Anti Immigration sentiment is not new - it has just changed racial stereotypes from arguing against southern and eastern Europeans and barring Asians for "quality" in 1890-1970 to today's heated debates about Latin American nationalities.  Pew Research ( and the adjoining MPI) show highly relevant US Immigration history. Pew Research shows the foreign born share of the American population is at 13.8 percent. It reached 14.8% percent by 1890,  brought down in the interwar period by 1970 to 5 percent. It has gone back up- the wave of immigration blocked from successive Acts keeping out Chinese (1882), Japanese (1924) and all Asians(1924) has changed to include Asian migration under policies of John F. Kennedy. Pew Research shows in 2022  10.6 million immigrants living in the US were born in Mexico, making up 23% of all immigrants. This is 3.2% of the US population of 335 million in 2024 according to the Census Bureau. The promise of president Harris to sign the legislation negotiated with Republicans in Congress (Senator Lankford) in March to close the Border would remove this distraction from cost of living, housing, and climate challenges. ...

No one in Northern Ireland wants to go back to the sectarian clashes of the twentieth century says one resident of the region. Most people recall the divided barricaded border with watchtowers and helicopters with extreme anguish. All that was dismantled long ago. But Northern Ireland still looks to the outside for help. Will president Biden bring new investment in the region? Can the Sinn Fein and DUP be persuaded to work together with US participation. A new generation has moved away from the sectarian to the economic issues of the cost of living and provision of public services in education and healthcare across the region. This was affirmed by Sinn Fein winning 27 seats the largest bloc in the 2022 election where focus was on economic issues and the quality of life. Because of Mr. Biden's very personal connection to Ireland there is much hope in Ireland for a new chapter to be written again. There is also a different sentiment in Britain with Keir Starmer's experience as human rights adviser to the Northern Ireland Policing Board. Starmer attributes his decision to go into politics to this experience seeing the changes he could make in Northern Ireland from the inside. The switch to a government by Labour could come at a good time for Northern Ireland and for Scotland.  ...

Mexico's economy grew at 1.34% in the third quarter of 2011, according to the national statistics institute. Annual growth is estimated at 4% for 2011. Axa CEO, Henri Castries, and Siemens CEO, Louise Goeser, have very favorable views of doing business in Mexico. Siemens sees sales increasing by double digits through 2015, and has located one of three global R&D centers in the state of Queretaro. Goeser says many parts of Mexico are safer than parts of the U.S. A large part of the violence is concentrated in a few states, and in border cities like Juarez, and affects smaller businesses more than the large manufacturing enterprises of overseas companies. As a result it is as if there were several economies in Mexico, with foreign enterprises largely insulated from the violence. ...

Juarez, the city across from El Paso, has done well in the last 10 months with 27,000 jobs added in the maquiladoras. These foreign owned factories continue to attract business interest even with a drug war raging in the background. The reason is that Juarez connects straight to American Interstate highways and this makes it possible to deliver goods in 3-4 weeks in some cases from the time of order compared to 10 weeks for China. And wages can run as low as $4.21 an hour. Companies get incentives in the tax treatment and worker training is supported by the local government.

Will a war in Ukraine affect the world's food supplies? Yes here is how. It would affect mainly the countries of North Africa that depend on wheat imports from Ukraine and Russia. Egypt is the largest importer. Many of these countries depend on imports to keep their people fed. The cost of shipping it is less from the Black Sea ports of Ukraine and Russia than if this wheat came all the way from America or Australia.  Much of Ukraine's wheat grows in the Kharkiv Oblast region in eastern Ukraine close to the border with Russia. With Russia putting 100,000 troops and prepared for an invasion of Ukraine both sides could be affected. Of the approximately 200 million metric tons of exports of wheat each year Russia and Ukraine make up about 29% or about 65 million metric tons. About two thirds of this from Russia and one third from Ukraine. Prices of wheat are already at an high of $310 a metric ton. Experts say this could double in the case of war or go up 20% even in a minor incursion. Western sanctions would affect Russian exports of wheat on top of the effects of war and devastated agriculture in Ukraine. Labour party in Britain is removing a never used anti-labour minimum services law that tended to worsen industrial relations and make it difficult to negotiate and resolve disputes over wages and conditions. The minimum services restricted the ability of 5.5 million workers to negotiate wage increases- it affected ambulance services, fire and rescue, teachers and rail services, border security to take industrial action, by requiring that a minimum level of service had to be provided. It was adversarial in nature and Angela Rayner call its effect as "poisoning industrial relations." We’re consigning it to history,” she said. “Scrapping this toxic legislation is our first step in ending the scorched-earth approach that has blocked negotiation and compromise to resolve disputes and prevent disruption." “This government’s new deal will create a new partnership between business, trade unions and working people and is fundamental to our growth mission.” A White Hall (British Civil Service) source says it was never used, Business did not want it, the legislation never worked, and Britain still lost more days to strike action than France or Spain. He says "it is the first major step in terms of resetting our relationship with the trade unions of this government." Jonathan Reynolds the Secretary for Business and Trade says- "The strikes act has not worked; it was a gimmick which inflamed tensions and only made serious negotiations harder, ultimately harming our public services and economy. It is telling that no single business ever used this pointless legislation. Putting an end to costly strikes that impact people’s day-to-day lives is key to getting our economy moving again and ending the chaos for our public finances.” ...

