This editorial in the Economist looks at China's relationship with Russia. It says the Ukraine conflict and western sanctions have resulted in Russia moving closer to China. Yet the two countries have competing interests in central Asia, and different relations with India and Vietnam, in the Asian region. Russia is also wary of China copying designs of Sukhoi aircraft in sales to China of advanced military technology. The major oil and gas deal signed in 2014 provides Russia with a new outlet for oil and gas with the cooling of the relationship with Europe. Yet Russia has strong ties built with Germany over the entire post war period, and differences have emerged in U.S.- German relations. Germany's relationship with Russia- cooled by sanctions and German wariness over Russian intervention in Ukraine and Russian wariness over NATO close to its borders- spans 7 decades and is likely to remain strong in the long term. This comes from the shared sense of awareness of the terrible conflicts of an earlier period, just as it has for French-German relations, and from the strong efforts made by Germany to preserve the relationship and peace in Europe. Chinese president Xi's visit to Moscow on May 9, for celebrations of victory over Nazi Germany, will be followed by a visit May 10 by Chancellor Merkel of Germany. A factor in German-Russian relations is the close trade links, cultural exchanges, and history going back to the GDR where Chancellor Merkel is from, built up over many years, that are likely to set the long term future of relations. China's dominant partner relationship in the China- Russia relations does not bode well for the future of relations, compared to the equal partner relations with its European neighbor, Germany. In this different light Ukraine is a temporary pause, in German-Russian relations and peace in Europe, a situation which is in China's long term interest as it focusses on its economy and the next phase of development for a modernized economy. Especially as China continues to build on its own vital trade relations with Germany and the European Union, the latest example being Germany, other EU nations, and India, joining the China sponsored Asian Infrastructure Investment Bank. ...

Hona's hybrid technology is lighter and more suited to lighter vehicles compared to Toyota's hybrid and may offer better gas mileage. It will also cost less because Honda is trying to reduce the cost differential between the hybrid and the gasoline car to less than $2000 according to Mr Kato who heads R&D at Honda. Its new compact hybrid that its introducing in the US, European and Japanese markets next year will retail for around $18,000, or about $3000 less than the Prius. So the new Honda hybrid will have advantages and Honda hopes to sell 200,000 of these compact hybrids and in doing so also present itself as an environmentally friendly company. At the same time Toyota will not be standing still as its new revamped Prius will come out in 2010.

WTO Trade talks and the negotiations between EU, US, Brazil, India, China, Japan, and Canada continue with difficulties in getting India's agreement. Mr Nath of India has come to speak for all the world's poorest countries in Africa and Asia and also the growing emerging economies like S. Korea and India. THe EU and the USA are keen on access to India's growing market. And India and Brazil want to see concessions from the EU and the USA that will help the poorer countries especially promises made at the Doha round that were to ease global poverty that have not been fulfilled. With the difficult economic situation in the EU and the USA there is less give on their side and the Indians and the Brazilians are insistent.

