of China will be avoided where highly polluting parts of industries such as steel and cement were left unregulated and lacking strict supervision leading to rampant pollution in 2000-2021. Mr. Birol, head of the Renewables Energy Agency said on BBC's "Hard Talk" program recently that if you combine all of China's steel and cement factory carbon emissions, that alone would equal the total sum of carbon emissions of the whole European Union today. A quick look at a graph of global carbon emissions trajectories shows three fold increase of China's carbon emissions from about 4 billion tons to 12 billion tons between 2000-2021, the period and the explosion of carbon that is the one activity that singlehandedly created the crisis of climate change today. By comparison US remains at about 6 billion tons of emissions, and EU, US, Britain Japan show flat trajectories. Business, globalization interests, US and European financial interests, and local governments in China that financed this explosion in steel and cement ignored the implications of so much pollution in so short a time through unregulated activities- writing a chapter of failure with most of the world's people left to bear the results of such a failure.  It is this that India plans to correct with a 45% improvement in carbon intensity per unit of GDP by 2030, and nothing could be more important in the government's plan than this. New technologies will be key for this. Modi and India realize how vulnerable India is to floods, drought stricken areas, shortages of water, and climate extremes, and see these plans as critical for healthy growth that benefits all of India's people and regions, It is a long term vision like no other today and sets a new direction for all developing regions of Asia, Latin America and Africa. As India leads the way in new technologies and ambitious programs such as one solar, one world, one grid, these technologies will also break open new paths for the regions of the world that need this most from Brazil to Indonesia.  China too suffers from the impact of so much pollution. Even as early as 2010 reports showed the higher pollution had lowered life expectancy in northern region of China compared to its southern region. Yet the most polluting factories were not removed and only recently is the activity being conducted seriously leading to the shortages of fuel from so much overexpansion in the boom years, and making adjustments done abruptly today more difficult.   ...

The increase in natural gas supplies from shale in the U.S. is dampening the interest of energy companies in the development of nuclear reactors. It is also changing the whole trajectory for energy sources in the U.S. The Energy Information Administration's forecasts for new additions of power generation capacity 2010-2035 show that natural gas will be the dominant source with 58.1%, nuclear is only 4%. Wind is 13% and other renewables including solar is 16%, giving renewables about 29%. Coal and fossil fuels are at 8% and hydropower 1.6%. This is a major development in the energy industry, for the U.S. efforts to reduce dependence on imported energy supplies.