In upcoming national elections the anti-immigration narrative pushed by prime minister Viktor Orban is no longer sounding convincing to voters. One retiree in a local election is cited here as saying there is no one at the border, that he is tired of hearing that narrative. The number of people at the border from Africa and Asia has dwindled to single digits from 200,000 at one time. All parties in the country are opposed to it.  Hungary's economic growth of 3% in recent years since 2013 is helped greatly by aid from the European Union.  Large public works programs have brought unemployment down to 3.8%.  As a result Orban is likely to win about half the seats in parliament down from about two thirds majority. The other half of the seats will be divided among parties from the Greens, Socialists, Centrists and the right wing. As in Hungary the anti-immigration narrative should gradually fade in the rest of Europe including Britain. The vote for Brexit was close and the anti-immigration narrative helped boost the yeas vote margin. As a result of the change in public perception there will be questions about how much a decision that affects Britain for future generations should be made on the basis of an event that happened in 2015-2016. ...

This exceptional account by Ginger Thompson and Sara Cohen shows the Obama administration's strategy of creating credibility for its immigration enforcement by setting a target of 400,000 deportations a year, and focussing on the border states such as California, Texas, Arizona. The deportations were kept away from the midwestern states and states in the interior of the country. Under the Bush administration raids were made on businesses hiring illegal immigrants and the policy implemented all over the country, not selectively targeting the border. Local police were given authority to check immigration status of suspected foreigners. Deportations reached a peak of 383,000 under Bush in 2008. In 2008 Congress supported the Bush administration by doubling the immigration agency budget to $5.5 billion and imposed a mandate requiring detaining a daily average of 34,000 immigrants. Under the Obama administration the pilot project for state and local police to check immigration status of people fingerprinted in an arrest was expanded. Under project Secure Communities police could hand over illegal immigrants to immigration authorites, and new implementation criteria in a June 2010 memo easily covered a third of the 11.5 million illegal immigrants, according to immigration officials cited by NYT. Removal process was expedited so that expedited removals doubled under the Obama administration. Under Bush about 75% of those deported were sent home with criminal charges if they had no criminal record. Under Obama this increased to 90%. The NYT analysis suggests the immigration enforcement and grasp of the immigrant story looking for a better life, was better for "good" immigrants under presidents from border states such as Reagan from California and the elder Bush from Texas, than under a midwesterner of minority background. It shakes up the image of Hispanic Americans as part of a political affiliation to a particular party. ...

After elections this week in Germany the CDU may be faced with forming a government with the BSW socialist party an unlikely pair. Germany's political leader Sarah Wagenknecht considers the policy of letting migrants in to be "highly problematic", and making it difficult to focus on help for workers and families. Wagenknect says - "Not because people don't deserve a better life, but because our country is simply overburdened as a result."  She pursues a social policy that follows common sense on behalf of the working class and unions, and follows socialist policies for better incomes and benefits for workers. This is new to Germany says DW.com, yet it is not true for the EU. Neighboring Denmark for example has prime minister Mette Hendriksen who has said the same thing about migrants, opposing entry because it leaves the workers worse off than before and presents both a burden and a huge distraction from the many issues the working class face today. The Democrats in the US also are coming to the same conclusion as president Biden and Harris have moved to secure the Border with Mexico and cut unlawful migrant flows to a trickle in 2024.  These shifts will affect Scholz and the SPD party in 2025, as well as the FDP and Greens as they lose popularity in the former East Germany.  ...