After denying clearances for development projects for three decades, the Indian Supreme Court green bench of Justices Gavai and Vikram Nath clears 118 development projects already delayed for 5 years for pending litigation. 118 projects were cleared, including 15 held up for 10 years, based on the "sustainable development" idea that takes a look at the bigger picture, the aspirations of youth, and the bigger possibilities for renewables and environment with a bigger economy. It shows how India which at one time in 1990 had about the same GDP as China, has today one fifth the GDP of China, and with it lacks the same scale of investment for renewable energy and climate change action that China has because of China's larger economy. In this sense the whole country of 1.2 billion Indians, including hundreds of millions of farmers and urban residents, the Supreme Court and India's institutions, have suffered more than the one lost decade the prime minister referred to in the Budget session of parliament. It is more like three decades since China pushed ahead after 1990. China having suffered from the Japanese invasion and civil war for three decades in the 1920-49 period and three decades of drift in economic direction following 1949. India faced its own period of failed governance that matches the failures in China by 1990. The SC bench stated- "The Supreme Court is flooded with applications after applications, seeking permissions to construct primary schools, public health centers, anganwadi centers, an other public utility buildings in remote areas. Himachal Pradesh is constrained to approach the Supreme Court even for seeking permission to connect villages in remote areas by roads. Needless to state, the citizens residing in the remote areas cannot be deprived of the developmental activities that are being done in other parts of the country."  The Supreme Court called it ridiculous that the states were required to rush to the Supreme Court to do the minimal developmental activities.  That the Supreme Court and other institutions have taken so long to say and do this is itself one of the reasons India has fallen behind China. It will need to accelerate its efforts, in the way that the rest of the country and the world is doing to create an environment in which development can meet the aspirations of the Indian people. Efforts for climate change action can take place at the same time with bigger investment capabilities from the larger economy and advanced technological capabilities. The two can and do go together, a point missed for far too long.  An approach even the US has grasped and is doing under president Biden. The US has gone through its own period of failed governance for four decades of neglect of manufacturing and infrastructure that president Biden talked about in his State of the Union address to the US Congress last week.  Biden now sees the problem itself as an opportunity to get it right. This article by Lithuanian president Dalia Grysbauskaite, on the 75th anniversary of the Welles declaration points to a path for other Eastern European countries seeking membership in the new Europe. The declaration by Sumner Welles, acting Secretary of State, on July 23, 1940, stated that the U.S. did not recognize the Soviet occupation of Lithuania, Latvia, Estonia. It says the other Eastern European states such as Ukraine need to follow Lithuania's example to fight corruption, transform their economies, and create a foundation for the future, for integration into the European Union.

Putin takes the first step for Russia to join in discussions for a lasting peace. More than a ceasefire is needed, as many ceasefires have come and gone and the war is now over 15 years old, pausing for a while and then starting again many times. Russia calls for addressing the underlying issues behind the war.  It started with Russian support for Yakunovich 2010-2014 which ended with the Maidan protests in Kviv and Lviv. Russian and Putin strategy at that time was that as long as  a pro-Russian or a person leaning towards Russia with good relations to the West -as existed in some of the former states in Eastern Europe during the 1980's during the Soviet Union such as Poland and GDR- this would be acceptable. The Maidan protest led upheaval thus had a contrary effect which Germany under Merkel and France under Sarkozy and Hollande failed to grasp. Obama judged Russia by its GDP, ignoring its history and relations among European states as one of the major powers in Europe, a technological state with nuclear power. As China shifted away making the integration of Hong Kong and now Taiwan a priority under president Xi, and asserting the virtue of its state run capitalist system over free market capitalism, the fissures began to develop in the system that prevailed after World War II and which survived the fall of the Berlin Wall. These are some of the origins of the war and are also in some of its aspects geopolitical and relate to world peace,, and peace inside nations in general outside the Ukraine war. And here relate to Venezuela Mexico and US inaction in tackling borders and cartels, the US border with Mexico, Syrian war and Syrian refugees entering Germany/Europe, the anti refugee movements in Germany and the EU, refugee crime in US and Europe, all connected in some way to the unsettled borders of the Russian state with US and Western European + Eastern European states in NATO and the EU nearby. And the limiting or removal of Russian influence in Ukraine seen by Russia as unacceptable in regions nearest to Russia that speak Russian. Britain has the virtues of its parliamentary democracy, yet it is far from Russia's borders and it just like the Russian Empire had an Empire in India and a near thing to an Empire in China, as recently as 1950, over history of western colonial empires of 500 years not too long ago. Which means it is good to be starry eyed but the reality in European history since 1400 is of dominant states and colliding or co-existing spheres of influence, mostly co-existing in some balance of different states in the interests of peace and welfare of the people.     ...

How will posterity view Angela Merkel. As she ends a fourth term this BBC News report says it will remain a contested legacy. Much of what went right has already been written. A woman, a pragmatic scientist who hewed to the center not just as a scientist but with a knack for politics. Much of her early period in office was one in which she had to tackle the eurozone crisis. The euro's weakness had its roots in the way Mr Kohl allowed eurozone membership for countries such as Greece without adequate entry requirements. Some of the other problems were also left behind by an overzealous mentor Helmut Kohl who pushed for German reunification that never really happened in terms of bringing all east Germans into the idea of the Federal Republic. These problems in a neglected eastern part of Germany around Dresden were never tackled by Merkel. They were social issues that Merkel's pragmatic thinking failed to grasp. Letting in migrants from Arab and African countries was a move that Merkel made without realizing the full implications. This policy was reversed but led to the emergence of extreme right wing sentiment in parts of the country. It is left to a future German leader to tackle the social and economic disparities that affect Germany today. As time passes people reflect and a more careful view prevails. Dr Rudiger Schmitt-Beck reflects this when he says that the Merkel years were about  a bizarre mix of modernization and backwardness. Merkel rejected nuclear energy after the events at Fukushima nuclear plant in Japan. As a scientist she was able to tackle such issues. Yet on the major social issues of the day Prof. Schmitt-Beck of the University of Mannheim, says she left Germany "grotesquely behind"- on child care, climate policy, digitization, infrastructure building, on demographic change. These are the issues that the Social Democrats and the Greens are standing up for today. Ironically Merkel may be remembered more for something that is not even mentioned in this BBC report. This is the European solidarity shown by action to financially support all EU countries including Italy with EU funding during the coronavirus pandemic.  This may be her biggest achievement because it will be lasting. Without it Europe would not be the better place it is today, resilient in the face of the pandemic.  Seen from outside Merkel will be seen as a German leader who failed to see the potential for India and other Asian countries with almost twice the population of China. Fascinated with 13 visits to China she studied Chinese history, politics and economics, says the WSJ. And did too little to balance Germany's close business and trade ties with China, with efforts in India and other countries. Seen from America as pointed out in the WSJ front page on September 23, Merkel made no effort to rebuild US relations with the Biden administration after the tumultuous period under presidents Obama with spying on her phone and with Mr. Trump over the EU's participation in NATO defense. She seemed resigned to a view that America had seen her best years, a belief that today does not exist anywhere in America. US president Biden's first phone call to Merkel was put off for a few days says the WSJ, and Merkel continued to build close ties with China, ignoring the fact that this was a new administration closer to that of presidents FDR and Harry Truman who did so much for Germany. And a president very different than any of Biden's five predecessors. ...

The language and tone of the leaders says something about what is likely to be the outcome of the G20 summit. Its a first for significant participation, as countries as diverse as Russia, China, India, Indonesia, Saudi Arabia, and the Netherlands are represented. The credible positions of both sides, the US, UK and Japan, and the European side of France, Germany and the Czech Republic, well presented, provide for some serious discussion and negotiations. France's Sarkozy and Germany's Merkel want to see a global regulator that would reach inside the borders of the US with stricter regulation. Sarkozy calls this "nonnegotiable." And he said that he would reject an agreement that puts off stringent new regulations on banks, tax havens, and hedge funds. He said "the compromise has to come from all countries around the world." US President Obama said that if there is going to be renewed growth it can't just be the US as the engine, everybody is going to have to pick up the pace," at the same time saying that the US had to be concerned about its own deficits. The fact is that the US stimulus will mostly help a severely impacted domestic economy recover with social safey net payments to local and state governments and unemployment insurance, as well as targeted investments in infrastructure, education, energy and health care. It will not mean anywhere near the kinds of imports the US made from other countries, especially China. And Obama made that clear when he said the US will never return to that situation, where the US had become a "voracious consumer market." For the Germans the major market for their middle companies is China, and China has its own stimulus spending on infrastructure spending, which should provide for continued imports of machinery from Germany at a much lower level. Thus Germany and France see a strong tendency to call the source of the crisis and repeat that call till the US listens, and refer to the failure of free market capitalism in its unregulated form. And to insist on fixing it through a global regulator with strict and systemwide rules. So you hear this in Merkel's words, "the foundation for this finacial architecture must be laid now, that is why we seem to be so tough." While the vivacious Sarkozy talks of compromise, and a US gesture in regulation in return for Franc's gesture of joining NATO, the mild mannered Merkel is clear and focussed about her concern. She rejects the idea of linking stimulus spending demands of the Anglo-Americans with the Franco-German demands for global systemwide regulation. "This is not a bargaining chip," she says. The media may mistakenly report lack of consensus as a failure of the summit. But in the long run in the presence of good positions on both sides, it could lead to some tough negotiations even if continued at another meeting. And result in something serious, credible and lasting in its impact, rather than something that was easy and did not in Andy Grove's useful words involve "constructive confrontation." ...