It is too early to say it is a playbook. Trudeau's action may be more effective in the long run. The issue of fentanyl from Mexico is different in 2025 from the first term of DJT in 2016, 8 years later with 490,000 deaths from fentanyl in the US, a part of America's younger generation- unprecedented in American history and since the settling of the American continent since 1600. Fentanyl smuggling into the US from Mexico is the biggest issue facing the US along with closing the US Border. This report in the WSJ says Sheinbaum tried to deflect 25% tariffs by making the offer of sending 10,000 troops to the US Border. This was similar to her predecessor saying he would send 28,000 troops to the Guatemala Mexico border to stop migrants. DJT raised the issue. The week before the Feburary 3, 2025 call between Sheinbaum and DJT the White House said Mexican drug-trafficking organizations “have an intolerable alliance with the government of Mexico.” These are aspects of the problem that the White House needs addressed in effective ways to stop the flow of fentanyl into the US. Action from the first term of DJT has not solved the problem so that DJT will have to find real effective solutions. The Canadian government followed its own approach. It set $140 million for a new unit to gather intelligence on organized crime. And appointed a head for an organization on stopping fentanyl from entering the US. Canadian PM Trudeau followed the US and DJT in labelling the Mexican cartels as terrorist organizations. Issues the US faces with Mexico that remain unresolved are the $150 billion deficit and bringing home US manufacturing in the auto industry back to the US.   ...

The Trump administration is canceling about $1 billion in funding for California high speed rail project. About $2.5 billion in federal funds are already spent. California voters approved a $10 billion bond in 2008 to fund the project linking San Francisco to Los Angeles  and the federal government approved $3.5 billion in grants. The state hopes to complete the section from Bakersfield to Merced in this phase.

Houthi attacks from Yemen on Red Sea shipping affects Egypt as fewer ships transit through the Suez Canal and lower transit fees and revenues that affect the economy, in addition to the economic conditions of the whole region including Israel deteriorating from the Gaza war. There is also pressure on Egypt with the possibility of Gaza refugees crossing the border. UAE ADQ fund asked for currency to float freely if it was to invest $35 billion in northern Egypt. Inflation is at 30% and this WSJ report says even before this weeks fall of the pound the currency had already lost half its value. A Dreamers deal between president Trump and Democrats looks less likely now after meetings between the two parties show Democrats and Republicans have little they agree on. A meeting on January 11, 2018 was convened to discuss a proposal from Senator Durbin, Senator Graham and four other senators that would allow children who arrived in the U.S. with their parents (the Dreamers in the DACA Act of president Obama) to stay in the country with a path to citizenship, give $1.6 billion for a wall or fence on the U.S. southern border with Mexico, and change the diversity visa lottery to move to a merit base system.  President Trump's remarks at the meeting disputed by the president and confirmed by some senators have created added animosity. Trump is reported to have made some remarks derogatory to immigrants from Haiti, while saying why not get more immigrants from Norway, as Trump prefers a merit based system. The remarks have alienated African countries and were refuted in Norway. This also complicates the situation for the U.S. image overseas as diplomats struggled to represent the U.S. in a different light. In Congress the presidents remarks make it more likely that Democrats and some Republicans will make it harder to pass spending bills including on defense. As a result short term spending approval action will be taken, and there will be a prospect of government shutdown. ...

The close alliance between the CDU and the CSU in Bavaria appears to be unraveling. The immigrants at German borders have dwindled down a trickle, about 11,000 immigrants today compared to the wave of immigrants entering Germany in 2015. The CSU's prime minister in Bavaria Mr. Soder and the Federal Interior minister from the CSU Mr. Seehofer, blame the conflict between the two parties on the 2015 decision by Merkel on immigration. The German ARD broadcaster shows 62% of Germans favor stronger action on immigration. The pressure on the CSU comes from the gains by the anti-immigration party AfD in recent national elections. The CSU hopes that by shifting its own position on immigration to a standoff with the CDU and Merkel's position it can hold off the Afd in the elections in Bavaria in October 2018. The pressure on Merkel comes from members in the CDU and from the SPD leadership, which have accomodated some of the criticism of open immigration to reduce the immigrants at German borders, yet now see the need to meet any challenges to Merkel's authority. This is why the head of the SPD, Ms. Nahles called Mr. Soder's push for a confrontation on the immigration issue as acting "like a bonzai Trump." The CDU party leaders in Bavaria call for a "axis of the willing" joining leaders of the governments in Austria and Hungary. and the newly elected government in Italy to impose immediate controls on immigration at the borders. Merkel says she is open to different points of view within the CDU-CSU alliance, but action should be based on keeping the European Union together, and be taken after EU meetings in Brussels. Will this result in a fall of the government? Angela Merkel has adapted to the changing situation on immigration leading to the small trickle in new immigrants at German borders today. Even if the AfD anti immigration party joins the CSU the percentage of the vote for the AfD is mainly in the eastern part of Germany, and CSU in Bavaria, with 12.6% voting AfD in 2017 elections, and about 7% voting CSU mainly in Bavaria. This compares with the Left at 8.9%, Greens at 9.2%, and SPD at 20.5% for a combined 38.6% of the vote that favor Merkel's new coalition policies. This combined with the 25% of the vote gained by Merkel's CSU party gives it about 64% of the vote and about 489 seats in the 709 seat German parliament. A test of Merkel's authority is not likely to be sustained. By making this a pro-European position Merkel has shifted the issue from one of immigration which is now minimal and one on which Merkel has adapted her policies to a stand on Germany as leader with France of the European Union. At this particularly sensitive time when Germany and France are negotiating with the U.S. on trade and Britain on Brexit, German public opinion is likely to consider the impact of new elections and more uncertainty as not good for Germany. With the SPD, Left, Greens and CSU having 64% of the vote, and the anti immigrant parties CSU, AFD about 20% concentrated in the less economically developed eastern part and in Bavaria, the chances that Merkel's position would be weakened or her authority challenged is very unlikely.   ...

The Russian position for a ceasefire in Ukraine and peace talks is set forth by president Putin. "Our principled position is that state of Ukraine must be neutral, non aligned and free of nuclear weapons." Putin wants Ukraine to give up Donetsk, Luhansk, Kherson and Zaporizhzhia regions, Russian speaking regions in the east of Ukraine. Capitals of Kherson and Zaporizhzhia regions and some of the territory is controlled by Ukraine today. It means that Russia could accept a ceasefire under the present lines of control. It also means Ukraine would not be part of NATO, though it could be part of the European Union, as a peace settlement. All western sanctions on Russia would have to be lifted. Throughout the decade of this war Russia has maintained close connections to the Russian speaking eastern part of Ukraine with historically close ties to Russia and as Ukraine public opinion shifted to the EU Russia began its efforts to bring these regions under its control even when German-Russian relations were better during Merkel years. Russia has the support of China and Brazil in its position. At some point if a settlement is reached one possibility is that the line of actual control or LAC would be put in place. It happened in the Korean War, when the demilitarized zone was setup and in other conflicts on the Indian border with China and Pakistan, in Cyprus between Greece and Turkey. For it to happen Russia will have to dispel fears in the EU and the US that Russia will continue the conflict at some later stage till all its objectives are achieved. This requires removing the perception that Putin is set on achieving all his objectives to reopen the war at some later stage. Mr. Putin hinted at this by saying "today we are making a concrete real peace proposal," and adding that Russia was not ''talking about freezing the conflict, but its final resolution." In this situation it is the western doubt about Putin's intentions that is another barrier to a settlement on European security, with continued destruction in Ukraine when the war has entered a stalemate where both sides have exhausted their resources and have little to gain by prolonging this conflict. ...

In March 2022 the Conservative party crossed the Liberals with popularity at 32%. The NDP coalition ally of the Liberals was at 17%. President Biden made the decision to allow about half a million Venezuelan migrants who cannot be deported because US has no diplomatic relations with that country, to work legally. In New York half of the 100,000 migrants who arrived there in 2023 are putting too much pressure on the social safety net, a crisis for the school's shelter system, schools and budget. New York Democrats lobbied heavily for a change in the system. Mr.Biden made the decision to allow the Venezuelan migrants to be able to work legally. NY Mayor Adams and NY Governor Kathy Hochul lobbied heavily. The city had to house 60,000 migrants and it imposed a strain on the system. It was estimated to cost $12 billion for the city over a number of years. In the long run it will help New York State and the US with shortages of workers, yet in the short run the Republicans and immigration skeptics are protesting the arrival of migrants. Migrants arriving here after August will not be covered to not increase migration over the Mexican border.  ...

When the president and his administration are investing trillions of dollars in the economy as Biden is doing with support from friends in Congress from both parties and the US economy is growing with Made in America reviving American manufacturing- this changes the way labor and immigration can be viewed. There is an expanding demand for labor in such an economy and this is true today. Paul Krugman in the NYT shows evidence that the native born Americans have not lost jobs to immigrants in 2019-2024. Much of the demand in the restaurant, hotels and health care industries, in construction, agriculture and occupations native born Americans are less interested in filling are filled by entry level workers who are immigrants. The Wall Street Journal showed in a recent report that Topeka, Kansas is trying to recruit new immigrants to come and live in Kansas where the unemployment rate is lower than the national average today under Biden of 3.7%, and there are thousands of jobs to be filled. This is why Senator Graham of South Carolina and Tillis of North Carolina, the senior Republicans in the Senate, were trying to fix asylum and parole policies in immigration with the help of president Biden to close the border and yet allow an organized flow of new immigrants to the US to fill jobs that would otherwise remain unfilled. Most people do not realize how prevalent noncompete is with about 30 million workers affected. What the new FTC order under the Biden administration does is to ban such noncompete clauses that prevent workers from seeking jobs or working with rival companies. This will increase competition and boost wages. This is another instance that shows free markets were never really free from its advocates since the Reagan era and free was limited to interests of companies or monopolies, where it conflicted with their interests there would be no freedom.