Friedman highlights the importance of an interview with President Obama by Atlantic magazine's Jeffrey Goldberg. In this interview Obama gives a thoughtful understanding of what it means if Iran acquires nuclear weapons. The greatest danger is in nuclear proliferation. Obama brings to this an understanding of this issue from the time he focussed on this issue as a student at Columbia University, when he described the risks of nuclear proliferation in the Columbia student newspaper. There is the risk of an escalation in the development of nuclear weapons in the Middle East first, and then elsewhere. And there is the risk that nuclear weapons fall into the wrong hands. The situation would create problems like that faced in North Korea or in the India-Pakistan region, but increased by many times the current dangers. The entire nuclear de-proliferation effort and the efforts to de-nuclearize weapons stockpiles that took decades to accomplish with the Soviet Union could come undone- and it would then be necessary for all countries to invest in advanced technologies for defending against nuclear weapons, setting in motion another arms race. The current situation reminds people that the issues raised by nuclear weapons development will always be with us, and require a worldwide concerted effort, at official and public level, bringing in scientists, public opinion worldwide, and educating the public in all countries of the larger danger to mankind. The issues need to be put in the right context beyond nations and politics, beyond international conflicts and competing interests or ideologies, including Israel, Iran and any other nation looking for nuclear weapons as a solution for conflicts. Shultz, Perry, Kissinger and Nunn after a series of meetings at the Hoover Institution called for the update of the old policies of nuclear deterrance based on mutually assured destruction used with the Soviet Union, to reflect the new threat of terrorism- in an op-ed NYT 3/7/2011. The focus of this effort is on a new Fissile Material Cutoff Treaty, with all nations giving up nuclear material to an international nuclear material bank. Senator Obama strongly supported the efforts of Senators Lugar and Nunn in de-proliferation work after the collapse of the Soviet Union and joined the senators on one of their trips- Broad and Sanger, NYT, 7/5/2009. A major effort to reduce NATO, U.S. and Soviet nuclear weapons is called for to lead by example, providing a framework for other means of settling regional conflicts and educating public opinion in these countries, and moving forward the negotiating of the Fissile Material Cutoff Treaty. In many ways public opinion will have to lead the way in all countries as governments can lag behind- the efforts of Sam Nunn and Dick Lugar and the many unnamed people in the Soviet Union who aided their efforts show the importance of this....

The chairman of India's Tata Group, Ratan Tata, talks to the WSJ's Paul Beckett. Tata Group now employs 357,000 people and gets 65% of saes from overseas. He describes the difficulties with the Jaguar and land Rover acquisition. And says Tata Motors did very well to extinguish $3 billion in debt arising from the acquisitions by raisng new capital, liquidating some assets and doing away with loose practices. The experience at the new location in Gujarat for the Tata Nano minicar is very positive and production is planned for January 2010. He has some words for India's government, saying that India will remain an agricultural country unless the government finds some better way to fairly and justly compensate farmers for their land where industrializaton is takng place. He sees an alien view of industrial development in W. Bengal and says Tata is better off from being away from that place. For the US and Indian firms operating in the outsourcing space he has some advice. He wants Indian companies to be sensitive to the American unemployment situation, the stress being felt by jobless people, and that its important not to be aggressive and alien to pain that is going on in the USA.
